andlooms and handicrafts are the proud hallmark of our hoary culture. They are rich with variety, stamped with styles Hand features of local/regional distinction. Besides being artefacts of heritage coming down from times immemorial, they make significant contribution to national economy in terms of exports and employment generation. Given the right environment, they can play a much bigger role.

Recognising the potential of the sectors, subsequent five-year plans have been taking the initiative to pump new energy into them by way of various schemes and incentives. However, unless backed by supportive policies, programmatic interventions will do little to change the reality of the lives of the weavers and artisans. Especially in the prevailing context of environmental concerns and climate change, the relevance of handlooms and handicrafts becomes doubly accentuated. They are not just a source of livelihood for weavers and artisans, but environment friendly, energy saving forms of art that has secured India’s presence in millions of homes across the globe. The fine prescient artists who craftbeauty with dexterous hands are among the most marginalised sections of society.

From the perspective of economy, the sectors need to be well nurtured as they provide livelihood to rural and semi-urban artisans, while fetching valuable foreign exchange for the country. The production and export of handloom cloth and garments during 2015-16 was 720 crore square metres and Rs.2,353 crore respectively, while the total production of handicrafts including handmade carpets was worth Rs.41,418 crore and export of handicrafts amounted to Rs.30,939 crore. Therefore ensuring the healthy sustenance of handlooms and handicrafts would go a long way in narrowing down the rural-urban divide on the one hand, and arresting the rural-to-urban migration on the other.

Handlooms and handicrafts are widely dispersed in the unorganised sector, therefore deprived of access to the benefits of government schemes. Activity in the sectors is gradually receding though the products find favour in the markets. The reasons may be traced to inherent drawbacks like low productivity, shortage of skilled hands - personal skill is the principal component - and the attraction of better and secure income through salaried employment for comparatively easier work in better work conditions. In order to score compatible levels of price warranted by the cost of labour, the product has to show up exquisite skill of handwork, which calls for skilled hands of fine talent. Lack of education, low capital, non-awareness of new technologies, absence of market intelligence, and poor institutional framework are other challenges plaguing the growth of these sectors.

With a view to infusing new dynamism into the sector and bettering the conditions of artisans, the Govt. of India has formulated several measures. They are: National Handloom Development Programme (NHDP); Yarn Supply Scheme (YSS); Handloom Weavers’ Comprehensive Welfare Scheme (HWCWS); Comprehensive Handloom Cluster Development Scheme [(CHCDS) for developing 8 mega handloom clusters], for the handloom sector; and, Ambedkar Hastshilp Vikas Yojana (AHVY); Marketing Support & Services Scheme; Research & Development Scheme; Mega Cluster Scheme, for the handicrafts sector.

ni-msme has always been involved with artisan development and growth of handlooms and handicrafts. It has constituted an exclusive unit – the National Resource Centre for Cluster Development (NRCD) – which is dedicated to the implementation of cluster development programme. Also, a special unit – the Resource Centre for Traditional Paintings (RCTP) – has been set up to help the artisans with market reach. RCTP also undertakes documentation of traditional painting crafts, and encourages children and women to develop skills.

The Institute works closely with the offices of the DC (Handlooms) and DC (Handicrafts) to organise entrepreneurial and skill training for the artisans, implement cluster development programmes, to resolve technical and other problems of the artisans. ni-msme has also conducted impact studies for implementing the schemes effectively for socio-economic development of artisans. At present, ni-msme is assisting NBCFDC and NSFDC in promoting handloom and handicraft clusters in the states of Kerala, Karnataka, Andhra Pradesh, Maharashtra and Telangana.

We invite the artisans, practising as well as aspiring, to make use of our expertise to overcome difficulties in accessing the schemes, reaching the markets, developing designs, etc. Our experts are always ready to help you.

Farewell to Phase-III

he set of three executive development training Tprogrammes, comprising phase-III of 2017-18 international series, were concluded through a formal valedictory function organised for the purpose. The programmes of the phase were: Training Methods and Skills for Managers (TMSM); SME Financing – Approaches and Strategies (SMEFAS); and Total Quality Management & ISO 9001: 2015/14001/22000/27000 & Six Sigma (TQM).

Dr. Vivek Kumar, Professor of Sociology, Jawaharlal Nehru University, New Delhi was the Chief Guest of the event. Addressing the delegates, he observed that small enterprise is a natural legacy among the developing nations, and has been the strong pillar of their soci-economic structure from the beginning of history. While this is a favourable condition for their proliferation, it is also acting as a setback because the entrepreneurs operate in their traditional cocoons, not minding to catch up with technological advancements prevailing the times. Consequently their earnings would become skimpy and may prompt them towards job-seeking. The type of training being offered by ni-msme will help create awareness among the entrepreneurs of the developing countries to understand the need to assimilate the changing trends into their operational methods and hold

their place in the markets. He congratulated ni-msme on successfully completing fifty years of international training vis-à-vis the MSMEs, and wished the delegates a bright and promising future in their chosen lines of career.

Earlier, Dr. Sanjeev Chaturvedi, Director of ni-msme, in his address following the welcome words by Dr. E. Vijaya, FM, stated that India is rich in cultural diversity and staunch in adherence to values, and small enterprise is inter-woven into the cultural motif of the country. In an economy facing the challenge of providing sustaining livelihood to a huge working-age population, MSME with its potential of low cost job creation suggests itself as a perennial resource. He called on the departing trainees to use the knowledge gained through the training and the interaction with Indian experience, with good profit in their respective work situations back home.

During the valediction, Mr. Previous Mativenga of Zimbabwe (TMSM), Mr. Isaac Lagat of Kenya (SMEFAS), and Mr. Claude Roger (TQM) of Senegal shared the impressions about the programme design and content, as well as campus infrastructure and amenities, on behalf of their respective batches. The event came to end with vote of thanks proposed by Mr. Vivek Kumar, AFM, ni-msme.

An Evening of Music and Frolicdhering to the unwritten tradition of the Institute, a Acultural evening was organised on 4th January 2018

for the departing participants of International Executive Development Training Programmes (2017-18) of phase-III. Kalangan, the amphitheatre at the campus, was dressed up for the occasion with colorful lights, water jets leaping from the fountains and melodious tunes wafting the air, welcoming the guests with inviting mien into a relaxing ambience.

The event was inaugurated with the customary lighting of the lamp by Dr. Sanjeev Chaturvedi, Director of ni-msme,

joined in by the programme directors, members of ni-msme family and participants of all the three programmes.

The participants hailing from 32 countries presented group items, solo numbers, skits and dances with gliding steps, reflecting their native cultures. Refreshingly, some of them had also turned their feet to Hindi movie melodies. The Institute, from its side, had arranged for some Indian ethnic numbers, which the foreign guests had received with delight.

The cultural agenda was followed by the Director awarding prizes to winners in sports events held earlier and Country presentation were also presented by ni-msme. The event closed with a delicious outdoor dinner.
