D 1. Ms. Angela Abbas, Chair, Burnt Elm Public School Parent Association, re:

Request for Site Inspection - Student Pedestrian/Traffic Safety Concerns and Request for Crossing Guards at the Intersections of

Burnt Elm Drive/Van Scott Drive, Van Kirk Drive/Van Scott Drive and

Wanless Drive/Van Kirk Drive - Burnt Elm Public School - 85 Burnt

Elm Drive - Ward 2 (File G25SA).

Mr. Mike Moffat, Chair, read out a letter from the Principal of Burnt Elm

Public School with respect to an incident involving a pedestrian at the

corner of Burnt Elm Drive and Van Scott Drive on March 2, 2009, outlining

concerns about speed of traffic near the school, and providing details on

efforts made by the school to increase safety awareness and promote

safe driving practices.

Ms. Angela Abbas, Chair, Burnt Elm Public School Parent Association, put

forward the following:

• Referenced the letter from the Principal and provided details on the

incident noted therein

• Indicated that not just Burnt Elm students, but other pedestrians cross

at the intersection of Burnt Elm Drive and Van Scott Drive, and

expressed concern about hazards to pedestrians crossing there

• Indicated that according to the Vice-Principal of Burnt Elm Public

School, approximately 300 students walk or are driven to the school as

they do not qualify for bussing

• Put forward a request for Crossing Guards to be posted at the

intersections of Burnt Elm Drive/Van Scott Drive, Van Kirk Drive/Van

Scott Drive and Wanless Drive/Van Kirk Drive

• Noted that it is her understanding that a Crossing Guard is to be

posted at the intersection of Wanless Drive and Van Kirk Drive

• Indicated her hope that a site inspection to review the intersections she

referenced could be expedited in light of the recent incident at Burnt

Elm Drive and Van Scott Drive

Committee consideration of this matter included:

• Confirmation from Ms. Violet Skirten, Crossing Guard Supervisor, Works and Transportation, that a Crossing Guard is to be posted at the

intersection of Wanless Drive and Van Kirk Drive once the temporary

bussing of students has been discontinued, anticipated for September

2009

• A question about whether there has been an increase in police

presence in this area as a result of the March 2, 2009 incident, and an

indication from Ms. Abbas that she put forward a recommendation to

the Principal in this regard

• A suggestion that the Road Watch Program be utilized by parents,

school staff and residents and an indication that a request will be put forward to have the Brampton Safe City's Student Community Safety

Team monitor the area of Burnt Elm Public School in the Spring

The following motion was considered.

Ms. Violet Skirten, Crossing Guard Supervisor, Works and Transportation,

provided an overview of the subject minutes and the current activities of

the Peel Safe and Active Routes to School Committee.

The following motion was considered.

F. Correspondence

F 1. E-mail correspondence from Ms. Kathey Konigen, Principal, Lougheed

Middle Public School, dated January 30, 2009, re: Student

Pedestrian/Traffic Safety Concerns - Lougheed Middle Public School

- 275 Father Tobin Road - Ward 9 (File G25SA).

This matter was deferred from the Brampton Safety Council Meeting of

February 5, 2009, pursuant to Recommendation SC022-2009, approved

by Council on February 25, 2009, in order for Trustee Suzanne Nurse,

Peel District School Board, to liaise with the School Principal for additional

information.

Trustee Nurse indicated that she contacted the School Principal

subsequent to consideration of this matter at the Brampton Safety Council Meeting of February 5, 2009, and the Principal indicated she is looking for

guidance on where to locate the crosswalk that she understands the City

will be putting into place.

Trustee Nurse also provided details on a matter raised by the Principal

under separate correspondence with respect to ownership/maintenance of

a nearby walkway, and advised that with assistance from Mr. Mike Parks,

Manager of Traffic Engineering Services, Works and Transportation, and

her Board's Planning Department, this matter has been resolved.

Mr. Parks provided background on this school location and temporary

measures that were put into place at the time of opening. He advised of

the City's policy to not install crosswalks without some higher form of

traffic control and suggested that Committee give consideration to

undertaking a site inspection at this school location.

Trustee Nurse referenced the future opening of nearby Carberry Public

School, anticipated for September 2009, and suggested that a site

inspection be undertaken at Lougheed Middle Public School once

Carberry has opened.

The following motion was considered.

SC034-2009 1. That the e-mail correspondence from Ms. Kathey Konigen,

Principal, Lougheed Middle Public School, dated January 30,

2009, to the Brampton Safety Council Meeting of March 5,

2009, re: Student Pedestrian/Traffic Safety Concerns -

Lougheed Middle Public School - 275 Father Tobin

Road - Ward 9 (File G25SA) be received; and,

location once nearby Carberry Public School, 526 Fernforest

Drive, has opened, anticipated for September 2009.

1. From Mr. Ron Thomson, Brampton Resident, to Mayor Susan

Fennell, dated February 10, 2009, and the Mayor's response dated

February 10,2009

2. From Mr. Mike Parks, Manager of Traffic Engineering Services,

Works and Transportation, dated February 19, 2009

Committee consideration of this matter included:

• A review of the information outlined in the subject correspondence

• Information from Mr. Lionel Walsh, Enforcement Supervisor,

Enforcement and By-law Services, Corporate Services, as follows:

• He and Mr. Cristiano Silveira, Enforcement Supervisor,

Enforcement and By-law Services, Corporate Services, met with

the concerned resident on site

• It was determined that there were some irregularities with signage

in the area, and with the assistance of staff from the Works and

Transportation Department, the appropriate signage has been or

will be put back into place within the next two weeks

• A request has been put forward to the Principals of the subject

school and nearby Westervelts Corners Public School to include

information about safety around schools in their upcoming

newsletters

• The matters raised by the concerned resident have been resolved

• Mr. Mike Parks, Manager of Traffic Engineering Services, Works and

Transportation, acknowledged the efforts of Enforcement staff in

addressing this matter, and confirmed that no action is required by the

Brampton Safety Council at this time

The following motion was considered.

SC035-2009 1. That the following e-mail correspondence, to the Brampton

Safety Council Meeting of March 5, 2009, re: Parking

Restrictions - St. Cecilia Catholic School -10 Brickyard

Way - Ward 1 (File G25SA) be received:

Mayor Susan Fennell, dated February 10, 2009, and

the Mayor's response dated February 10, 2009

2. That the efforts of staff from Enforcement and By-law

Services, Corporate Services, and Traffic Engineering

Services, Works and Transportation, in resolving this matter

be acknowledged; and,

3. That it is acknowledged that no further action is required by

the Brampton Safety Council with respect to this matter at

this time.

Committee consideration of this matter included:

• A review of the information outlined in the subject correspondence

• An indication from Mr. Lionel Walsh, Enforcement Supervisor,

Enforcement and By-law Services, Corporate Services, that the subject

school is on the list for enforcement under the City's School Patrol

Enforcement Program, and statistics from him on the number of tickets

issued since the beginning of September 2008

• Confirmation from Trustee Linda Zanella, Dufferin-Peel Catholic

District School Board, that a copy of the Brampton Safety Council's

"Staying Safe Around Your School" DVD has been provided to the

Principal

• A question about whether information has been passed along to

parents/guardians by the School Principal with respect to concerns about their behaviour

• An indication from Ms. Violet Skirten, Crossing Guard Supervisor,

Works and Transportation, that a Crossing Guard is located in front of

the school, and an indication from Ms. Skirten that during visits she

has made to this school location from time to time, problems were

observed in the Kiss and Ride and parking lot areas on school property

and not on the street

- St. Jean Brebeuf Catholic School - 63 Glenforest Road

- Ward 7 (File G25SA) be received; and,

2. That a site inspection be undertaken.

Assessment of Potential Integrated Bussed Schools (File G25SA):

1. From Mr. Tom Howe, Manager, Student Transportation of Peel

Region, dated February 18, 2009

2. From Mr. Mike Parks, Manager of Traffic Engineering Services,

Works and Transportation

Committee consideration of this matter included:

• A review of the information outlined in the subject correspondence

• The need for additional information relating to the impacts of an

integrated transportation system at the schools suggested for such a

system, as outlined in the subject correspondence, and specifics on

the operations of such a system

• A reminder that the Brampton Safety Council receives frequent

requests for site inspections as a result of traffic congestion at those

schools noted in the correspondence

• Ongoing pedestrian/traffic concerns at most school locations in the

City, and the likelihood that an integrated transportation system would

further exacerbate these problems

• Acknowledgement that an integrated system may work for some

school locations, but definitely would not work for others based on

previous observations by the Brampton Safety

• An advisory that Mr. Tom Howe, Manager, Student Transportation of

Peel Region, has indicated his willingness to address Committee on

this matter

• A suggestion that this matter be deferred to the Brampton Safety

Council Meeting of April 2, 2009, and that Mr. Howe be invited to

attend at that time

SC037-2009 1. That the following correspondence, to the Brampton Safety

Council Meeting of March 5, 2009, re: Request for

Brampton Safety Council Assessment of Potential

Integrated Bussed Schools (File G25SA) be deferred to

the Brampton Safety Council Meeting of April 2, 2009:

1. From Mr. Tom Howe, Manager, Student

Transportation of Peel Region, dated February 18,

2009

2. From Mr. Mike Parks, Manager of Traffic Engineering

Services, Works and Transportation; and,

2. That Mr. Tom Howe, Manager, Student Transportation of

Peel Region, be requested to attend the April 2, 2009

meeting to provide more information on this matter.

G. New School Openings - nil

H. Brampton Safety Council Safety DVD: "Staving Safe Around Your School"

Mr. Mike Parks, Manager of Traffic Engineering Services, Works and

Transportation, provided the following information:

• Advised that it is his understanding that the DVD has been distributed to all

school locations in Brampton through the School Boards

• Provided details on the Standard Operating Procedure for the City's

Multilingual Program as it relates to the DVD

• Indicated that it has been determined that translation of the DVD would be

cost prohibitive and is therefore not an option at this time

• Consideration will be given to the translation of a one-page brief on the

contents of the DVD during 2010 budget deliberations

Committee discussion on this matter included:

• An indication that in accordance with the City's Multilingual Policy, any

translation would have to cover a variety of languages, and not just one or

two

• A reminder that the DVD is intended as a classroom teaching tool, and would

be accompanied by discussion facilitated by school staff (teachers, librarians,

etc.)

• A suggestion that consideration be given to adding closed captioning to the

DVD in a variety of languages

• A suggestion that a request be put forward to Rogers Cable to air the DVD to

provide for more coverage of the information contained therein

• A suggestion that appropriate community groups be contacted to determine if they would be willing to provide funding for translation of the DVD

The following motion was considered.

SC038-2009 That, further to discussions at the Brampton Safety Council Meeting

of March 5, 2009, re: Brampton Safety Council "Staying Safe Around Your School" DVD, staff be requested to carry out the

following actions:

a) The Manager of Traffic Engineering Services, Works and

Transportation, include the translation of a one-page brief on the DVD on the priority list for funding in the Department's

2010 budget submission; and,

b) Staff of Corporate Communications, Economic Development

and Communications, investigate the possibility of having the DVD aired on Rogers Cable Television.

11. Discussion at the request of Ms. Michelle Shaw, Project Manager,

Brampton Safe City, re: Brampton Safe City Golf Tournament - June 2,

2009 - Lionhead Golf and Country Club (File G25SA).

This matter was deferred from the Brampton Safety Council Meeting of February 5, 2009, pursuant to Recommendation SC024-2009, approved by Council on February 25, 2009, pending information on the Brampton

Safe City's Annual Awards Gala.

Committee consideration of this matter included:

• A review of consideration given to this matter at the Brampton Safety

Council Meeting of February 5, 2009

• Information from Ms. Sandra Figueira, Youth Program Coordinator,

Brampton Safe City, about the Brampton Safe City Annual Awards Gala

• An advisory that there is no funding in the 2009 Works and Transportation departmental budget for the Brampton Safety Council to

support the subject event

• The social nature of the subject event and a question about whether it would fit in with the Brampton Safety Council's mandate

• The possibility of future support by the Brampton Safety Council for the Brampton Safe City's Annual Awards Gala, given that the purpose of

the Gala is to recognize the efforts of safety-related organizations in

Brampton

The following motion was considered.

SC039-2009 Whereas, at its meeting of March 5, 2009, the Brampton Safety

Council gave consideration to a request for support of the

Brampton Safe City's Golf Tournament to be held on June 2, 2009;

and,

Whereas consideration was given to the Brampton Safety Council's

mandate as it related to support for the subject event, given that the

event is social in nature; and,

Whereas consideration was also given to the availability of funding

for support of the event, and it was determined that there is no

funding in the 2009 budget for this purpose; and,

Therefore Be It Resolved that the Brampton Safety Council cannot

provide support for the Brampton Safe City's Golf Tournament at

this time.

I 2. Discussion at the request of Trustee Suzanne Nurse, Peel District School

Board, re: Request for Site Inspection to Provide Recommendations

to Assist with Managing Traffic Flow - Harold M. Brathwaite

Secondary Public School - 415 Great Lakes Drive - Ward 9 (File

G25SA).

Trustee Suzanne Nurse, Peel District School Board, provided an overview

of the concerns related to traffic flow in the Kiss and Ride area at the

subject school location, and requested that consideration be given to

undertaking a site inspection to determine if the Brampton Safety Council

could offer some recommendations to help alleviate the traffic impact at

this school and two neighbouring schools.

The following motion was considered.

SC040-2009 1. That the request from Trustee Suzanne Nurse, Peel District

School Board, to the Brampton Safety Council Meeting of

March 5, 2009, re: Request for Site Inspection to Provide

Trustee Suzanne Nurse, Peel District School Board, provided an overview

school location, indicating that the issues are much the same as found at

other school locations, i.e. congestion, u-turns. She requested that

consideration be given to undertaking a site inspection to determine if the

Brampton Safety Council could offer some recommendations to help

alleviate traffic flow issues in the Kiss and Ride area at the subject school

location.

Mr. Lionel Walsh, Enforcement Supervisor, Enforcement and By-law

Services, Corporate Services, provided details on enforcement of parking

violations at this school location.

Mr. Lionel Walsh, Enforcement Supervisor, Enforcement and By-law

Services, Corporate Services, introduced Mr. Cristiano Silveira, Enforcement Supervisor, Enforcement and By-law Services, Corporate

Services, who will be working with him on Brampton Safety Council

matters over the next several months.

Mr. Walsh provided the following update:

• Distributed a one page hand-out outlining School Patrol Enforcement

Statistics for the period December 2008 to February 2009, and provided an overview of the information outlined therein

• Indicated that Enforcement staff continue to hand out Enforcement School Safety brochures during their patrols

• The schools patrolled and number of tickets issued has increased as there are more Officers on staff to patrol school locations

• Responded to questions with respect to compliance, indicating that

drivers are given the opportunity to comply before a ticket is issued

Committee reviewed the observations and recommendations outlined in

the subject report and considered the following motion.

in place at the subject school; and,

4. That the Manager of Enforcement, Corporate Services, be requested to monitor the subject school location at peak school hours (8:30 a.m. to 9:00 a.m. and 3:30 p.m. to 4:00

p.m.) to ensure that the parking restrictions are being

observed; and,

5. That the Dufferin-Peel Catholic District School Board be requested to give consideration to the installation of "No Left

Turn" signage at exit of the Kiss and Ride to help alleviate

the back up in this area; and,

6. That the School Principal be requested to continue to

reinforce safety rules with parents/guardians and students,

through such means as the school newsletter; and,

7. That based on observations made during the subject site inspection, it is the position of the Brampton Safety Council

that an additional crossing guard is not warranted for the

subject school location, and that pedestrians should be

crossing with the existing Crossing Guard located at

Rutherford Road and Winterfold Drive.
