A 1. Approval of Agenda

Earl Evans, Deputy City Clerk, Corporate Services, called the meeting to order and chaired the meeting until a Chair was elected.

New and returning Board Members and staff introduced themselves.

The following motion was considered.

HB043-2011 That the agenda for the Brampton Heritage Board Meeting of May 17, 2011 be approved as amended as follows:

L 5. Discussion at the request of Michael Avis, Board Member, re: Proposed Heritage Property Tax Rebate Program (File G33).

A 2. Election of Chair and Vice Chair or Co-Chairs

Earl Evans, Deputy City Clerk, Corporate Services, referenced the Board’s past preference to elect Co-Chairs as opposed to a Chair and Vice Chair. He requested feedback from Board Members on their current preference, and acknowledged the consensus that the Board continue with two Co-Chairs.

Earl Evans called for nominations for the position of Co-Chair. Paul Willoughby and Lynda Voegtle were nominated, and accepted the nominations. There were no further nominations for the position of Co-Chair.

Mr. Evans called for a motion to close the nominations, and Mr. Willoughby and Ms. Voegtle were acclaimed as Co-Chairs.

The following motion was considered.

HB044-2011 That the following Brampton Heritage Board Members be elected to the position of Co-Chair for the term ending November 30, 2014, or until successors are named: Lynda Voegtle Paul Willoughby

Carried

Following consideration of this motion, Ms. Lynda Voegtle assumed the position of Chair for the balance of the meeting.

HB045-2011 That the Minutes of the Brampton Heritage Board Meeting of April 19, 2011, to the Brampton Heritage Board Meeting of May 17, 2011, be received, as amended, to correct references to “Dale Estates” to read “Dale Estate”.

In response to a question, Mr. Evans outlined the procedure for recorded votes.

Karl Walsh, Director of Community Design, Parks Planning and Development, Planning, Design and Development, provided an overview of the City’s Heritage Program. He outlined his role and the roles of the following staff members as they relate to delivery of the Program: Alex Taranu, Manager of Urban Design and Public Buildings Davis Falsarella, Project Manager Antonietta Minichillo, Heritage Coordinator Penny Young, Heritage Coordinator

Outreach and Marketing Sub-Committee (Historic Plaque Program, Newsletter, Projects, Events, Awards)

Lynda Voegtle, Co-Chair, provided a description of the Heritage Resources Sub-Committee. Michael Avis, Board Member, provided a description of the Outreach and Marketing Sub-Committee.

Ms. Voegtle encouraged all Board Members to participate in at least one sub-committee, and requested that they provide their choice(s) of sub-committee at the June Board Meeting.

Board discussion on this matter included: Previous Work Plan Sub-Committee as it relates to the development of

a protocol for the acquisition of furnishings and fixtures for Alderlea, including: Advisory from Alex Taranu, Manager of Urban Design and Public

Buildings, Planning, Design and Development, that efforts by staff have been toward the completion of restoration work at Alderlea, and that staff intends to consult with the Board when it is time to move forward with a protocol for acquisition of furnishings and fixtures

Suggestion that the Work Plan Sub-Committee be re-established for the purpose of dealing with this matter

The subject minutes were distributed at the meeting.

Antonietta Minichillo, Heritage Coordinator, Planning, Design and Development, provided an overview of the subject minutes, highlighting the recommendation relating to a heritage permit application for 60 Victoria Street.

Board consideration of this matter included a correction to the minutes to amend the mover of the Approval of the Agenda motion. Ms. Minichillo indicated that the minutes would be corrected before they are considered at the next Churchville Heritage Committee Meeting.

The following motion was considered.

HB047-2011 1. That the Minutes of the Churchville Heritage Committee Meeting of May 10, 2011 (File G33CH), to the Brampton Heritage Board Meeting of May 17, 2011, be received, as amended to correct the mover of the Approval of the Agenda motion; and,

2. That the following recommendations outlined in the subject minutes be endorsed:

That Peter Alexeeff be elected to the position of Chair of the Churchville Heritage Committee for the term ending November 30, 2014, or until a successor is named; and,

That Marianne Galliford be elected to the position of Vice-Chair of the Churchville Heritage Committee for the term ending November 30, 2014, or until a successor is named.

That the heritage permit for the demolition of the home located at 60 Victoria Street be approved and that the erection of a new home be approved with the following conditions: That there be sash windows in the dormer That the front double doors be comprised of a

minimum of 50% glass That no vegetation be removed

H 2. Discussion re: Appointment of Brampton Heritage Board Member(s) to the Churchville Heritage Committee (File G33CH).

An overview of the membership of the Churchville Heritage Committee was distributed at the meeting.

Lynda Voegtle, Co-Chair, and Antonietta Minichillo, Heritage Coordinator, Planning, Design and Development, provided details on the Churchville Heritage Committee (CHC), including its role, membership, meeting schedule, and reporting relationship to the Board. She advised that the Board traditionally appoints two Members to the CHC.

Jim Leonard and Ken Wilde indicated their interest in appointment as the Board Members on the CHC.

The following motion was considered.

HB048-2011 That the following be appointed as the Brampton Heritage Board Members on the Churchville Heritage Committee for the term ending November 30, 2014, or until successors are named: Jim Leonard Ken Wilde

I 1. 8500 Mississauga Road – Ward 6 (File G33): Heritage Impact Assessment Staff Comments

Antonietta Minichillo, Heritage Coordinator, Planning, Design and Development, provided an overview of the subject Heritage Impact Assessment and Staff Comments. She highlighted the recommendations outlined in the Staff Comments.

In response to questions, Ms. Minichillo provided information on the following: Vintage and size of the barn Salvaging of heritage materials Impact of proposed road widening on heritage resources in the subject

area and on Huttonville’s rural character

HB049-2011 1. That the Heritage Impact Assessment prepared by Unterman McPhail Associates for SNC-Lavalin Inc., dated March 2011, to the Brampton Heritage Board Meeting of May 17, 2011, re: 8500 Mississauga Road – Ward 6 (File G33) be received; and,

2. That the Staff Comments from Antonietta Minichillo, Heritage Coordinator, Planning, Design and Development, undated, to the Brampton Heritage Board Meeting of May 17, 2011, re: Heritage Impact Assessment – 8500 Mississauga Road – Ward 6 (File G33) (File G33) be received; and,

3. That the demolition of 8500 Mississauga Road be allowed due to the lack of sufficient cultural heritage value of the property, subject to the following mitigation strategies: A qualified built heritage consultant prepare a list of

salvageable elements of the residence and a reputable contactor salvage the building in a reasonable time;

The Region of Peel provide a copy of the subject Heritage Impact Assessment report to the Region of Peel Archives and the Chinguacousy Branch of the Brampton Public Library.

Lynda Voegtle, Co-Chair, provided details on the Joint Peel Heritage Committee Meetings, which are hosted annually on a rotation basis by the City of Brampton, Town of Caledon, and City of Mississauga. She requested that Board Members who will be attending this year’s meeting respond directly to Maureen Baker, Administrative Assistant, Planning and Development, Town of Caledon.

The following motion was considered.

HB050-2011 That the advisory from Maureen Baker, Administrative Assistant, Planning and Development, Town of Caledon, to the Brampton Heritage Board Meeting of May 17, 2011, re: Joint Peel Heritage Committee Meeting – Friday, June 24, 2011 – 9:30 a.m. to 3:00 p.m. – Town of Caledon (File G33) be received.

Request from Susan Robertson, Project Manager, Watershed Planning, Toronto and Region Conservation (TRCA), re: Request for Letter from Brampton Heritage Board in support of TRCA’s Nomination of Humber Watershed Alliance/Heritage Sub-Committee for a Heritage Canada Foundation National Achievement Award (File G33).

Penny Young, Heritage Coordinator, Planning, Design and Development, provided an overview of the subject request.

Board consideration of this matter included: Review of the subject request The Board’s previous representation on the Humber Watershed

Alliance, request to staff to contact Toronto Region Conservation (TRCA) to request representation, and an indication that one of the Heritage Coordinators would contact the TRCA in this regard

That the request from Susan Robertson, Project Manager, Watershed Planning, Toronto and Region Conservation (TRCA), to the Brampton Heritage Board Meeting of May 17, 2011, re: Request for Letter from Brampton Heritage Board in support of TRCA’s Nomination of Humber Watershed Alliance/Heritage Sub-Committee for a Heritage Canada Foundation National Achievement Award (File G33) be received; and,

L 3. Verbal advisory from Penny Young, Heritage Coordinator, Planning, Design and Development, re: Main Street South Heritage Conservation District – First Public Information Session – City Hall Atrium – Wednesday, June 8, 2011 or Tuesday, June 14, 2011 (File G33).

Penny Young, Heritage Coordinator, Planning, Design and Development, provided a verbal advisory on this matter, which included: The first Public Information Session on the Main Street South Heritage

Conservation District is to be held on June 8, 2011 or June 14, 2011 Given timelines for public notice, the likely date for the Session will be

June 14, 2011 Residents within 800 meters of the proposed heritage conservation

district boundary will be given notice of the Session Notice will also be published on the City’s website Board Members are encouraged to attend the Session

In response to a question, Ms. Young advised that the proposed heritage conservation district boundaries will be outlined in the public notice.

HB052-2011 That the verbal advisory from Penny Young, Heritage Coordinator, Planning, Design and Development, to the Brampton Heritage Board Meeting of May 17, 2011, re: Main Street South Heritage Conservation District – First Public Information Session – City Hall Atrium – Wednesday, June 8, 2011 or Tuesday, June 14, 2011 (File G33) be received.

HB053-2011 1. That the report from Antonietta Minichillo, Heritage Coordinator, Planning, Design and Development, to the Brampton Heritage Board Meeting of May 17, 2011, re: Heritage Report: Reasons for Heritage Designation – 10416 Airport Road – Ward 10 (File G33), be received; and,

2. That the Brampton Heritage Board endorses heritage designation of the subject property; and,

3. That the Heritage Coordinator, Planning, Design and Development, be directed to proceed with the next steps for heritage designation of the subject property.

Michael Avis, Board Member, inquired about the status of the proposed Heritage Property Tax Rebate Program.

Board discussion on this matter included: Advisory from staff that the proposed program was referenced in the

staff presentation provided at this meeting under Item E 1 under “Future Work”

Questions about the application of the program, and confirmation that the program would apply to designated properties only (i.e. not listed properties)

Details from staff on refinements that are being made to the proposed program

Request that staff report back to the Board Meeting of October 18, 2011 on the status of the program

The following motion was considered.

HB054-2011 That, further to discussions at the Brampton Heritage Board Meeting of May 17, 2011, staff be requested to report back to the Brampton Heritage Board Meeting of October 18, 2011 on the status of the proposed Heritage Property Tax Rebate Program.
