1.0 About the Institute Michael Imoudu National Institute for Labour Studies, Ilorin, is a centre for research; education and training established by the Federal Government of Nigeria vide the provision of Decree No. 5 of 1986, now Act Cap 261 Laws of the Federation of Nigeria 1990. The Institute has the responsibility to stimulate and promote labour education through research, teaching, training, and consultancy in Nigeria and beyond, aimed at building the workforce capacity and to promote industrial harmony for organisational survival, stability, improved productivity and sustainable national development.

The Institute also provides opportunities for policy makers in the field of labour and social policy in industry, in the trade unions and government to acquire personal experience and full understanding of the issues which confront them in their day-to-day work.

The idea of establishing a National Labour Institute dates back to the Third National Development Plan 1975 -1980 when the Federal Government of Nigeria took over the Patrice Lumumba Labour Institute and Trade Union Institute for Economic and Social Development Established by the defunct Nigerian Trade Union Congress (NTUC) and United Labour Congress of Nigeria (ULCN) respectively.

The antecedents and rationale behind the establishment of the National Institute for Labour Studies were therefore enunciated in the 1975 National Labour Policy and Plan. The objective was pursued with vigor during the Second Republic when the foundation stone of the Institute was laid in Ilorin by the then Civilian President, Shehu Shagari on 4th May 1983. The Institute was first established as National Institute for Labour Studies (NILS) and was renamed Michael Imoudu Institute for Labour Studies (MIILS) by the then Military President of the Country, General Ibrahim Babangida, on 1st May 1992 in honour of Nigeria? s stout defender of workers rights, Pa Michael Imoudu.

1.2 Mission Building the capacity of Workers, Employers and Government Officials in Labour and Industrial Relations through Training, Research, Education and International linkages to promote Labour Management Relations Best Practices and Industrial Harmony for Sustainable Development

1.3 Objectivesi. to provide workers' education generally, so as to enhance the

role of trade unions in the social and economic development of the country and equip trade union officials and managers with skills normally required for collective bargaining and joint consultation, in fostering the growth of better labour and management relations;

ii. to provide opportunities for policy makers in the field of labour and social policy in industry, in the trade unions and in government, to acquire by personal experience a full understanding of the issues which confront them in their day-to-day work;

iii. to provide and arrange comparative studies and investigations of the principles and techniques of trade unionism and thereby assist Government in evolving a virile and well-organised trade union movement capable of giving full and responsible expression to the needs of workers and the aspirations of the country;

iv. to undertake, organise and facilitate study courses, conferences, lectures, seminars etc, with a view to improving the standard of trade union administration and infusing a sense of direction and accountability;

v. to promote research through collaboration with universities and institutes concerned with industrial relations and labour matters;

vi. to award grants, scholarship or travel fellowships for research in labour studies and allied subjects; and

vii. to undertake and provide for publication of journals, research papers and books in furtherance of the aforesaid objectives.

1.4 Core Mandate of the InstituteThe Institute is a centre of excellence with mandate to stimulate and promote labour education, training in leadership, management and administration, policy analysis, consultancy and research, Human Capital Development, labour and industrial relations, gender and development

programmes in Nigeria and beyond, aimed at building workers capacity and promote proactive and vibrant institutions which translate into organisational survival, stability, improved productivity and national development

1.5 Resourcing and Institutional LinkagesApart from the Institutes diverse multi-disciplinary, highly qualified, well trained, exposed and experienced training faculty, it occasionally invites seasoned and reputable experts in the highly specialized areas. In addition, MINILS is into partnership and institutional collaboration with International Organisations such as the International Labour Organisation (ILO), MASHAV of the State of Israel, the America Centre for International Labour Solidarity, Ruskin College Oxford, United Kingdom; V.V. Giri National Labour College, New Delhi, India, West African Management Development Institute Network (WAMDEVIN) to mention just a few of those institutions whose staff and specialists also contribute to and facilitate on our programmes from time to time.

2.0 Background Information In response to the gap existing for adequate human capital required to grapple with the challenges of industrial and labour relations in Nigeria and beyond, the Institute hereby announces that it has commenced full streams professional certification programme in Industrial and Labour Relations from 2019. This entails four stages professional training and examinations to enable interested and qualified individuals acquire the knowledge and understanding designed for effective discharge of roles as industrial and labour relations professionals in Nigeria, even beyond.

The stages are namely-i. Foundation Examination

ii. Intermediate examination

iii. Professional Examination I (PE1)

iv. Professional Examination II (PE 2)

2.1 DurationThe duration of the professional development programme depends on the level of commencement of an individual

i. For persons who start from foundation ? at least four

years

ii. For persons who start at higher levels:

a. At least three years for Intermediate

b. At least two years for PE I

c. At least one year for PE II.

2.2 Conditions for the Award of Professional Certificate On the successful completion of all parts of the examination process, and on satisfying the Final Professional Requirements, the candidate will be awarded the Professional Certificate in Industrial and Labour Relations.

2.4 Eligibility criteria/ Admission Requirements: i. The Institutes Professional Examination is the

ultimate professional qualification for Industrial and Labou r Re l a t i ons p rac t i ce i n N ige r i a . Consequently, the minimum educational requirement for admission is the West African Examination Certificate (WAEC), General Certificate of Education (GCE) , National Business and Technical Education Board (NABTEB), National Examination Council (NECO) with credits in five subjects, which must include English Language and Mathematics.

ii. Individuals who have additional qualifications i.e. Degree Holders in Arts, Social Sciences, Law and other disciplines, cum other professional qualifications (e.g. CIPM, NIM), and related work experiences would be admitted into higher grades based on their performances in admissions examinations that would be conducted for the above purpose.

iii. The foundation/basic stage is open to young school leavers who may desire to become professional trade unionists or employees working in HR departments of unionized organizations.

iv. Trade unionists that desire to acquire deeper understanding of the theory and practices of Industrial Relations can also enter from foundation/basic stage.

v. Also, trade unionists would be graded based on participation in MINILS training programmes, and provided they are able to show evidences of such courses they had attended in MINILS and display a reasonable degree of theoretical and practical understanding, they would be accordingly placed.

2.5 Membership Award StructureThose who pass the qualifying examinations at various levels would be designated as follows-

i. Graduate members for persons who are holders of first degree in Industrial Relations and Personnel Management, and graduates of sociology, economics and others disciplines whose research works were related to labour relations issues.

ii. Associate of the National Labour Institute (anli) is for

persons who have passed the Professional

Examinations 1 (PE 1) or have been Labour

Educators/industrial and Labour Relations

Practitioners for not less than ten (10) years.

iii. Members of the National Labour Institute (mnli) is

for persons who pass the Professional Examination 2

(PE 2) or have attended by the Institute

consecutively spanning five years, or have taken

part in relevant training programmes of the Institute

and paid annual subscription for five (5) consecutive

years.

iv. Fellows of the National Labour Institute (fnli) is

bestowed on renowned trade unionists, HR /IR

practitioners working in unionized organizations in

Nigeria, academics who had contributed

significantly to the growth and prominence of the

field of Industrial and Labour Relations both locally

and internationally for not less than twenty (20)

years. Also, any full member that have distinguished

him/her professionally and in their respective

careers for not less than ten (10) years with evidence

of conference participation and paper presentation

both locally and internationally can be admitted as a

fellow

3.0 Membership StructureProfessional Membership shall be structured as follows:

3.1 Membership through Practitioners Route The following are the requirements for Membership through the

Practitioners route: a. Minimum of first degree/HND or its equivalent b. Minimum of 10 years post-graduation working experience, 5 of which must be in HR/IR practice at advisory/management level in a structured/recognized organisation.

c. Demonstrable competence in some core areas of Human Resource Management/Industrial Relations Practice, e.g. - Recruitment, Selection and Placement - Performance Management - Compensation and Reward Management - Employee Learning and Development Organisational Development and Change Management Industrial and Employee Relations, negotiations, trade union practice, and dispute resolution.

d. President or General Secretary of trade union at the national level or past President or General Secretary of trade union at the national level or persons employed as/occupying the position not less than Managers or its equivalent in the private sector or persons in Grade Level 13 in the public sector and who is currently are involved or

are interfacing with trade unions as part of their job schedules and have been doing for a period not less than 5 years can be admitted as associates as far as they have the requisite academic qualifications listed above.

e. Record of attendance at relevant HR/IR Management courses to ensure that the candidates appreciate the need for continuing professional development.

f. Graduates of the Institutes Advanced Certificate in Industrial and Labour Relations (ACILR) Programme shall be awarded Associate Member

3.2 Membership through the Executive Route(a) Minimum of Bachelors degree/HND or its equivalent.

(b) Minimum of ten (10) years post-graduation experience (Not inclusive of the one (1) year mandatory NYSC Service) in Human Resource Management /Industrial Relations practice, five (5) of which must be at Senior Management/Executive level or as National President or General Secretary of trade union centres/affiliates AND in across functional management role in a

structured/recognised Organisation as listed in categories below: Public Sector including MDAs, Ministries, Local Government, Education, etc Oil and Gas Telecommunications

Media & Advertising Transport Banking & Insurance Manufacturing, Professional Institutes and Small Medium Enterprises (SMEs) Others (please specify the category of organization) Note: The categories above include Multi-national companies, publicly quoted companies, Private companies in all sectors,

etc.

Central Bank of Nigeria, NASME, etc defines SMEs as businesses with turnover of less than N100MM per annum and/ or less than 300 employees The Central Bank of Nigeria

(CBN) in a stand alone definition defines an SME according to asset base and number of staff employed. The criteria are an asset base between N5 million and N500 million, and a staff strength between 11 and 300 employees

(c) Currently employed and occupying a position not less than Functional Lead, Senior Specialist, Senior HR Consultant, etc or its equivalent in the private sector or Grade Level 15 in the public sector.

(d) Record and evidence of successful completion of strategic projects in the management/development of Human Resource with ability to clearly communicate these achievements.

(e) Demonstrable cognate experience and competence in at least five (5) of the following core areas of IR/HR practices: Industrial and Employee Relations

Labour Laws, International Labour standards and Employment Regulations

Conflict Management Collective Bargaining Negotiation Strategies Social Dialogue and Consensus Building Human Resource Management Resourcing and Talent Planning Performance Management System Rewards and Remuneration Management Learning and Talent Development Change Management Employee Engagement Diversity and Inclusiveness

(f) Record of attendance at five (5) training programmes of the Institute which must include workshop on Labour Laws and Employment Relations, Trade Union Governance and Administration, Decent Work, social dialogue, Conflict ` Management, e t c.

(g) Two reference details MUST be provided as part of application process (one of the references must be supplied by the current/most recent employer/line manager).

(h) Applicants who meet the above criteria (following assessment by the Institute and the approval of its Leadership) would then be required to participate in a one day mandatory programme titled: “Industrial and Labour Relations Best Practices? as part of the application process.

(i) Successful applicants shall be inducted as Full Members of the

Institute.

3.3.5 Examinations &Preparatory Activities:i. Classes shall be organized for two weeks before the

commencement of examinations covering each of the stages at the Institute? s premises and other designated centers nation-wide

ii. However on-line interactions between students and lecturers on the programme would be made possible through the platform of the Institutes portal cited in our website: www.minils.gov.org.

iii. Examinations shall be held twice each year at the Institutes premises in Ilorin for all eligible students and prospective members.

3.3.5. a. Duration of Programme: Students are expected to complete all the stages of the examinations within a maximum period of 5 years

3.3.5. b. Form Fee: Ten Thousand Naira (N10, 000)

3.3.5. c. Examination Fees: Candidates shall be charged appropriate fees for each level of the Examinations. Details are as stated below:

i. Foundation : N35, 000ii. Intermediate : N45, 000iii. PE I : N55, 000iv. PE II : N65, 000

3.3.6. Date of Examination The Institutes Examinations are held in the months of April and November each year.

3.3.7 Application and Registration as a Student Member The application form for admission can be obtained from the Institutes campus in Ilorin and the website. The form should be completed and returned to the Institute. Applicant must possess the requisite admission requirements listed above. The Institutes professional examinations can only be taken by registered Student Members of the Institute. Candidates must have been registered as student members at least three months before the examination date. Registered students will be required to pay annual membership subscriptions to the Institute.

3.3.8. Information on Exemptions Foundation I is the starting point for holders of WAEC/NECO/GCE Ordinary level and National Diploma Certificates. They must however possess the minimum entry requirements

(a) Holders of ND/NCE in the Social Sciences, Humanities and Management courses shall begin from Intermediate

(b) Holders of first Degree/HND in the Social Sciences, Humanities and Management courses shall begin from PE I

(c) Holders of first Degree/HND in other disciplines shall begin from Intermediate

(d) H o l d e r s o f h i g h e r d e g r e e s ( e . g . M.A./M.Sc/MBA/M.Phil/Ph.D) in relevant disciplines (HRM/IR/Business Mgt) shall begin from PE II

(e) Holders of higher degrees in other disciplines shall begin from Intermediate

(f) Candidates who hold the Associate certificate, by examination only, of other relevant and recognized Institutes with a degree/HND and possess the requisite five credits at Ordinary Level shall begin from PE I upon submission and acceptance of the students transcript from such Institute.

3.3.9. Mature Candidates i. Candidates who are 30 years and above with a minimum of five (5) credits to include (English & Mathematics) at O level and its equivalent and had attended the Institute training programmes for at least two (2) times will start from Intermediate.

3.4.0 Deferment of Examinations Deferment of any examination will not be allowed except on medical grounds. Such cases should be supported with a Medical Certificate and a letter from the candidates Manager or Head of Department and the notices should reach the Institute not later than two weeks before the examinations. In such situation, examination fees already paid would be carried forward once only, net of administrative charges.

3.4.1. Preparation for the Institutes Examinations Candidates are to prepare for examinations by attending lectures at the Institutes campus and accredited study centres. In addition to the lectures, students will find as provided for them in this booklet recommended texts for each subject. The texts are by no means exhaustive. Lectures shall also be by distance learning or correspondence using internet portal. Students are also encouraged to attend the Institutes national programmes such as the Labour Relations Summit, Annual Public lectures, Annual Conferences, Association meetings, Trade Union Delegates Conferences, etc.

3.4.2. Notification of Results Candidates will be notified of their examination result by post or through E-mail or Internet. The Institute will not enter into any correspondence on results, as the Institutes decision is final.

3.4.3. References Where a student fails two subjects at any level of the examination, he/she shall be allowed to re-take the two subjects only before proceeding to the next level. Students who fail one subject shall be allowed to re-take the one paper failed and also proceed to the next level.

3.4.4. Cancellation of Previous Results The results of any student who failed to sit for the next examination three (3) years after he might have passed the previous stages would be regarded as no longer valid. He/she has to start the programme afresh by re-applying for a new admission.

3.4.5. Policy on Examination MalpracticeI. All candidates must present their Identity Cards to Invigilators for admission to examinations. ii. Candidates must attend punctually at the times assigned to their

papers, and must be ready to be admitted into the Examination Hall ten minutes before the time the examination is due to start.

iii. Candidates shall not be permitted in any circumstances to enter the Examination Hall more than ten minutes before the time scheduled for the commencement of the examinations.

iv. Candidates who arrive more than half an hour after an examination has started shall be admitted only at the discretion of the Chief Invigilator with genuine convincing reason(s).

v. Similarly, save with the special permission of the Chief Invigilator, candidates may not leave the Examination Hall during the first and the last half of an hour of the examination. Outside those periods, candidates may, with the permission of the Invigilator, leave the room temporarily for hygiene reasons and that only if accompanied by an attendant.

vi. Candidates must bring with them to the Examination Hall their own ink, pen and pencils and any materials, which may be permitted by the Panel of Examiners for the particular examination.

vii. While the examination is in progress, communication between candidates is strictly forbidden and any candidate found to be giving or receiving unauthorised assistance would be required to withdraw from the examination.

viii. Silence must be observed in the Examination Hall. The only permissible way of attracting the attention of the invigilator is by the candidate raising his/her hand

ix. The use of scrap paper is not permitted. All rough works must be done in the answer books and crossed neatly through. Supplementary answer books, even if they contain only rough work, must be tied inside the main answer book.

x. Candidates are advised in their-own interest to write legibly and to avoid using faint ink. Answers must be written in English except otherwise instructed. The answer to each question must be started on a separate page.

xi. Before handing in their scripts at the end of the examination, ccandidates must satisfy themselves that they have inserted all numbers of the questions they answered with date and time of the examinations.

xii. It will be the responsibility of each candidate to hand in his/her script to the invigilator and sign the attendance register before

he/she leaves the hall. Except for the question paper, and any materials they may have brought with them. Candidates are not allowed to remove or mutilate any paper or material supplied by the Institute.

xiii. Candidates must not fold answer-books or papers for any reason whatsoever.

xiv. Candidates are hereby informed in their own interest that any student caught with any examination misconduct shall automatically cease to continue with that paper and further papers in that examination until his case has been decided.

xv. Candidates are hereby warned that the following prescribed penalties will be imposed on them.

3.4.6. Malpractice Penalty1. Impersonation Student will be barred from writing further exams.

Impersonators would be handed over to the police for prosecution

2. Coming into the examination Hall with prepared Answer Scripts Student will be barred from writing further exams and be barred for 5 years

3. Smuggling question papers out of the examination hall for help and returning with answer scripts after the examination Student will not be allowed into the hall and may be barred for 5 years

4. Physical violence or assault on invigilator etc Student will be barred from writing further exams and would be handed over to the police

5. If found in the examination hall with jotted notes (scripts), and/or writing on your palm any relevant materials to the examination Student will be barred from writing further examinations in that diet, and will be barred for 5 years

6. Consultation or soliciting information or assistance in the examination hall e.g copying, oral discussion in the examination hall, exchange of sheets or question papers on which relevant jottings have been made Students will be barred from continuing the examination, and thereafter be suspended for four diets

7. Students found to be girding in the examination hall Students will be stopped from writing any further examinations in that diet and then suspended for four diets

8 Destruction of evidence (perverting justice): Students will be stopped from writing any further examinations that diet and be suspended for four diets

9 Failure to appear before malpractice panel: Students will be stopped from writing any further examination that diet and will be suspended for two diets.

3.4.7. Correspondence Student members should always quote their registration number in all their correspondence to the Institute.

3.4.8. Withdrawal of Registration The Institute shall withdraw the registration of any student if: - a. He resigns by giving a written notice to the Institute; b. He is imprisoned for any criminal offence; c. He is medically certified a lunatic or of unsound mind; d. He neglects for 24 months from the due date, payment of his annual subscription; e. He was discovered to have given false information to facilitate his registration; f. He was caught cheating in the Institute? s examinations

4.4 Membership UpgradeThere are four grades of Professional Membership:

a. Graduate b. Associate Membershipc. Full Membershipd. Fellowship

A member must fulfill the following mandatory requirements for upgrade of his/her Membership status:

i) Fulfill the statutory period between grades of membership

§ Associate to Full Member = 6 years

§ Full Member to Fellow = 7 yearsii) Meet all financial obligations to dateiii) Complete an Upgrading Request Form

Induction Fees:i. Associate Member N100, 000

ii. Full Member N150, 000

iii. Fellow N200, 000

Annual Subscription:

i. Associate Member N10, 000

ii. Full Member N20, 000

iii. Fellow N30, 000
