Glossary of Terms

Attendance Area The geographic area defined for each school by regulation 3130.

Bus Zone

The geographical area within which transportation to/from school is provided. Factors which are involved in determination include distance from school, disability or medical needs, or hazardous walking conditions.

Bus route A specific set of stops followed by the school bus to transport students to school

safely and efficiently.

Catchment Same as Attendance Area

Out-of-catchment Student A student with a physical address outside of a school’s defined geographic

area.

Enrollment The total number of students properly registered at a school or within the district.

In-district Student A student with a physical address within the geographic boundaries of the

school district as defined by regulation 3130.

Out-of-district student A student with a physical address outside of the geographic boundaries of the

school district.

School Boundary Same as Attendance Area

Transfers The process for attending a school other than the catchment area school.

o Intra-district – Application process for the current school year o Optional or Open Enrollment – Application process for the next school

year.

Recommended Program Capacity (RPC)

The number of students the building can accommodate factoring in collective bargaining and program constraints.

Boundary Revision Process to Date   

1. We hired a seasoned profession in Mr. Withycombe to provide guidance through the boundary redevelop process, and on April 22, 2015 approved the process on Exhibit 1 – 6.  

 2. On July 30, 2015 date, you approved the process of moving forward with the boundary work as 

described in Exhibit 1.  

3. As such, a boundary process to address potential boundary adjustments for the following schools was convened: a. Whittier/Wainwright b. Delong c. Geiger d. Manitou Park e. Arlington f. Edison g. Franklin h. Truman  i. Mason  

 4. This work started with a district technical team made up of various cabinet members, Sandra 

Jacobson, Sue Race and Ed Schau.   This team developed a Springboard proposal to take to the official Boundary Committee.  This work took place from April – August.  

5. We have discovered a great new technology in GIS software, and it has brought a new clarity in our ability to revise boundaries. 

 6. At the beginning of September, the district reached out to seek parties interested in 

participating in the boundary process.  Two public representatives from each school and the principal of each school.  

7. Beginning September 26, this group of principals, technical team members and public volunteers worked every other week for 2 hours to develop recommendations for the Superintendent.  

8. Once the committee made enough progress, a public preview of proposed boundary adjustments was held on November 18, and a formal hearing on December 16.  

9. The committee completed its work on January 6 with the development of transition recommendations  

10. The Cabinet reviewed the committee recommendations, and the Superintendent approved the work of the committee on January 12.  

11. Work will be complete pending Board approval on January 28.     

12. The committee will be publically recognized by the Board on February 25.

 Original Committee Charge:  By January 31, 2016, present a recommendation to the Superintendent for revised elementary/middle school boundaries for the Whittier/Wainwright school and surrounding elementary schools to determine school placement for students beginning with the 2016‐2017 school year.  Guiding Values:  1. Charge: Develop new boundaries that balance enrollment across the new and surrounding school 

locations. Result: See Exhibit 2 – schools in the impacted area were balanced by catchment to ensure that enrollment was increased or decreased according to the issues of each school. 

 2. Charge: Consider the impact to the smallest number of families. 

Result: Boundary revision resulted in the impact to 357/2900 students.   The impacted schools represent 10% of the district population and approximately 1% of students will be impacted. 

 3. Charge: Provide families the option to delay moving their children to their new neighborhood school for 

one year and suggest ways the District can support the transition of families and children affected by boundary changes. Result: See Exhibit 3 ‐ The committee has provided recommendations in addition to recommendations made by the Superintendent to address concerns raised during the process.    

 4. Charge: Consider the impact on special populations (e.g. homeless youth, special education programs, 

English language learner programs) Result: See Exhibits 2 and 3 – discussion regarding these special populations was held and data reviewed for each scenario that was evaluated to ensure no groups were disproportionately disadvantaged. 

 5. Charge: Consider ways to maintain diverse populations within each school. 

Result: See Exhibit 2 – Data was reviewed and evaluated for each scenario to ensure no groups were disproportionately disadvantaged. 

 6. Charge: Establish boundaries that will be relatively stable in the foreseeable future.  

Result: Outside of impending middle school boundary needs, the boundaries set should allow for the normal increase or declination that occurs within school populations.   It is expected that, with our robust optional enrollment some schools may take longer to fall within the expected guidelines of the boundary revisions.

   On January 6, the committee adopted unanimously the boundaries they shared at the December 16 Public Hearing. At that hearing, no community member expressed concern about the committee’s emerging recommendation. The committee also adopted six transition recommendations by consensus. The district should implement the middle school solutions presented by the technical team

in response to questions and concerns raised at the November 18 Public Preview. o Whittier/Wainwright will be the home school for all students who live within its

catchment area; they will receive transportation if they live within a busing zone, based on elementary guidelines.

o Middle school students who live within the Whittier/Wainwright attendance area will be assigned two home schools, one of them Whittier/Wainwright, the other a nearby comprehensive middle school based on current middle school boundaries. Students who live within the current Truman boundary will be bused to Truman, those residing within the Gray boundary to Gray.

o Similarly, students who live within the Bryant attendance area will have the option of attending Jason Lee, a nearby comprehensive middle school.

o Students who live within the Whittier/Wainwright boundary may choose to attend a comprehensive middle school other than the one assigned to them. School of choice is an option for all students; however the district does not provide transportation.

o Students who live outside its attendance area may optionally enroll in Whittier/Wainwright if space is available, but will not receive district transportation.

o Middle school students at Whittier/Wainwright will have opportunities to take PE, music, language arts, and elective classes, although these programs will be proportionately smaller than those at the larger comprehensive middle schools.

o Middle school students at Whittier/Wainwright will have opportunities to participate in sports programs at Gray Middle School.

The district should allow students who will be in the fifth grade in 2016-2017 and also their younger siblings (grades K-4) to remain at their 2015-2016 catchment area school for the 2016-2017 school year, with district transportation provided. This is an option for families. At the end of that one year, when these fifth graders go on to middle school, the families may apply for option enrollment status to keep the younger siblings at that school or enroll them in their new catchment-area school. All of the district’s current option enrollment policies and procedures would apply to these students.

The district should make every effort to inform parents of students affected by the boundary changes in a clear and timely manner; and the district should support school efforts to

welcome new families and to inform them about welcome events and activities in a timely manner.

The district should ensure that representatives of and information about Wainwright’s middle school program are included in all of the activities designed to inform students and families about middle school options in 2016-2017.

The district should ensure that IEP teams are aware that they may recommend that individual students be kept at their current elementary school if they believe it is in the student’s best interests.
