Brimbank council will consider removing all sugary drinks from its owned and managed facilities and events, in a bid to address alarming rates of obesity.

e YMCA is calling on all local governments to remove sugary drinks following a recent Sugary Drink Summit which was attended by key decision-makers from local governments across the state.

A Dental Health Services Victoria study released last year found 12 per cent of Brimbank residents reported drinking so drink daily, in line with the national average according to YMCA data.

However its consumption remains below that of nearby council areas including Hume (18 per cent), Wyndham (19 per cent) and Melton (21 per cent).

YMCA advocacy manager Stephen Bendle said Brimbank council should become a leader to combat local obesity rates.

Star Weekly revealed last month Brimbank was above the state average for obesity and diabetes, according to Melbourne Primary Care Network gures.

Mr Bendle said the council should not only hold so drink-free events, but take real action through its health and wellbeing plans.

Some local governments in Victoria have taken positive steps by holding so drink-free events or removing sugary drinks from sporting facilities, however more can be done, he said.

    We are asking the key

decision-makers from local government to rethink sugary drinks and take action via their municipal health and wellbeing plans.

Brimbank councils acting director of community wellbeing Kath Brackett said the idea has some merit.

Council is open to discussing the removal of sugary drinks from council owned and managed facilities and events, she said.

Council is aware of the growing concern that over-consumption of sugary drinks impacts health. Council also encourages healthy eating to help reduce risk factors associated with chronic diseases such as diabetes.

Council has an active role in planning and advocating on behalf of the community regarding health issues.

Director of prevention at Cancer Council Victoria, Craig Sinclair, said obesity was the leading risk factor for Type 2 diabetes, cardiovascular disease and some cancers.

Removing sugary drinks from sports or community centres is one small, but extremely tangible and eective way local governments can improve the health of their community, he said.

Brimbank council was the seventh most complained about municipality during the past nancial year, the Victorian Ombudsmans annual report has revealed.

e Ombudsman heard 107 complaints about the council, behind state leader Melbourne City Council with 149.

e most common complaints were unreasonable enforcement of parking regulations, providing an inadequate remedy to address a complaint and a delay in a complaint handling.

It is important to note that not all complaints were substantiated, it found.

e councils director corporate and community relations Helen Morrissey said each year the council received more than 11,000 calls to customer service and logged thousands of requests for information.

Brimbank has a population of 195,000 residents, we are a big community and provide a huge array of services if we receive a complaint we take it seriously, she said. We have also instituted a monthly call-back program so that we can get feedback from people who have lodged a complaint or request for service.

If community members are not satised with council services they have the opportunity to seek to resolve the matter with council or go directly to the Ombudsman for resolution.

When a complaint is made to the Ombudsman it does not necessarily mean council has operated outside its service standards, and in some instances complaints have been made about issues that council has no direct knowledge or control over.

is summers bushre season is expected to be more severe than usual, and people living near open grassland at Brimbank Park, Green Gully Reserve and along the Western Ring Road are particularly vulnerable.

Metropolitan Fire Brigade district operations commander for the western district Phillip Patterson said residents living near these open areas need to take extra precautions over the summer months.

You can say what you like about climate

change, but the reality that were dealing with is that the re season is getting longer and more intense, he said. And we anticipate that this season will be one of the more severe.

Brimbanks ve re stations serve as work bases for about 150 ocers, who attended 2510

calls for assistance, including 649 res, in the municipality in the past nancial year.

ere are many areas where we have housing merging onto grassland theres always a risk of re on open land that could impinge on domestic properties, he said.

is is slightly dicult terrain to ght res, so people whose property borders onto this land need to be especially vigilant to be sure that theyre prepared.

Mr Patterson said people should keep properties tidy, keep lawns mown and clear loose rubbish that could be fuel for a re.

Generally speaking, residents should be prepared, have an evacuation plan for their households, and make sure, of course, that there is a working smoke alarm in every house.

Brimbank council issued 779 re hazard reduction notices in the past nancial year mostly at Derrimut, Sunshine North and Deer Park requiring ammable materials to be removed from properties.

Mr Patterson said the MFB expects more signicant re danger days this season. He expects the season will also be longer than normal possibly stretching into April.

Long, hot summer spells warning The reality is the re season is getting longer and more intense - Phillip Patterson

Sunshine College is the toast of the mathematics world, taking home two big accolades from the Victorian Education Excellence Awards on October 30. The colleges internationally renowned maths program the brainchild of Yvonne Reilly and Jodie Parsons was acknowledged with the Lindsay Thompson award for excellence in education and the outstanding school advancement award. We were genuinely thrilled, Ms Reilly said. Some of the prize money is earmarked to set up a state-of-the-art learning centre. This will allow us to video link our classes and support schools all over Australia to deliver maths classes better, Ms Reilly said. Students at the college celebrated the win with chocolate frogs. ere will be no more information sessions before Places Victoria resubmits its master plan for a controversial residential and commercial development in Cairnlea.

Star Weekly revealed last year that Places Victoria had reworked its original master plan for the 38-hectare site next to Cairnlea Drive, aer community outrage to what residents conceived as a heavy industrial use.

We listened when residents told us they were concerned about commercial development and signicantly changed the proposed master plan, with commercial development now conned to the southern part of the site along Ballarat Road, a PV spokesman said.

Our plan will see about two-thirds of the site zoned residential, with a small commercial area.

e revised master plan includes improved landscape reserves and makes provision for about 750 new trees to be planted on the site.

e master plan is expected to be resubmitted soon.

North West Metropolitan MP Khalil Eideh told Parliament the development would break the promises made to families when they camped out for days to secure a block when Cairnlea was rst subdivided.

Planning Minister Richard Wynne said the land is still owned by the Commonwealth and cannot be zoned yet.

More parks and tackling a shameful attitude towards littering will be key issues at elections, a Brimbank council candidate says.

Five potential candidates turned up for a councillor information session at Taylors Lakes on ursday, with Liberal Party supporter Bryan Punchard telling Star Weekly hed be throwing his hat in the ring.

Mr Punchard, a workplace trainer-cum-businessman, who moved to Sydenham from Mornington about four years ago to be closer to family, said it had been a culture shock moving to Brimbank.

Im interested in seeing some things [getting] done the things that arent getting done anymore, he said. My father was the son of a Yorkshire coal miner; he was a tter. I should be a Labor supporter but Im not.

With the areas lack of green spaces, Mr Punchard said he supports the councils plan to plant 700,000 trees over the next 30 years.

I started noticing, every time I go to McDonalds, the place is full of young mums and kids, and thats a disgrace to me, an absolute, utter disgrace, he said.

If we could get a few more trees and green areas. Look at the parks, theres a couple of benches out in the full sun where is a young mum going to take their kids for a play?

Its a crime that McDonalds has to pick up local governments slack. Its one of my pet peeves, one of the key things Ill be raising.

He also said rubbish was a huge issue that needed further action.

I dont know if its the shi from Mornington to a heavily built-up area like Brimbank, but I notice around here [rubbish] is somewhat shameful, he said.

e other day, walking home, there was a

Anderson; Brimbank community advocate and Crown Casino worker Medde Bandar; and business analyst Jenny Iser, of St Albans

Sunshine Inspector Dave Byrt believes a Victoria Police mental health review will help overcome the stigma that has stopped ocers seeking help when they need it.

Chief Commissioner Graham Ashton said last week the Victoria Police Mental Health Review would begin at the end of the month, with a key focus on how ocers can be better supported during and aer their careers.

Inspector Byrt said the timing of the review was spot on as police deal with enhanced

people, who were very close colleagues and friends of mine over the years, who have had signicant breakdowns, he said.

Ive never forgotten it. e degree of their breakdown will never leave me; it was quite traumatic for everyone who knew them.

eir mental state deteriorated to such a degree they couldnt maintain their employment, which only compounds their problems in some ways.

Police are dealing with issues that we havent previously, he said. Its [ice] increasing the number of people we have to deal with who are quite violent, aggressive and very, very dicult to manage.

It means our people, their welfare, is at signicant risk, not just physically, but emotionally.

Inspector Byrt said hed witnessed two close friends leave the force aer stressful incidents.

Ive had two, very close experiences with

Inspector Byrt said many workplace incidents can trigger mental illness, such as post traumatic stress disorder.

It can be one particular incident or an accumulation of incidents, he said. Were all individuals; we all have dierent coping mechanisms were just a cross-section of society, this organisation.

He said police ocers found it dicult to seek help for fear of being seen as weak or unable to cope.

Were opening our eyes to these impacts now; its not like 20 years ago, he said.

Our Lady of the Immaculate Conception Primary School grade 3 pupils Matilda, Eliza, Kitty and Olivia (pictured with Rigby) raised more than $300 for e Lost Dogs Home during the school holidays.

e Sunshine students organised a cafe selling hot drinks and nibbles, and held a rae with prizes donated by local shops.

We felt sorry for these dogs and we wanted to help them by raising money, the girls wrote in the schools newsletter.

eir teacher Stephanie Di Sante said the girls demonstrated by their social justice in action that they are living out many of the schools values of courage, justice, peace, respect, service and compassion.

Stadium oodedThe $6.5 million revamped Keilor Basketball Netball Stadium was ooded last Thursday afternoon after its roof sprung several leaks. Star Weekly was told the stadium had been ooded during the heavy downpour. Councils acting community wellbeing director Kath Brackett conrmed there had been minor ooding due to roof leaks. There was also a partial collapse of the plaster ceiling in the change rooms of the unrenovated section of the building, she said. Council is investigating the source of the leaks in order ensure they are resolved. The stadium had only recently been reopened to the public again after its upgrade.

The largest contributor to dust pollution in the Brooklyn industrial precinct has been eradicated with the sealing of Jones and Bunting roads. The roads produced at least 31 per cent of dust emissions in the precinct, according to a 2011 EPA study. Brimbank council footed $750,000 of the total cost for the road sealing project, with the state government covering the remaining $1.85 million. The dust from industrial trafc on the roads caused signicant air pollution in the area, with particulate, or PM10, emissions higher than recommended levels. Last year, the EPA recorded PM10 levels exceeding recommended levels on 28 days, but between January and August this year, there were only eight days when these levels were exceeded. The completion of the $2.6million project was marked last Friday with an on-site event. More than $300 million in benets could be delivered to Brooklyn industries and the community in the next 30 years through a new plan for the Brooklyn Industrial Precinct, Victoria University believes.

e plan, Living Brooklyn, was bankrolled through a $405,000 state government grant and set up to create a business case and vision to manage future pollution problems in the precinct.

Victoria Institute of Strategic Economic Studies research fellow Roger Jones said that

as the environment becomes cleaner and the area loses its stigma, he said.

e wellbeing of adjacent populations increases, cases of asthma and other respiratory diseases reduces.

Land prices in the industrial area would increase.

with recommended investments into the precinct, including up to $6 million for dust control, there would be big benets for the community.

As part of the Growing Brimbank program, the plan seeks to create a world-class industrial eco-park that is the pride of place for the people working and living in Brooklyn, Dr Jones said.

VU is one of the projects partners.Dr Jones said that for these nancial benets

to be attained, dust load from the precinct would have to be halved or slightly better. at would cause local house prices to rise

Dr Jones said the precinct, on about 330 hectares of industrial-zoned land that hosts more than 60 industries, created more than 110 tonnes of pollutants each year into Kororoit and Stony creeks.

He said air quality standards remained a big concern.

e air quality is also the poorest in Melbourne, Dr Jones said in a recent presentation.

He said Living Brooklyn, led by Brimbank council, did not have the total support of businesses to clean up the precinct.

A regional sports facility could be built on a former tip in Albion which closed 25 years ago.

Brimbank council has awarded a contract to rehabilitate the Sunshine Energy Park, on Ballarat Road, over the next three years.

While the sites future use hasnt been finalised, it was first f lagged as a potential sports facility back in 2012.

The council says it is too early in the process to say which sporting clubs could find a home there.

At a recent council meeting director infrastructure and environment Neil Whiteside said some initial master planning found the site could host a regional sports facility.

When chair of administrators John Watson sought to clarify the shape of the site, Mr Whiteside said plans for the final contours had taken initial master planning into account.

About 468,000 cubic metres of compacted clean fill will be placed across the site over the next three years at a cost of $2.1 million.

The park operated as a landfill until 1990. It was leased out to a series of companies which generated electricity through methane from the landfill before the council took over the land in 2011.

It generates low decreasing levels of methane, the council says.

The council is cautious not to repeat the story of Brookland Greens Estate in Cranbourne where some houses built next to a recently closed landfill were found to have methane inside the cavities.

News Limited reported in 2012 that results from a second phase of environmental tests cleared the 53 hectare Albion site of contamination concerns.

Mr Whiteside said it was too early to comment on the parks future use without an official master plan.

Councils focus at this point in time is on ensuring the site is managed and rehabilitated so that future uses of the site can be considered, he said.

The development of a master plan to determine the future use of the site will occur in the future.

e power of play is being used to help connect families new to Braybrook with the services that are set up to help them settle in.

Play Connect links new arrivals and young families with the many valuable services oered at the Braybrook Community Hub.

Soraya Koomithim-Barr, who has been running Play Connect while on a work placement with cohealth, said the new program has been a great way to build connections with families that might otherwise slip through the cracks.

We have a space where we have toys for the children and all this information for parents about early childhood, playgroups or the mens shed anything available inside or outside the Hub, she said.

My role is talking with parents to identify their needs. Its a free space, families are welcome just to walk in, or visit while they are at the Hub.

Ms Barr said a number of new arrivals and new mothers living in the Braybrook area are experiencing social isolation, without realising the kinds of support they can access.

Sometimes they go to the library and they nd out about us that way, she said.

We can then help them with things like nding English study or computer study, or any other things that may help. Its been a very successful way to help connect the dots.

Reports that about 70 trees between Sunshine and Ardeer railway stations have died will be investigated by Brimbank council.

e council said 900 trees have recently been planted on Forrest Street, along the train line, and on the opposite side at Ridgeway Parade as part of Regional Rail Link works.

But Ardeer resident Justin told Star Weekly he had counted about 70 trees that had died since being planted out.

ey were planted about three months ago,

Subject to the results of these investigations, which will include soil testing, the unhealthy trees are to due be replaced by the end of November.

Councils infrastructure and environment director Neil Whiteside was aware some trees along the new Sunshine Trail have struggled.

he said. Ive never seen anybody watering them. eyve gone brown.

We are crying out for trees in the area.ey have dug holes half a foot deep you

need at least a foot.A Public Transport Victoria spokesman said

it had received numerous complaints from residents about the state of the trees.

Brimbank council has installed and maintained the landscaping along Forrest Street as part of the overall Regional Rail Link project, and is investigating why some of the trees have not thrived, the spokesman said.

is can happen at times when trees are transferred from an ideal growing environment within a nursery to being planted in an environment where they are exposed to high winds and compaction, he said.

None have died at this stage. e trees are being maintained by a

contractor as per contract requirements, and are being watered regularly.

Some of these trees are starting to come back any trees that show no signs of growth at the end of this month will be replaced by the contractor at no cost to council.

Mimmie Claudine Watts hopes to shi the conversation towards migrants and health services during her role as commissioner.

e Caroline Springs resident, and Victoria University lecturer, was recently appointed as one of the six new members of the Victorian Multicultural Commission.

e commission meets monthly to develop strategies and canvass issues that impact on the ease of resettlement for migrants, and help multicultural communities.

Its a fantastic honour to be recognised for the work that Ive been doing at the community level, Dr Watts said.

Even though Ive been doing a lot of the things out of pleasure, to get that recognition at the state level is amazing.

Dr Watts, who lectures in health sciences, said she is committed to bringing health equity to the forefront at the commission meetings.

Im an African woman, of course, but I just think at my level I cannot tie myself to an ethnic group, she said.

For me, its about helping people who need my help the most. My whole mission is about helping to create opportunities and also to help educate people on their basic rights.

Dr Watts said it is imperative that governments and community organisations shi discussion from solely focussing on settlement services.

One of the key things Id like to see happening is [to bridge] the nexus between health and migration.

We really need to move away from just settlement services and start talking about the health services, Dr Watts said.

    Rights are key to harmony

Lunchtime chess club sessions in the Coppereld College library have paid off for ve players who faced off against the top players in Victoria in the middle years state chess nal on October 28. Although they did not progress to the national competition, the players did well given three only took up chess just this year. All of them won at least two games. Team captain Ed Win, who has been playing for four years, came home with four wins. School chess co-ordinator Kellie Jasper said it was the rst time anyone from the campus had made it to the chess state nals. Were extremely proud that they were there, she said.

So what is your connection to Brimbank?I work at Cradles to Crayons Early Learning Centre (in Kealba). Brimbank is a growing community, and there are lots of new resources and infrastructure coming together to make it more appealing to young families. And, from a work point of view its just about bringing the children and families together.

What inspired you to get involved in Relay for life?Relay for Life inspired me due to a loss of a nine-year-old friend a few years ago. He was diagnosed with leukaemia at the age of two.

He battled for years but he passed away shortly before his 10th birthday. We were very close to his family and it was hard to watch the family fall apart and have to give up their jobs, and the other siblings suer.

en, I heard about the relay and how that brings hope. A lot of the other cancer causes are about raising money for one particular disease or cancer. But this one is very general, and its to say, were here for the survivors, were here for the carers, as well as those who have passed.

For me, seeing rst-hand someone go through cancer and watching the family and all the friends, it is just bigger than that one person. Cancer is bigger than the patient. I think thats what the relay really supports, and thats also what really inspired me to get my family and our service involved. Its about raising hope, awareness for those around us and I guess weve all been touched by cancer one way or another.

What are you doing for this years marathon?Im the captain of the Cradles to Crayons

MY BRIMBANKBelinda Spillman is captaining a team walking in the Brimbank Relay for Life later this month. She tells Ian Ackerman about her motivation to walk for a close friend who died at nine years of age.

team. Because our workplace is an early learning centre, we tried to look at something meaningful that could help educate the children and the families and get us all involved in the community. Also, were located in Brimbank, which is why we wanted to participate in the Brimbank relay.

As much as it is a meaningful and emotional event it is also a very fun community gathering. I thought it was the most appropriate event to get our early learning service into; our children can come, the families come, the educators come and friends come.

What is it like participating in a Relay for Life relay? For 24 hours your baton has to be on the track, so its all about partnership and teamwork; you work together to keep your baton alive.

e idea of it is that people suering cancer, or supporting those with cancer, they dont get to rest, theyre up in the middle of the night helping their sick family member, they cant just go o to the movies; theyre constantly caring for sick people. So, during the relay, for 24 hours, you dont rest, your baton keeps going no matter how tired you get; youve just got to push through it.

How many people are on your team?At the moment, there are about eight or nine, but come the relay, there will be more. Last year we had about 30, and itll be about the same this year. You get a lot of last minute registrations. Our team will denitely be around 20 strong. And there is a mixture of people. I think our youngest registered is 10 years old and our oldest is 50-something. (J

    A Proud Community Growing Together

November is a great time to get out and take part in the free events on locally. At last weekends Djerriwarrh Festival it was great to see residents enjoying the fantastic performances and expos, such as the ever-popular street parade, music acts and market stall village. I was particularly impressed with the performances in the Community

Showcase Ring, well done to everyone who took part.

The Djerriwarrh Festival is one of the many events Melton City Council organises that celebrates everything thats good about living, working and raising a family here. Its a big job to coordinate, so my congratulations to the volunteers and staff who made it so successful.

This week is also National Recycling Week, and there are lots of great activities happening. Grab a bargain at the Resale Centre or the Carboot Sale, or dispose of your green waste for free at the Melton Recycling Facility (throughout November). The Corner @ McKenzie will display entries from the Recyclable Art youth photography competition until Sunday, so head down for a look.

Also at The Corner @ McKenzie, the Zonta Club will be marking White Ribbon Day with a candlelight vigil on Friday 27 November. Council will highlight the issue of domestic violence with a coffee cup campaign in partnership with local cafes, so please look out for it and take the pledge at whiteribbon.org.au

Finally, there are many vulnerable families locally who need your help this festive season. Neighbourhood houses in the City of Melton are asking for donations of non-perishable food, such as jam, vegemite, pasta sauce and rice, to be dropped off at the Melton and Caroline Springs libraries.

youd like to get in touch, please feel free to contact me at [email protected] or 0407 015 022.

Its truly a humbling experience to become the Mayor of the City of Melton and Im lucky enough to have had the honour twice in this Council term. Along with Deputy Mayor Councillor Renata Cugliari, I look forward to a productive year for our great City and you, our wonderful residents.

Each year, the City of Melton gets bigger and better and Council is proud of the strategic approach we take in making our community the best it can be. To do that, we need to ensure that we continue to follow innovative ideas and to be creative in the way we deliver services and infrastructure to residents.

One of the best ways we can do that is to continuously engage with individual residents and community groups. I have enjoyed launch of a community-led cultural diversity program and while celebrating Meltons vibrancy at the Djerriwarrh Festival. I welcome your comments and feedback, and welcome any feedback you may have to improve our community.

Id like to thank the outgoing Mayor, Councillor Ramsey as well as Councillor Dunn, the outgoing Deputy Mayor, for their work over the past twelve months.

said that to be a great leader, you need to have the heart of a I will continue to serve my community and our residents and look forward to the year ahead. Thank you.

A classic, beautifully renovated block-fronted Victorian-era abode, Parsons House is clearly the culmination of a plan to bring a modern aesthetic into this timeless design.

Original features include 3.4-metre ceilings, Baltic pine oorboards, intricate ceiling work, timber fret work, arched entry ways, and leadlight-panelled and sash windows.

The front formal lounge room has a working cast-iron replace with a timber surround, set off by the rooms fresh, white colour palette.

The three bedrooms anking the traditional hallway use a vibrant red that is as much a part of an olde-world wow factor as it is contemporary. Built-in wardrobes have been added to two of these bedrooms, and one is carpeted.

A pedestal vanity basin, claw-foot bath and a leadlight window uphold the period touches in the main bathroom.

The contemporary edge nds full voice in the re-invigorated oor plan at the rear an extension of family-sized proportions that bring the outside in to soak up the light.

    Timber re-engineered oors anchor the

family-meals zone, while stone benchtops, grey glass splashback, electric cooktop, wall oven, dishwasher, soft-closing drawers and doors, a sink with ick mixer, pantry and a bifold servery window to the outdoors, makes the kitchen a triumph of interior design.

Timber venetian blinds cool the interiors and direct the action to the outdoor delights. Two bifold doors bring the backyard into the living zone.

With merbau decking underfoot, this space has been constructed to resemble a tropical resort, with the inclusion of a

Balinese-style hut (complete with thatched roof), and surrounded by sandstone paving.

Lush tropical greenery and mature trees are a backdrop to this backyard getaway.

There is off-street parking (via a right-of-way), gas heating, a split-system and an alarm system.

The house has also been re-wired, re-stumped and re-roofed.

Just off Hampshire Road and moments from Sunshine Plaza shopping centre, this is a true belle of Sunshine.
