Spring is the time weplant Fall is the time weharvest If we have plantedwell nurtured our crop overthe summer watered regu-larly and weeded diligentlywe are blessed with an abun-dant harvest in the fall Wecan think of this timelesscycle as a metaphor for activ-ity at BATC

This spring we began severalimportant activities Weplanted the seeds for a power-ful Independent ExpenditureFund ndash Housing First Ourgoal is $700000 which wersquolluse in a bi-partisan approachto elect candidates in 2014that are favorable to ourindustry Wersquove achievednearly $400000 thus far andthis already puts us in theranks of elite MinnesotaPolitical Action Super PACsAs of this writing our LargeVolume Builders and ourAssociates have been particu-larly generous and we thankthem heartily

After years of planting seedsand nurturing our relation-ship the Northstar MLSagreed to add two fields to itsdatabase based on the directrequest of BATC ndash one fieldallows the placement of aHERS score while the secondindicates if the home hasgreen certification This is akey step in the future of Min-nesotarsquos Green Path

This spring also brought for-ward an extension of BATCrsquosParade of Homes brand to anew high-end Artisan HomeTour We officially launchedthe new tour and at the timeof this writing we havetwelve confirmed homes(with a few more expected)and several major sponsorsWersquore still watering thisevent planning for a fullbloom in June of 2014

Last year we completedBATCrsquos umbrella brand strat-egy Itrsquos a roadmap to keepingour brand powerful Itbrought us our mission state-ment ldquoHelping our memberbusinesses grow through mar-keting advocacy and industryconnectionsrdquo and our visionldquoTo be the leading voice forbuilders and remodelersrdquo Italso helped us to identify ourbrand personality of beingrock-solid influential trustedand action-oriented With ourbrand strategy in hand weknew it was time to create anoverall Strategic Plan

Spring again found us ldquoplant-ingrdquo our ideas and buildingout the strategic plan Wehave five Strategic Goals forthe next two to three years(with so much changing sofast these days five-yearplans are out of favor) Thefirst of these goals is tobecome the premier brand forbuilders and remodelers Akey objective of that goal wasto evaluate all of BATCrsquosevents with an eye towardpruning and focusing

We have heard consistentlyfrom you our members thatyou are exceptionally busydonrsquot have additional staffand that BATC simply has toomany activities With thisfeedback in hand and under-standing the value ofnarrowing our focus BATCwill concentrate on majorevents for 2014 Itrsquos a shiftand for some it will take get-ting used to but wersquoreconvinced that itrsquos the right

step for our Association andour members The anchors ofthis new approach are B3 ndashBuilder Day on the HillMarch 12 the Builders andRemodelers Show on April 3and The BIG Night (BuildingIndustry Gala) celebratingall-things residentialconstruction and BATC

Yoursquoll hear more about ourStrategic Plan in the comingmonths and we intend forthis powerful document toguide us It will not sit on ashelf rather it will driveBATC to greater heights andimpact for our members andour industry

And finally in 2013 we sawthe hard work of the DuesTask Force and the new duesformula come to fruitionThis new landmark formulaincreases BATCrsquos capacity inthe public policy arena whileprotecting the investment wemake in the all-importantParade of HomesSM andRemodelers Showcasereg

Like any garden even as weharvest new seeds areplanted for the next crop Butfall is the time to celebratethat harvest and to be proudof the good work wersquoveachieved over this past yearWhat a thrill ndash to have suc-cesses in 2013 that drive us toeven greater efforts andheights in 2014 Like youwersquore now planning for theyear ahead and wersquore strivingfor a bumper crop

We are also feeling the pres-sures of increased materialprices labor shortages and thethreat of new regulationsincluding the Home IndoorSprinkler System mandateissues on which BATC contin-ues to focus BATC has beenkey in organizing a HousingCoalition to fight for and pro-mote our industry BATC hasmembers seated on taskgroups with the MinnesotaPollution Control Agency(MPCA) Minimal ImpactDesign Standards (MIDS)Metropolitan Council and oth-ers who are working to shapebetter policy and regulationBATCrsquos Housing Firstindependent expenditure fundis successfully raising funds tosupport Housing IndustryChampions This function is a

key to influencing housingfriendly policy so we donrsquothave to fight costly legal bat-tles after the fact BATCrsquosFoundation has grown thisyear with a new ExecutiveDirector new projects newfocus on a legacy mission andan opportunity for a reusestore BATC held a successfuljob fair and is making plansfor more as well as encourag-ing school curriculum in thetrades We are working on anew scholarship program anddeveloping a speakers bureauof members for outreach

BATC has updated its bylawscreated a Policy Manual devel-oped and implemented afive-point Strategic Plan thatprunes and focuses our effortson the most effective servicesfor our members BATC hasbeen working very hard onand will launch the ArtisanHome Tour in 2014

It was 40 years ago in1973 when Lowell Prattand his brother Lendecided to give homebuilding a try Both hadgraduated from college withteaching degrees but withina year or so discovered theyhankered for something dif-ferent ldquoWe decided weenjoyed being outside andbeing creativerdquo Lowellexplained

Thus was born Pratt Con-struction Inc The brothersdidnrsquot go at it half-heartedlyeither They started right inbuilding homes whichincluded plenty of hands-onframing along with all theother tasks required ofyoung start-up building firmowners

Over the years PrattHomes has expanded andcontracted product lines and

geographic areas as the mar-ket evolved Theyrsquove beenleaders in foreseeing trendswith detached villas condostownhomes and remodelingprojects filling their portfolioover the years Their corebusiness though has gener-ally centered on move-upsingle-family homes in thenortheastern suburbs

With their business doingwell Lowell became involved

in the builders associationearly on He was active andcommitted to the industry asa whole and in 1988 waselected President of the StPaul Area Builders Associa-tion He did a second stint atthe helm this time of BATCin 1998 (Len did his timetoo serving as St Paul Presi-dent in 1983)

and talents to a whole lot ofindustry efforts most notablyduring the creation of Min-nesotarsquos contractor licensinglaw Lowell as many of youknow isnrsquot afraid of a chal-lenge so when the state andlocal associations calledLowell agreed to chair thelicensing task force in thelate 1980s Over the nextfour years Lowell spentmany many hours talking mdashto people all around the stateto figure out what the bestlicensing options would befor Minnesota builders tolegislators to draft the rightbill and to agencies andcommittees testifying beforethem to share what hersquodlearned In the end the quitereasonable licensing bill thatwas passed was thanks inlarge part to Lowell

When it came time toapply for builder licenses inthe early 1990s Lowell sentone of his staff with theapplication to theDepartment of CommerceUnbeknownst to him therehad been a mini-conspiracybetween the key players (theDoC staff legislators andbuilders association leader-ship) The DoC had beenwaiting for Pratt Homes tomake an application beforeany other licenses weregranted giving Lowell Con-tractor License 1 (or000001)

He says that havingLicense 1 is truly an honorBut itrsquos also a huge incentiveto make sure Pratt Homessurvives through thick and

thin Itrsquos not even an optionto Lowell to restart underanother name for whateverreason

Artisan Home TourWith his huge store of

knowledge and ability to getthings done it was naturalthat when several builderscame to BATC last year ask-ing us to consider creating ahigh-end home tour Lowellcame to mind to serve as taskforce chair Lowell agreedprimarily because hersquos alwaysbelieved that ldquoBATC needs tokeep housing events of byand for buildersrdquo and whenthere were profits the profitsshould go back to work forthe industry

Throughout late 2012and early 2013 Lowell metwith dozens of buildersbringing together focusgroups and task force mem-bers to iron out the best wayto create a unique and suc-cessful tour with ldquobuildersmore in control and provid-ing associates a betterprogramrdquo he stressed

Lowell successfully kepteveryone focused on thatgoal and is proud of the planthatrsquos now in place to launchin June of 2014 (Look formore AHT details on page 21and at ArtisanHomeTourorg)

All Lowell does for theindustry he insists is noth-ing more than pay back ldquoIcanrsquot say enough about theAssociation and what itrsquosdone for me and my com-panyrdquo he says ldquoIrsquom able tocount competitors as myvery good friends I enjoy

being able to communicateand share back and forthwith other association mem-bers And the educationalopportunities at NAHB andlocally have helped us growWhen we went to collegethere wasnrsquot such a thing as adegree in home building andthe Association was wherewe were able to get what weneeded to be successfulrdquo

And he still believes get-ting involved with BATC is amust for young people get-ting into the industry

Itrsquos pretty amazing whatLowell is able to get done inhis business and for theindustry and thatrsquos all on topof a busy family life He andhis wife Wendy have fourkids seven grandchildrentwo cats (Lowell says theyrsquoreWendyrsquos) plus a cabin on theNorth Shore of Lake Supe-rior

When asked about anyplans to retire Lowelllaughed Hersquos been thinkingabout it and kind of longsfor freedom from the burdenof responsibility that a busi-ness owner and builder facesespecially someone dedicatedlike Lowell But in the endemployees he cares aboutand customers with whomhe still is committed areimpediments to just up andretiring And itrsquos probablynot going to be easy forsomeone like Lowell to justrelax (even though gazing atthe lake and golfing are highon his priorities these days)

Lowell says when he doesget around to retiring hersquoll

stay active and spend somemuch needed time with hisbest friend wife Wendy Hersquoslooking to hang out with thegrandkids and to giving hischildren some time to them-selves ldquoItrsquos so important tospend time together withoutthe kids to remember whyyou got married in the firstplacerdquo he said


With his hugestore of knowledge

and ability to getthings done it wasnatural that whenseveral builders

In what can best be described as

a sea change the Metropolitan

Councilrsquos preliminary forecast

calls for over 900000 new resi-

dents in the next 30 years and a

marked change in development

patterns Council officials say

the regionrsquos economy will

remain robust but real estate

demand and development pat-

terns will differ from previous

decades Changes in

demographics preferences and

travel behavior are slowing

growth at the developing edge

of the region with stepped-up

growth in Minneapolis St Paul

and the inner suburbs

They cite the following ration-

ale for the forecasted changes

AGING The number of resi-

dents over age 65 will grow by

150 percent by 2040 leading to

more households without chil-

dren Their demand for smaller

homes in convenient accessible

locations will substantially

affect future home building

CHANGES IN REAL ESTATEMARKET The post-2007 mar-

ket crash changed perceptions

about home buying and selling

as an investment strategy Price

appreciation and expectations

on the developing edge have

slowed dramatically Also

younger Millennials show a

preference for walkable con-

nected and more

centrally-located neighborhoods

served by transit

PREFERENCE FOR ACCESSIBILITY Proximity to

jobs and other destinations is

more desirable as households

increasingly anticipate traffic

congestion and volatile gas

prices

Last year the Council forecasted

a population of 374 million

people in the region by 2040

with growth of nine to 10 per-

cent per decade The

preliminary local forecasts proj-

ect the population household

and job growth of individual

communities to 2040 The

Councilrsquos forecast anticipates 41

percent growth in the regionrsquos

number of households to 2040

37 percent growth in employ-

ment and 31 percent increase in

population Council officials say

natural growthmdashbirths outpac-

ing deathsmdashwill account for the

majority of the regionrsquos popula-

tion growth to 2040

WHERE IS THE GROWTH PROJECTED Growing communities like Ply-

mouth Maple Grove

Chanhassen and Woodbury are

projected to continue growth

although some observers

believe the forecast underesti-

mates the growth potential in

these areas

The surprise winners in the

growth projections are core and

first ring suburbs such as Min-

neapolis St Paul Golden

Valley and St Louis Park While

each of these cities had virtually

no growth or a slight decline in

population over the past

decade the Met Council proj-

ects an about-face for each of

the communities

WHAT DOES THE FORE-CAST MEAN FOR BATC The forecast is a commonly

referenced data point in plan-

ning throughout our region

Infrastructure decisions ranging

from sewer and water to trans-

portation and transit calculate

these projections in their system

determinations Additionally

the comprehensive planning

process required to be

completed by all metro cities in

the 7-county region will use the

forecasts to plan out growth

within individual cities and

towns In short the forecast

matters

Given its relative importance

BATCrsquos Public Policy Commit-

tee is engaged in the Met

Councilrsquos planning process as

part of the Thrive 2040 effort

Itrsquos too early to determine

whether or not the Met Coun-

cilrsquos population forecast passes

the reasonableness test and is

supported by other similar data

Exploring this issue more

deeply and in collaboration

with local governments in our

region is our next important

step
