SAPS has, over the past decade, embarked on a process to modernise its radio

communications infrastructure.

SAPS initiated a project in line with internationally accepted best practice for police.

The SAPS experienced challenges and the project was delayed. Most difficult

challenge was and still is the acquisition of the required radio sites.

In view of the time that had lapsed, SAPS recently took stock of the progress and

revisited the technology choice to ensure that an optimal and responsible way

forward is selected.

TETRA – EC was then submitted to CSIR for evaluation and independent

assessment.

Status quo in SAPS

Two new 10111 Centres were constructed by DPW namely Korsten in Port Elizabeth

and Woodbrook in East London.

The central control equipment and dispatching equipment that forms the heart of the

network has been delivered and is partially installed, but mostly not commissioned, in

the 10111 Centres.

The third centre, Mthatha, was cancelled due to building contractor’s non-

performance.

Equipment installed completely and configured within the Port Elizabeth and

Uitenhage Metropolitan areas.

The Seaview high site is amongst those still needs to be constructed.

…. Status quo in SAPS

• The Central Control Centre intended for Woodbrook in East London has been

completed and the technical control equipment and dispatch equipment is partially

installed but not commissioned yet.

• In total for the EC, 14 TETRA sites were completed, configured and operationalised.

Nelson Mandela University (NMU), Mount Road, PE Stadium, Bristor House,

South End Fire Station, Noord Hoek, Lovemore Heights, Blue Horizon Bay,

Lady Slipper, Vermaakskop, Uitenhage High Site (HUS), Uitenhage Police

Station, Kwadwesi and Coegakop.

• These sites were in operation for the 2010 World Cup.

• These 14 sites in Port Elizabeth were operationalised during the late President

Nelson Mandela's funeral and the following sites were also operationalised via

Telkom Metro Ethernet to extend the TETRA coverage.

East London, Mthatha, Bazia, Mount Hope, Sentec, Qunu MTN, Mthatha

EC TETRA

Overview/ Summary

• Reasons for implementing in Eastern Cape:

– Fragmented and obsolete radio systems due to various police agencies

amalgamated

– As with most police agencies internationally, SAPS has to migrate to digital radio

communications.

• Network comprises of:

– 212 high sites (for radio masts)

– 3 new 10111 Centers

– 7 Sub Control Centres

– Coverage of whole province

– Coverage on all roads within Province

– Coverage on all Railways in Province

• Network service area

• Police Stations in EC: 169

• Operational members: 14003

21

EC TETRA

Overview/ Summary

22

• The nature of crime and the growing technological competence of criminals make it

necessary for SAPS to deploy robust and secure digital technology in its operational

communications facilities.

• SAPS in co-operation with the CSIR and where applicable, ICASA - the Regulator,

monitor international trends in police communications - including any related

technological development/ advancement.

• SAPS embarked on a national infrastructural development of this nature to bring it up

to date with modern requirements

• These networks also provide secure and high speed data services.

• The cost effectiveness of the solution should be evaluated amongst others, against

the functionality needs

Conclusion

EC TETRA

23

• The infrastructure developed at this time carries TETRA as a radio communications

platform, but the infrastructure serves a wider need for secure communications as

well.

• Challenges experienced such as difficulties with site acquisition needs to be

managed and overcome for any future development/ advancement of similar

technology.

• SAPS modernization of its operational communications needs to continue.

• SAPS is consulting with DPW on ways to improve the radio site acquisition process.

• SAPS found the technology choice to be still valid and the project merits still

indicate the need to continue.

• SAPS Division: Technology Management Services commits to manage this process

responsibly.

….. Conclusion
