BradleySchoolMissionandGoals

Academics

Ensure implementation of the Journey's Reading and Math Expressions Programs with fidelity across all grade levels and across the two elementary schools and monitor the effectiveness of Tier I instruction including whole and small group instruction.

Continue to utilize an intervention model with fidelity to deliver Tier II and III services to students who need support in reading and/or mathematics, and enrichment activities for students meeting or exceeding goals.

Continue to strengthen our collaborative team model to review student assessment progress and identify the needs of our students down to the individual level, and in turn, adjust how we deliver instruction to our students in an effort to promote high achievement for all learners.

To monitor the progress of students through a horizontal and vertical data team model in collaboration with the reading teachers and pupil service staff.

Human Capital

Through walk-throughs and observations, determine if current professional development training is being implemented in the classrooms with fidelity.

Ensure that a systematic employment process results in the selection of high quality candidates for every teaching and non-teaching position. Ensure our faculty reflects the diversity of the students and the community that we serve.

Develop teacher effectiveness using the Danielson Framework for Teaching. Create opportunities for on-going teacher/administrator dialogue including Goal Setting Meetings, informal and formal observations, Mid-Year Review, and End of Year Evaluation.

Through grade level meetings determine the professional development needs of our staff.

Operations

To continue to supplement classroom instruction with online resources.

To use the school computer lab, iPad carts, and Chromebooks to extend learning in and out of the regular classroom.

To coordinate the library and computer lab schedules to allow the library clerk to deliver increased technology to all students in conjunction with what the classroom teachers are doing.

Culture and Climate

To maintain the frequency of monthly grade level meetings, including separate meetings for the unified arts and pupil services.

Include outside agencies such as TEAM and VITAHLS to promote the mental and physical health of our students and offer additional programs to our students and their families.

Utilize the Child-Study-Team (CST) model to establish SMART goals for academic, behavior and/or social needs of at-risk students.

ArtEnrichment--Extraartclassesareavailabletostudentswhoshowatalentinart.ThesestudentsoftencreatepostersandpaintwindowsforspecialeventsatBradleySchoolandparticipateinotherartactivities.

PhysicalEducationEnrichment--ExtraPEclassesareavailabletostudentswhoshowatalentinPAandHealth. BluefishReadingIncentive--ParticipationinthisreadingincentiveprogramrewardsstudentswithafreetickettoaBridgeportBluefishbaseballgame.

Chorus--Extramusicclassesofferstudentstimetolearnnewmusicalarrangements,whicharepresentedduringtwoconcerts,oneinthewinterandoneinthespring.

FamilyFunNights--Fourthandfifthgradersvolunteertohelpoutwiththesewell-attendedMathandReadingactivitiesnightsafterschool.Theymayworkattherewardstableorsuperviseactivitiesforyoungerstudents.

Instrumental--TheseclasseswiththemusicteacherprovidestudentsanopportunitytoplayaninstrumentoftheirchoiceintheBradleySchoolBand.Bandmembersparticipateinschoolassembliesandcityparades.

LunchBunch--Specialluncheswithsupportstaffprovidestudentstheopportunitytospendtimewithpeerstolearnthesocialskillssonecessaryforstudentsuccess.

SafetyPatrol--Fifthgradersarechosenfortheseimportantpositionsbasedongoodcitizenshipandmaturity.Thesestudentshelpteachersmaintainsafepassageinthehallwaysduringmorningarrivalandafternoondismissal.Membersmeetduringschoolunderthesupervisionofteachers.

StudentCouncil--Thisgroupisopentofourthandfifthgrades.Studentsarechosenbyteachersatthosegradelevels,basedongoodcitizenshipandacademics.Activitiesincludepromotingschoolactivities,fundraisingforworthycausesandotherhumanitarianefforts.Membersmeetafterschoolunderthesupervisionofteachers.Formoreinformation,pleasevisittheStudentCouncillinkontheleftsidemenu.

SpecialOlympics--StudentswithspecialneedsparticipateinaUnifiedSportsprogram,whichprovidesopportunitiestoparticipateinsportsactivitieswhilebondingwithtypicalpeersfromtheirclassrooms.TheprogramculminatesinaSpecialOlympicseventattheendoftheschoolyear.

SpecialSchoolEventsThisshouldincludebacktoschoolnight,bookfairs,communitydays,cookoffs,performances,spellingbeesetcbyMonthanddateifalreadyestablished.

SchoolCeremoniesandObservancesTheschooldistrictrecognizesthevalueofcertainceremoniesandobservances inpromotingpatriotismandgoodcitizenshipamongthestudents.Therefore,activities inschoolscommemoratingnationalholidayssuchasVeteransDay,Thanksgiving,Dr.MartinLutherKing,Jr.’sBirthday,MemorialDay,andPresident’sDayareencouraged. Bradley School reminds students, faculty and administrationof the variety of religious beliefs,and all are urged to be conscious of and respect the sensitivities of others. Activities related to a religiousholidayorthemewillbeplannedtoensurethattheactivityisnotdevotional,andthatstudentsofallfaithscan joinwithout feeling that they are betraying their own beliefs. An opportunitywill be provided, at thebeginningofeachschoolday,forstudentstoobserveanappropriate“MomentofSilence”andtorecitethePledgeofAllegiance.Participation in theseactivities is voluntary.Nonparticipantsareexpected tomaintainorderanddecorumappropriatetotheschoolenvironment.

HealthServicesandGuidelines

HealthcareTheSchoolNurse’sofficeisdesignedtoprovidecaretostudentswhobecomeillorareinjuredwhileinschool.Acumulativehealthfileismaintainedforeachstudent.Thisfileincludesnotationsofpastillnesses,resultsofphysicalexaminations,andotherpertinenthealthinformation.Parentsarenotifiedofanydeviationfromthenormalpatternofhealthandsuggestionsaregivenforfollow-up.It islikewiseimportantthatparentsnotifytheSchoolNurseincaseofastudent’sillness.Ifastudentistobeexcusedorlimitedforanextendedperiodfrom participation in school activities, he/she is required to bring a statement signed by a physician. TheSchoolNurseisavailabletoparentsandstudentsforconferencesregardinghealthissues.Parents of students requiringmedication during school should contact the SchoolNurse. Special forms arerequiredtopermittheadministrationofmedicineinschool.Theyareavailablefromthenurse.Allmedicationmust be in original container with proper labels. In cases in which a student is able to self-administermedication, the parents or guardiansmust submit a signed statement that themedicationmust be takenduring the school day and the student is capable of administering themedication. The statementmust beaccompanied by a physician’s, dentist’s or advanced practice registered nurse’s statement indicating thenecessityandnamingthemedication,thestrength,andtheprescribeddosage.Itmustspecifythescheduleonwhichitistobetakenandthedetailsofadministration.Suchstatementsmustberenewedatthebeginningofeachschoolyear.

AuthorizationofMedicationsAllprescriptionandoverthecountermedicationsareadministeredbytheschoolnurse.Inherabsence,onlytheprincipal,orstaffmemberswhohavebeenproperlytrained,mayadministermedicationstostudents.NOSTUDENTMAYSELF-ADMINISTERANYMEDICATIONWHILEATSCHOOL.

Prescriptionandover-the-countermedicationmusthaveawrittenorderbyalicensedphysician,dentistorphysician’sassistant.Parentsoradesignatedresponsibleadultmustsupplyanddeliverthemedicationtothenurseintheoriginalcontainer.

Prescribedmedicationcanonlybegiventoandtakenbythepersonforwhomtheprescriptionwaswritten.Theschoolnursemayonlyadministeracetaminophen(aspirin-freepainreliever)withadoctor’sorder.Youmustsigntheemergencyfromthatspecifiestheconditionsunderwhichitmaybedispensed.Theseformsmaybeobtainedfromthenurse.

GuidelinesThefollowingaresuggestedguidelinesfortheprotectionofthehealthofyourchildaswellasallotherchildreninschool:•Ifyourchildisillduringthenightorcomplainsofstomachpain,nausea,vomitingorheadachesinthemorning,pleaseDONOTsendhim/hertoschooltoseethenurse.Keephim/herhome.Astudentwithfevershouldremainathomeatleast24hoursafterthetemperaturehasreturnedtonormal.Ifyouwishtodiscusshis/herhealthwiththenurse,youmaytelephoneherat452-4389.•Theschoolnurse(orinherabsence,theprincipalorleadteacher)mayadministermedicationtoastudentONLYwiththewrittenauthorizationoftheattendingphysicianandthewrittenpermissionofthechild'sparent/guardian.Undernocircumstanceswillexceptionsbemade.•Ifyouexpectyourchildtobeabsentfromschoolfor3ormoredays,pleasenotifytheschoolnursebyphoneorsendinanotestatingthecause.•Injuriesthatoccurathomecannotbetakencareofbytheschoolnurse.Ifyourchildshouldhaveacommunicabledisease,pleasefollowtheinstructionsbelow.Otherchildrenofthefamilymayattendschool:ChickenPox Excludestudentfor7daysafterappearanceoffirsteruptionoruntilalllesionsaredryConjunctivitis(PinkEye) Excludestudentaminimumof2daysonmedicationwithnodischargeoranotefrom

TardinessStudentswhoarenotintheirhomeroomby8:00A.M.areconsideredtardyandmustbeescortedbyanadulttothemainoffice.Astudentwhoisrepeatedlytardymaybeconsideredtruant.Studentsarelatetoschooliftheyarenot intheirseatsatthebellsignalingthestartofthefirstperiodclass. Ifstudentsarrive late,theymustreporttotheofficeandbesigned inbyanadult.Studentswhoaccumulateexcessive tardyslipswillresultinaparentconferencewithschooladministration.

TruancyAstudentwith4(four)unexcusedabsencesinonemonth,10(ten)unexcusedabsencesinaschoolyear,ormorethan10%oftotalschooldaysabsentatanypoint,willbeconsideredtruant.Testsmustbemadeup.Disciplinary action may include detention after school. Families of students with 10 or more unexcusedabsencesinaschoolyear,willbeaskedtomeetwiththeteacherandprincipal.Astudentabsent20ormoredaysmaybeindangeroffailingfortheschoolyear.Theparentswillberequiredtomeetwiththeprincipal.Iftheparentofachildwhoisatruantfailstoattendthemeetingortootherwisecooperatewiththeschoolinattempting to solve the truancyproblem,a reportmaybe filedwith the stateDepartmentofChildrenandFamiliesforeducationalneglect.

VacationsSchool policy strongly encourages the scheduling of family vacations and trips during timeswhich coincidewithschoolvacations.Studentabsencesforreasonsofafamilyvacationortripthattakesplacewhenschoolisinsessionareconsidered“unexcusedabsences.”

FireDrills,LockDownsandEmergencyPreparednessFiredrillsareheldatregularintervalsasrequiredbystatelaw.Studentsmustfollowtheexitdirectionspostedin each classroom. A crisis-response drill (lock down) will be substituted for one of the required monthlyschoolfiredrills.Suchdrillswillbeplannedandconductedwiththelocal lawenforcementagency.Studentsareexpectedtofollowthedirectionofteachersorothersinchargequickly,quietlyandinanorderlymanner.

VisitorsParentsandothervisitorsarewelcometovisitBradleySchool.Allvisitorsmustfirstreporttothemainoffice,sign in andwear an identification sticker. Visits to individual classrooms during instructional time shall be

BullyingandCyberbullying

TheDerbyBoardofEducationpromotesasecureandhappyschoolclimate,conducivetoteachingandlearningthatisfreefromthreat,harassmentandanytypeofbullyingbehavior.ThereforeitshallbethepolicyoftheDerbyBoardofEducationthatbullyingofastudentbyanotherstudentisprohibited.Asingleincident,thoughitmaywarrantdiscipline,isnotineffectaviolationofthispolicy.

Bullyingisdefinedasanyovertactbyastudentorgroupsofstudentsdirectedagainstanotherstudentwiththeintenttoridicule,humiliateorintimidatetheotherstudentwhileonschoolgrounds,ataschoolsponsoredactivityoronaschoolbuswhichactsarerepeatedagainstthesamestudentovertime.

Studentswhoengageinanyactofbullying,whileatschool,atanyschoolfunction,orinconnectiontoorwithanydistrictsponsoredactivityoreventaresubjecttoappropriatedisciplinaryactionuptoandincludingsuspension,expulsionand/orreferraltolawenforcementofficials.ThisprohibitionincludesoffschoolgroundsbullyingthatimpacttheDerbyschoolsandcreatesaseriousdisruptionoftheeducationprocess.

Conduct/DisciplineStudentsareresponsibleforconductingthemselvesproperlyinaresponsiblemannerappropriatetotheirageandlevelofmaturity.Thedistricthasauthorityoverstudentsduringtheregularschooldayandwhilegoingtoandfromschoolondistricttransportation.Thisjurisdictionincludesanyschool-relatedactivity,regardlessoftimeorlocation,andanyoffcampusschool-relatedmisconduct,regardlessoftimeorlocation.Studentswhoviolate these ruleswill be subject to disciplinary action as outlined in the Behavioral Expectation Chart onpages30-34inthishandbook.

CounselingSocial services and counseling are rendered by professionally qualified members of the school staff. Theresponsibilities of the [social workers] and guidance counselors include helping the student functionmoresuccessfullywithintheschoolenvironment.Thedistrict’scomprehensivecounselingprogramstrivestoassiststudentsinacquiringcriticalskillsintheacademic,career,andpersonal/socialaspectsofdevelopment.Schoolcounselorswilluseavarietyofmethodstoassiststudentsinovercomingbarrierstolearning,tomakestrongconnectionswiththeeducationalopportunitiesintheschoolandtoensurethateverychildlearnsinasafe,healthy and supportive setting. Counseling is a opportunity to talk with someone about things that areimportant to students. These opportunities to talk may be personal, social, educational or vocational.Counselors will listen and be open and honest with students. SearchandSeizureThe right to inspect desks, lockers and other equipment assigned to studentsmay be exercised by schoolofficials to safeguardstudents, theirpropertyandschoolproperty.Anauthorizedschooladministratormaysearch a student’s locker or desk. Under special circumstances, school officials may search students,particularly if there is reasonable suspicion that a student possesses illegal matter, such as a dangerousweaponorillegaldrugs.Studentsmustbeawarethatsuchitemsareforbiddenbothonschoolpropertyandatschool-relatedactivities.

CafeteriaandFoodServiceLunchbeginsat11:00a.m.,startingwithkindergarten.Lunchperiodsare25minutesinlengthandarespentinthecafeteria.Noitemspurchasedinthecafeteria(meals,fruit,baggeditems,etc.)mayleavethecafeteria,openedorunopened.Perthecafeteriaservicecompany,norefundsshallbegiven.Studentswhobringlunchtoschoolmaybringhomeanyuneatenitemsintheirlunchboxorbag.Rulesofcleanlinessaretobeobservedatalltimes.Misconductinthecafeteriamaybecauseforreceivinganassignedseatorforfeitingtherighttoeatinthatlocationorsuchotherdisciplinaryactiondeemedappropriateforthemisconduct.TheDistrictparticipatesintheNationalSchoolLunchProgramandofferstostudentsnutritionallybalancedbreakfastsandlunchesdaily.Alunchmealincludesoneentréeitem,twosidesandmilk.Freeandreduced

FoodAllergyManagementPlanBradleySchooliscommittedtoprovidingasafeenvironmentforstudentswithfoodallergiesandtosupportparentsregardingfoodallergymanagement.Thefollowingprocedures implementBoardofEducationPolicy#5141.1:FoodAllergyManagement,adoptedJanuary19,2012andrevisedMay17,2012.

ThePrincipalshallseetoitthatacopyofBoardofEducationPolicy#5141.1:FoodAllergyManagementandthis Food Allergy Regulation are distributed to all staffmembers, students and parents of students at theschoolnotlaterthanApril1,2012.TheparentsofallnewlyenrolledstudentsshallreceivethePolicyandtheRegulationasapartof the registrationprocess.All substitute teachersandother temporarystaffmembersshallbeinformedofthePolicyandthisRegulationupontheiremployment.

IndividualizedHealthCarePlansforStudents:Not later than April 15, 2012, the Principal shall see to it that an Individualized Health Care Plan and anEmergencyCarePlanisdevelopedandonfileforeverystudentintheschoolwhohasbeenfoundbyhis/herphysiciantohaveaseriousorlifethreateningfoodrelatedallergy.AwrittenstatementfromthephysicianofeachsuchstudentshallbekeptonfileintheSchoolNurse’soffice.TheseplansaretobedevelopedbytheSchool Nurse, in consultation with the student’s parents, physician and teachers, and kept on file in theNurse’soffice.

Each Individualized Health Care Plan and Emergency Care Plan shall be developed by the School Nurse inkeeping with the procedures and requirements set forth by the Connecticut Department of Education inGuidelinesforManagingLife-ThreateningFoodAllergiesinConnecticutSchools(2006)(pages25through27,andAppendixD,pages53through63).TheNurseshallprovidewrittennotificationtoclassroomteachersofall serious or life-threatening food allergies affecting students in their classrooms. This notification shallinclude an explanation of the severity of the health threat, a description of the signs and symptoms to beawareofandwhatallergen(foodorothermaterialsorsubstances)thestudentistoavoid.

In the event of a suspected allergic reaction (where there is no known allergic history), the School Nurseand/oremergencymedicalpersonnelshallbecontactedimmediately.ThePrincipalshallmaintain inher/hisofficea listofallstudents intheschool forwhomIndividualizedHealthCareandEmergencyCarePlansarerequired. A copy of said list shall be provided to the Superintendent,who in turn shall see to it that thedistrict’s transportation contractor alerts its drivers to the names of students with serious food relatedallergies.

Pre-KthroughGrade5OnlyEffective April 1, 2012, all nuts, peanut and nut-containing products are prohibited from the district’selementaryschools,aswellas foodproductsproduced in facilitieswherepeanutsandnutsmayhavebeenpresent. This requirement pertains to any food or snacks that students and staff membersmay bring toschool, as well as all items offered for sale in school cafeterias and vending machines. In addition, thisrequirementappliestoallschoolrelatedtransportationandevents,andtoactivitiesthattakeplaceonschoolpropertyunderthedirectionandsponsorshipofoutsideorganizations.

Principalsshallseetoitthatprintedsignsstatingthat“Nopeanuts,nutsornut-relatedfoodsarepermittedinthisschool”aredisplayedprominentlynearallschoolentrances.Similarsignsshallbepostedonornearthehallway door of any classroom known to include a studentwith a serious allergy to peanuts, nuts or nut-containingproducts.

Schoolstaffmembersandemployeesoforganizationsthatprovidecontractservicestothedistrictwillnotbeexpectedtoinspectstudentlunchboxes,backpacksorclothingfornutorpeanutcontainingproducts.

Wheneverastaffmemberbecomesawarethatafoodproducthasbeenbroughtintotheschoolinviolationofthisregulation,thatstaffmembershalldelivertheiteminquestiontothePrincipal’soffice.ThePrincipalshallremindthestudentorstaffmemberwhowasinpossessionofthepeanutornutcontainingfoodproductthatsuch items are not permitted in the school. In the case of a student, the student’s parents will also beinformed.Parentsshallbeinvitedtoretrievethefoodinquestionattheendoftheschoolday,afterwhichitwillbediscarded.

AsecondviolationofthisregulationshallresultinapersonalmeetingbetweenthePrincipalandthestudent’sparentorwiththestaffmember,asthecasemaybe.ThethirdviolationshallresultinapersonalmeetingtoincludetheSuperintendent,thePrincipalandtheparentorstaffmember. Inthecaseofastaffmember,athirdviolationofthisregulationshallalsoresultinawrittendisciplinarywarning.FurtherviolationsbyastaffmembermayresultindisciplinaryactionbytheSuperintendent.

OtherFoodsThedeliveryoffood,snacksortreatstoclassroomsforbirthdayorothercelebrationsshallbelimitedtooneday permonth for each school, said days to be designated by the Principal. Whenever food or treats arebroughtintoschoolforaclassroomofstudents,thefoodshallbe“storebought”andshallbeaccompaniedbyaproductlabelsothatitcanbecheckedbyaschoolstaffmemberforcompliancewiththeBoardpolicypriortobeingdistributedtostudents.

Withtheexceptionoffoodthatfamiliessendtoschoolfortheirownchildren,nohomemadefoodproductsshall be brought into the school during regular school hours. Homemademealsmay be provided at afterschooleventswith thewrittenpermissionof the schoolprincipal. Under such circumstances, theprincipalshall informtheproviderofthefoodthatthefood’s ingredientsmaynot includepeanuts, treenutsornut-

relatedproducts. Theproviderof the food shall provideawritten list of all ingredients in themeal, tobedisplayedatthepointofservice.

Thedistrict’sfacilities-useformsshallbemodifiedtoinformoutsideusersoftheelementaryschoolbuildingsofthebanonpeanuts,nutsandnutrelatedfoodproducts.Outsideuserswhoviolatethisbanmaybedeniedfurtheruseofschoolfacilities.

TheSuperintendentshallworkwith thedistrict’sschool transportationcontractor toassurethatschoolbusdrivers serving the district’s elementary schools are aware of the ban on peanuts, nuts and nut relatedproducts. Driverswhotakenoteofanysuchproductsshallcollectthe items inquestionandforwardthemimmediatelytothePrincipalalongwithabriefwrittennote.ThePrincipalshalltakepossessionoftheitemsinkeepingwiththisRegulation.

TheSuperintendentshallcommunicatewiththedistrict’sfoodservicesproviderregardingenforcementofthebanonpeanut,nutandnut-relatedproducts.

SnacksSometeachersprovidetimeforasnackintheclassroomduringinstruction.Studentsmaybringasnackfromhomefollowingthedistrictguidelines(See“FoodAllergyManagementPlan”above).Familiesareprohibitedfrompurchasing“fastfood”fromoutsidevendorstobringtoschoolfortheirstudents.

GreenCleaningProgramsAgreencleaningprogramtocleanandmaintaintheschoolwillbeimplementedbyJuly1,2011.Theprogramprovidesfortheprocurementandproperuseofenvironmentallypreferablecleaningproductsintheschool.The cleaning products used meet standards approved by the Department of Administrative Services andminimizepotentialharmfuleffectsonhumanhealthandtheenvironment.Parents/GuardiansmayrequestawrittencopyoftheDistrict’spolicypertainingtothegreencleaningprogramandawrittenstatementwhichincludesthenamesandtypesofenvironmentallypreferablecleaningproductsusedintheschoolandwherein the building they are applied; the schedule for applying the products; and the names of the schooladministrator or designee whom the parent/guardian or student may contact for more information. “Noparent,guardian,teacher,orstaffmembermaybringintotheschoolfacilityanyconsumerproductwhichisintendedtoclean,deodorize,sanitizeordisinfect”(arequiredstatementbylaw).Formoreinformation,visitstheDistrictwebsiteathttp://www.derbyps.org/page.cfm?p=1686

SpecialProgramsThedistrictprovidesspecialprogramssuchasbutnot limitedtobilingual, learningdisabilitiesandforthosewithotherdisabilitieswhichaffect a student’s successat school. For students inneedof Special Educationprograms,aplanningandplacementteam(PPT)isdesignedtoprovidecommunicationanddecision-makingattheschool levelconcerningtheeffectiveuseofavailableresources.Studentswillalsobeassessedastotheneed of a Sec. 504 plan. The team is also responsible for follow-up and periodic review of all studentspresentlyinSpecialEducationandspecialservicesprograms.Anychildidentifiedaspossiblyneedingspecialeducation and/or related servicesmust be referred to a special education Planning& Placement Team forevaluation(PPT).ThePPTwilldeterminewhetherspecialeducationservicesarerequired.Parentsmustgivetheirconsentbeforeanyevaluationcanbedoneoranyservicescanbegin.AnIndividualizedEducationPlan,based upon the diagnostic findings of the evaluation study will be developed by the PPT, with parentalinvolvement.Parentswillbeinformedregardingtheuseofscientific,research-basedinterventions.

Promotion,RetentionandPlacementA student shall be promoted from one grade to the next on the basis of academic performance. Studentpromotion is dependent on each student’smastery and acquisition of basic learning objectives. Normally,studentswillprogressannually fromgradetograde.Studentswhomasterobjectivesatanexceptional ratemay be considered for acceleration to another grade or class. Students who fail to master basic learningobjectives at a normal rate will be considered for retention. Retention and acceleration decisions are theresponsibilityoftheteachingstaffandprincipal,afterpriornotificationanddiscussionwithparents.Thefinaldecisionrestswiththeschoolprincipal.PreliminarydiscussionsregardingretainingshallbeginwiththefamilysometimeafterthesecondreportcardisissuedinlateJanuary.

Reading(Remedial)BradleySchoolusesathree-tierreading(TierI,TierIIandTierIII)modelthatmonitorsstudentprogresswithdifferentintensityofintervention.Thismeanstherearedifferentlevelsofintervention,basedontheneedsofthe student. The level of intervention increases in intensity if a child does not respond to instruction. It iscalled Response to Intervention (RtI), and it allows teachers and reading specialists to identify strugglingstudentsearlyandprovideappropriateinstructionalinterventions.Earlyinterventionmeansmorechancesforsuccessandlessneedforspecialeducationservices.Thereareseveralessentialandnecessarycomponentsofwhich families should be aware: 1) All children receive research-based reading instruction in the generaleducationclassroom;2)Allstudentsarescreenedtodetermineiftheyare“atrisk”ofbeingpoorreaders;Theprogressof“atrisk”students ismonitoredregularly todetermine if theyarebenefiting frominstruction;3)Parentsaremadeawareofspecificstudentplacementbytheclassroomteacher.

ReportCardsStudentsaregivenanumberofstandardizedteststoassessstudentlearning.TheSmarterBalancedAssessmentConsortium(SBAC)willbeadministeredstartinginMarchtostudentsingrades3through5.Itisimportantthatstudentsbewellrestedandontimeforthetests.Make-upsaregiventostudentswhoareabsent,butstudentsbenefitfromthetestingatmosphereoftheclassroom.Itistothestudent’sadvantagetotakethetestwiththerestoftheclass.Screeningsandindividualdiagnostictestingmayberecommendedshouldwebelievethatthesewouldbehelpfultobetterassessastudent’sprogress.

Teacherconferencesandreportcardsshouldgivethebestindicationofstudentachievement.Midwaythroughthemarkingperiods,progressreportsareissuedtoallstudentsingradesK-5.Thisisespeciallyhelpfulforstudentswhosegradesare“atrisk”andwillallowthestudentsufficienttimetogetthehelpneededtoraisehis/hergrades.Progressreportsaregiventostudentstobringhome.Parentsareaskedtosignandreturnacopytotheteacher.Parentsshouldfeelfreetobringconcernsabouttheirchild’sprogresstotheirteacher.

HomeworkThepurposeofhomeworkistohelpstudentsbecomeself-directed,independentlearnersandisrelatedtotheeducational progress of the student. It serves to help all students reach their instructional goals. Specifichomework assignments may strengthen basic skills; extend classroom learning; stimulate and furtherinterests; reinforce independent study skills; develop initiative, responsibility, and self-direction; stimulateworthwhileuseofleisuretime;andacquaintparentswiththestudent’sworkinschool.Homeworkismeanttoprovide instructional practice for students and to reinforce what was taught in the classroom. As such,teacherswillnotprovidehomeworkforstudentswhoareoutofschoolforreasonsotherthanverifiedillness,including extended vacations. Each grade level has a clear and consistent homework policy, which will bemadeavailablebyyourstudent’steacher.

TextbookCareandObligationsStudents are responsible for the care of books and supplies entrusted to their use. They will be assesseddamagetotextbooks,equipmentormaterials.Inaccordancewithstatelaw,theschoolreservestherighttowithholdgrades,transcripts,orreportcardsuntilthestudentpaysfororreturnsthetextbooks,librarybookorothereducationalmaterials.

ComputerResourcesDistrictresourceshavebeeninvestedincomputertechnologytobroadeninstructionandtopreparestudentsfor an increasingly computerized society. Use of these resources is restricted to studentsworking under ateacher’ssupervisionandforapprovedpurposesonly.Newstudentsandparentswillbeaskedtosignauseragreement regarding appropriate use of these resources. Violations of this agreement may result inwithdrawal of privileges and other disciplinary action. Students and parents should be aware that e-mailcommunications,usingdistrictcomputers,arenotprivateandmaybemonitoredbystaff.StudentsmaynotaccesssocialmediasitesusingDistrictequipment,whileonDistrictproperty,orataDistrictsponsoredactivityunlessthepostingisapprovedbyateacher.TheDistrictwillnotbeliableforinformationpostedbystudentson social media websites, such as Facebook, Twitter, YouTube, etc., when the student is not engaged inDistrictactivitiesandnotusingDistrictequipment.TheDistrict reserves theright tomonitor, inspect,copy,reviewandstoreatanytimeandwithoutpriornoticeanyandallusageofthecomputernetworkandInternetaccessandanyandallinformationtransmittedorreceivedinconnectionwithsuchusage.AllsuchinformationfilesshallbeandremainthepropertyoftheSchoolDistrictandnousershallhaveanyexpectationofprivacyregarding suchmaterial. Federal law requires the district to place filtering devices on school computers toblock entry to visual depictions that are obscene, pornographic, harmful or inappropriate for students asdefined in the Children’s Internet Protection Act and as determined by the Superintendent or his/herdesignee.

SchoolDistrictRecordsInterested persons may inspect “public district records” which are maintained at the office of theSuperintendent of Schools, during normal hours of business. Copies of records, permitted by law to bedisclosed,mayalsobeattained.

StudentRecordsA student’s school records are confidential and are protected by federal and state law from unauthorizedinspectionoruse.Acumulativerecord ismaintainedforeachstudentfromthetimethestudententersthe

districtuntilthestudentwithdrawsorgraduates.Thisrecordmoveswiththestudentfromschooltoschool.Bylaw,bothparents,whethermarried,separated,ordivorced,haveaccesstotherecordsofastudentwhoisunder18oradependentfortaxpurposes.Aparentwhoserightshavebeenlegallyterminatedwillbedeniedaccesstotherecordsiftheschoolisgivenacopyofthecourtorderterminatingtheserights.The principal is custodian of all records for currently enrolled students at the assigned school. TheSuperintendentisthecustodianofallrecordsforstudentswhohavewithdrawnorgraduated.Recordsmaybereviewedduringregularschoolhoursuponcompletionofthewrittenrequestform.Therecord’scustodianordesigneewillrespondtoreasonablerequestsforexplanationandinterpretationoftherecords.Certainotherofficials from various governmental agencies may have limited access to the records. Parental consent isrequiredtoreleasetherecordstoanyoneelse.Whenthestudentreaches18yearsofage,onlythestudenthastherighttoconsenttoreleaseofrecords.Theparentorstudent'srightofaccessto,andcopiesof,studentrecords does not extend to all records. Materials that are not considered educational records, such asteachers’personalnotesonastudentthataresharedonlywithasubstituteteacherandrecordspertainingtoformer students after they are no longer students in the district, do not have to bemade available to theparentsorstudent.The District will release to the PTA addresses, telephone number and grade levels of students (unless theDistrict is informedby September15of the school year that designationof suchdirectory informationhasbeenrefusedastoaparticularstudent)providedsuchinformationistobeusedbythePTAforitsownschoolactivitiesorschoolbusiness.TheDistrict,whenastudentmovestoanewschoolsystemorcharterschool,willsendthestudent’srecordstothenewdistrictorcharterschoolwithintenbusinessdaysofreceivingwrittennoticeofthemovefromthenewdistrict.Unlesstheparents/guardiansofthestudentauthorizetherecordtransferinwriting,thesendingDistrictisrequiredtosendanoticewhentherecordsaresenttothenewdistrict.
