- - Kellie to get some information aboutthe answers to the review questions and how theyrelate to the recommendations of the Citizen Checkerreport.

- This will be an ongoing piece of work.Kellie to give update at the next Partnership Boardmeeting in her Team update.

- Andy and Bournemouth People Firstto arrange a meeting to talk about the future of CitizenChecker, with the Clinical Commissioning Group.

- Dates are being looked at for the meeting.

- - Jo to speak to DebbieHyde again and to Ivor Cawthorne fromCommissioning about setting up a Carers Group.

- Debbie has been working on opening theCarers Resource Centre.

Jo suggested that looking at the need for a CarersGroup could be covered in work he is doing onlooking at how the Partnership Board works, and thatmaybe a Carers Group could be a Sub Group.

Val said that it can be hard for Carers to attendmeetings and groups during the day time - PooleCarers Group is held in the evenings for this reason.

Angela Ellis and Steve Taylor are present attoday’s meeting to talk to the Board.

Bournemouth People First to find outwhat happens to the report once passed onto ValCope and Debbie Hopper.

- An Action Plan was made and this goes tothe Hospital Board.

. Not all organisations whichare involved in Direct Payments have easy readinformation. The Board agreed that information shouldbe available in easy read as a reasonable adjustment.

- Bournemouth People First tocontinue to contact Direct Payment providers abouttheir Easy Read Information.

Kellie recommended that Bournemouth People Firstcould contact Lindsay Warren at Enham about this.

Mike Pochin said that Dorset Advocacy have an easyread leaflet Guide to Direct Payments Advice in Dorset.

- Bournemouth Borough Council(Directors team) are going to work with BournemouthPeople First to produce an easy read map showingwhere both the accessible toilets and changing placestoilets are.

- Bournemouth People First to sendout the proposed Year Planner / agenda for thePartnership Board meetings to the members.

- Safe Place Scheme look at how itworks and checks training.

The Safe Places are currently being looked at, there are110 across Bournemouth and Poole. Checks are madeif staff have moved on or need extra training, and alsoif the place has been used as a Safe Place.

All current Safe Places want to still be in the scheme.Poole Forum and Bournemouth People First will bedoing some Mystery Shopping at the Safe Places.

Angela Ellis (Engagement Adviser), and Steve Taylor(Principle Improvement Adviser) from WinterbourneView Joint Improvement Programme came to theBoard to give a presentation on the work they do.

- Presentation to go out with minutes.

Angela has come to talk about the how local people,self-advocates and carers can really drive the work,and also ideas from other areas of the country.

Angela said that for her, co-production means localpeople and services are designing and deliveringservices and support. It’s about real partnership, notjust asking people what they think.

Ideas that have worked well elsewhere in the country:

: with people and their families (whenpeople move back to an area).

: with clear outcomes.A group in Yorkshire have looked at case studies in aPathway Group.

Emily asked Jo about the Bournemouth pathwayworking locally in Dorset, and who was involved.Jo explained that they did it on behalf of people whoused the Intensive Support Team. Gary said that nexttime they could look at how people with learningdisabilities could be more involved.

Amanda P told the Board about the Dorset Hate CrimeScrutiny Panel, which is like the Pathway Group, theylook at Case Studies. Amanda F is the only personwith a learning disability who attends the ScrutinyPanel.

: if there is a Blue Light incident /near miss / serious incident – it will be looked at andall agencies involved will talk about lessons learnt.

Steve explained they work with the Department ofHealth, with NHS England and with an organisationthat represents local authorities.

They support areas to get people out of in-patient unitsand to develop the services that are needed. Also toprevent people in the future going back into theseunits.

They work with as many of the 152 areas in England tosupport with individual cases, develop services andprevent people going into hospital units.

They also try to have a say about planing (policy) andnational policy at the Department of Health. They to tryto help them to understand and know about theproblems that may happen.

There are 3 big pieces of work going on:

1. Looking at and working closely with 34 areas of thecountry.

2. Developing area partnerships; gettingcommissioners working together, with localproviders, people with learning disabilities and theircarers, planning ahead.

3. Advocacy workshops with Inclusion North, with the 9 areas across the country to look at Advocacy.

There is a big problem around children going intoeducational / residential units which are not local.Sandra Stewart is leading on this, and links with theDepartment of Education.

The National Forum for People with a LearningDisability and the National Valuing Families Forum.It is very important to be working with these forums asthe Improvement team are only working till March2015.

Other groups and organisations will be taking thiswork forwards.

A discharge pack (information for when you leavehospital) has been made and explains people’s rights,what good advocacy looks like and information onhousing.

There is also, family worksheets with information forthe families on what might happen when a persongoes into or leaves a hospital unit.

Steve said that it was nice to attend a PartnershipBoard which was working well and that people wereheld accountable (services are asked questions abouthow they work). Steve and Angela would love to hearabout what is going well, with pathways fromchildhood to adulthood.

- Success Stories and information to besent to Angela and Steve.

Jo said that there were some areas that we asked forhelp, but heard nothing back. Steve and his colleagueNick work in our local area.

Jen asked if there is a Wessex area team link forhealth with the Clinical Commissioning Group?Jen has struggled to get a contact – Steve suggestedLouise.

If areas are not linking to the area teams, it will scoreAmber on the Action Plan. Sharing information seemsto be a stumbling block.

Steve will let Jen know the contact forthe Wessex Health Team.

Hayley offered some thoughts – Bournemouth andPoole are doing well, and are keen not to use hospitalas a long stay plan.

The Health and Wellbeing Board talk about theWinterbourne View action plan at each meeting.

Amanda P asked about what the meaning of anin-patient is. Do mainstream mental health hospitalscount?Steve answered that generally it’s people with alearning disability and or autism who are in some kindof in-patient unit.

Angela said it is not just about assessment treatmentunits, it also includes people in a forensic unit.

Angela to send this information onwhat the meaning of an In-Patient is.

Steve says there is evidence to show that people areleaving the Criminal Justice System are using thesein-patient beds and receiving treatment, whichexplains some of the beds in use.

After the break, Hayley said that the Work andEducation sub group update will be carried over tonext Partnership Board meeting (the last presentationwas allowed to go on longer).

Jo let the group know that it is very likely that he willbe on paternity leave for the next meeting.He suggested that Helen Holland would attend, or hewill prepare an update.

Jo to ask Helen Holland to attend andupdate for Work and Education Group, or Jo to puttogether an update if Helen is not able to come.

Jen Lea gave an update.

- Presentation to go out with minutes.

The group have agreed to meet 4 times a year.

They have talked about their Terms of Reference (howthey work). These are being looked at and will beagreed at the next meeting.

Membership of the group and role of those who gowas talked about.

Amanda P asked that the Terms of Reference has astrong link to the Partnership Board. The group areaware this is wanted.

Members of the Health Action Group are feeding backto their own groups and will take on feedback fromthe groups.

There has already been some feedback fromPoole Forum, asking that the Action Plan is the mainpoint on the agenda to be talked about and agreed atthe next meeting.

Community Nurses are working closely withCommunity Learning Disability Teams. Each hospitalnow has a link with community teams, and they canoffer advice on reasonable adjustments.

GP surgeries in Dorset are all aware of their linkperson, this will need to be kept up to date.GP practices are starting to contact the CommunityNurses with a view to more training.

Kellie explained that it was things like if a patientneeded a longer appointment time, or a quiet area tosit in. Also possibly offering appointments at the verystart or end of the day, which may not usually beavailable – to try to make sure there is easy access.

The Hospital Working Group have finished all theiractions, so the group has now come to an end.All hospitals have a system in place.

Emily asked if the Hospital Working Group werelooking at the Health Champion’s report on theHospitals, which Bournemouth Hospital has turnedinto an Action Plan.

Jen said that Val Cope has formed a Health FacilitatorsGroup. This group is looking at the Action Plan, butdoes not have to report back to the Health ActionGroup.

Emily asked if there were people with learningdisabilities on this group, Jen said there were not, butshe thinks the information will be feedback throughthe Partnership Board.

Jen to make sure that the actions aregiven as feedback to the Partnership Board and theHealth Action Group.

is now finished, contractsall owned by NHS England, no longer local contracts.There is a new Dental Wellbeing Group.

Amanda F said that at her last dental appointmentthere was an easy read questionnaire.

Jen to try to get some information andcontact details about this group for the PartnershipBoard.

Amanda P said they talked about a new health Groupbeing set up, at the last Health Action Group meeting.It would be for Community Services like Chiropodists.

Learning Disability staff have been running a memorycafé for people with learning disabilities who havedementia , there will be a report made soon.

Memory Café report to be bought tothe Partnership Board when it’s ready.

Mark Harris will be booking meetingsto talk about this with Bournemouth People First,Poole Forum and People First Dorset.

The Health Champions have found that the use ofbooks continues to be mixed. Some members ofthe Health Action Group have asked that theuse of the Yellow books is looked at, along with the‘This Is Me: My Care Passport’. Gary said that theHealth Action Group will do this.

Are people with learning disabilities involved in anychoices about changing / merging books, or whichone went on to be used?

Gary explained the Health Action Group would makethe decision on this. John said that this was a goodexample of how Health Champions were important.

Jen agreed, and said that the need for HealthChampions has been shown, and that Mark wouldtalk more about this at the meeting to be arranged.

Jo said that last week the Bournemouth and PooleProvider Forum was launched and it went very well.There was a lot of talk around the consistent use ofYellow Health Books.

In Poole, it is written into contracts that the providersuse this information - would Bournemouth want Brianto state this in the contracts?

Amanda P said that the parents are expected to bringalong the Red ‘My Personal Health Record’ for children,to all appointments. This is because everyone inHealth Services are aware of them and have to usethem! This should be the same with the Yellow HealthBook.

Mike Pochin was at today’s meeting to talk to theBoard about ‘Voicing Family Rights’, the draft protocolfor parents with a learning disability.

This is to make sure Adult and Children’s Services workwell together to support people with a learningdisability and their children.

Mike asked how many people had heard about‘Voicing Family Rights’ – some but not all had.

The protocol has come about because DorsetAdvocacy have been supporting people with learningdisabilities for the last 10 – 12 years. What they learntand heard, was that people who were parents werenot happy about the way they were being spoken toand treated (by services).

Just over 2 years ago Dorset Advocacy were givensome funding by Esme Fairburn Foundation to run aproject to listen to and record how parents withlearning disabilities found their experiences.

Local Authorities and Partnership Boards are invited tosign up to the protocol, so that pan Dorset everyoneworks in the same way with parents with learningdisabilities and their children.

Mike explained that some families had social workersinvolved in their children, but not to support them asparents. It would focus on the parents’ strengths, notjust the weaknesses. Easy read information will bepromoted.

Emily asked if the protocol would be easy read if itwas signed up to – Mike agreed that it would be.

Amanda P told Mike that she had spoken to DeeCapon, who had done a lot of work with the WISHESGroup which had support parents with learningdisabilities and their children.

Dee wants to be involved in giving feedback under hernew role as Early Help Co-ordinator.

There should be more information on how personalbudget can support parents to care for their children.

Amanda P said that peoples needs change when theybecome a parent, and that support needs maychange too – short or long term. Mike agreed that hewas happy to spend the time to get it right and add orchange things in the protocol.

Kellie said that the Community Team are giving lots ofsupport to parents with learning disabilities. And thatthere was a gap in services for parents who lose achild to foster care / adoption – they suffer abereavement.

Kate said that the skills needed by parents can belearnt. This is what the WISHES Group had done in thepast.

Bournemouth People First feel that the organisationcould support the protocol in principle, but there needsto be more work to develop it.

Jo wanted to reflect – the role of children’s services,universal services (health visitor / midwife), and role ofadult services – needs to be making thereasonable adjustments.

Jo said that it is a small number of people withlearning disabilities, and that the Care Act andassessment would have big impacts. The ideas aregood, but how it works needs looking at.

Directors of the Authorities will not sign it off beforeeveryone thinks it’s as good as it can be.

Gary said that it’s important to remember that ratherthan a policy, it should be principles that areachievable.

Amanda P asked Jo if Dee Capon could be involved indeveloping the protocol, and meet with Jo O’Connellwho is taking the lead.

Kellie thought it would be good for an experiencedperson from Bournemouth to be involved.

Jo mentioned the Quality of life Standards for thePartnership Board to talk about.

- Bournemouth People First to add to afuture agenda.

Jo talked about the Learning DisabilitySelf Assessment Framework Report (96 pages long).

- Jo to send a link to the report to goout with minutes.

Meeting agendas are getting very busy. Amanda Psaid this is because items keep getting movedaround.

- Bournemouth People First to changeagenda.

Where we live group - Lorraine Mealings has takenover Co-chairing meetings, but is on holiday for thenext date so the meeting has been cancelled.

Emily asked about a Housing event - Jo may haveSouth West Homes to talk about Shared Ownershipto the Poole Housing Group. Bournemouth mayattend.

- Jo to inform Emily of the date of themeeting.

T - the aim is for this group tobecome more person focused than service focused.YMCA Chatterboxes, and Bournemouth and PooleParents and Carers Forum now come. It is alsohoped that the Clinical Commissioning Group willcome. There is a Teenagers and Adults event on8th October at Bournemouth AFC.

Tim Branson has taken over from Steve in theTransitions Group. Hayley may take over from Tim,she will let the Board know.

Amanda F told the Board thatBournemouth People First were hoping to find ayoung person to be on theirManagement Committee to co-chair transitions.

- there will be a ‘soft launch’ at theevent - to tell people about the new website, andgiving local information for people with learningdisabilities up to the age of 25.

Sonia also sent some information on thePerson Centred Training on the Continuing ProfessionalDevelopment. 2 day course for facilitators on 16th and23rd October at the Bournemouth Learning Centre.
