Hiring a licensed contractor to build your homeBy Bryan ScHoenBerGerPresident of the Lake Region Builders Association

A true general contractor has a license. In the state of Minnesota, as well as many states, it’s not an option, it is the law. There are many “so called” Contractors that oper-ate without a license. The trouble is that the state doesn’t have the type of funding available needed to police valid contractors licenses. Unfortu-nately, it is left up to the customer to do their own policing.A simple check with the Department of Labor & Industry at www.dli.mn.gov is all it takes. Hiring an “un-licensed” contractor is a huge mistake! The customer could end up suffering from a number of losses.Licensed control follow building codes; pay into a contractor recovery fund; are required to have proper in-surance; have withstood a criminal back ground check; passed an exam showing their trade competency and will lose their license if they use poor business practices.Would you really want to do busi-ness with someone who blatantly breaks the law? --Or worse yet, someone who is unaware of the legal responsibilities that come with building your home?I also recommend choosing a contrac-tor that belongs to a Builders As-sociation. They are held to a higher standard. Local, State and National Builders Associations provide its members with valuable education and resources. you can take comfort in knowing that you are working with someone who cares about their indus-try and has a quest for knowledge.

Why it’s important and why it should be a main priority

Something’s Missing...

we can help you find it!

Ask Questions of Your Home BuilderLots of people like to go through model homes. Most go to buy a new home, others go to look for interior decorating ideas and to see the latest home technologies, and some go just to see what their dream home of the future may look like.

You might think that the sales person is there just to sell you a home. But the sales representative should be considered a resource of information on the home, development and the area. Besides the questions of “how much does it cost?,” and “when can we move in?,” here are some other ques-tions to note the answers to:

• Will the builder give you references of recent buyers/occupants?

• Does the builder have a financing plan established?• Are there options in the floor plan — for example, can a basement or deck be added?.• Can a room such as the basement be left unfinished?• How much “customizing” can be done versus standard features?• Can appliances be up- or down-graded?• Are there any additional fees relating to the home or development?• Does the builder offer a warranty program?• Does the price include landscaping? What if the plants die within a year?• Are there any restrictive covenants?• What are the estimated taxes on the property?

• How is the school system rated?• Are day care and grocery stores con-venient and satisfactory?• What about emergency facilities — police, fire department and hospitals?• Are there any major development plans for the area in the next five years?

You have a right to and need to ask every question that you think is important. A little research with the neighbors is also a good idea.

Remember, a professional builder and sales representative will want you to be a happy and satisfied home owner. Their next sale could depend on your reference.

Time to Buy: Lakes Area Housing Market Shows Consistent ImprovementFor anyone in the Lakes Area, wait-ing on the sidelines for the housing market to show signs of recovery be-fore buying a new home, that time has come. According to the National Association of Home Builders/First American Improving Markets Index (IMI), economic indicators show that most areas have been steadily improving for at several months. While tough conditions continue to prevail across parts of the country, momentum is building in communi-ties such as ours that are showing consistent, measurable improve-ments in economic conditions. These steadily improving economic indicators should give potential home buyers more confidence, but they are far from the only reason to buy a home. Owning a home is the foundation of

the American Dream. The emotional benefits should be considered just as much, if not more than, the poten-tial financial advantages. A home is a place to create family memories and build a sense of stability, pride and accomplishment. At the same time, it serves as a long-term invest-ment that can provide for children’s education and a home owner’s retirement. Not even the most well-connected, smartest economic experts can time the market to make sure they buy at the lowest point and sell at the top. The Lakes Area is on the upswing. With competitive prices, interest rates at record low levels, and plenty of banks willing to make loans to qualified borrowers, if you’ve been thinking about making a move, now is the time.

Five Things New Home Owners Should Do Right AwayYou’ve gotten through shopping for a home, the closing process, and even unpacking your boxes. But it’s not time to put your feet up and relax just yet! There are a few more things you should do shortly after moving into a new home to make sure you and your family will have a safe and healthy place to build lifelong memories in.

1. Create a home mainte-nanCe CheCklist. To make sure your home stays safe and healthy for you and your family, you should regularly check, clean and/or test a wide variety of interior and exterior systems and structures. The U.S. Department of Hous-ing and Urban Development has a Home Maintenance Checklist that

you can download from their web-site www.hud.gov. It provides basic guidelines for keeping your home dry, clean, well-ventilated, free from contaminants, pest-free, safe and well-maintained.

2. make sure you have enough insuranCe Cover-age.At a minimum, you need to pur-chase a home owners insurance policy to cover the house and all of your family’s belongings inside. To determine how much insurance you need, find out how much it would cost to rebuild your house today on your existing lot. Your personal property coverage should then be anywhere from 55 to 75 percent of that amount.

Damage caused by natural disas-ters such as flooding, earthquakes and hurricanes are not covered by regular home owner’s policies, so depending on where you live, you may want to consider additional coverage. Your insurance agent can help you figure out the right amount of coverage and suggest upgrades or additional policies that would be ap-propriate for your specific situation.

3. ProteCt your home from break-ins. If you bought an existing home, you should rekey the locks right away. You never know who the previous owners gave keys to. The National Crime Prevention Council recom-mends that every exterior door should have a dead-bolt lock with a

one-inch throw. They should be at least 1 3/4 inch metal or hard wood with the hinges on the inside.

Install a peephole or wide-angle viewer—not a chain—in all entry doors so you can see who is outside without opening the door. Sliding glass doors can be secured by placing a long piece of wood at least one inch thick in the track. Keep all entrances and doors well-lit, and prune shrubs so they don’t provide hiding space for someone who wants to break in.

4. PrePare an emergency kit.In the event of a disaster, local officials and relief workers may not be able to reach your home immediately, so you should have an emergency kit on hand. Basic services such as electricity, gas, water, sewage treat-ment, and telephones may be cut off for days, or even weeks, so you should be prepared. The Federal Emergency Management Agency recommends stockpiling at least three days’ worth of food and water for your family. Their website www.ready.gov offers a list of items to include in a basic emergency preparedness kit, as well as guidelines on food and water storage and protecting yourself from airborne contaminants.

5. imProve your home’s energy efficiency.Even if you’ve purchased a brand new home with the latest energy-efficient building materials and techniques, there are still some improvements you can make to save even more money on utility bills. For example:• Replace incandescent light bulbs with longer-lasting CFL or LED bulbs. • Install a programmable thermostat that can be set to automatically adjust the heat or air when the home is most or least used. • Increase the insulation in your attic, on exposed water pipes and around your water heater. The U.S. Department of Energy has an online Home En-ergy Saver™ tool for home owners at www.hes.lbl.gov that recommends energy-saving upgrades that are appropri-ate for the home, the climate and local energy prices.Even if you haven’t just moved, these suggestions will help you protect your family and maintain your invest-ment for years to come. For more information on home-ownership, contact the Lake Region Builders Association.

Home Owners: Help Keep Local Waterways HealthyThere’s no question that everybody wants healthy streams, creeks and green spaces in their community for their family to enjoy safely. Stormwater management — keep-ing excess runoff from rain and snow and the contaminants that they carry from polluting local water sources — is essential to maintain the health and well being of native fish and wildlife, as well as the qual-ity of water that your family uses every day. Home builders install silt fences and dig retention ponds to control stormwater runoff during construc-tion. But once a community is completed, the way it is maintained makes a big difference to the health of nearby waterways.Consider the following ways that you can help keep your community clean and healthy for the enjoyment of many generations to come.

FertilizingWhen it rains, lawns that are over-fertilized can wash pesticides and herbicides into the storm drains on your street, eventually carrying it to the local water source — possibly the source of your drinking water.According to the Center for Water-shed Protection, more than 50 per-cent of lawn owners fertilize their lawns, but only 10 to 20 percent of those home owners actually perform a soil test to determine the fertiliza-tion needs of the lawn. Before you buy your first bag, take time to do the soil test — you may find that you don’t even need to fertilize.

if you do need to fertilize your lawn:• Keep it on the grass, use it spar-ingly, and consider using organic products

• Hold off if there is a chance of a rain storm shortly after applying it to your lawn• When you mow, don’t bag the grass. The clippings will naturally fertilize your lawn. But sweep those fertilizer-rich clippings off the sidewalk and roadway so they don’t go down the storm drain.

TreesPlanting a tree is a great way to help keep polluted stormwater from reaching storm drains. The roots help rain water filter back into the soil, cutting down on excess runoff. As an added benefit, trees can help cut summer cool-ing costs by providing shade to the home, and in many cases they help the increase the value of your home.

GardensPlants that are native to your region require less water and nutrients to survive and are more resistant to pests and disease — therefore less fertilization is required. The Lady Bird Johnson Wildflower Center at the Univer-sity of Texas at Austin has a searchable database to help get you started — visit www.wildflower.org/explore to see what flowers, trees and shrubs work best in your community.

rain BarrelsRain barrels collect stormwater runoff from a home’s roof via the rain gutters. They hold the water temporar-ily, cutting down on the amount of water that reaches

the sewer system. The water can then be used to water lawns and gardens. Purchase your rain barrel at a local home and garden store or build it yourself — step-by-step instruc-tions are available on the Environ-mental Protection Agency’s (EPA) website, www.epa.gov.These are just a few suggestions to help get you started on the road to a cleaner and healthier community. Get involved in your local water-shed organization to find out how you can make a difference. Visit www.epa.gov and search for “surf your watershed.”For more information on stormwa-ter management and other envi-ronmental initiatives, contact visit the National Association of Home Builders at www.nahb.org.

‘Green’ Your Home Well Beyond St. Patrick’s DayIn March, many Americans celebrate St. Patrick’s Day by attending par-ties, wearing green clothing, and even bedecking their homes with green shamrock and leprechaun-adorned decorations. With nearly 37 million Americans claiming Irish ancestry (according to Ancestry.com), that’s no surprise. But what may surprise you are the many ways that you can “green” your home that will last well beyond March 17, and save you money on utility bills year-round.

Here are a few recommendations from NAHB Remodelers to home owners who want to increase their home’s efficiency, decrease costs, and take advantage of the other

benefits of “greening” your home.

• Add insulAtion Adding insulation will help save energy costs, increase comfort by better controlling temperature, and improve indoor air quality by elimi-nating many gaps through which dirt, dust, and other impurities can enter. Insulation is rated by its abil-ity to resist heat flow, known as the “R-value.” The higher the R-value, the better its ability to resist heat flow.

• instAll high-efficiency windows Ordinary window glass transmits ul-traviolet heat rays from the sun into your home. ENERGY STAR-rated

windows can help control this. These windows may have two or more panes of glass, warm-edge spacers between the panes, improved fram-ing materials, and microscopically thin metal or metallic oxide layers deposited on windows to reduce radiative heat flow.

• seAl exterior penetrA-tionsInspect your home from the inside and outside and plug cracks or openings in order to reduce cold air drafts and heat loss, especially the areas where window frames meet the structure or siding of the house. Use caulking to seal all small cracks on non-moving surfaces and install weather stripping on windows,

• replAce your AppliAnces with energy stAr-rAted onesENERGY STAR -rated appliances, ranging from dishwashers and refrigerators to computers and televisions, meet strict energy ef-ficiency guidelines set by the EPA and U.S. Department of Energy. Qualified refrigerators, dishwashers and vent fans use ten to 50 percent less energy and water than standard models, more than making up for the slightly higher costs of these products.

• instAll low-flow wAter plumbing fixtures In the average home, flushing toilets accounts for around 30 percent of water usage. By using low-flow plumbing fixtures such as toilets,

faucet aerators and showerheads, you can save up to 25 percent of that water compared to convention-al fixtures while providing the same utility.

• upgrAde to An energy stAr-rAted or tAnkless wA-ter heAterTankless water heaters provide hot water on demand at a preset tem-perature rather than storing it. A low-cost alternative to a tankless heater is to wrap insulation around your conventional water heater, which can reduce standby heat losses 25 to 45 percent.

• instAll A high-efficiency hVAc system High-efficiency ENERGY STAR HVAC equipment can reduce utili-ties costs on average by ten to 30 percent over minimum efficiency equipment. It also can improve

home comfort with more heating and cooling and a quieter operation, and often features higher quality components that result in longer equipment life.

Not only will green remodeling help you enjoy your home more during the time you live in it, it will make it more attractive to potential buyers when you decide to sell. According to research by the National Associa-tion of Home Builders, 72 percent of consumers report energy efficient features in a home would influence their purchase decision.

Facts you must know about lead-based paintBy John AdAms For the AJC

On April 22, 2010, the Environ-mental Protection Agency imple-mented a new set of rules regarding lead-safe work practices in homes and child care facilities built before 1978. Contractors and renovators scrambled to sign up for the one-day class that led to “EPA Certified Renovator” status. So here are three facts you must know about lead-based paint: 1. Even a small amount of dust from renovations, repairs or painting

can contaminate an entire home. If inhaled or swallowed, this dust can cause irreversible damage to chil-dren and adults.2. Anyone who, for compensation, proposes to perform any renovation or repair in any pre-1978 house or child-occupied facility must now be an EPA Certified Renovator. Even an owner-occupant who plans to hire someone to help him do even small repair jobs must comply with the rule. The threshold for triggering these requirements is “disturbing more than six square feet” of any

painted surface. If the residence receives federal assistance, stricter rules apply.3. Failure to obtain certification or to employ mandated “lead-safe” practices in target housing can lead to civil penalties of up to $32,500 per violation and up to five years in prison. Willful violations are subject to a doubling of the fines and penal-ties. If you are planning on renovating your home that was built in 1978 or before, make sure you hire an EPA Certified Lead Renovator.

Winter Weatherization tipsEven thought winter is almost behind us, it’s not too late to make sure your home is adequately weather-proofed and save a few dol-lars (or more) on your utility bills. Here are some things you can do to improve your home’s efficiency and make sure you and your family are comfortable through the summer and winter months:

• CheCk insulationAccording to the University of Nebraska-Lincoln Extension, in a typical home, about 10 to 20 per-cent of the fuel bill is the result of unintended air infiltration. Even in a well-insulated home, energy may be wasted through air moving in and out or infiltrating through the home’s building shell or struc-ture. Air leaks around doors and windows, attic hatches, window air conditioners, and through cracks and holes. Make sure your attic has a sufficient amount of insulation to ensure it stays at least five to 10 degrees warmer than the outside air, oth-erwise too much heat escapes. Not only will this cause your heat bills to be higher, but it can also cause frozen water to melt and refreeze which can result in a collapsed roof. Inspect the weather stripping and caulking around doors and windows to make sure it hasn’t cracked or come loose, allowing air to leak, and replace it if needed. This can also help reduce infiltration by insects, dust and moisture and noise. Or, consider replacing your windows or doors with new ENERGY STAR-qualified windows or doors, which can save you about seven to 15 percent on your energy bills.

• Maintain your pipes Wrap your pipes with heating tape every winter and insulate unfinished rooms such as garages or sunrooms if they contain exposed pipes. Check

pipes for cracks and leaks and have any damage repaired immediately to prevent costlier repairs later. Keep your house warm—at least 65 de-grees. Don’t neglect your basement and crawl spaces, and insulate pipes in those spaces to protect against freezing. It’s also important to know the loca-tion of your pipes and how to shut the water off. If your pipes freeze, the quicker you shut off the water, the better chance you have of pre-venting pipe bursts and major water damage in your home.

• inspeCt your heating systeMs Be sure to have your heating system

serviced every year, and maintain your furnace, fireplace, boiler, water heater, space heater and wood-burn-ing stove. Change your heating and air conditioning filters regularly, and while you’re at it, check the batter-ies and operation of your smoke and fire alarms and carbon monoxide detectors.

By setting aside a few weekend days now, you’ll save yourself a lot of hassle later—and your family can relax and be warm and comfortable throughout the winter months. For more information on home mainte-nance, go to www.nahb.org/forcon-sumers.
