The Brussels Tribune
and La Tribune de
Bruxelles have been
anxious to showcase
the talent of Brussels
wine merchants and their dedication to wine and share
their knowledge and expertise. We went to meet these par-
ticipants and asked them to share a favourite bottle with
us. In addition, we are informing you of the programme
prepared by these houses in connection with the Parcours
des Cavistes (open tastings, commented
tastings, seminars and activities of all kinds
related to wine). Equipped with your glass of
wine (which is also your pass to participate
in a wine tasting), you have only to go and
encounter them throughout the city.
Here is the full programme. We are offering
50 passes for two for this extraordinary
week, under the good auspices of wine!

Caveau Saint-Emilion Jean-Claude et Théo ont rendu les clés de leur
restaurant situé dans le centre ville pour se
concentrer uniquement sur la dive bouteille.
Ils ont ouvert une boutique de vins qui propose
non pas que du bordeaux mais un large assorti-
ment de vins, champagnes, apéritifs et alcools.
Il est ouvert aux particuliers les lundis et mardis

Tout est VinA wine cellar opened in the dawn of the year
2000 in an old bakery of the Watermael-
Boitsfort district. The selection of wines pro-
vided by François and Anne-Sophie reflects a
genuine love of the Rhône Valley. But Languedoc,
Burgundy and Italy are also honoured, and there
is a fine assortment of Bordeaux, champagnes
and whiskey that are found next to the shelves
of a fine grocery.

Wine in the CityEddy was one of the first to implement the
concept of a wine bar paired with wine mer-
chant activity. Every day a dozen or so wines are

developed, and a second sales outlet is being
created in the Schuman district for developing

The sol Ar Store Patricia Marques, who for more than 20 years
has played the role of ambassador for Portuguese
wines in Belgium, has recently moved her Solar
from Brugmann Street to the livelier area of Cha-
telin. While Portuguese wines play the starring
role, the gastronomic products and other spe-
cialties of her country have converted her shop
into a showcase for Portuguese culture.

Images to be tasted without moderation g For the occasion of the Brussels Wine Week, organized in the Brusselicious connection, Cinematek offers
a film programme having a wine theme, entitled “Filmo Vino”.
Cinema has often explored the wine world,
considering what it has that is convivial, passio-
nate, beautiful, disturbing, etc. It has explored
the slopes of Bordeaux in Europe, and it has gone
to the Napa Valley for shootings where juices
of the vines played an essential role. During a
month at Cinematek, Alexander Payne Ridley
Scott, Eric Rohmer, Russell Crowe, Marion
Cotillard, Nathalie Baye, Niels Arestrup, etc.
populate a heady retrospective that beautifully
displays the vineyards and wine warehouses of
the Old and New Worlds.

LES PROMOTEURS IMMOBILIERS s’activent pour
redonner vie à quelque 4 hectares de terrain au
cœur d’Anderlecht, le long du canal et à proximité
immédiate de la chaussée de Mons, est-il ressorti
d’un état des lieux de différents dossiers de pro-
motion immobilière, en présence des autorités
anderlechtoises.
Plusieurs centaines de logements devraient y être
construits au cours des prochaines années. Les
différents promoteurs ne se risquent pas encore
à en avancer le nombre précis, la Région devant
avant tout adopter le Plan régional d’affectation
du sol (PPAS) dans le cadre de son futur PRAS
démographique pour autoriser une mixité entre
activité économique et logement.
A l’horizon 2015, trois nouveaux projets d’en-
vergure verront le jour. En harmonie avec le site
en présence, ils s’intégreront dans un concept
actuel d’éco-quartier (mobilité douce, voitures
électriques, développement durable, énergie
renouvelable…).
L’îlot Shell : la construction d’un ensemble de
quelque 200 logements de qualité à prix moyen
de gamme qui mettra fi n à des années d’abandon
sans espoir de réaffectation.
Sur le site dit de “La Pointe”, la zone sera égale-
ment restructurée en logements et équipements.
La Brasserie Atlas, site industriel qui fera l’objet
d’une transformation en lofts de qualité à prix
moyen. Projet dans lequel on trouve… Christophe
Lambert, davantage connu par ses prestations
dans le cinéma français que par son attirance
pour des projets immobiliers. Celui-ci a acquis
le bâtiment de l’ancienne brasserie Atlas pour la
transformer en un ensemble de logements, mais
aussi de création et de travail, selon ses propos. La
Brasserie Atlas est une architecture de fonte, fer,
briques et voussettes. L’ensemble des bâtiments
en ciment armé et béton est dominé par une tour
qui adopte le style Art Déco avec une composi-
tion monumentale de 3 travées couronnées par
le logo de l’entreprise. Le futur projet consistera
à préserver l’esthétique des bâtiments existant
tout en permettant à ses futurs habitants et à leurs
enfants de s’approprier un lieu de vie mais aussi
de travail.
Le bourgmestre de la commune Gaëtan Van Goid-
senhoven voit dans l’intérêt du secteur immobi-
lier privé pour ce coin laissé longtemps en dés-
hérence, le fruit d’une mobilisation des autorités
locales pour pousser la Région à enfi n permettre
une réaffectation propice à recréer du lien entre
des quartiers de sa commune. Cette zone du canal
était jusqu’ici trop axée sur la seule fonction éco-
nomique industrielle, a-t-il fait valoir. (avec Belga)

une demande de renouvellement du
locataire.
Le propriétaire qui loue son bien à un com-
merçant est souvent ravi de voir un loca-
taire s’installer pour une longue durée. Ce
n’est pas pour autant qu’il veut encore y
être confronté lorsque la période minimum
légale de 9 ans est expirée. Il dispose de
différents moyens pour ne pas accepter la
demande de renouvellement que lui adres-
serait son locataire. Le propriétaire a la pos-
sibilité de refuser une telle demande, mais
pour certains motifs uniquement. Aucun
autre motif ne peut justifi er un refus. Il
s’agit de : 1.L’occupation personnelle ;
2.L’affectation de l’immeuble à une destina-
tion non commerciale ; 3.La reconstruction
de l’immeuble ; 4.L’offre supérieure d’un
tiers ; 5.L’absence d’intérêt légitime ; 6.Les
manquements graves du preneur. Ces dif-
férents motifs de refus doivent par ailleurs
répondre à plusieurs conditions d’exécu-
tion (dont la réalisation de cette condition
dans un certain délai). En cas d’irrespect, le
bailleur sera alors redevable d’une indem-
nité à l’égard de son locataire. Le locataire
qui souhaite contester les motifs avancés
par le bailleur devra se rendre devant le
Juge de paix. Au-delà de ces motifs, le bail-
leur peut simplement refuser le renouvelle-
ment, sans aucune raison particulière. Dans
ce cas, il n’est soumis à aucune condition et
ne doit donner aucune justifi cation. Le bail-
leur sera toutefois tenu au paiement d’une
indemnité dénommée “indemnité d’évic-
tion” s’élevant, au minimum à trois années
de loyer. Aucun recours n’est reconnu au
locataire dans une telle hypothèse. Enfi n,
si pendant les trois mois qui suivent la
demande du locataire, le bailleur s’abstient
de répondre, il est alors présumé consentir
au renouvellement du bail. Le contrat sera
renouvelé aux conditions proposées par le
locataire dans sa demande.

per day”. Matt Heiman, the happy owner, hopes
to let out his house for this astronomical and
not necessarily realistic sum for the two weeks
that the Olympic Games will be in London this
summer. “At the start, the question was to decide
whether we were going to remain in London
during the Olympic Games. Actually the city was
already in such a frenzy that we said to ourselves
that it was better to leave”, he explains. “In gene-
ral, we let out the house for 300 euros per day,
but during the games the amount will increase.
Around 600 or 700 euros, I think”.
With such prospects for a jump in prices, it is
not at all surprising that the market is fl ooded
with offers for the period of the games. Rental
sites, whether offi cial or not, are fl ourishing on
the internet. In the Stratford area, which is wor-
king-class but very close to the Olympic Village,
some rents are 5 times as high. Prices not consi-
dered very realistic by real estate agents, who are
trying to warn overly greedy property owners.
“What we observe is that there are requests from
potential renters for short-term rentals, but
they have the usual budget!”, asserts Claudine
Morgan, a director at the Winkworth real estate
network. “We have requests from people who
are going to work at the Olympic Games and
are ready to spend a little more, about 55 to
65 euros per night. But nobody comes saying,
“I have a budget of 2,500 or 5,000 euros; fi nd
me something”. According to the estimates of
professionals, rental requests for the Olympic
Games period have increased only about 20%.
Not enough to absorb all of the offers made by
agencies or individuals. “I have talked with a
large number of members of our association who
have agencies in the centre of London. And how
many agreements have they concluded up until
this time? Three!,” exclaims Tim Hyatt, president
of a real estate agents association called Residen-
tial Lettings Association (ARLA). For landlords,
vacating an apartment that is already occupied
so as to let it out at a premium price during the
games is certainly tempting. But risky, according
to Tim Hyatt. “Do you want to take the risk of
throwing away a good tenant, who has been ren-
ting for 6 months or 18 months, for a very short-
term gain, with the prospect of having to let the
apartment again afterwards, with the attendant
expenses? Not certain. Inasmuch as the British
capital does not lack potential accommodations,
with some 140 000 hotel rooms in all. At this
time, supply is greater than demand.
Certain people hope, however, that the situation
will change as the fateful day of 27 July, the offi -
cial opening day of the Olympics, approaches.

Mother of three and back to Brussels after 20
years of expatriation, Florence took on the chal-
lenge to make use of her own experience as an
expat and affection for her city to expand the
guide into an interactive tool to facilitate the
access to and the understanding of the social,
functional and administrative aspects of living
and settling in Brussels.
In 2012, Florence was joined by her eldest
daughter Valentine, to assist in managing the
ever expanding online tools and content.
What was your most challenging experience as
expats, and how does it help you to provide the
right type of information to expats in Brussels?
FPB: My fi rst experience as an expat was also
the most challenging, not because it was the
fi rst one, but because of the true cultural ravine
I had to face. That was 25 years ago. Our family
arrived in Tokyo, where my husband partici-
pated in ETP (Executive Training Programme),
an EU programme helping companies increase
their understanding of the specifi cs of Japan and
Korea.
I was a young mother, barely spoke english (and
at the time nor did the Japanese), had no occu-
pation whatsoever and had to cope with a city
big like thirteen times Brussels, with no familiar
landmark or reference to help me.
I had never done theatre, but could only use ges-
tures to communicate. I had to jump through a
lot of hoops to obtain the slightest bit of infor-
mation. At the time, expatriation itself was
not so common. Expats were a target for no
one. I discovered the importance of building
networks. Others had settled before me, the best
thing I could do was to rely on their experience.
We were lucky to be part of ETP, at least I knew
where to fi nd them.
This is why today, I want “Expats in Brussels” to
give a prominent place to networking. A whole
section of our smartphone app is dedicated to
“socializing” opportunities in Brussels.
Step by step, how do you produce “Expats in
Brussels”?
FPB: As you may imagine, it’s a one-year process.
The 2012-2013 guide is out since the 1st of May...
and we’re already working on the 2013-2014
edition. During the summer, we decide which
changes we would like to see in the next edition.
We discuss chapters we need to completely re-
work, content we would like to add, or that has
become obsolete. We collect the information
and start writing, or re-writing. Of course we
are not alone. With Daphné and Jeanne, our gra-
phic designers (Piknikgraphic), we also explore
possibilities for graphic improvements. As
soon as September, we already have a clear
idea of the next cover !
At that moment, Yves, Alexandra and
Stéphanie (Mac Strat) contact our regular
advertisers and potential new advertisers. A
population of more than 100 000 expats defi -
nitely requires services and products adapted
to its needs. At the same time, they will want to
be aware of the services and products that are
popular within the Belgian population. “Expats
in Brussels” is the perfect place to promote these.
Plus, advertising allows us to make the guide
available for free, therefore widely distributed
and easy to obtain!
VPB: But “Expats in Brussels” has become more
than a paper guide. Every week, we collect,
create and share content on facebook, on our
website or via our newsletters. We try to stick to
the spirit of the guide - we want people to use the
information they receive from us.
Can “Expats in Brussels” still grow?
FPB: Of course! We always have new ideas. Things
in Brussels change constantly, and new media
offer lots of opportunities for development.
Besides, I am still living an expat life myself, with
my husband working in Pisa and now moving to
back Athens. Living each foot in one
country is a thrilling
experience, and
defi nitively
gives food for
though and
work !

Lost in infinityMichaël de Kok third’s exhibition at Galerie Fred Lanzenberg is once more a pure delight for the eyes. His work conti-
nues to progress in terms of light and asserted colours. Before he starts to paint his landscapes, de Kok has seen, lived
and felt them, to finally seize them from a distant point of view. The painter goes to the essential, reducing the scene to
the basic fundamentals of the line, the shape
and the form. De Kok explores the impact of
the moment, of vast skies and open spaces,
to an often blurred horizon. He experiences
the effects of light and dark by maintaining
a limited palette of earthy colours. De Kok
seems to be constantly intrigued by the

The 50’s captured in a shotThe Royal Museum of Fine Arts presents Stanley Kubrick early
photography. Before becoming a well-known filmmaker, Kubrick
was first a photographer in New York City. In 1946 he started as
an apprentice for Look Magazine, and soon became a full-time staff
photographer. The exhibition depicts a portrait of the American
society after World War II. Kubrick was interested in all aspects
of human life. The theme emphasised social portrayal like crime
scenes, the life of an ordinary shoeshine man and the daily life in
New York City. The pictures go well beyond simple reporting. In
fact, Kubrick captured with the lens the heart pulse of America
in the early 50‘s. The black and white photographs are a fantastic
testimony. The entrance ticket gives also access to Jef Geys and The
curator’s choice to the modern & contemporary art collection. M.S.

Intangible moment In her series “Sasha”, the photographer Claudine
Doury has managed to capture the transfor-
mation from childhood to adulthood. Doury
explores the theme of adolescence. She ques-
tions the way one’s personality is being formed
through secret games, intimate rites, scares and
adolescents’ dreams. She also tries to capture
the crucial moment when parents realize, that
their offspring flies away to gradually find their
own personality. With ‘Sasha’ (Doury’s daugh-
ter) she expresses her concern for the world, for
the legacy she will leave behind to her children.
Perhaps she secretly realises, that she no longer
understands the world! The photographs depict
these feelings admirably well. Emphasizing
them, she uses a somber earth tone palette and
adds mystery (like when Sasha walks on water!).
Doury describes with great sensibility childhood, gently flying away... reminding us at James Agee’s words – “Adoles-
cence is a kingdom of fallen or still falling angels, but it is yet a kingdom. ” M.S.
