From the State Service Officer

Office of Veterans Advocacy

Idaho Division of Veterans Services - I mentioned this Bill in the U.S. Senate in last month's newsletter but the actual name of the Bill is: S. 681-Blue Water Navy Vietnam Veterans Act of 2015 which was in-troduced on March 9, 2015. If approved, it would grant "Blue Water Navy" Veterans that served in deeper waters within the Vietnam Theater the same Agent Orange Pre-sumptive Conditions that are currently offered to those that served "Boots on Ground" in Vietnam and those that served in the "Brown and Coastal Waters" of Vietnam. The

Senate Bill had committee hearings conducted on May 13, 2015. - On June 18, 2015, the VA approved Agent Orange Presumptive Disability Benefits to Air Force personnel exposed to contaminated C-123 aircraft. The full VA news release will be posted in this quarterly bulletin but this new rule applies to Air Force and Air Force Reserve flight, medical and ground maintenance crewmembers who served on the contaminated ORH C-123 aircraft and includes Air Force Reserve members from Lockbourne/Rickenbacker Air Force Base in Ohio, Westover Air Force Base in Massachusetts and Pittsburgh, PA International Airport from 1969 to 1986. - Reminder!! The Fully Developed Claim Initiative expires on August 5, 2015. This initiative went into effect on Au-gust 6, 2013 and potentially could grant a 1-year retroactive effective date for Veterans who submit their initial claim to the VA as a fully developed claim. If anyone has been waiting to submit their very first claim to the VA, please contact a Veteran Service Officer as soon as possible so we can assist with the filing of the claim. - Our Offices can assist with several different Emergency Financial Assistance Grants to include the American Legion Temporary Financial Assistance Grant, the VFW UNMET Needs Grant, the Idaho State Wartime Veterans Assistance Grant (once in a lifetime $1000 grant) and the Bravehearts Grant (once in a lifetime $500 grant). I wanted to let every-one know that the VFW has changed their requirements on their UNMET Needs Grant. To qualify, someone either still had to be on active duty or within three years of separating from active duty. They have now changed it so a Vet-eran is eligible as long as they are within six years of separation from service and the maximum grant benefit has been increased from $2,500 to $5,000. - Camp Lejeune Contaminated Water: If a Veteran has been diagnosed with one of the 15 conditions presumptive to Camp Lejeune Contaminated Water (Esophageal Cancer, Lung Cancer, Breast Cancer, Bladder Cancer, Kidney Can-cer, Leukemia, Multiple Myeloma, Myleodysplasic syndromes, Renal Toxicity, Hepatic Steatosis, Female Infertility, Miscarriage, Scleroderma, Neurobehavioral Effects or Non-Hodgkin's Lymphoma and served at Camp Lejeune, NC for at least 30 days from January 1, 1957 and December 31, 1987, the Veteran treat the Veteran at a VA Medical Fa-cility with at least a Priority Group 6 status. The VA will not charge the Veteran any co-pays for hospital care and medical services provided for these conditions on or after August 6, 2012. The VA will reimburse Camp Lejeune Vet-erans for copayments paid to the VA for healthcare provided for one of the 15 listed conditions IF the Veteran re-quested Camp Lejeune Veteran status no later than September 24, 2016; AND the VA provided hospital care or medi-cal services to the Camp Lejeune Veteran on or after August 6, 2012. Eligibility for this healthcare does not mean that the VA will approve Disability Compensation. The VA will also pay for healthcare to a spouse and dependents of a Camp Lejeune Veteran who resided at Camp Lejeune between January 1, 1957 and December 31, 1987 as long as they resided in Base Housing onboard Camp Lejeune for at least 30 days (with proof of residency at Camp Lejeune) and has one of the 15 listed conditions. The VA will pay a two year retroactive amount for healthcare costs for bon-afide affected dependents. If the spouse/dependents had no health insurance, the VA will pay the full amount. If there was health insurance, the VA will reimburse the amount that the insurance did not cover. The claimants need to have proof of the medical bills and what the service was for.

***EDITORS NOTE***

There will be no Newsletter for the Detachment during the month of August since

there is no Business Meeting and people will be Vacationing and enjoying the Summer. The

Newsletter will resume in September as a regular monthly issue.

I encourage everyone to check frequently with the Website at : http://tvdmcl.org/ (click on this this link and bookmark it in your browser) as Walt Modler does a great job of keeping information up to date. There are some important things coming up (Parades and BBQ’s) so don’t forget to attend.

TVDMCL NEWS

JR VICE COMMANDANT WALT MODLER (208)-941-1390

Summer BBQ all TVD Members NEED to ATTEND!

First off I want to remind all members that our annual summer BBQ is on August 22 Saturday NOON till 6 pm at Stan's Juniper Ranch. A great day of opportunity for fishing and camaraderie with friends we haven't seen in a year. For those of you that have trouble getting around you have a roster mailed out in June call a younger friend (member) and ride along with them. Has anyone thought to call a widow of our past members to invite them to the BBQ? See you all there. Walt & Maggie Modler (see announcement pg 6)

Don't forget to RSVP Maggie for Stan's steak head count. [email protected]

Ref: The Goals of the Marine Corps League (excerpt from) By: V. H. Voltaggio. PNC This is an all volunteer organization... ... so I can join and not do anything... right? Just the thought of recruiting a new member with this attitude is the beginning of trouble and frustration. It is true that the Marine Corps League is a volunteer organization. It is however, often misunderstood of

what that means. So let's straighten out that misconception right here right now. Volunteer: 1. A person who voluntarily offers himself or herself for a service or undertaking.

2. A person who performs a service willingly and without pay.

I as your newly elected Junior Vice for one have struggled with the idea of VOLUNTEERING not so much as for myself but how do I draw others into the concept. We as the Marine Corps League were founded in service to others; sometimes we forget this little detail in our daily lives. We who spent our youth as men and women who endeavoring to be something held more as a concept then a motto. Now do we rest on the laurels of our past or reach out to undertake goals of the organization we took an oath to perform for. What kind of goals do we find the Marine Corps League setting for us? Should we set our own?

Ref: The Goals of the Marine Corps League (excerpt from) When one volunteered to join the Marine Corps League, they swore an Oath, an Oath to do what the Mission calls for and to do that "Mission", one must be available to help where needed. The organiza-tion is an all Volunteer group of Marines, FMF Corpsman, Chaplains and Associate members who come together to try and make the world a better place by jointly and working for a predetermined worthwhile goal (The Mission).

From TVDMCL website page http://tvdmcl.org/about-tvdmcl/ (excerpt from) The Mission: Members of the Marine Corps League join together in camaraderie and fellowship for the purpose of preserving the traditions and promoting the interests of the United States Marine Corps, banding together those who are now serving in the United States Marine Corps and those who have been honorably discharged from that service that they may effectively promote the ideals of American freedom and democ-racy, voluntarily aiding and rendering assistance to all Marines, former Marines, FMF Corpsmen and Chap-lains and to their widows and orphans; and to perpetuate the history of the United States Marine Corps and by fitting acts to observe the anniversaries of historical occasions of particular interest to Marines. Then again it maybe a case of forgotten promises of times past some of the founders of this detachment are still with us an can be called upon to revitalize the heart of the detachment to reaffirm the goals, the mission and that thing we all seek to do for others because it is the right thing to do. If we can't seem to find the time to volunteer to help those we know, how can we hope to help those we don't know?

Marine of the Year

Marine of the Year 2014

Treasure Valley Detachment #878

Boise, ID.

Harold B. Kwan

Chairman: Good Citizenship Eagle Scout Program

Number of Good Citizenship Awards issued to Eagle Scouts: Year 2014: 9 Eagle Scouts Year 2013: 6 Eagle Scouts

With thirteen years' experience as Scoutmaster, He decided to fill the Eagle Scout Award Chairmanship. In his first efforts to establish the program he made contact & met with the na-tional Eagle Scout program chairman at the 2011 MCL National Convention here in Boise. In his efforts he requested any assistance National could provide. After a period of time, with follow up emails and telephone calls, no assisting info was forthcoming. He decided to seek the needed info about the program from the internet. In his continuing efforts to establish the "Citizenship Awards for Eagle Scouts" program at the detachment he personally researched the criteria and made all contacts to get the program into operation. He was required to make all contacts for a never before established program. Working with info provided from fel-low TVMCL members he made contact with local scouting officials. Their ef-forts provided him with the days & time of the local district roundtables (monthly gathering of Scoutmasters). He made multiple presentations to the Scoutmasters at their monthly Roundtable meetings. An info sheet about the Good Citizenship Award and applications were distributed to them. As the Chairman he made contact with each of the local scout districts Oregon Trail, Boise area; Gem State, Meridian area, Centennial and Nampa area. Many presentations were made to Eagle Scout candidates so they could file an applica-tion with their Scoutmaster. He also generated and procured the info sheet and applications for TV Eagle Scout award for distribution. OBSERVATIONS Future plans for awarding the efforts of more Scouts is to meet with the Dis-tricts. The scoutmasters have produced some applications, but I don't feel it is too efficient. The scoutmasters have too many things going on and most likely his time is spent with the new and lower rank scouts. Another method needs to be used to reach all the potential Eagle Scouts. My goal will be to try to reach the chairman of each district's Eagle Scout Board of Review. With their help, we will be able to put the application to every scout who passes the Eagle Scout

Board of Review. All the effort and cost for travel and awards Marine Kwan has taken upon himself as he continues to reach out and expand the program for the betterment of Scouts, Marines, the Marine Corps League and his community as a whole.

CONGRATULATIONS HAROLD AND WELL DONE FROM DETACHMENT 878!!

Salute and Pay Respects to the

Flag of the

United States of America On June 14, we paused to salute and pay respects to the Flag of the United States of America: and again on July 4th, our Independence Day. It was on that date in 1777 that the Second Continental Congress passed a reso-

lution to adopt the flag, at the same time that it created "the American Continental Army."

For Americans, the "Stars and Stripes" have become the symbol of all that is good about the country we love and call home. The country that has provided us with the freedoms of life, liberty, and the pursuit of happi-ness -- Those very freedoms that have been won and protected with the blood of America's sons and daughters on the battlefields of our enemies, foreign and domestic. For those of us who were willing to fight and die for

it, we share a special reverence and sense of patriotism whenever and wherever we see the American Flag fly. It is to the flag that we pledge our allegiance, but have you really ever considered the words that we recite, just as we were taught to memorize so many years ago? "I pledge allegiance to the flag" - Whose stripes symbolize the original 13 Colonies. "Of the United States of America" - Symbolized by the 50 Stars on a field of blue.. "And to the Republic for which it stands." - Where the power is in the hands of its citizens." "One Nation, under God" - Where each has the freedom to worship their own God. "Indivisible" - Where we stand together for our ideals, inseparable. "With Liberty and Justice for All" - regardless of race, creed, or color.

Have a great and safe 4th of July Marines!

Hats off to the crew We had 5 members on Friday, June 12th, put up some 20 flags and the 5 service flags for the Cele-bration of Flag Day, June 14th. Harold Kwan, Richard Heyob, Ralph Elston, Enoch Hansen and Walt Modler (taking pictures). On Monday Harold Kwan, Richard Heyob, Ralph Elston, David and Janet Swickard with two grandchildren to help take them all down and fold for storage.

Albertsons gives playing invitation to the Albertsons Boise Open presented by Kraft & Nabisco to local Army veteran and amputee Corporal Chad Pfeifer

Albertsons announced that it will give a sponsor invitation to the Albertsons Boise Open presented by Kraft & Nabisco to local Army veteran Corporal Chad Pfeifer. Cpl. Pfeifer will make history at the Albertsons Boise Open in July as he will be-come the first ever amputee to participate in a Web.com Tour event. Cpl. Pfeifer, 33, lost his left leg above the knee in April of 2007 when a roadside bomb exploded while he was on patrol in Iraq. He learned the game while rehabbing in an Army hospital and golf became a major part of his healing process. He quickly became a playing professional competing in Gateway Tour and eGolf Tour events.

Pfeifer won the 2011 National Amputee Golf Championship, and is a three-time champion of the Warrior Open. Nick-

named “Corporal Clutch” from his appearance on Golf Channel’s The Big Break, Cpl. Pfeifer was invited to play in last July’s American Century Championship at Lake Tahoe. He was in a field of 80 professional athletes and entertainers competing for

$600,000 in prize money, and finished tied for fifth place. (see flyer pg #14)

It’s suママer iミ Boise ! By Art Kilton

Our wagon master, Dick Keplinger, has organized the summer season Coffee Wagon

series. Our initial operation was the week-end of June 20-21. Members signed up for a 3 hour

watch. Its an easy tour. Usually two members sign up and thus have company during their

time there. Giving away the coffee and cookies is a fun chore. You get to meet people from all

over the world.

Among the first people to seek our hospitality was a couple from Germany. They flew into Toronto, Canada,

rented a motor home and traveled across the upper part of the United States. Apparently their travel goal was the

west bound Boise, ID rest stop where a colorful red wagon, manned by Treasure Valley Marines had coffee wait-

ing. We had a delightful conversation, sharing information about sights seen and to be seen along the way. I sug-

gested they stop at Multnomah Falls in Oregon. They will finish their trip in Vancouver, B.C. and fly home.

Meeting folks from around the world is one of the special treats afforded us by manning the coffee

wagon. Any of our members who have not had the pleasure of meeting such interesting folks should take a turn

standing a watch.

A surprise visit from 8 monks from Thailand was special. Although most of them had limited English, a few

of them had coffee and tea, and seemed quite delighted with their brief stop in Idaho. They took several pictures of

their orange robed brothers next to our bright red trailer, and had a picnic under the grove of nearby trees.

On this day, we, Bill Sawyer and Art Kilton brought our fellow member, Cecil Short, the oldest (94 years

young) volunteer still participating in activities like the coffee wagon. Cecil was a big hit with passersby. Several

were impressed by their chance meeting with a WWII hero of Pacific Campaigns. They chatted at some length with

Cecil.

As an aside; be careful when you move about inside the trailer. In our haste to ensure customers got their

coffee hot and speedily, a quick turn caused us to bump one another, putting the hot coffee on our shirt

fronts. Thus, instead of fast service, it was necessary to clean up a bit, and start over. The patrons were quite toler-

ant of our delay. I think I saw smiles all around.

Photo note:

1. Bill Sawyer ready to pass out hot coffee & cookies to our customers.

2. Cecil Short (sitting) and Bill Sawyer inside the coffee wagon. Art took the pictures.

Devil dogs one and all!!!

From the Desk of the Chairman of the 2016 Dept. Conven-

tion: Tom Flanik

Hello Marines! Some of you might think, “he’s got to be stupid” to volunteer for this job. You’re probably right but my philosophy is that if something is wrong, don’t criticize, but help correct the problem. So after many meetings, conventions and reunions, decided to take the bull by the horns and volunteer to Chair the next Department Convention. During my

46+ years in a sister organization and my 8 years in the MCL, I have set up Department Officers meetings, twice a year, for the Dept. of Washington as Dept. Paymaster for 6 years and serving as Detachment Officers including Com-mandant, prior to moving to Idaho. I Chaired my most successful recent large National Convention in Seattle with over 450 delegates for 7 days and was one of the biggest convention for the Fleet Reserve Association. I have done many Squadron reunions in different locations throughout the United States. I was born and raised in Cleveland Ohio and Joined the Marine Corps in January 1958 and retired as a Gunny in August of 1977. I met my wife, PFC Vera, a Disbursing Clerk, while we were stationed at Cherry Point NC in 1963 while I deployed to Cuba with my Squadron. We came out to the Northwest to get married in the summer of 1963. We had 2 daughters and both joined the Corps. Lisa, the oldest, retired as a Master Sergeant. She met a Seabee while on deployment to Honduras in 1989 and was married shortly after and they retired to Wasilla Alaska where Jim is an Alaska State Trooper. Our youngest, Sheila spent 4 ½ years in Helicopter maintenance. She used her GI Bill and became an Industrial Electrician at a refinery in the Northwest. We traveled all over the world, me more than my wife due to me being FMF. I made up for it after I retired, visiting our daughter MSgt Lisa when she was serving in Iceland and Japan. I was an A/C Armament Control Systems Tech and had the opportunity to fly in the back seat of the F-4 and F-14 while attached to VF-124 as a Navy Fighter Weapons School instructor at NAS Miramar, CA. After I retired we moved from MCAS Beaufort to Bellingham WA where I worked on the oil tanker fleet then became a Certified Marine Dockmaster and worked at a major shipyard in the Pacific Northwest until I retired in 1997 from the physical workforce. I utilized my computer skills and continued schooling to keep up with the ever changing computer technology and am presently a purchasing agent for software for a non-profit computer group in Sequim WA. I am also a National Veterans Service Officer for the Fleet Reserve Association and represent the MCL as a Service Officer. Our Department Convention in May of 2016 will be a good one with many prizes I am starting to gather for the Silent Auction and I have planned some good tours for the members and their ladies. Hopefully we won’t be bogged down in lengthy meeting and we’ll be able to enjoy the Boise area and all it has to offer. Semper Fi Tom

Heck of a career Tom and Welcome to the Treasure Valley Detachment. We look forward to a great Convention!

An incident that occurred while I was attending

As the members of the Military Order of Purple Hearts were arriving and getting settled for dinner and

monthly meeting a customer at Famous Dave's, Aaron Hale & his Family, told the manager that they

wanted to pay for ALL our dinners. There was 20+ in attendance.

This is a note posted on our MOOPH Facebook Page . "Aaron Hale & Family. That was a wonderful gesture

that you and your family made for the members of The Military Order of the Purple Heart at Famous Dave' today! We want to thank you and your family╊! ╉The Hale family responded”

╉The pleasure was entirely ours! It's important to us to show our appreciation for all that has

been done on our behalf and for the freedoms we enjoy. It's also critically important to me for

my children to know what has made this great country of ours so different from the rest of the

world. Too many people take this all for granted and don't know the sacrifices you have all

made. I do.

I pray for you all frequently and truly hope that you all know I am not alone in this thinking. I

feel it is rapidly building momentum. A bit overdue but encouraging nonetheless.

God bless you all!!”

Some may say, ╉what’s this have to do with the Marine Corps League?╊, but if you think about it and ask ╉What just happened?╊. Well, what just happened is that a bunch people wearing their identifying covers and vests proudly went to a meeting and dinner. Everyone in the establishment knew who we were, noticed that

we were proud of that, were very easy to approach and friendly!

The Hale family, Mother, Father one son about 5 yrs and one daughter about 8 yrs; asked if it was al-

right to come around and meet each member and we all kind of took them into our fold. Each one, children in-cluded came around and shook each hand and thanked us for our service … They were beyond Sincere it was

genuine. This was well before we knew that they were paying for our meals and drinks. Point is: There are folks

out there who appreciate you and what you stand for but you need to let them know who you are; Wear the Colors proudly, be approachable and friendly and don’t forget to thank THEM for the recognition.
