Summary It has come to my attention that the property at No. 66 Lucas Road, Burwood is currently on the market for auction on 2 April 2016. The property is not currently heritage listed, nor located within a heritage conservation area. I, and to my knowledge Cr Furneaux-Cook, have received representation from a local resident that the house and surrounding gardens are a good example of a well-cared for Federation property, contributing to the appeal of the surrounding neighbourhood. I am advised that the house, being on the market for sale, does not mean it is under threat

2012 Proposal This application is lodged pursuant to Section 96 of the Environmental Planning & Assessment Act 1979 to modify Development Consent No. 2013/032, as originally lodged, and proposes a range of changes including enlargement of balconies, floorplan changes, construction of shade structures and adjustments to window placement/privacy screens to 10 of the 43 residential units approved. Partial enclosure of the rooftop communal open space area was also proposed. Following public notification and discussion with Council officers the current Section 96 Application has been amended and no longer proposes changes to two of the 10 units whilst the scope of changes proposed to the remaining eight have been scaled back considerably. Summary A heritage consulting firm was engaged to undertake an assessment of the significance of 15 potential heritage items. The study recommended the heritage listing of nine properties and inclusion of a further three properties in a conservation area. The study findings and recommendations were the subject of preliminary consultation with affected property owners.

27/16 RESOLVED (Carried Unanimously) 1. That Council enter into the Voluntary Planning Agreement (VPA) at a rate of $1,100.00

per square metre additional gross floor area for Nos. 121-133 Burwood Road and 38-40 Railway Parade, Burwood for the provision of a monetary contribution towards public facilities after the granting of consent for the Development Application, which would include a condition requiring that the VPA be entered into.

2. That Council authorise the General Manager to sign the VPA and any related

program in the Burwood Town Centre and Satellite Shopping Centres. 2. That all DA conditions for developments in the Town Centre to be in accordance with

the Burwood Town Centre Urban Landscape Plan. Following Mayoral Minute 14/14, Council Officers commenced a review of the Burwood Town Centre Urban Landscape Public Domain Plan issue AC dated 27 February 2012 with the view to “ground truth” and confirm existing and future tree planting opportunities and areas for public domain improvements throughout the Burwood Town Centre. Please note that the Satellite Shopping Centres in the Burwood Local Government Area (LGA) will also be considered in the future. As discussed in the October 2015 report the review of the Burwood Town Centre Urban Landscape Public Domain Plan has now been completed. Attachment 1 is the Draft Burwood Town Centre Concept Street Tree Plan (Drawing No. NL_BC01). The plan has been prepared following an on-site tree survey carried out by Council Officers and consultant ‘New Leaf Arboriculture’ in November and December 2015. It should be noted that this is a snapshot of the CBD as of the date of this report and addresses the site conditions at the time of preparation to provide advice on potential street tree planting opportunities. The plan is not intended as a definitive indication of future tree planting opportunities. The plan identifies some future major development site locations as these will play a significant role in shaping the streetscape in front of these developments e.g. The Burwood RSL development site surrounded by Deane Street, Marmaduke Street, George Street and Shaftesbury Road, the Burwood Plaza potential development site at 42-50 and 52-60 Railway Parade and the Burwood Grand development site at 39-47 Belmore Street, 6-14 Conder Street and 11-19 Wynne Avenue. It should be noted that the on-site tree survey was limited to a visual assessment and no investigation into underground services was carried out. Further detailed investigation will be needed for individual tree planting proposals, including Dial Before You Dig and underground services investigations at or near the time of planting. Existing Street Trees The approximate locations of the existing street trees were correct as at January 2016. The retention, protection, replacement, proposed street tree species selection and maintenance of existing street trees will be in accordance with Council's Street Tree Management Strategy (STMS). Street trees will be planted in accordance with the specifications in the STMS. Town Centre Street Trees Any future proposed tree plantings will be subject to the budgetary and operational resources of Council. The final location of proposed street trees, lighting layouts, road and footpath alignments, traffic control and other streetscape elements will be subject to detailed site assessment and design and in accordance with Council's Development Control Plan. There are approximately 358 existing street trees in the Burwood Town Centre as shown on

Of these 352 new trees, 214 are proposed for planting in hard surfaces which will require excavation and complex root management systems. Town Centre Street Tree Species Selection The drawing included as Attachment 1 details the tree species that may be appropriate for planting in the Burwood Town Centre, depending on the individual site constraints and microclimate. Some of these species are not in Council’s Street Tree Management Strategy but may be suitable due to the unique site constraints in the Town Centre. Other species may also be considered. A list of these tree species in included below:

Small Trees Angophora hispida, Banksia marginata, Callistemon viminalis and 'Kings Park Special', Camellia japonica, Camellia sasanqua, Citrus spp., Corymbia ficifolia dwarf varieties, Feijoa sellowiana, Fraxinus griffithii, Gordonia axillaris, Lagerstroemia indica, Leptospermum petersonii, Magnolia 'Little Gem' and 'Teddy Bear', Melaleuca 'Revolution Green' and 'Revolution Gold', Michelia figo, Pittosporum revolutum, Syzygium leuhmannii, Tibouchina lepidota. (These trees are all listed in Ausgrid 'Plants generally suitable for use near Ausgrid's Network, for planting beneath power lines). Ceratopetalum gummiferum, Prunus cerasifera and P. 'Oakville Crimson Spire'. Medium Trees Alloxylon flammeum, Backhousia citriodora, Backhousia myrtifolia, Banksia integrifolia, Callicoma seratifolia, Callitris columellaris, Corymbia eximia, Cupaniopsis anacardioides, Elaeocarpus eumundii, Elaeocarpus reticulatus, Geijera parvifolia, Harpullia pendula, Hymenosporum flavum, Livistona australis, Pittosporum rhombifolium, Magnolia grandiflora, Malus sp., Polyalthia longifolia, Platanus 'Digitata', Prunus sp., Pyrus calleryana, Stenocarpus sinuatus, Tristaniopsis laurina, Zelkova serrata 'Musashino'. Large Trees Angophora floribunda, Brachychiton acerifolius, Brachychiton populneus, Corymbia maculata, Eucalyptus microcorys, Eucalyptus sideroxylon, Flindersia australis, Lophostemon confertus, Pistacia chinensis, Syzygium australe, Syzygium smithii, Ulmus parvifolia.

In addition to the Draft Burwood Town Centre Concept Street Tree Plan, Council Officers have developed a site-specific Dunns Lane Proposed Works Concept Plan and Elevation drawing. This drawing has been prepared as a design concept to improve the amenity and visual impact of the eastern side of the lane (i.e. the rear elevation to the shops fronting Burwood Road). The design strategies utilised to upgrade Dunns Lane include visual screening of the garbage bin storage areas and the use of trompe l'oeil murals painted on some of the rear facades of buildings and roller-doors. Trompe l'oeil is French for “deceive the eye”. This technique has been used for centuries and can create 3D perspective illusions on 2D surfaces. The concept design proposes to widen the eastern footpath in Dunns Lane by 1400mm to provide a total footpath width of 2200mm. The road reserve will be reduced to 6400mm (2 x lanes of 3200mm). The western side of Dunns Lane will remain unchanged except for recently completed tree plantings in five locations. A new concrete footpath with rolled top kerbs is proposed for the eastern side of Dunns Lane. Pedestrian access will remain along the western side of Dunns Lane and traffic flow directions remain unchanged. No stopping,

The proposed installation of screening garbage bin storage areas will provide privacy to the rear of the properties while removing the bins from public view. Five Water Gum (Tristaniopsis laurina) street trees have recently been planted on the western side of Dunns Lane. Tree planting on the eastern side of Dunns Lane is not recommended due to the presence of underground services and spatial constraints. At approximately $200,000, the Dunns Lane beautification will be an expensive undertaking as it involves considerable civil works. It is therefore suggested that a staged approach be adopted by Council. As a first step the visual screening of the garbage bin storage areas and the use of trompe l'oeil murals painted on some of the rear facades of buildings and roller-doors is proposed. This option will be less disruptive to the affected businesses and far more cost effective. Property owners on Dunns Lane will be required to store bins within their private property areas, inside garages or behind the proposed screening. All graffiti on private property is to be removed and walls repainted. Non-compliant outbuildings and ancillary structures are proposed to be removed. Extensive consultation with the property owners in Dunns Lane will be required if Council is to proceed with the Trompe l'oeil artwork, screening and removal of non-compliant ancillary structures. Community consultation with affected businesses and key stakeholders will be undertaken and will include a Dunns Lane Concept Landscape Plan and Elevation Drawing.

There will be a range of activities during the high tea including entertainment, special guest speakers, hand massages and lucky door prizes. The keynote speaker for the event will be Ms Belinda Noonan, Burwood Citizen of the Year 2016. Belinda was publisher and editor of the Burwood Scene for 10 years and had a successful career in figure skating; competing in several world championships and commentating televised broadcasts of the Winter Olympics. At the event, women will be sharing stories of achievement and every participant will be encouraged to make an ‘action pledge for gender parity’ by writing on labels which will be stuck on a ‘pledge board’ under several categories including Women in Arts, Women in Business, Women in Education, Women in Business, Women in Health, Women in Volunteering and Women in Sport. The pledge boards will then be displayed at the Library and Community Hub for 2 weeks following the event after which it will be circulated among working group organisations for future events. The event is supported by Relationships Australia, Metro Assist and The Body Shop.

Manager Traffic and Transport The Burwood Local Traffic Committee Meetings are scheduled for the first Thursday of every month between February and November. The Roads & Maritime Services Guide to the Operation of Traffic Committees advises that meetings can be held face to face or electronically. The meeting Agendas are assessed each month, to determine the best platform for the meeting based on the items for consideration. If the Agenda contains items which are expected to require discussion amongst members, the meeting is held face-to-face. If the Agenda contains minor straightforward issues, the meeting is held electronically. In the case of electronic meetings, all members of the Committee provide their feedback and advice via email to all members. Anyone can raise questions or concerns and if at any time a committee member feels wide-ranging discussion is required a face-to-face meeting can then be called.

Q6 – Councillor Justin Taunton 15 minute free parking – Can Council investigate options for implementing a 15 minute free parking time prior to paid parking being applicable? Similar to a scheme that Leichhardt Council has.

Manager Traffic and Transport Leichhardt Council provides 15 Minutes free parking tickets to be obtained from parking meters along their main streets only. Burwood Council does not currently have parking meters along main streets such as Burwood Road, The Boulevard or The Strand. These streets are signposted as ’30 Minute Parking’ to help ensure turnover of vehicles. In addition to this, Burwood Council also provides all residents 2 hours free parking per day in its off-street car parks via the 2P Prime Parking Permit. Discussions with Leichhardt Council staff have also identified compliance issues with motorists obtaining multiple free tickets in succession.

Councillor Lesley Furneaux-Cook St Joseph’s School is undertaking a waste reduction program, however it can only obtain one compost bin per resident where they require 4-5. They also want to match six blue bins with a yellow recycle bin, however the school is only able to obtain four from Council. Do Schools have special dispensation? Councillor Lesley Furneaux-Cook Do we know if all boarding houses are registered so that Council can undertake its compliance. I believe a simple desktop audit of those that have come to us as Development Applications would provide this information? This concluded the business of the meeting and Council rose at 8.23pm.
