TAKING THE PULSE: A MACROECONOMIC KEYNOTE
OPERATION CAPEX: THE BORROWERS’ PANEL

BECOMING THE GREEN GIANT: SUSTAINABILITY LINKED FINANCING IN ASIA

2021 hasn’t quite seen the bounce-back from the pandemic that we might have expected, but many countries are still seeing some economic improvements. In this keynote, we take a tour of the Asia region to determine which countries are thriving, and which will continue to need support.
Excess market liquidity means that banks are hungry for projects they can really sink their teeth into. We gather some of Asia’s leading borrowers to map out the short-term future for projects in the region.• What approaches are Asia’s borrowers taking towards the market this year? Are they remaining cautious, or are they seeking to ramp up their activities?• What does the deal pipeline look like across the region as we head into 2022?• How are our borrowers working with ECAs as part of a sophisticated corporate finance strategy?• How have borrowers been impacted by the trend in ESG-linked financing? Will they seek to capitalise on financial incentives on offer by meeting sustainability linked KPIs?
It’s an important time for ECA finance. With plenty of companies still in need of support, the Asian market remains somewhat reliant on flexible, fast action from their ECAs. This panel brings together some of Asia’s leading ECAs to consider how they are continuing to step up to the plate in times of need.• What new products and initiatives are Asia’s ECAs offering to their customers?• Have ECAs seen an uptick in business as we move away from the impacts of 2020? Are they seeing more requests for support on large Capex projects?• What types of new business - such as semiconductors, battery storage, and electronic vehicles - are ECAs looking to support as traditional business slows? How will they need to adapt their products to suit these different sectors?
The havoc wreaked by the pandemic and severe weather conditions has emphasised just how catastrophic human activity can be for the planet – especially for emerging markets and poorer communities. The last year has also taught us that we can drastically change how we do business in times of need – and it’s now clearer than ever that the finance industry has a pivotal role to play in curbing the effects of climate change. Here, we consider:• Beyond the wind farm, what do socially and environmentally conscious projects look like in Asia?• What benefits do banks, ECAs, and corporate clients see from participating in ESG- linked projects? How can we further incentivize sustainable investment?• How are non-traditional businesses making themselves eligible for ESG credentials? What KPIs can be put in place to help a wider range of transactions become more sustainable?• How do we spot greenwashing and ensure that all efforts to become more sustainable are making tangible impacts?

THE DEVELOPMENT ANGLE: MFIS AND DFIS IN ASIA
CLOSER TO HOME: FOCUS ON LOCAL LIQUIDITY
CLOSING REMARKS
NETWORKING RECEPTION
Geoffrey Tan, Managing Director – Asia Pacific, US Development Finance Corporation
Kah Jin Khoo, Vice President, MEXIM
Although always a crucial part of the funding mix in Asia, DFIs and multilaterals arebecoming even more active in the wake of the pandemic. This session brings togetherinternational development finance institutions to discuss:• What types of projects are multilaterals interested in? Which projects would have struggled to get off the ground without their involvement?• Are we still seeing many requests for blended finance solutions? How are ECAs and DFIs collaborating on projects?• Do DFIs have a greater appetite for sustainability linked projects? In the short-term, what is their approach to less eco-friendly industries that are important for growth in developing countries?
We often focus on international financial institutions and insurance providers, but local entities are playing increasingly important roles on transactions in the region. In this panel, we assess the importance of local liquidity, and local insurance provision. • Has the shift to local production as a response to supply chain shortages promoted more local bank involvement in transactions?• Are APAC's ECAs taking on a larger role in transactions across the region?• For which industries is local liquidity particularly important? • How are Asean ECAs responding to the trend in local liquidity? Do they force any constraints in capacity or coverage?
AGENDA - DAY 2 - NOVEMBER 11OPENING KEYNOTE: INTERNATIONAL POLITICAL AGENDAS
BUSINESS SUPPORT SYSTEM: INTERNATIONAL ECAS IN ASIA
China and the US have a frosty relationship, to say the least. In today’s opening keynote, we assess how the change in the US administration has impacted Asia’s relationship with the country, and what this means for supply chains, policy, and trade wars globally.
As ever, ECA finance remains vital for getting projects off the ground in Asia. But as the world changes, so does the type of support that clients need. In this session, we assess newfound capabilities and plans for increased flexibility from international ECAs working in Asia:• Are ECAs looking to diversify into less traditional markets, such as electric vehicles and charging, as large projects remain slow in Asia?• What flexible structures – such as buyer credits, blended finance, untied financing, and shopping line facilities – are ECAs bolstering to support clients in this challenging market?• Will ECAs consider offering more flexible terms, such as increased country limits and the ability to take on more risk, for ESG-linked projects?• Will ECAs need to consider changing their models as services and software become a bigger part of the exporting mix?Fabrizio Ceccarelli, Senior Account Manager, SACE Frank Vanwingh, Group Deputy CEO, CredendoModerator: Sumanta Panigrahi, Managing Director, Asia Head – Export & Agency Finance, Treasury & Trade Solutions, Citi
INSURING A HEALTHY BUSINESS ENVIRONMENT: ASIA’S CPRI MARKETAsia’s insurance market remains vital, with more and more entities looking to broaden their portfolios into the project finance space. This session gathers Asia’s leading private insurers and their customers to consider:• Export finance is moving towards sustainable deals, and the CPRI market will follow where it sees well structured deals. Is the CPRI market taking sustainability seriously, and what is it doing to support the sustainable agenda?• Some have said that capacity has reduced in the CPRI market in the last year, but is this a false premise? What does risk appetite look like in today's CPRI market?• Over the last year, we’ve seen a lot of industry stalwarts leave Asia to return to their home countries. Will Singapore remain a hub for insurance given what could be deemed an exodus of talent?

With sustainability high on the agenda for most companies and governments, thedecarbonisation of Asia’s energy mix must be centre stage. But it’s not as simple as ‘turning off the tap’ on coal – which most international organisations no longer finance, and many are also backing away from fossil fuels. This session discusses how we get the balance right, and how we can ensure equitable access to sustainable energy.• Taiwan has been a booming market for wind farms, but have other countries followed suit? Will we see bankable projects emerging in the likes of Korea and Japan?• What role will new technologies such as hydrogen play in Asia’s energy transition? How will ECAs and financial institutions need to adapt their products to make them suitable for new technologies?• Many renewable energies rely on battery storage. Where are we with this technology, as well as additional infrastructure that will be required to support the distribution of renewable energy?• Should gas be considered a transition fuel in developing countries in Asia?
Despite slowdowns related to supply chain disruption and lockdowns, Asia’s infrastructureneed remains significant. Here, we discuss the opportunities arising in Asian infrastructure, and the types of funding needed to ensure that vital projects get across the line.• What sources of funding will be needed to plug Asia’s infrastructure funding gap?• Sustainability is not just about energy: we must also consider the vital infrastructure that’s needed to support sustainable growth, such as electric rail and social projects. What sustainable projects are available on the market and how are they being financed?• How are EPC contractors working on infrastructure origination? How can ECAs ensure that their products are competitive enough to draw attention during the tendering process?
We’ve heard from a variety of industries and agencies, but there’s a vital piece of the puzzle we haven’t addressed yet: the exporters’ perspective. It’s been a tough few years for those seeking to send goods overseas, and yet business has still been moving for many. This session puts exporters on the spot, suggesting solutions for key pain points and assessing the performance of ECA support.• Are markets in Asia looking to localise as a response to the supply chain disruptions we’ve seen over the course of the last year? What impact has this had on international companies looking to do business in the region?• Have ECAs provided enough support for exporters during this time of need, and what would our exporters like to see done better?• Despite recent changes to the OECD consensus, does local content remain a pain point?
The pandemic has shown that we can work – and excel - in ways that we never thoughtpossible. To end TXF Asia on a high, we want to celebrate equality and diversity in thesector, and consider how to better engage communities that are under-represented infinance:• How has the shift to virtual work impacted women and junior staff? What have we learned that we should take forward, and what do we need to monitor?• Have we seen a shift in how teams approach equality and diversity over the past years? Is it more of a priority now than it has been before?• What do we need to do as an industry to ensure that a wide range of talent is represented at senior levels?
