Mayor’s message The City is acutely aware of the financial pressures faced by many households and remains committed to delivering value-for- money for ratepayers. Our major spending is concentrated on projects that provide maximum benefit to our community members. In 2019/20, projects such as the $6.8 million redevelopment of Robinson Park will give families a terrific new nature play space, multi-sports area, barbecues and a new dog exercise area. Several other significant park improvements will also be carried out in the next financial year, including Glyndebourne Avenue and Kelton Way Reserves in Thornlie and Chelsfield Street Reserve in Gosnells. Millions of dollars have been allocated to major road projects, including the widening of Southern River Road in Huntingdale, replacing traffic lights with a roundabout at the intersection of Fremantle Road and George Street in Gosnells and rehabilitation works on Canning Mills Road, Martin. We are continuing to deliver important community services with extensive programs and events for seniors, cultural groups, families and children, as well as awesome skate, art, music and holiday activities for our young people. The City’s amazing annual events will again give residents a chance to come together. The popular Fusion Food and Culture Festival, Illuminate, Run-A-Muck and the outdoor cinema series will all be returning for another exciting events season. Be sure to check the City’s website and social media pages for details or sign up to receive the City Update eNewsletter, which provides monthly news and events. Major infrastructureprojects plannedfor 2019/20

Parks and Environment• Robinson Park Redevelopment –

Gosnells Town CentreSince the Lissiman Street Improvement Plan was initiated five years ago, the City has worked with landowners to help realise its vision for a bright and vibrant Gosnells Town Centre.The plan has focused on developing key parcels of land to strengthen the town centre’s connection with the train station, to capitalise on development opportunities, transform streetscapes and enhance the quality of buildings.After years of negotiation with landowners, the City now holds five parcels of land and will progress concept plans in 2019/20 to bring this new urban landscape to life.

Town Square enhancementThe Town Square area, which was created as part of The Agonis construction in early 2000, will be redeveloped in 2019/20 to open up the area and make it more accessible from Albany Highway.Plans include removing the hedge and wall along Albany Highway, improving lighting, adding lawn to the central plaza, new landscaping and providing planter boxes around existing trees.A misting feature will create a play space for children, while additional landscaping and new public artworks will add interest.

» Replacing traffic lights with a roundabout at Fremantle Road and George Street, Gosnells.

» Completion of the rehabilitation staged works on Canning Mills Road, Martin.

• $4.6 million for road rehabilitation projects throughout the City including: » Thornlie Avenue, between Spencer

Road and Tonbridge Way, Thornlie. » Hicks Street, between Verna Street and

Ilma Street, Gosnells. » Westfield Street, between Kelvin Road

and Barford Street, Maddington. » Spencer Road (east bound), between

Nicholson Road and View Avenue, Langford.

» Kelvin Road, between Westfield Street and Maddington Road, Maddington.

• $610,000 to be spent on minor road improvement works across the City including: » Construction of two formal turnaround

facilities at the ends of Esther Place and Papercap Street, Gosnells.

» Completion of the installation of traffic calming devices along Gay Street, Southern River, and removal of the remaining speed cushions.

» School traffic safety improvements at Yule Street, Maddington and along Boardman Road, Canning Vale.

• $500,000 to be spent on significant drainage projects including: » Church Road, Maddington, drainage

upgrade with below-ground storage tanks to increase capacity.

» Manning Road, Gosnells, outfall drainage to reduce erosion.

» Yilgarn Way Reserve, Gosnells, upgrade to drainage to prevent erosion.

Budget information 2019/20Your rates help the City to deliver the wide range of services available to you.The amount you pay is calculated by multiplying the Gross Rental Value or Unimproved Value of your property, by the rate in the dollar set by Council. Gross Rental Value is a valuation of your property, determined by the Valuer General, as an estimate of the rental income you would receive if the property was rented for one year.Unimproved Value is also determined by the Valuer General and is based on the value of undeveloped land.Rate in the dollar is set by Council to ensure sufficient income is received to enable continued service delivery to the community. Minimum rate is the default amount paid, regardless of property value.Emergency Services Levy is a State Government charge. The City is required to collect these fees and pass all of the revenue on to the State Government.Refuse and recycling charge covers the cost of rubbish and recycling collection and disposal.
