STRATEGIC OVERVIEW
VISION To create a world class regulatory body for boxing in a united
and safe environment
MISSION To enhance the capacity of all stakeholders to improve
the quality, passion, and popularity of professional
boxing in South Africa and internationally
Legislative MANDATE
a) Section 4 of the South African Boxing Act, Act No. 11 of 2001 establishes a Boxing
Commission which is a juristic person known as Boxing SA
b) It is mandated by the Act to accomplish the following functions:
1. Provide a new structure for professional boxing in the Republic
2. Ensure effective and efficient administration of profession boxing in the Republic
3. Recognize amateur boxing
4. Create synergy between professional and amateur boxing, and
5. Promote interaction between associations of boxers, managers, promoters, trainers,
officials and Boxing SA
c) In execution of its mandate, BSA operating within legislative, policies and
regulations framework of (1) Boxing rules and regulations, (2) Boxing directives
and (3) Boxing SA Policies and Procedures
Policy MANDATES
a) Boxing SA will be guided by and support the National Sport Policies of Sport and
Recreation South Africa in general and specifically:
White Paper of Sport and Recreation
National Sport and Recreation Plan
Sport Transformation Charter
BSA National Sport Indaba Resolutions of 2013
b) National Development Plan (NDP)
The NDP sets out five long-term Nation Building imperatives
(1) Fostering constitutional values, (2) Equal opportunities, inclusion and redress, (3)
Promoting social cohesion across society, (4) Active Citizenry and leadership, (5) Fostering a
social compact.

BUDGET PROGRAMME PURPOSES
Programme Purpose
1.Governance To provide strategic leadership, good corporate governance and
the overall administration and financial sustainability of boxing
2.Boxing Development To ensure compliance with the key aspects of the Boxing Act, and
rules and regulations and enforce their application where non-
compliance is observed.
The programme will drive compliance with the licensing of
practitioners, sanctioning of BSA events, ratings of boxers as well
as the coordination of training needs of all licensees to enable
them to meet the requirements of the regulations.
3. Boxing Promotion To promoter and market boxing to improve its public profile,
increase its brand value as well as coordinate premium BSAS
events across the country.

INTERNATIONAL RELATIONS
a) As a member of the International Boxing Fraternity, South African boxers and practitioners
in general and by extension BSA, is also affected by the rules and regulations of the
following international sanctioning bodies that are recognized by BSA:
b) BSA will also recognize any other World Boxing Sanctioning bodies that come into
existence in the future and are complementary to its vision and purpose.
Sanctioning Body Detail
1. World Boxing Association (WBA) The oldest major sanctioning body. Established in 1962
2. World Boxing Council (WBC) Established in 1963 and recognized by many as the biggest
3. World Boxing Organization (WBO) Founded in 1983 stemming from some internal feud with WBA
4. International Boxing Federation (IBF) Founded in 1988 also following some internal feud with WBA
5. World Boxing Foundation (WBF) Established in 1984 and is not part of the ‘big 4 World Bodies’
6. International Boxing Federation (IBO) Established in 1988 and is also not part of the ‘Big 4 World Bodies’
7. Commonwealth Boxing Council Established in 1954 its membership is only the Commonwealth family
CORE FUNCTIONS BSA functions are divided into core and strategic support functions.

1. Undertake the registration and licensing of all the licensees in the professional boxing fraternity and to maintain a
reliable data base at all times.
2. To sanction the staging of professional boxing tournaments based on the rules and regulations of BSA
3. To promote and recognize good talent, outstanding performance and exemplary behavior by boxing licensee
(especially boxers) through the presentation of performance awards nationally and in all provinces.
4. To rate boxers in each division within provinces and nationally based on their performance
5. To facilitate and coordinate the training and development of licensees to ensure compliance with norms and
standards, the promotion of health & safety and the general improvement of the sport

6. To liaise with stakeholders in the boxing fraternity and manage their expectations and interest in a way that
advances the interest of the sport.
7. To ensure the accreditation and the enforcement of relevant regulations by specialist professional such as
medical and legal practitioners, and
8. To be the point of reference and liaison with international boxing associations for purposes of promoting the
involvement of South African Athletes at the international level
9. To promote and market the activities of BSA and boxing in general in a way that will improve the image of
boxing as a brand
10. To increate the profile of boxing as a sport through the sharing of the information about the sport and the
development within the fraternity
STRATEGIC SUPPORT FUNCTIONS The following are Strategic Support Functions performed by BSA
VISION

1. To collect and disburse boxers’ payments
2. To ensure proper document management and archival services (including digital recording and
archival of boxers information) to ensure their integrity, safe keeping and easy retrieval.
3. To use boxing as a vehicle to promote tourism in the country and generally ensure that its role as a
contributor in the country ‘s economy is improved dramatically
THE BOARD and its constituent Structures

THE BOARD Appointed by the Minister in line with Section 9 of the SA Boxing Act of 2001
9.(1) Boxing SA consists of no fewer than four and more than seven members, of which one member must be appointed as Chairperson and the other members appointed based, among others things, on their expertise and knowledge of women’s and amateur boxing, media and marketing related matters and development and transformation .
(2) The Minister must appoint the members of Boxing SA on a part-time basis after consultation with the associations or federations of associations contemplated in section 28.
(3) A person who has been registered by Boxing SA as a boxer, official, trainer, manager, promoter may not be a member of Boxing SA unless such person in writing relinquishes his or her license to Boxing SA.
CHIEF EXECUTIVE OFFICER 12(1) Boxing SA must in consultation with the Minister and the minister of Finance appoint as a Chief Executive Officer of Boxing as person who--
(a) is skilled and experienced in sport
(b) has not been convicted of any offence involving dishonesty; and
(c.)has sufficient management experience
STAFF OF BOXING SA 14.(1) The Chief Executive Officer may appoint staff of Boxing SA after consulting with Boxing SA.
(2) Boxin SA must, with the approval of the Minister and the Minister of Financec, determine the remuneration and any other terms and conditions of service of staff members in consultaiton with the Minister, but such terms and conditions must be in line with those of officials in the public service.

FUNDING
a) The funds of BSA in terms of section 15 of the Act consists of:
Money appropriated by Parliament
Fees payable to BSA in terms of the Boxing Act
Grants, donations and bequests made to BSA
Income earned on the surplus money invested by BSA
Money generated from sponsorship and fundraising
b) The 2017/18 budget allocation is R14,1m
c) In the 2017/2018, BSA budget allocation from SRSA is R11,5m
d) BSA is then expected to raise the remaining R2,6 through fees payable to BSA in terms of
the Boxing Act (Sanctioning, Licensing Fees, Penalties & Sponsorship)

4) Unaligned financial assistance by most municipalities when funding
boxing activities, resulting in funding that does not respond to BSA
priority areas.
5) A little pool of female boxers in most weight divisions resulting in
many repeat fights against same boxers
