Brock University Campus Security Services (CSS) continually strive to increase and improve safety and security of our entire Brock community.

2019 was a busy and active year for the security team with over 19, 700 students enrolled at Brock University. Several construction and building expansion projects began across the main campus including roadway and parking lot improvements, expansion of the Athletic "Zone", complete renovation of one of our existing student residence and a brand-new residence build. Looking ahead for Brock, the ground-breaking ceremony occurred for the new Canada Games Park which will host a portion of the venues for the Canada Summer Games in August 2021.

With this amount of activity across our campus the crime rate saw its first slight increase in thirteen years after several years of decline. The additional activities on campus, the calls for service and support, without question required attention and the development of proactive initiatives, collaboration with other dedicated Brock departments and our off-campus community partners.

This year, the Department of Residence and Campus Security worked diligently to improve the student experience in residence through "Project Guardian". This is a weekend initiative that ensured authorized guests were the only visitors coming onto campus residence areas after hours.

MESSAGE FROM THE DIRECTOR OF CAMPUS SECURITY SERVICES

Off-campus patrols (OCP) of student neighbourhoods provided additional visibility and problem-solving initiatives for the surrounding communities, in concert with the Niagara Regional Police Services. The OCP team covered multiple weekends and special events throughout the academic year.

In May 2019, Campus Security Services, in partnership with Niagara College and Conestoga College, hosted the Ontario Association of Colleges and University Security Administrators (OACUSA) annual conference. The focus over the four days was on identifying and managing key areas of risk in the post-secondary education environment. The conference included representation from 37 colleges and universities in total and a panel of world leading experts to deliver the training.

With some new additions to the experienced security staff, the year ended with the selection of new technology that increase our emergency preparedness and messaging, enhancing our Brock University Safety App and widening our social media reach to help meet the new challenges ahead.

EMERGENCY PREPAREDNESS AT BROCK

The Brock University Emergency Management Plan (EMP) has been based on identified local hazards and risks, with a focus on mitigation/prevention, preparedness, response and recovery.

As recommended by Emergency Management Ontario, under the Ministry of the Solicitor General, Brock University has adopted the principles of the Incident Management System (IMS). The use of IMS during an emergency ensures the implementation of a common management structure shared by local governments and our partner response agencies.

As an “all hazards” response and management tool, the Brock University Emergency Plan is suited for a wide range of incidents. The plan identifies staff members who, when required, come together to form the Emergency Management Group (EMG) and assume responsibility for the implementation of a response that prioritizes the health and safety of everyone in our community. In addition to common IMS functional roles, the EMG also includes Academic and Research representation to ensure that the response to any major incident is collaborative and considers the impact upon all areas of the University.

Consistent with business practices across municipalities and other Universities and Colleges in Ontario, Brock University conducts operational emergency exercises on an annual basis. An exercise is a simulated emergency, in which staff members perform the tasks that would be expected of them in a real emergency. Exercises can be used to validate plans and procedures, and to assess prevention, mitigation, preparedness and response/recovery capabilities.

MARILYN I. WALKER SCHOOL OF FINE AND PERFORMING ARTS

Campus Security Services (CSS) has been in operation at the Marilyn I. Walker School of Fine and Performing Arts (MWS) since May 2015.

Our team is a 24/7 operation with eight security guards and a full time Brock University supervisor. We investigate and respond to all incidents and emergencies with the support of security staff and supervisors at the main campus. We regularly patrol the interior and exterior of our campus, including our satellite property (Rodman Hall). Our CCTV cameras at Marilyn I. Walker School are, monitored 24/7 by our Central Communications Monitoring Centre (CCMC) at the main campus and by the MWS security staff.

To help promote a safe and vibrant downtown, we integrated our services to serve the downtown community. Partnerships were developed with our neighbouring properties and several crime prevention initiatives and strategies were launched to safeguard our students and staff on and off campus. We continue to be proactive within the downtown community by reporting incidents, sharing information with the Niagara Regional Police Service and working with business and property owners surrounding the Marilyn I. Walker School.

Rodman Hall Art Centre is a contemporary art gallery in the historic Thomas Rodman Merritt House, overlooking the Walker Botanical Garden that descends to the Twelve Mile Creek. Year-round, programming connects the community with art through innovative and thought-provoking exhibitions, events, and art classes for all ages.

A SPECIAL CONSTABLE SERVICE

Campus Security Services is considered a hybrid service consisting of 13 full-time Brock members with Special Constable status and 21 contract security guards and a full-time administrative assistant. This compliment of staff covers both St. Catharines and Hamilton campuses along with Marilyn I. Walker School of Fine and Performing Arts in downtown St. Catharines.

We are open and responding 24 hours a day, 365 days a year. Our Central Communications and Monitoring Centre (CCMC) is also staffed with four full-time dispatchers who monitor and record all our campuses, answer all calls and emergency phones, and dispatch our officers. The centre and our staff respond to approximately 8000 calls for service annually.Our Special Constable status is granted by the Ministry of the Solicitor General and governed by a protocol between Brock University and the Regional Municipality of Niagara Police Services Board. The agreement specifies policies and procedures guiding the Brock Campus Security Services, including authorities and jurisdiction. This partnership is invaluable to Brock Security and the community.

Campus Security Services is also responsible for oversight of Emergency Management and Preparedness at Brock University. We have an Emergency Preparedness and Life Safety Manager who oversees this area and manages the Central Communications and Monitoring Centre. The centre monitors over 800 video surveillance cameras and 195 emergency phones that cover the interior and exterior of our campuses and buildings.

Campus Security Services (CSS) recognizes email and social media have become the primary and powerful communication tools of today. As such, CSS leverages this power by posting relevant educational and crime prevention content, using social media as an investigative tool and disseminating time-sensitive mass notifications using these technologies.

With a combined total of over 10, 000 + subscribers and followers on Twitter, Facebook and the Brock Safety App, CSS can quickly provide the most recent, and important safety information to the Brock Community. The Brock Safety App is one of the easiest ways to connect with Campus Security, 24 hours a day, 7 days a week. With the touch of a few buttons, students, faculty, staff and visitors can speak directly with a dispatcher in our Central Monitoring Communications Centre. Button links to Student Wellness & Accessibility, Crisis Information & Counseling, Report-A-Crime Online, information on Lost & Found Property can also be found on the App. Dispatchers launch critical information using Push Notifications and Campus Alerts via the App to increase Brock University’s information sharing reach.

In 2019, CSS and a team of Brock professionals worked extensively to further enhance and expand the App’s capabilities. The Brock Safety App has now been completely integrated as Brock’s new mass notification system. Replacing the old system, it provides dispatchers the ability to launch the mass notification system using the App sending messages to all Brock phones, emails, social media, Brock managed desktop computers and laptop screens, all IP clocks, ENS signs, networked TV’s displayed throughout the University and announcements via the PA system. CSS’s Brock Safety App has become a robust safety communication and information tool which has become a vital resource to the Brock Community and beyond.

Reporting Requirements 2018 2019

Under the Police Services Act, Campus Security Services is accountable to the Regional Municipality of Niagara Police Services Board for all actions taken in relation to the exercise of the powers granted to the University Special Constables.

As a requirement of that accountability, the agreement between the University and the Board sets out that the University will provide an Annual Report with statistical and evaluative information including, amongst other requirements, enforcement activity.

Nate Finlay graduated with a Master of Arts in Social Sciences with a focus in Law and Public Policy. As a Special Constable with Campus Security Services, Finlay feels the knowledge he gained from completing his degree will make him a better officer. Nate is thankful for his supportive colleagues and professors who understood how difficult it could be at times to balance completing a degree while working a full-time job with shift work and two toddlers at home. Finlay’s dream job is to become a Justice of the Peace.

SPECIAL RECOGNITION

On Sunday, September 8, 2019, Brock Campus Security Senior Platoon Supervisor and Team Captain Karl Thorp, along with other 19 other members of Brock University rode in their 11th Big Move Cancer Ride along with over 550 other riders raising over $395,000 for the Walker Family Cancer Centre. A new venue was selected as the starting point which allowed for a flatter route for more participants to join. Those still wanting to challenge themselves still had the north bound Effingham Hill climb as they cycled either 25,50 or 75 kilometers around the Niagara Region raising money for the Walker Family Cancer Centre in St Catharines, Ontario. All the money raised enables the centre to provide a full spectrum of cancer services, including radiation treatment for the more than 2,500 Niagara residents diagnosed with cancer each year. Staying in the region for this care allows those cancer patients to receive their treatment close to their families and friends.

George Bench joined the team at Brock University on September 1, 2019 as the Manager of Emergency Management and Life Safety. Before coming to Brock, George had been a member of the Niagara Regional Police Service for 29 years, retiring at the rank of Superintendent. During a diverse career he served as an Adjudicator for Police Services Act Disciplinary matters, a nationally certified Critical Incident Commander and successfully completed assignments in the Executive, Investigative, Uniform and Emergency Response branches. He looks forward to working with his new team and continuing to build upon the successful emergency management program that is in place at Brock University.
