BE IT ORDAINED by the City Council of the City of Calmar, Iowa, as follows: That Chapter 52.03 # 3 read as follows: Property owners are not to discharge grass into the street when mowing. That Chapter 52.04 # 1 read as follows: Developed Residential Areas -- not to ex- ceed six inches (6”). That Chapter 52.04 # 3 read as follows: Business and Industrial Areas – not to ex- ceed six inches (6”). That Chapter 52.06 read as follows: VI- OLATION. Upon the determination by the designated municipal officer by visual observation and measurement that a vi- olation of this chapter has occurred, the City will send written notice by mail to the landowner, informing said owner of the problem and the action that is to be taken. That Chapter 52.07 read as follows: NOTICE. The notice will be set forth that the property owner has ve (5) days from the date of the notice to have the grass cut or the grass clippings removed from the street to conform with this section. The notice will set forth the address of the property in question and will instruct the landowner that this notice constitutes notice for the balance of the summer and that further action will be taken by the City to remedy the problem if it occurs again on the same property without additional written notice being given. This Chapter 52.08 read as follows: PEN- ALTY. Any property, including the parking, which is not mowed within the time period in the notice may be mowed by the City, and a charge of $75.00 per hour for such mowing, plus a surcharge of $ 100.00, will be charged to the proper- ty owner. Any property owners who fail to mow their properties, including the park- ing, thus allowing the same to be mowed by the City, and who do not provide pay- ment for the mowing as required, will be assessed by the City for such costs, which will be collected in the same manner as general property taxes. Any property which has discharged grass clippings into the street and the clippings are not re- moved within the time period in the notice may be removed by the City, and a charge of $ 75.00 per hour for such removal, plus a surcharge of $ 100.00, will be charged to the property owner. Any property own- ers who fails to clean up grass clippings discharged from their properties, thus allowing the same to be removed by the City, and who do not provide payment for the removal as required, will be assessed by the City for such costs which will be collected in the same manner as general property tax. Repealer: All Ordinances or parts of Or- dinances in conict with the provisions of this Ordinance are hereby repealed. Severability Clause: If any section, pro- vision or part of this Ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the Ordinance as a whole, or any section, provision or part thereof not adjudged in- valid or unconstitutional. From a peak of around 210,000 lost jobs, Iowa now has 135,177 continuing jobless claims, accord- ing to data released Thursday by Iowa Workforce Development. That is down over 6,500 jobs since last week when Iowa had 141,748 continuing claims. Manufacturing continues to lead jobs hit hardest with 3,448 for the week. The agency is noting that ben- efits are set to begin expiring for workers who have exhausted their 13 weeks of eligibility. Some work- ers might qualify for an additional 13 weeks of state aid. Storm’s Brunt Misses Area A low-pressure system pro- duced showers and storms as it moved east through the Upper Mississippi River Valley Thursday, with some of the biggest damage just south of the area. Wind damage and hail were seen with five severe thunderstorm warnings issued in the National Weather Service La Crosse (Wis- consin) County Warning Area. In this area, warnings were is- sued for Allamakee, Chickasaw, Clayton, Fayette and Winneshiek counties. The largest amount of rainfall in Winneshiek County came in ru- ral Bluffton with 1.5 inches. Rural Jackson Junction recorded just over half of an inch by comparison. Fayette County saw varying amounts, from 1.16 in Eldorado, just shy of the Winneshiek County line, up to 2.7 inches down in Ar- lington. The storm struck Calmar around 1:45 p.m. with driving rain and a report of a tree branch land- ing on a garage, according to the weather service. West Union took particular damage with a roof blown off of a building and branches down. The Fayette County Sheriff’s Office ini- tially referred to a tornado, but the weather service has not given its confirmation to that estimation. Area sports took a hit from the storm with games cancelled during the final days of play ahead of tour- nament. NEIRHTF Now Accepting Homebuyer Applications The Northeast Iowa Regional Housing Trust Fund (NEIRHTF) is accepting applications for first time homebuyer down payment assis- tance and housing rehabilitation\ improvement projects. Applicants must be low-moder- ate-income first-time homebuyers, homeowners, landlord/for-profit organizations or non-profit orga- nizations to promote and create affordable housing activities. All applicants must be in one of the following counties of Allamakee, Clayton, Fayette, Howard and Win- neshiek. Eligible projects include rehabilitation and repair of existing housing, including, but not limited to: roofs, windows, siding, plumb- ing, electrical, energy efficiency, lead paint issues and handicap accessibility. More information is available at www.uerpc.org Closures Announced The Spillville Public Library, Waucoma Public Library and the German-American Museum in St. Lucas have announced closures to the public. The Calmar Public Library will remain open to the public. Story hour is not currently in the works for the Calmar library, but additional programming is slated. Business reaction to additional COVID-19 cases has been mixed, with some businesses, such as Two Trees Pizza in Ossian and The Mint in Protivin opting to go carry-out only while others such as PIVO staying open for customers. was northbound on 265th Avenue in Madison Township at 5 p.m. when he approached a large farm spayer. The roadway was not wide enough for both. Teslow took the edge of the roadway, dropped off into a culvert and rolled. No ambulance transport was needed.

July 4Jason Fairchild, 46, of West Union,

was arrested in Bluffton and booked into the Winneshiek County Jail for public intoxication and possession of controlled substance – third or subse-quent offense.

One-Third of LostJobs RecoveredAround 70,000 Iowa jobs have

been recovered since the peak of job losses amid COVID-19 restric-tions.

From a peak of around 210,000 lost jobs, Iowa now has 135,177 continuing jobless claims, accord-ing to data released Thursday by Iowa Workforce Development.

That is down over 6,500 jobs since last week when Iowa had 141,748 continuing claims.

Manufacturing continues to lead jobs hit hardest with 3,448 for the week.

The agency is noting that ben-efits are set to begin expiring for workers who have exhausted their 13 weeks of eligibility. Some work-ers might qualify for an additional 13 weeks of state aid.

Storm’s BruntMisses AreaA low-pressure system pro-

duced showers and storms as it moved east through the Upper Mississippi River Valley Thursday, with some of the biggest damage just south of the area.

Wind damage and hail were seen with five severe thunderstorm warnings issued in the National Weather Service La Crosse (Wis-consin) County Warning Area.

In this area, warnings were is-sued for Allamakee, Chickasaw, Clayton, Fayette and Winneshiek counties.

The largest amount of rainfall in Winneshiek County came in ru-ral Bluffton with 1.5 inches. Rural Jackson Junction recorded just over half of an inch by comparison.

Fayette County saw varying amounts, from 1.16 in Eldorado, just shy of the Winneshiek County line, up to 2.7 inches down in Ar-lington.

The storm struck Calmar around 1:45 p.m. with driving rain and a report of a tree branch land-ing on a garage, according to the weather service.

West Union took particular damage with a roof blown off of a building and branches down. The

Fayette County Sheriff’s Office ini-tially referred to a tornado, but the weather service has not given its confirmation to that estimation.

Area sports took a hit from the storm with games cancelled during the final days of play ahead of tour-nament.

Housing Trust Fund (NEIRHTF) is accepting applications for first time homebuyer down payment assis-tance and housing rehabilitation\improvement projects.

Applicants must be low-moder-ate-income first-time homebuyers, homeowners, landlord/for-profit organizations or non-profit orga-nizations to promote and create affordable housing activities. All applicants must be in one of the following counties of Allamakee, Clayton, Fayette, Howard and Win-neshiek. Eligible projects include rehabilitation and repair of existing housing, including, but not limited to: roofs, windows, siding, plumb-ing, electrical, energy efficiency, lead paint issues and handicap accessibility.

Closures AnnouncedThe Spillville Public Library,

Waucoma Public Library and the German-American Museum in St. Lucas have announced closures to the public.

The Calmar Public Library will remain open to the public.

Story hour is not currently in the works for the Calmar library, but additional programming is slated.

Business reaction to additional COVID-19 cases has been mixed, with some businesses, such as Two Trees Pizza in Ossian and The Mint in Protivin opting to go carry-out only while others such as PIVO staying open for customers.

They are still compiling information for the contract amendment, change orders, and subsequent loan. Other projects dis-cussed: The streets that got seal coated (Clark, Charles, South), Dennis Rausch in town working (manholes), Webster and Washington will be fi nished when the plant moves to Ridgeway.Don Wurtzel presented the Economic

issues.Greg Barta advised the storm drain at

the hay auction is plugged. He called Visu-Sewer to video and jet it. Need to repair soon. Riprap washed out with last hard rain. Idea was suggested to install the big concrete blocks Croell carries., but feel it needs to start at the bridge, which would be about 120’. Herold will make some calls. Need to look at dike also, as the water is eating away the bank. Bar-ta advised he has 6 sump pumps left to correct, but has not been going into any houses due to COVID.Motion was made by K. After some discussion, Council would like a letter sent to her to investigate property lines and see if room allows as the code is written, or ask for signoffs from the neigh-bors to approve. Driveway Specialist will be coming to

look at the tennis court. We received $4,285 from Winneshiek County Develop-ment to resurface. Discussed Nuisances again. Leuenberg-

er and P. Schmitt volunteered to make a list of code violations and bring to Council. Next meeting will be August 5, 2020, at

The City of Fort Atkinson will be holding a Public Hearing to review an application for a State Revolving Fund (SRF) loan and to make available to the public the contents of an environmental information document and the City’s project plan. These docu-ments include design and environmen-tal information related to the proposed improvements to the City’s wastewater treatment system.The proposed project includes con-

struction of a new lagoon system and all associated piping, connections, and ap-purtenances. A UV treatment system will be installed. The existing lagoons will be abandoned. The new lagoon system will consist of two primary cells that will be 480 feet wide by 480 feet long and two sec-ondary cells that will be 276 feet wide by 276 feet long. The primary cells will be 6 feet deep liquid (8 feet deep total) and the secondary cells will be 8 feet deep liquid

(10 feet deep total). The new lagoon sys-tem will utilize the existing outfall.The purpose of this Public Hearing is to

inform area residents of the community of Fort Atkinson of this proposed action, discuss the actual cost and user fees as-sociated with this project and to address citizen’s concerns, if any, with the plan.The Public Hearing location and time are
