A company of British soldiers from Stanley Fort, Hong Kong, recently put to rest its six-week U.S. exer- cise, Union Pacific 'A9, a week of which was spent training with 1st MEB Ma- rines.

Exercise Union Pacific, sponsored by the U.S. Army Western Command, gives British Forces a chance to receive training they rarely get because of the limited training areas in Hong Kong.

The 152 soldiers make up Delta Co., let Bn., part of the Duke of Edinburgh's Rdyal Regiment (Berkshire and Wiltshire). That regi- ment is part of the 48th Infantry Brigade, which has a Gurkha battalion in Brunei, and three Gurkha battalions and a British battalion based in Hong Kong.

Recently, there have been changes regarding the fines and punishment levied against those who are caught and convicted of driving in the state with no valid Ha- waii No-Fault Insurance on their vehicles.

If caught without this type of insurance, several things will happen. For first-time offenders, there is a minimum mandatory fine of $1,000 and a maximum of $5,000. Second offenses require the mandatory minimum fine imposed to be $3,000 and the maximum $5,000. If caught a third time, the required fine is $3,000 to $5,000, plus the offender will spend up to 30 days in jail.

"Theme are the sort of things the U.S. Marines can offer in terms of heltrcast- ing, repelling and so forth. These are things that make the heart beat a little bit faster, and cause my soldiers to overcome it certain sense of fear. That is good train- ing."

The exercise was a learning experience for Marines as well. Within each cluster of Marines and British soldiers who mingled during breaks and between exercises, there was a constant sharing of similarities and differences in methods, uniforms, and equipment.

Kilo Company's executive officer. I WU. Paul Simonsen, expressed surprise at the amount of equipment the soldiers wore on their web belts (e.g., canteens, maga- zine pouches, full MOPP-4 gear, 48 hours of combat rations, cooking untensils and a tent.

"Sometimes you'll hear Marines say, 'We're hard. We'll eat our food cold,- said Istl.t. Simonsen. "But to them, it's quite a matter of discipline that they cook their meals. And when you think about it, it makes sense - especially in a cold weather environment or an environ- ment where you'll be operat- ing for a long time on combat rations. Then, you better start looking at heating your chow or otherwise your men will be in had shape real quick."

For lstl.t. Simonsen, the exercise was an exchange program set up on the company level to swap ideas. An idea he is taking seri- ously is the British simulated mortars and hand grenades, called Thunderflash. It is a lar:7e firecracker-like object, which lets off an ear-piercing explosion and a bright flash seven seconds after it is ignited. Marines got a taste of it during a decisive night raid.

Before the raid, a Marine reinforced squad, which in- cluded reconnaisance and STA platoon Marines, set up a hardened position in an abandoned building on Bel- lows ANS. The British sol- diers stormed ashore and secured the beach, moved up to the objective, and attacked the building from two sides.

One force halted and laid down a base of fire, while others worked through Ma- rine outposts. After isolating their objective, the British impressed the position with massive amounts of the simulated hand grenades and, in methodical textbook fash- ion, cleared the building.

"They cleared us out about 45 minutes before we thought they would," said I stIA. Simeonmon. "They literally bombarded us with about I5 of these Thunder( lashes, and we were just devastated in the this attack. We were stunned.

"When we (Marines) do an attack on objectives, we re- ally do not have a feasible

simulator for grenades," he said. "Not only is there shrapnel, but because the grenade bodies have to be accounted for, Marines are reluctant to just throw them in the woods somewhere. The Thunderflash is the best simulation we've seen."

Maj. Bowkett hailed this exchange of ideas anti friend, ships that took place with the Marines.

"I think one of the things that's made the greatest impression, certainly for someone like myself who's worked with American forces before, is the tremendous morale here," he mild. "All the Marines we've met have had really exceptional morale.

"So, for the rather tradi- tionally reserved British sol- dier, to RSV this upfront en- thallium is a good thing and a lot of it's rubbed off on them.

"We feel a great affinity with the U.S. Marines, and my soldiers commented immediately that they felt very much at home here. More than 120 members of the 3rd Marine Division Association and their wives visited here Monday as a part of their 1989 "Return to the Pacific" trip.

The highlight of the trip is a visit to Guam, which the 3rd MarDiv was instrumental in recapturing in 1944.

During the visit here, members and their spouses witnessed a rappelling, SPIE rig and helo casting demon- stration and viewed static displays of air and ground equipment and weapons provided by BSSG-1, MAG- 24, and 3rd Marines.

The trip seemed to be beneficial for both the Ma-

rines involved in the displays and the members of the Association. While the vet- erans of WWII were checking out the improvements made to many of the weapons they had used - and some since introduced - the Marines were able to talk to people many only read about in history books.

"It was really motivating to listen to their stories of combat," said LCpl. Donald Lloyd, Landing Support Co., BSSG-1, who was with the water purification display. "They risked their lives for their country and one guy, who was wounded twice, shook MY hand and told ME I was doing a great job!"

Supply Officers School, joined the 3rd Marine Division in Vietnam. While there, Col. Olson served as the supply officer for 3rd Battalion, 3rd Marines, and later for the Force Logistics Command.

During January 1970, he was assigned to Marine Corps Logistics Base Barstow, Calif. In June 1972, Col. Olson was assigned to the 2nd Marine Division.

Col. Olson attended the Amphibious Warfare School at Quantico, Va., in June 1973, and upon graduation was reassigned as an instruc- tor and supply officer to The Basic School. In May 1975, he was ordered to Okinawa where he was assigned to the 3rd Force Service Support group.

° Assignment to Headquar- ters Marine Corps in July 1876 followed. He served with the Manpower Depart- .. Tient in the Officer Assign- ment Branch for two years, and later served with the Installations and Logistics Department.

In November 1979, Col. Olson was reassigned for joint duty with the Defense Logistics Agency Headquar- ters where he served as an executive assistant until November 1981.

Col. Olson returned to Okinawa during November 1981 and remained with 3rd VSSG until June 1984. In 4nly 1984 he assumed the position as officer-in-charge of the Field Analyst Supply Maintenance Office at Camp Pendleton, Calif.

From July 1985 to June 1986, Col. Olson attended the 'Industrial College of the Armed Forces. Upon gradu- ation, he was assigned to Headquarters Marine Corps where he was the head of the Logistics Policy Requirements and Readiness Branch when his tour concluded in June 1989.

Col. Olson's personal deco- rations include the Defense Meritorious Service Medal, Meritorious Service Medal, Navy Commendation Medal, Navy Achievement Medal with Combat "V" and Gold Star in lieu of second award, and the Combat Action Ribbon.

Col. Olson is married to the former Linda Fleming. They -lave two children, Clarrisa and John.

be two sided. One former Marine who was with a parachute battalion was "amazed that the Marines who were being picked up into the sky by a helicopter (SPIE rigging) were not getting any special pay," while another claimed there wasn't enough money to get him to do that.

The Association planned this trip so they would arrive in Guam in time to celebrate the 45th anniversary of the Guam Liberation.

Guam was the largest and most important island in the Marianas and the only American possession in the island group. It had been captured by the Japanese, Dec. 10, 1941. The recapture was important because it provided airfields from which Japan could be bombed and good anchorages for an

advance naval base. The first waves of the

invasion landed July 21. The battle ended Aug. 10, with the declaration that the is- land was secure. American casualties on Guam totalled 7,800, of which 6,964 were Marines.

For many members this will be the first time they have been back to Guam. Others have made a point to visit periodically.

"About 19 of us made a trip through the islands (Guam, Saipan, and Tinian) in 1984. I kept seeing all these Japanese graves so beautifully taken care of. People were putting fresh flowers on them daily," said Harvey Tennant, of San Diego. "The more I saw, the angrier I got."

Marine Corps from 1927- 1953. He was a China Marine and was in Guam twice - the first time in 1927, the second with the 3rd MarDiv when it landed in 1944

"I was with a lot of differ- ent units during my 26-and- a-half years, but my loyalty is with the Third (MarDiv). That was where I got all my combat time," he said.

That loyalty produced the creation of the 3rd Marine Division Association Memo- rial on Guam

"1 knew I wanted to get back home to start some- thing. I gave my report about the (1984 Pacific) tour to our Southern California Chapter, and told them of my feelings. The next thing you know, Little Joe Hogan (who wrote

'Marines Don't Cry') gave me a check and said 'We've got a start.'"

Due largely to Tennant's dedication, the 3rd Marine Division Association Memo- rial was dedicated on Guam in 1987.

But that wasn't the end of the project for the retired captain. "Now we are going back to try to add something to it. Have you ever seen a memorial without the naives of the dead on it? We .ore going to look into getling the names of our dead put on. our memorial."

Although the majority of the members were Marines, there were representatives of other services also.

Marine Wing Support Squadron-174 deployed to the Kahukus July 10-14 to con- duct an exercise designed to keep the "hum" in the many moving parts of the squad- ron's combat engine.

Their largest quarterly training exercise, EMU III (named after a combative Australian bird), acts as the barometer by which the nquadron monitors itself against its combat mission.

That mission is to support the Aviation Combat Element of 1st MER's Marine Air Ground Task Force. A large part of that help is in avia- tion ground support, where '174 provides aircraft with fuel and a helicopter support base when one isn'tavailable. Another part is rear area security, where the squad- ron's commander, as the ACE's battle officer, marshals MAG-24 forces to defend the perimeter surrounding the helicopter support base.

"Everytime we go out, we play the communications game as if it were real," said Lt(101. Abele... "We bring Mr. Don !fluke out hen. and he's used to whipping up on our butts. So this time, we decided we'd go back a few years and do what the old- timers did against the Japa- nese in World War II."

What Marine Corps "old- timers" did was made exten- sive use of specially trained Navajo"ode talkers"un Iwo Jima, and other military operations in the Pacific theater during the World War II. The Navajo language was jibberish to the Japanese and therefore closed to transla- tion.

During the war, these Marines were used in tactical situations to gain precious time when urgent classified radio truffle; had to be trans- mitted in a hurry.

It was the successful inci- dents during the war that caused ((Col. Abelee to see his three Marines Navajos as an asset to the squadron. Since the Navajo language contains words which some- times have no English trans- lation, the Marines had to devise their own vocabulary. For instance, when they wanted to say, "We've been ambushed; we need air sup- port," they used the word horses which, to them, meant air support. A simple word like enemy, in Navajo, is "Nistaa ji dun li he."

These code talkers were sent out with the squadron's STA platoon, another tactical arm which beefed up the squad- ron's assets in its defensive role. MWSS-174 STA acted as the squadron's eyes and ears forward of the their position.

The nine Marines who've volunteered for STA have undergone comprehensive training in their off -duty time, working with Recon and the STA platoons from the 1st and 3rd Battalions at 3rd Marines.

During the five-day exercise,

HAWAII MARINE the squadron's engineers completed a two-part road project. One was a stream forwarding point, where Marines reinforced a creekbed with concrete so vehicles can drive through on the water side. The other project took place in the Alpha quarter of the Kahukus, where they made improvements on the Alpha access road.

"We've done road projects up here before," said lstLt. Grady Ogburn, '174's assis- tant operations officer. "They like the way we do business so they called us back."

With a third major exercise under its wing, MWSS-174 plans to absorb the lessons learned and chart the course for EMU IV this fall.

"When we joined up with the Marines, they took all our Navy stuff away from us and gave us Marine gear," he explained. "We wore Marine uniforms with equiva- lent rank. We trained with them, and even made some of their famous 120-mile hikes. We made the landing right along side of them and, at times, were there ahead.of the Marines, building bridges and such so the Marines could take their tanks and equipment."

Taking part of "The Re- turn to the Pacific" trip was another member of the 3rd

MarDiv -a soldier. Edwin "Doggie" Grajek,

from W9yae. Mich., through a strange turn of events ended up "assigned to the Marines."

"That's what my records state, 'Army assigned to the Marines,"' recalled Grajek. "I got on a transport ship with no gear. There were some sick Marines who couldn't make the invasion, so they gave me Marine gear. I took the weapons and hit the beach with them. Before we hit the beach, I found the lieutenant in charge and told him I was a Doggie and I was going to hit the beach with them. He didn't believe me, but when the fighting slowed down, I went to

headquarters and was offi- cially assigned to the 3rd MarDiv until the end of the war."

MGen. John A. Studds, commanding general of the 1st MEB, spoke to the group after the demonstration.

"What I want to tell you is that what you saw is what we are," he said. "There wasn't anything put together today to get the best sergeant or fire team leader in the Bri- gade. This was a Marine unit that was available today to show you some of this equipment and show you what we can do with it-to show you what we have done with the tradition you have passed on to us and to show you what your Corps looks like today."

A four-day education class on the proper packaging, labeling, and disposing of hazardous waste is being planned for the fall. The class (Hazardous Waste

"The message we're trying to get out is to stop and be

The Clean Water Act of 1977 states that it is a fed- eral offense to discharge hazardous waste into the waterways.

When hazardous waste - such as paint, some solvents, and filters from gas masks, - is dumped into trash bins, it is carried by dump trucks to land fills. From there, the waste is dumped and covered up. The waste material then seeps into the ground and sometimes filters into under- ground waterways. Eventu- ally,this waste makes its way into the water tables.

"From there is where the hazardous waste causes the most damage," said Sgt. Clifton Knipe, the hazardous waste coordinator for the 1st Marine Expeditionary Bri- gade. "Once hazardous waste gets into waterways, fish, plant life, and other organ- isms become targets for contamination. We, in turn, may eat the fish or some vegetable that may have come in contact with the

waste material. So just by the natural food chain, people who throw paint and other hazardous waste into trash bins are posing a threat to the environment and to personal safety."

Sgt. Knipe maintains that his primary mission is to ensure that the Air Station maintains compliance with federal, state and local envi- ronmental laws.

"If anyone unknowingly discards hazardous waste into a trash bin, he is committing a civil offense. If caught, he will be forced to pay a fine," said Sgt. Knipe. "If he is aware of the hazardous waste and still discards it, he is committing a criminal of- fense, which means he will most likely go to jail."

One remedy to the problem is to place all hazardous waste into proper containers and dispose of it according to federal regulations.

"One of the very first steps is to educate people on the proper handling and the dangers of hazardous waste."

The freedom to worship as one chooses without govern- ment interference is guaran- teed by the First Amendment to our Constitution. This freedom is the reason many of our ancestors came to America.

Religious freedom is one of the rights military members have sworn to defend. Mili- tary organizations depend upon absolute uniformity in many areas to instill discip- line. Uniformity and religious

freedom have occasionally conflicted, such as when a servicemember's religious practices do not coincide with duty schedules, uniform regu- lations or messhall menus. The Secretary of the Navy provided guidance to resolve conflicts in this area to commanders in SECNAV- INST 1730.8, dated May 23, 1988. Policy

The policy of the Depart- ment of the Navy as set forth in SECNAVINST 1730.8 "is 'to accomodate doctrinal or traditional observances of re- ligious faith practiced by individual members when they will not have an ad- verse impact on ,nilitary readi-

[less, individual or unit readi- ness, unit cohesion, health, safety, or discipline."

The instruction acknowl- edges that not all religious practices can be accommo- dated at all times. Whether a servicemember's religious practice can be accommo- dated is a decision for his or her commanding officer hosed upon his discretion and his determination of military necessity. The instruction provides non-binding guide- lines in four areas and estab- lishes procedures for religious accommodations.

Religious observance

SECNAVINST 1730.8 states that worship services, and observances of Sabbath and holy days shall be ac- commodated, unless precluded by military necessity as de- termined by the commander.

Dietary observance Commanders are instructed

to consider, on the same basis as other personal reasons, the religious doctrines and tradi- tions of a member's religious faith in acting on requests for separate rations. Com- manders may also authorize members to being supplemen- tal food rations to the field to accommodate religious observances, providing this

gious faith. Hair and groom- ing practices are not included withing religious faith. The instruction divides items of religious apparel into three categories.

The first group, items of religious apparel that are not visible or otherwise apparent, may be worn with the uni- form if they do not interfere with the performance of duty or with the proper wearing of the uniform.

The second group, jewelry bearing religious inscriptions or otherwise indicating reli- gious beliefs, may be worn subject to the same uniform regulations for all jewelry.

The third group, visible items of religious apparel, are obviously subject to more con- ditions. First, it must be ap- proved by the commander. To be approved, it must be neat and conservative; it must not replace a uniform article or interfere with the proper wearing of the uni. form; it must not he affixed or appended to any article of the uniform; and it must nut

interfere with the perform- ance of the member's duties.

Visible items of religious apparel may not be worn in ceremonial details and func- tions, such as review forma- tions, parades and honor guards. Visible items of religious apparel are gener- ally prohibited during initial military training.

The guidelines authorize the following: The wearing of skullcaps or yarmulke (sub- ject to a commander's deter- mination of whether it inter- feres with the member's performance of duty and the prohibition applicable tee basic training) and the wearing of religious apparel with the uniform by chaplains during worship services and those in attendance at organized worship services.

Procedures The Commandant is au-

thorized to approve visible items of religious apparel, Commanders and command- ing officers are also author- ized to approve visible reli- gious apparel. In cases where a commanding officer denies such a request, the member shall be advised of his right to request a review of that decision by the Commandant of the Marine Corps within 30 days. Visible items of religious apparel may not be

worn with the uniform until approved.

The instruction lists the following facts to be consti' ered by commanders in tiedr ing whether to accommodat a religious practice: (l) th importanceof military regain merits; (2) the religious in. portanee of the requested at

commodation; (3) the cunt lative impact of repeated a,

commodations of a siniih nature; el) alternative omen: available to meet the re quested accommodation; and (5) previous treatment of similar requests, including those of a nonreligious nature.

In the event accommoda- tion is not in the best inter- est of the unit, and continuted tension exists between the unit and the member, administrative ac- tion, including reassignment, reclassification and separa- tion are authorized. The instruction does not preclude disciplinary actions under ill, UCMJ in appropriate ens,.

Vacation Bible School

The focus of the 1989 Air Station Chapel-sponsored Vacation Bible School is "Jesus Loves Me." Children ages 4-6 grade are invited to come to the Vacation Bible School Aug. 7-11 from 9-11:30 a.m. at Mokapu School. Activ- ities will include singing, crafts and games. The competiton was based on originality, showmanship, music selection and appear- ance.

"I knew that they were ready to go when the com- petition started," said Bar- kley. "It takes about a good four to five months to get a good routine down, but everyone worked really hard to get all the moves coordi- nated."

'I'he aerobic team was the first team to compete from the Marine Corps,

Semper Fit was originated

three months ago by Bar- kley, who also dances with a

local team, Ocean Spray. Semper Fit beat out teams

from Schofield Barracks and other local teams from around the island, but the competi- tion still proved to be close.

"When the judges started to announce second and third place, I have to admit that I was a little skeptical of our outcome," said Luis Mercado, a member of Semper Fit. "It was a very close competition; in the end our team had a

good score." The team plans to go to

the National Competition in Hayward, Calif., at the California State University.

"We're trying to get the Marine Corps to recognize aerobics as a physical fitness sport, such as basketball," said Mercado.

Semper Fit had to earn more than $700 for uniforms and entrance fees to he able to compete in the previous dance competition.

"We had to have two car washes just to he able to raise enough money to be in the competition," said Patti Phil- lips, a member of Semper Fit.

Aerobics has been gather- ing strength in the Marine Corps in the last two years. Some Marine units have been implementing it into their physical fitness programs.

"When I first started in aerobics, all the male Marines would laugh and say hard Marines don't do aerobics," said Mercado. "But when they participated, they found out that it wasn't for sissies, and it probably gave them one of the hest workouts they'd had."

Starting in late November, 'the team will be forming up to start training for a na- tional competition in Febru- ary. The team is looking for people interested in aerobics. For information on member- ship, call Patti Phillips at 257- 5489.

Variety of courses offered

Are you still putting off getting certified as a scuba diver? Contact the In' of- fice here for information on upcoming courses, offered through Aaron's Dive Shops of Kailua and Kaneohe.

Open Water Diver courses start weekly at both stores, and cost $8 6.9 5. Those completing the course are cer- tified as recreational divers and are issued Open Water Diver cards from the Profes- sional Association of Diving Instructors (PADI).

Tutu-ling is conducted at the shop and at the Station Pool, with clam members making their first ocean dives after the fourth class session.

For those already certified, an Advanced Open Water

Diver Course, which intro- duces divers to deep diving, night diving, search and recovery diving and under- water navigation, starts Fri- day as well as July 28, Aug. 11, and Aug. 25.

In addition, a Night Diver specialty course will be of- fered July 28, a Search and Recovery specialty course will be offered Aug. 11, and an Underwater Navigator spe- cialty course will be offered Aug. 25. Those wishing to take specialty courses must already be certified as Open Water Divers. Each course costs $50

Alcohol -related incidents A Marine was appre-

hended by MPs for DWI. The Marine was stopped during an identification check at the H-3 gate when the MP de- tected alcohol on his breath. The Marine submitted to an Intoxilyzer test, which showed a .14 percent blood- alcohol level. The Marine

was later released to his unit. While attempting to enter

the Air Station in his ve- hicle, a Marine failed to stop at the H 3 gate. Upon contact, alcohol was detected on his breath. He was apprehended for DWI and transported to the MP Dept., where he refused to submit to all tests.

The VEAP, or Chapter 32, is probably the most compli- cated and least understood of the VA programs. Here is some basic information rela- tive to the program.

The eligibility dates are January 1, 1977 to June 1 98 5.

The maximum individual participation is $2,700.

Once you have partici- pated in the program, you are always eligible for partici- pation. In other words, you can stop your VEAP, with- draw your money, and then later participate again. How- ever, if you initially declined to participate, you are never eligible to participate again.

Entitlement depends on the method of participation used. For example, if you had $25 per month deducted from your pay, you are entitled to

$2 2 5 per month for 36 months. However, if you elected to participate at $100 per month, you would rate $300 per month, but for only 27 months. If you submitted, a lump sum of $2,700, you draw the same benefits as the individual who partici- pated at the $100 per month rate.

When you use your benefits on active duty, the method of deduction gets complicated. The easiest way to explain it is that you re- ceive a check from the VA every month you attend school. When the checks total your monthly entitle- ment, the VA deducts one month entitlement from your total.

To use your benefits while on active duty, you must have money in the program and have completed your first

Marine was apprehended by MPs for drunk and disorderly conduct. Other Incidents

Three Marines stationed here were seen smoking mari- juana in a vehicle parked at the Ala Wai Helipad, Hon- olulu. When approached by HPD officers, one of the Marines became combative and had to be removed from the vehicle. The Marines were arrested for promoting

active duty personnel. They are major colleges, and credit is transferrable, plus, the courses qualify under the Marine Corps Tuition Assis- tance Program.

b. For commissioned offi- cers and certain enlisted per- sonnel, the Naval Postgradu- ate School (NPS) offers cor- respondence courses. The only cost in the courses offered is the price of the test book, if required. The NPS offers limited subject areas, and courses can be taken for credit or on an audit basis.

These are both viable tools in completing or starting an education, even though you are in a deployable unit.

Catalogs for both DANTES and NPS are available at the JEC.
