• BFPP1 has positioned us well for coming years

• BFPP2 is about people

• Program must deliver new ways/different approaches to engage the community

• Substantial investment in BFPP2 must deliver results that we can measure

• All areas of CFA play a key role in our success


Context

• CFA will lead the delivery of BFPP2 under Victoria’s existing emergency management arrangements – at state, regional and municipal level.

• CFA will work closely with our emergency service, government and community partners at local and state level in rolling out BFPP2.

• For success to be achieved BFPP2 requires that CFA will work with each agency in an integrated way.

• Individuals within our communities are the focus of BFPP2.

• Governance response to VBRC final report will be key input into BFPP2.

• CFA has engaged Soloren Consulting to assist in the development and delivery of the Program.


Objectives – Phase 1 & 2

• Define the strategy(s) to improve bushfire preparedness levels across the state.

• Identify what we want to achieve through the program and how we’re going to measure its success.

• Work out how we’re going to deliver those strategies through particular projects.

• Deliver the program, making sure it’s well-managed, quality-assured, and involves the entire organisation, along with CFA’s partners.

• Use various communication and education tools as appropriate, relying on CFA and other experts in the field of bushfire preparedness.

• Shift of focus from planning to influencing the individuals intention to act.

• Each precinct will have different capability requirements, however there will be a generic set of ‘core capabilities’ that need to be developed across all precincts.

• As an individual or household moves through this process they are more likely to behave in a rational manner in an emergency situation, because they are more prepared (levels 1 – 4) and response ready (level 5).

• The more mature the level of capability for an individual or household, the greater the level of engagement and behavioural conditioning the State (and its agencies) can expect to have achieved.
