EXECUTIVE SUMMARY

As representative of Tenaga Nasional Berhad, we would like to propose for counseling and training centre which is located in Tenaga Nasional Berhad organizations at Jalan Yahya Awal in Johor Bahru branch.

The problem statement of making the proposal of Training and Counseling Centre is due to several problems face by employees where they are lack of knowledge, ability and skills. In addition, low task performance by the employees also one of the problem statement. Lastly are low motivation and less competition between employees.

The objective of the project is to provide a place for employees to have training, ensure employees can get moral support and encouragement and to create better workplace for the employees in the organizations.

The significance of the project is to improve the employee’s skills and knowledge, help employees to solve problem and strengthen the bond and harmonies between the employee and manager.

The basic procedure taken to prepare this proposal was by selecting the committee of Training and Counseling Centre project, conduct meeting, plan the budget for the project and last procedure is determine and identifying the source of fund to run the project.

The total cost is approximately RM 27 280, which include several budget such as the budget for construction of Training and Counseling Centre (RM 1 700), fixture and fitting (RM 10 830), material and equipment (RM 2 750) and service cost (RM 3 900)

The pre- period for the construction is one month, the duration for renovation is expected to be in one month and the post- period is three weeks. The training and counseling centre would be open at different time where training program would be open on Saturday and Sunday, from 10a.m. to 5p.m. for counseling program, it would be open on Monday to Friday from 10a.m to 5p.m.

The limitation of this proposal is it will increase the budget of organization, not all worker interested to involve in this program and proposal is difficult to be approved by Board of Director.

1.0 BUSINESS PROPOSAL

Tenaga Nasional Berhad (TNB) is a company listed on Bursa Malaysia (KLSE).

Besides, TNB is the largest utility company in Malaysia and also the largest power

company in Southeast Asia. TNB also have serves over seven million customers

throughout Peninsular Malaysia and also the eastern state of Sabah through Sabah

Electricity Sdn. Bhd. The core activities by the worker are in the generation,

transmission and distribution of electricity. In addition, TNB have its own vision which is

“To be among the Leading Corporations in Energy and Related Businesses globally"

and the mission which is "We Are Committed to Excellence in Our Products and

Services". In order to achieve this goal, employees in the company have to work more

effectively and efficiency. Thus, by providing a training and counseling centre, it will

bring many benefits to the company and the employees itself in terms of knowledge,

skills, performance and much more.

Training and Counseling Centre location was chosen at Wisma TNB, Jalan Yahya Awal,

Johor Bahru. Wisma TNB in Johor Bahru has a lot of space which training and

counseling centre can be operated. Moreover, the location of Johor Bahru which is

between with other branches of TNB's company makes it easier for the employees from

other branches in Malaysia to gather. Thus, training and counseling centre is focusing to

the staffs in the company so that they will give more attention to them.

2.0 PROBLEM STATEMENT

2.1. Lack of knowledge, ability and skills of the employees.

Some of the employees in the TNB Company have lack knowledge when conducting

the job. Besides, they also do not have much ability and experience when applying the

job and not enough skill. By providing a training centre with an experience trainer, it can

guide the employees and increase their knowledge so that they can apply job

effectively.

2.2. Low task performance by the employees.

Low performance of the employees which is related with low performance of

communication, condition and consequence can make low task performance when they

are conducting their job. They need to be train to improve their weakness and avoid any

mistake happen during the working hour. Therefore, the training centre is the best ways

to improve it.

2.3. Low motivation and less competition between employees.

The employees have low motivation among themselves are more likely due to

inadequate of job skills, does not put much focus on company goal and poor

communication between the worker and the top management. Furthermore, the

employee also does not have encouraged making a healthy competition among

themselves to be an excellent employees in the company. So, by providing a counseling

centre, the employees will have encouraged to get advice from the counselor.

3.0 OBJECTIVES

3.1 To provide a place for the employees to train

By providing a place that can be used as a training centre can ensure that the

employees in the organisation can get their training in the organisation itself. Even

though there are plenty of training centre outside the organisation, this project is more

cost effective and also can save time. The employees can be trained by the

organisation itself in order to ensure the employees can achieve the organisation goal.

3.2 To ensure the employees can get moral support and encouragement

As a human being we know that we are not perfect. Sometimes we also can get

something in mind. Not all people can endure their own problem in order to ensure it

does not affect his career. That is why we need to give moral support and

encouragement to them. Sometimes, even if the matter is small but some employee

does not know what do and they having hard times to make a decision. As for the

counseling centre, it can help give advice to them so that it would not be an obstacle in

doing their daily work life.

3.3 To create a better workplace for the employees in the organisation

In order to achieve the goal, of course our mind had to focus to our work. For example if

we cannot concentrate to our work then how we want to achieve the organisation goal.

There are several factors that contribute to the surrounding in the workplace. The

counselling and training centre can produced a productive, discipline and hardworking

employee. By creating a discipline employee of course there will not any problem

occurs in the organisation such as delay in work and behaviour problem in term of

sexual harassment. The female employee will feel safe to work in the organisation and

this make the employee concentrate to their work.

4.0 SIGNIFICANT

4.1 To improve the employees skills and knowledge

This counseling and training centre can be a medium in order to generate the employee

skills to a higher level. This can contribute a great thinking skill of the employee to the

organisation. During brainstorming session, thinking skill is needed in order to achieve a

good conclusion. By improving the employee knowledge, they will become more expert

to handle the task that had been given to them in a proper manner.

4.2 To help employees to solve problems

Each one of us has our own problems whether it is relating to work or our personal life.

We know that if a person had his or her personal problem it will affect their work. Some

said that they can be a professional, can divide between personal matter and work. It

may be true to somebody, but mostly they cannot handle their own feeling and affect

their work and the result is no commitment in their work. This will result in the

achievement of the organisation goal. This counseling and training centre can help the

employee because there will be a counselor that expert enough how to handle problem

of the employee. The counselor will give advice to the employee which and what they

should do in order to solve their problem.

4.3 To strengthen the bond and harmonious between the employee and other

manager

Through training centre, the worker can know each other and strengthen their bond by

communication and teamwork. The bond between the employee and the manager must

are important in order to achieve the objective. For example if the manager not having

many work, they can spend their time by give advice and support to the employees who

have a problem. Besides, the manager also can give guideline to the employee about

perform task therefore its help employees to understand more about their job. The

harmonious between the employee and the manager is to ensure the cooperation

between them. If there is no cooperation, it is not easy for them able to work together in

order to become a productive employee.

5.0 PROCEDURE

5.1Select of committee of training and counseling centre.

We will select the leader of the project from top management of TNB. The member

of training and counseling will be chosen and form one group of representative to

work on the proposal to the top management. After been discussed, it is decided

that representative from Management Department to become leader and other

member will be from other department. Two professional trainers and one counselor

will elect in order to conduct the training and counselor session.

5.2Conduct a meeting

A meeting was conduct by head of project where by all staff of TNB will together in

order to inform them about the plan to establish the training and counseling and

names of the member of the project that will represent their department also.

Therefore, the members are meeting weekly in order to discuss on the issues and

manage the problem related.

5.3Plan the budget for the project.

The members will meet in order to discuss on budget for the implementation of

training and counseling centre. They need to find the research and allocated the

specific cost in order to make the project succeed. The cost was allocated based on

expenditure, expenses, fixtures and fitting and also monthly salary of personnel that

hire for the trainer and counselor’s services.

5.4Determine and identify the source of fun to run the project.

There are room of office where by not used by TNB that need for run the project.

The head of project need to find sources from top management in order to support

the management of centre. Therefore, the company also needs to provide financially

on the project and other ways of fund is from the shareholder. It is this project can

help to increase the performance of employees whereby it will give good impact on

shareholder wealth.

6.1 Renovation of room

There is room of the company that not occupied. It is can use to make a room for

training and counseling room. The cost of renovation is estimate around at RM17,

000. The panting cost is around RM2, 000. It is because there do not required many

amount of money because it only to renovate room for the training and counseling

centre so that it will become beautiful and give the peaceful place for the employees

to rest their mind and also gain knowledge from training centre. We apply the loan

from company if they can lend any financial for the renovation.

6.2 Others

The total fixture and fittings would cost RM5, 230. We will get supplier of fixture and

fittings from J&J Furniture Trading such as sofa, chair and tables. Some of material

and equipment include such as motivational book, magazine and also whiteboard

during training session from other supplier. There are dealing the price of furniture

between J&J furniture trading so that we can buy the fixture and fitting at the lower

prices. Besides, there is allocation of costs for the services that provided where by

the centre will appoint two trainers and one of counselor to assist the training and

counseling centre. The trainer will cost RM1200 and for the professional counselor is

at RM1, 500. It is cost effective if the top management can take part in doing training

for the employees so that they can strengthen the relationship beside improve the

performance of employees in their task.

6.3 Monthly expense

We do not have to pay the monthly expenses such as utilities because the

counseling is such a community service whereby the utilities will be sponsored by

company because this centre is for the company good’s and give benefit for

company.

7.0 DURATION

7.1. The Pre- Period.

The proposal expected to be presented to the Board of Directors in early May and it is

expected to be approved in one month. The renovation of Training and Counseling

Centre is expected to be done within one month which the renovation is expected to

begin on June 2, 2013.

7.2. The Renovation Period.

The renovation period will take approximately one month, which will begin on June 2,

2013 to July 2, 2013. The renovation will be held on Tenaga National Berhad

organisation, which is on the same department. Renovation will involve an area, which

that area will be divided into room such as a room for counseling section and a room for

training section. Training room will be larger than counseling room.

7.3. The Post Period.

After the renovation has completed, it will take around three weeks for installing all

necessary item such as whiteboard, fixture and fitting. The training and counseling

centre is expected to be completed on August 1, 2013.

7.4. The Service Period.

Counseling and Training centre is plan to open and different time on different program.

Counseling program will start it service on Monday to Friday, at 10 am to 5 p.m.

Different with Training program will start it service on every weekend (Saturday and

Sunday) on 10 am to 5 p.m. Training program included several session that must be

follow up by the staff. Training and counseling centre will give an opportunity to all staff

of Tenaga National Berhad. The Training and counseling program will be handled by

professional counselor and trainer.

8.0 LIMITATION

8.1. Increase budget of organization.

Tenaga National Berhad organization needs to give high amount of expenses after

approve this project, where Tenaga National Berhad needs to spend around RM27,280.

Besides of the budget for renovation process, Tenaga National Berhad also need to

spent a higher amount of expenses in hiring the professional counselor and trainers.

This statement is support more in the activity of training and counseling which does not

give any income to Tenaga National Berhad because training and counseling is part of

services which aim to improve effective and efficient workers.

8.2. Involvement of staff in Training and Counseling Program.

There are not all staff are interested to get involve in Training and Counseling program

because of several factor such as no time for follow up on training program which

contain several session that must be fulfill in committed way. Besides, there is also

several staff that does not have an interesting at all to join training and counseling

program. Moreover, there is also a type of staff which are not courage enough to get

counseling when they facing a problem or stress in their working culture.

8.3. Difficult in getting proposal to be approved.

There are several factors that may lead to disapproval of proposal. First factor is project

of Training and Counseling Centre required large amount of budget in making it

renovation besides of higher expenses to hiring the professional counselor and trainer.

Related on this matter, project of Training and Counseling Centre does not give any

income to cover up the large amount of budget. This show opposite objective of Tenaga

National Berhad which is more tending on profit oriented. When we focus more on staff

involvement on Training and Counselor program, Tenaga National Berhad will face high

amount of losses if staff in Tenaga National Berhad does not give committed on this

program.
