This document contains standard project function descriptions of key project task force functions, appropriate for atypical large project organization (as s tipulated in the s tandard BN─S─UK001/7). These project f unctiondescriptions should be selected/amended/completed w here appropriate f or inclusion in the Project Procedure andExecution Manual.

1. Management

1.1 Project Manager (Project Director)

Organization:

Reports to the Client and the Manager of Projects.

Summary:

The overall responsibility for execution of the project is v ested in the Project Manager. He ensures that the projectw ork meets the contrac tual requirements, is planned and executed w ithin the agreed schedule and budgets andthat proper quality and saf ety standards are maintained in the performance of the w ork in accordance w ith

established company procedures. The Project Manager represents Company to the Client on all project relatedmatters.

Responsibilities  include but are not limited to:

Development and f inalization of detailed project execution plans f or engineering, procurement andconstruc tion activities (as required), identifying the major challenges of the project and providing adefinitive strategy to meet these challenges.

Prepare the Project Procedure and Execution Manual.

Finalization of the project organization in line w ith the execution plan. Participation in the selection of keypersonnel.

The use and/or adaptation of ex isting systems and procedures to meet the specif ic job requirements andtheir direction and implementation.

Establish and maintain eff ective communications betw een the Client, Company task force, constructionorganization and executive management.

Direct, monitor and control of all the project activities to assure compliance w ith plans, schedules andbudgets.

 Assurance of quality and safety in conf ormity w ith specifications and standards.

Financial responsibility for all commitments and expenditures associated w ith the project, including thenegotiation of change orders.

Monthly review and structured detailed reporting on project status, progress and trends to the Client.

1.2 Project QA Engineer 

Organization:

Reports to the Project Manager.

Summary:

Responsible for the establishment and the maintenance of the Project Quality Plan and the monitoring of theimplementation thereof, including the execution of project audits.

Responsibilities  include but are not limited to:

Preparing the Project Quality Plan for the Company home office activities.Ensuring implementation of the Project Quality Plan for the Company home office activities.

Scheduling, leading, conducting and reporting internal project audits (and external audits as required)noting system non-conformances and verifying effective corrective action.

Review ing project procedures related to the PPEM versus Company's documentation system.

 Ass isting the project task force in quality matters.

 Advising the project management in quality matters.

Initiating, to a maximum extent, quality aw areness on the project.

Facilitating process improvement initiatives.

Maintaining a complete project f ile of Quality Assurance documentation for all phases of the project.

Responsibilities  include but are not limited to:

Leads and supervises the total planning eff ort on several small projects or one large project.

Develops the total package of planning, scheduling, reporting and control documentation in accordancew ith the project contrac tual specification and departmental procedures. Assures proper manage-ment/department input and approvals.

Schedules the production of planning documentation, their updating and "life", and properly delegate thew ork to responsible assigned staf f for their execution.

 Assesses the project's planning and scheduling requirements and schedules and resources the total

planning and scheduling efforts for the project.Ensures that the project's planning and scheduling requirements are properly and c learly communicated tothose functionally responsible for executing the work, and that they clearly and in suf ficient detail reporttheir w ork progress in the same units of measurement and parameters by w hich the w ork has beenscheduled.hours used and costs.

Ensures that all activities and elements of w ork are planned and scheduled to the correct parameters, unitsof w ork and detail consistent with efficient and accurate reporting. Monitoring of phys ical progress,manhours used and costs.

Develops and maintains adequate f iles and records in accordance w ith the project and departmental filingsystems.

Is responsible for the proper implementation of the IDCS (Integrated Document Control System) if applicable

on a project.

2.3 Lead Cost Engineer 

Organization:

Reports to the Project Controls Manager.

Summary:

Responsible for the supervision and coordination of all cost engineering activities related to specific project(s).Such activities include, but are not limited to, reporting, monitoring and analyzing the status of overall project cos ts.

Responsibilities  include but are not limited to:

Ensures the quality, consistency and timeliness of costing information provided to the Project ControlsManager and Company Management.

Plans and allocates the w ork of the cost engineering staff assigned to him.

Establishes a cost engineering execution strategy at the beginning of the project.

Reports to the Manager Cost Engineering in summary and to the Project Controls Manager in detail thestatus of the project he is respons ible for, and draw s attention to unfavorable deviations or trends.Monitors the cost eff ect of remedial measures taken.

Maintains change notice and change order registration.

Continuously review s the requirements of the project(s) he is assigned to control w ithin the limits of 

company and project procedures.Directs, coordinates and supervises the w ork of the cost engineering staf f ass igned to him and, wherepossible, develops and broadens the team experience. A dvises the Manager Cost Engineering on theperformance and potential of the cost engineering staff assigned to him.

Continuously seeks to enhance his c ost engineering knowledge and the techniques and methods he

3. Process

3.1 Lead Process Engineer/Process Supervisor 

Organization:

Reports to the Project Engineering Manager.

Summary:

Supervises all process design and process engineering work. Is also responsible for scheduling of process designactivities, techno-economic evaluations if required, process follow -up during detailed engineering, commissioningand performance guarantees as appropriate.

Leads a team of Process Engineers w orking on a project

Reviews process design for quality.

 As authorized by PPEM, may direct communication on process related matters w ith Client, licensors andvendors. Sees that the Project Manager and others, as necessary , are f ully informed.

Monitors progress, schedules and manhours for process engineering.

 Advises and consults the Project Manager or Project Engineering Manager on general and processengineering matters.

Prepares basis of des ign, establishes des ign philosophy w ith Client, liaisons w ith licensors and Client andrepresents the c ompany in meetings on process matters.

Takes charge of administration and organization of all process w ork on a project, including regular reporting, preparation of man-hour estimates and sc hedules, controls man-hour expenditure and monitorsprogress, filing and closing out of job.

Formulates guarantees for rev iew and approval of the Manager of Process Engineering, and witnessesperformance test run as.

Coordinates w ith the heat exchanger specialists in the Process Engineering Department the thermal ratingor check rating of all heat exchangers.

3.2 Process Engineer 

Organization:

Reports to Lead Process Engineer/Process Supervisor.

Summary:

Responsible for car rying out process design, process engineering and, in general, execution and administration of his assigned task under supervision of more experienced process personnel.

Responsibilities include but are not limited to:

Reviews engineering flow diagrams, plot plans, instrument data, vendor designed process equipment.

Preparation of process flow diagrams, including heat and material balances.

Preparation of process data sheets or process specifications.

Preparation of utility summaries.

Process data for line tables and instrument data sheets.

Establishes procedures to prov ide for the technical integrity of the w ork, the required quality and thesafety of the design.

Participates w ith the Project Controls Manager's staf f in the development of the master plan and schedule,and detailed planning and scheduling as required.

Ensures that the w ork to be carried out by the engineering production group proceeds w ithin the scheduleand budget, according to es tablished procedures and contractual requirements.

Promotes a continuous and eff icient engineering effort and ensures a smooth flow of information betweenprocess engineering, project engineering and specialist engineering/design groups. Also maintains acontinuous liaison between the engineering group, procurement group and construction.

Provides direction and guidance for the various spec ialist groups assigned, in the execution of their w orkon the task force.

Maintains quality and saf ety s tandards of all engineering, design and drafting w ork.

Promotes quality and safety on the project by giving guidelines to his project engineering staff inconsultation w ith the Manager of Quality Assurance and Safety Manager, as applicable.

Conducts regular review meetings, addressing w ork problems and progress. Provides input to the monthlystatus and progress report of the w ork carried out by the engineering production group. These monthlyreports are consolidated by the Project Control Manager for issuance by the Project Manager.

 Acts as deputy Project Manager.

4.2 Lead Project Engineer 

Organization:

Reports to the Project Engineering Manager.

Summary

The Lead Project Engineer controls and coordinates all project engineer ing activities for his units.

Responsibilities  include but are not limited to:

Manages the w ork of the Project Engineers.

Preparation and timely issue of Engineering/Utility Flow Diagrams and line tables.

Responsible f or maintaining document list of all disciplines on the project.

Coordinates the preparation of subcontracts (technical part).

Coordinates the w ork of Specialist Engineers/Design Groups in conjunction w ith the discipline leadengineers and squad leaders/lead designers.

Participates w ith the Project Engineering Manager in the development and maintenance of summary levelschedules and detailed activity/manpow er schedules.

Informs the Project Engineering Manager of scope changes and potential w ork slippages.

Promotes a smooth flow of information betw een the Process Engineering Supervisor, the ProjectEngineering groups and the Design Engineering Supervisor as w ell as to the Procurement and Constructiongroups.

Resolves interface problems between disciplines, and betw een Company and vendors/subcontractor or Client.

Follows the guidelines on quality and saf ety given by the Project Engineering Manager.

Monitors plans, schedules and costs, and develops input to the monthly status and progress report for theProject Engineering Manager w hich includes identification of tasks completed, progress of ongoingactivities, re─estimates of w ork remaining (manhours and time), status of equipment and bulk accounts.

Covers for miscellaneous w ork i.e. work not assigned to a specific engineering or design discipline.

4.3 Authority Engineer /Coordinator 

Organization:

Reports to the Project Engineering Manager. Is assigned to the project from beginning of the engineering tillcompletion.

Summary:

Coordinates all activities related to w ork for authorities and for implementation of authorities' requirements and isthe key man for all contacts w ith authorities.

Responsibilities  include but are not limited to:

Prepares procedures and instructions f or the preparation of technical documentation for the variousauthorities, at project s tart.

Coordinates the activities w ithin the operation departments based on these procedures and instruc tions.

Monitors and controls the execution of these procedures and instructions in terms of time and quality.

Maintains and/or leads all contacts betw een Company, the various authorities, Client and any third partiesfrom project s tart through project completion.

Prepares a procedure w hich lays dow n the basic principles for field inspection by the various authoritiesand agencies.

4.4 Piping Squad Le ader/Design Coordinator 

Organization:

Reports to the Project Engineering Manager. Is assigned to the project from start till completion of the detaileddesign activities.

Summary:

The Piping Squad Leader/Design Coordinator supervises and directs all piping design and drafting activities (exceptfor flow sheet drafting). He also coordinates all other discipline design and drafting activities in conjunction with theLead Project Engineer.

Responsibilities  include but are not limited to:

Directs the development and timely issue of plot plans.

Develops the conceptual piping design and guides the preliminary piping study w ork on cr itical piping.

Supervises and coordinates all piping design and draf ting activities including piping material take-off s andmodel building.

Coordinates the preparation and regular updating of the drafting schedule and drawing list.

Establishes and maintains detailed piping design activity and manpower schedules in conjunction w ith theManager Piping Design.

Informs the Project Engineering Manager or his delegate of potential w ork slippages and scope changes

w hich may arise due to lack of information from whatever source.Coordinates all design and draf ting activities, promotes an ef ficient design ef fort and maintains acontinuous liaison betw een the various groups.

Controls and maintains es tablished quality and safety in all piping design and draf ting w ork.

Prior to their issue review and initial the design drawings f or all disciplines as far as these draw ings

This includes draw ings for c ivil, structural steel, vessels, piping, HVAC, fire fighting (sprinkle systems) etc.

4.5 Lead Specialist Engineer 

Organization:

Reports to the Project Engineering Manager.

Summary:

The Lead Specialist Engineer has the responsibility f or all engineering and design w ork in his disc ipline.

Responsibilities  include but are not limited to:

Develops the basic engineering and design principles f or the spec ific discipline in accordance w ith Client'sand project requirements.

The technical integrity of the w ork.

Directs, coordinates and controls all engineering and design w ork in his group.

Preparation and timely issue of deliverables as agreed per scope of w ork.

Controls that w ork is performed in accordance w ith schedule and budget requirements. Monitors w orkeff iciency, manpower requirements and detailed schedules in conjunction w ith his group manager.

Informs the Project Engineering Manager or his delegate on a continuing basis of potent ial work slippagesand scope changes.

Ensures a smooth flow of information and close w ork relationship between his group and the other production groups.

Controls and maintains quality and safety requirements of all work in his group.

Provides his part of the monthly status and progress report of the project.

Provides document lists and schedules f or all documents issued in his disc ipline.

5. Procurement

5.1 Project Procurem ent Coordinator 

Organization:

Reports to the Project Manager. He w ill be assigned to the project task force immediately af ter contrac t aw ard andw ill remain responsible for all home off ice procurement activities to job completion.

Summary:

Responsible for the execution of all procurement activities required for successful project execution in accordancew ith the agreed schedule and budget.

Responsibilities  include but are not limited to:

Is responsible for the overall organization and control of the procurement personnel assigned to the taskforce. Delegates authority and responsibility to these personnel to ensure that the w ork is carried outcorrec tly and in a timely fashion.

Establishes an overall procurement strategy and plan in consultation w ith and approved by the ProjectManager and ensures that this plan is carried out.

Establishes negotiating strategy and leads commercial negotiations w ith vendors prior to order aw ard.

Reviews and recommends vendor selection and commercial bid analysis sheets f or Project Manager'sapproval.

Develops policy regarding the settlement of vendors' c laims and backcharges f or Project Manager'sapproval.

Maintains continuous liaison w ith the Project Manager, the Project Engineering Manager and the ProjectConstruction Manager on all matters of common interest concerning ordering, inspection and delivery of equipment and materials.

 As required maintains close contact w ith Client on all matters relating to procurement and arranges regular meeting with the Client's Representative to review progress, etc .

Prepares and issues periodic status and progress reports covering the w ork carried out by theprocurement group.

5.2 Lead Project Buyer 

Organization:

Reports to the Project Procurement Coordinator.

Summary:

Responsible for the direction and control of the buyers assigned to the project and for the purchasing of allequipment and materials w ithin the agreed budget, schedule and specif ied quality levels.

Responsibilities  include but are not limited to:

Establishes an overall purchasing strategy and plan in consultation w ith the Project ProcurementCoordinator. Ensures that this plan is carried out by control and instruction of the buyers assigned to theproject.

Prepares purchasing procedures for the project and revises and reissues them as required.

Issues requests for quotations, commercial evaluation of bids and prepares bid comparisons in conjunctionw ith specialist engineers, cost and planning engineers.

Leads pre-aw ard negotiations w ith short─listed vendors prior to purchase order award and arranges for representatives from other involved task force groups to attend. Issues purchase orders and purchaseorder amendments.

Establishes spare parts purchasing procedure and appoints a spare parts coordinator.

Controls and summarizes the status of inquiries, bid analyses and commitments. Prepares and issuesmonthly status and progress reports covering all purchasing activities.

Negotiates vendors' claims and backcharges.

Expediting of vendor furnished documents.

5.3 Project Expediting Super visor 

Organization:

Reports to the Project Procurement Coordinator.

Summary:

Responsible for monitoring the progress of all ordered materials and equipment from the time of order placement to

Responsible for monitoring the progress of all ordered materials and equipment, from the time of order placement tothe safe delivery at s ite and taking action, as required, to prevent, or minimize, any delays in delivery.

Responsibilities  include but are not limited to:

Establishes an overall expediting strategy and plan in consultation w ith the Project ProcurementCoordinator and the Project Manager and assigns expediting categories to individual purchase orders or items of equipment/materials, w ith particular emphasis on cr itical or long delivery items.

Implements this plan and continuously review s project needs w ith regard to expediting intensity, visitingfrequency, etc. such that materials and equipment are delivered at site in accordance w ith the agreedschedule.

Prepares expediting procedures f or the project and their revis ion and reissue as required.

 Ass igns purchase orders f or equipment and materials to the expeditors assigned to the project andmonitors and controls their activities.

Reviews expediting reports and takes correc tive action as necessary.

 Attends pre-manufacturing meetings with vendors w hen required.

Cooperates c losely at all times w ith the Project Inspection Supervisor to be aw are of inspection problemsw hich could jeopardize the timely delivery of equipment or materials.

Instructs, superv ises and monitors the ac tivities of the vendor document control group to ensure timelyreceipt, commenting on and return of vendors' draw ings.

Establishes overall policy on transportation of equipment and materials to s ite and instructs the Traff icCoordinator accordingly.

Prepares and issues periodically computerized project material status reports and v endor document statusreports.

Expediting of vendor furnished documents.

5.4 Project Inspe ction Supervisor 

Organization:

Reports to the Project Procurement Coordinator.

Summary:

Responsible for the direction and control of the inspectors assigned to the project and for the inspection of allpurchased equipment and materials in accordance w ith the established inspection schedules.

Responsibilities  include but are not limited to:

Implements the procurement strategy w ith regard to inspection requirements for the various categories of equipment and materials required for the project and instructs and controls the assigned inspectors toensure that all equipment and materials meet the specified s tandards of quality.

Prepares inspection procedures for the project and their revision and reissue as required.

Supervises and directs the w ork of any independent inspection agencies w orking on the project.

Maintains c lose contact w ith the Client's inspection and quality control staf f on all inspection matters.

Investigates and resolves all questions relating to inspection/quality control ref erred to him by the Client,

engineering, construc tion, other procurement groups and/or the vendors .

 Arranges pre-manufacturing meetings w ith vendors and ensures that the Client's inspectionrepresentative, third─party inspection agencies or Company's specialist engineers and the expeditingsupervisor are advised of such meetings.

7. Construction (Field)

7.1 Project Constr uction Manager 

Organization:

Reports to the Project Manager. Is assigned to the project from inception in the home office to completion of fieldactivity.

Summary:

Represents Company in the field w ith full authority and responsibility for the successf ul completion of theconstruc tion phase of the project in accordance w ith drawings, spec ifications, terms of contract, budget, scheduleand company policies.

Responsibilities  include but are not limited to:

Represents Company in its construction relationships w ith client, subcontractors, local authorities andothers.

Bears top─line management responsibility for safety and ensures proper attention to security andenvironmental control during construction.

Delegates authority and responsibility to team members ensuring all tasks are car ried out properly.

Is active in the overall coordination, planning, maintenance of quality, progress and cost control of theconstruc tion phase of the w ork. Ensures that he is kept informed on a current basis through regular meetings, timely submission of reports and personal s ite inspection.

Sees that the regular meetings are held w ith client and that they are kept properly informed under thecontract.

 Assures the maintenance of harmonious relations betw een all parties on the job.

Ensures that timely and accurate reports are made to the client and Home Off ice.

7.2 Safety Manager 

Organization:

Reports to the Project Construction Manager. Is assigned to site f rom start of field operations to completion of fieldactivity.

Summary:

Supervises all aspects of safety and loss prevention. Provides liaison w ith the Safety Manager in the Home Off iceConstruction Department.

Responsibilities  include but are not limited to:

Ensures that all Company and subcontractor operations are carried out in a safe manner.

Participates in preparing the site safety plan Sees that the plan is kept up─to─date and reflects all site

Participates in preparing the site safety plan. Sees that the plan is kept up to date and reflects all siteoperations.

Reviews subcontractor safety and loss prevention programs. Ensures that all Company, government andclient regulations are properly addressed and carried out.

 Arranges induction program stress ing safety f or all personnel on site.

Organizes regular safety meetings attended by Company, client and subcontractor representatives.

May stop w ork which is not executed in a safe manner.

Sees that proper reports are made to the Project Construction Manager and inputs safety and lossprevention data into the regular monthly report.

7.3 Quality Assurance Manager 

Organization:

 Ass igned to the project in the home off ice for a preparatory period. Is on site from start of construction untilcompletion. Reports to the Project Construction Manager.

Summary:

Ensures realization of quality in all aspects at site. Provides liaison w ith the Manager Quality A ssurance in the homeoffice.

Responsibilities  include but are not limited to:

 Administers and implements the quality assurance procedure and assures that all activities related toquality assurance at the site are performed in compliance w ith the requirements of specifications, codesand standards.

Evaluates the eff ectiveness of the QA procedure through monitoring and audits, taking corrective ac tion asrequired.

Resolves quality control problems identified by QA/QC personnel and recommends or provides the methodof solution.

Through the Project Construction Manager may s top w ork on w hich non─conformance exists and releasew ork when the resolution has been agreed.

 Authorizes and approves all inspection reports to be submitted to client.

 Ass ists the Home Office Manager Quality Assurance during quality assurance audits at the site.

7.4 Construction Superintendent

Organization:

Reports to the Project Construction Manager. Assigned to s ite from start of main field operations to completion of field activity.

Summary:

Supervises all operational aspects of field construction. Sees that subcontractors achieve planned production inconformity w ith safety and quality requirements.

Responsibilities  include but are not limited to:

Organizes, coordinates and directs the f ield construc tion activities in accordance w ith constructionschedules. Allocates resources as necessary.

7.5 Area Superintendent

Organization:

Reports to the Construction Superintendent.

Summary:

Supervises all operational aspects of field construc tion w ithin the designated area.

Responsibilities  include but are not limited to:

Sees that subcontractors achieve planned production in the area in conformity w ith safety and qualityrequirements.

Ensures prompt cor rective measures are es tablished and implemented for problems and reports on

problems to the Construction Superintendent.

Inputs into planning and scheduling as required, both site─w ide and for the subcontractors w orking in thedesignated area.

Inputs as required into subcontract administration. Authorized to raise extra w ork authorizations f or subcontractors.

Utilizes the services of Construction Specialists/Supervisors and Field Engineers for the fulf illment of hisresponsibilities.

7.6 Construction (Discipline) Specialist

Organization:

Reports to the Area Superintendent. Starts in the Home Off ice for a preparatory period; reports to site at s tart of w ork in the particular discipline.

Summary:

Oriented tow ard a discipline/subcontractor rather than to an area, is involved in all operations of the subcontractor w ithin the discipline.

Responsibilities  include but are not limited to:

Monitors production w ithin the specific disc ipline. Ensures adherence by subcontractor to key scheduledates.

Monitors subcontractor quality control.Checks manpower levels and construc tion equipment/tool availability of subcontractor.

 Advises subcontractor on construction methods w ith particular emphasis on compliance with safew orking procedures.

Reports problem areas to the Construction Superintendent.

7.7 Site Engineer 

Organization:

Reports to the Project Construction Manager. Ass igned to project in home off ice for preparatory period; is on s itefrom start of f ield activity until completion.

Summary:

Supervises all f ield engineering, authority and of fice engineering at s ite. Provides engineering liaison w ith Companyhome off ice. Ensures quality assurance requirements are f ulfilled.

Responsibilities  include but are not limited to:

Ensures proper distribution of all certif ied engineering documentation. Sees that out─dated documentationis recovered and destroyed.

Interprets engineering documentation for the subcontractors as required. Provides liaison w ith Companyhome of fice engineering.

Establishes quality assurance procedures and their implementation to ensure compliance w ith the

specifications. Arranges presence of vendor's representatives as required and controls their length of stay.

Summarizes and combines inspection punch lists into master Company punch list. Distributes tosubcontractors for implementation. Off ers completed work to client for inspection and administers clientpunch lists w ith subcontractors.

Sees that all inspection and test records are properly administered and processed ad required at jobcompletion.

Ensures that the applicable procedures f or dealing w ith authorities are properly implemented and adheredto by the field personnel concerned.

Maintains up─to─date records of all authority documents and correspondence, and ensures that allrequired documents have been collated for authority inspection.

Supervises commissioning engineers in their w ork.

Prepares and compiles the final construction report.

7.8 Office Engineer 

Organization:

Reports to the Site Engineer.

Summary:

Responsible for engineering services in the site office.

Responsibilities include but are not limited to:

Ensures a timely f low of draw ings and specifications to all Company Field Staff and to subcontractors andkeeps accurate records of the distribution.

Handles contacts w ith vendors concerning drawings, material or equipment discrepancies and providesinput for the preparation of backcharges, w here necessary.

Controls job reproduction and printing facilities.

7.9 Field Engineer 

Organization:

Reports to the Site Engineer.

Summary:

Performs detail engineering functions at site.

Responsibilities  include but are not limited to:

Is responsible for scheduling and executing surveying services w hich provide the erection forces w ith

reference points and elevations for construction purposes and checks them after installation.

 Ass ists Area Superintendents and Construction Specialists/Supervisors in handling engineering questionson a day─to─day basis.

Takes part in s ite safety program and bears responsibility f or saf ety as is delegated to him.

If necessary, sees to it that technical problems are brought to the attention of the Site Engineer.

Ensures proper technical control of construction operations and sees that specified tests are made for quality control.

Carries out inspection of equipment upon arrival at the site, spec ifically the control of nozzle and anchor bolt holes orientation w ith the assistance of the Construction Specialist.

Requests local authority inspection, if applicable, via the Site Engineer, after f irst having perf ormed his ow n

inspection and arranges for the issue of inspection and test certificates.Makes use of job check lists and punch lists to check quality and completeness of the installed w ork.

7.10 Authorities Engineer 

Organization:

Reports to the Site Engineer. Assigned to project in home off ice for preparatory period; reports to f ield whenw orkload warrants.

Summary:

Is responsible for all authority matters at site. Represents site organization w ith local building and inspectionauthorities.

Responsibilities  include but are not limited to:

Works in close cooperation w ith the Home Off ice Authority Engineer.

Ensures that the applicable procedures for dealing w ith local authorities, such as "Stoomw ezen" and

Obtains approval on items s ubject to f ield inspection from local authorities.

Sees that all documents relative to authority approvals and inspections are included in test loop dossiersand other packages suitable for handing over to c lient.

7.11 Subcontracts/Controls Manager 

Organization:

Is assigned to the project in the home office at job inception and reports to the HO Construction Coordinator. Hetransfers to the s ite at the time his presence there is required and then reports to the Project Construction Manager.

Summary:

The Subcontract/Controls Manager oversees all activities relative to subcontracts and is responsible for theplanning, scheduling and cost engineering for the construction phase of the w ork.

Responsibilities  include but are not limited to:

Prepares the subcontracts plan.

Directs and coordinates the preparation of subcontract packages.

Ensures that the subcontract progress and cost control structures have a sound technical, financial andeconomical basis and the proper control systems are selected.

Prepares subcontract bid tabulations, including sensitivity studies.

Participates in project planning and scheduling of w ork related to subcontracts, as w ell as review ingdetailed plans, schedules and manpower loadings submitted by subcontractors. Ensures conf ormity w ithoverall plan and milestones.

Organizes and maintains a complete file of all bid and contract documents, minutes of meetings andcorrespondence between Company and bidders/selected subcontractor.

Reviews extra w ork authorizations to ensure conformity w ith contract. Negotiates unit rates for extraw ork if necessary.

Reviews claims, recommends conditions of settlement with subcontractor, leads negotiation of claim tosettlement.

 Administers all cost aspects of the field w ork both with the subcontractor and w ith client, if necessary.

Inputs into regular monthly cost and progress reports and into the f inal construction report.

Identifies schedule and costs problem areas and communicates them to the Project Construction Manager.

 Approves invoices for regular progress payments.

Makes sure that subcontracts are properly c losed out and that final purchase order amendment is issued.

Liaises w ith home of fice in developing schedule information relative to engineering documentation andequipment delivery. Ensures regular flow of key schedule and cost information back to proper home officedepartments.

7.12 Planning Engineer

Reports to the Subcontract/Controls Manager.

Summary:

Responsible for planning and scheduling functions relative to all site activity.

Responsibilities  include but are not limited to:

Continues to develop and keeps updated the schedules that are started in the Home Off ice in order tomonitor and trend site activities.

Ensures that all subcontrac tor produced schedules are passed to him for assessment and that milestones

called for by the Company schedule are full attainable. Ensures that subcontractor schedules are insufficient detail to permit optimum use by subcontractor and proper monitoring and trending by Company.

Interfaces w ith Company construction supervisors , keeps informed of their thinking, aids in achievingoptimum communication betw een Company and subcontractors relative to planning and scheduling.

Keeps saf ety requirements uppermost in mind when performing other duties relative to his position.

Participates in weekly meetings w ith subcontractors at w hich a three─week look─ahead schedule,prepared by the subcontractor, is the key document. The previous w eek's progress is caref ully assessed.

Ensures that subcontractor f urnishes as required, all manhour, production and progress informationnecessary to evaluate his performance.

By continuous resource to expediting and other reports, maintains a constant aw areness of the actual and"due at site" dates of equipment, certified draw ings and bulk materials.

Provides input as required f or Company monthly construction report. Flags areas of concern relative toschedule to site management.

Develops w ith field management and subcontractors any detail schedules, records or other information if the need arises.

7.13 Cost Engineer 

Organization:

Reports to the Subcontract/Controls Manager.

Summary:

Responsible for cost engineering functions relative to all site construction activity.

Responsibilities  include but are not limited to:

Continually analyses and monitors cost against budget and ascertains cost trends, f lagging problem areasto the Subcontract/Controls Manager and Home Office Cost Control.

Participates in evaluating and reporting engineering changes w hich aff ect f ield labor and material quantitiesor schedules so that these can be suitably input to cost reports and/or trended.

Participates in setting up each subcontrac t cost reporting structure on the f ield computer.

Follows up w ith each subcontractor on a w eekly basis, progress achieved resulting in cost incurred.Inputs w eekly cost to field computer.

 Agrees content of monthly invoices w ith subcontractors. Prepares payment certificates f or proper approval.

Provides input to monthly site cost report.

Sees that Extra Work Authorizations, Field Requisitions and Field Purchase Orders are properly prices and

coded for accounting and cost report purposes.

Makes special cost studies as required for problem areas, claims, change orders and backcharges, etc.

 Accumulates quantity and cost information for the final construction report and assist the Site Engineer inthe preparation of this report.

7.14 Subcontract Administrator 

Organization:

Reports to the Subcontracts/Controls Manager.

Summary:

 Administers all aspects of v arious subcontracts assigned to him.

Responsibilities  include but are not limited to:

 Aids in the preparation of subcontrac t packages.

Prepares subcontract bid tabulations including sens itivity studies.

Organizes and maintains f or each subcontract a complete file of all bid and contract documents,correspondence, minutes of meeting and other pertinent documents.

Reviews extra w ork authorizations to ensure conformity w ith contract. Negotiates unit rates for extraw ork, if necessary.

Reviews claims, recommends conditions of settlement.

Ensures s ubcontracts are properly closed out and that f inal purchase order amendment is issued.

7.15 Quantity Surveyor 

Organization:

Reports to the Subcontracts Administrator.

Summary:

Measures quantities of w ork completed for unit rate subcontracts.

Responsibilities  include but are not limited to:

Is responsible for maintaining accurate and current records of w ork items as completed by the varioussubcontractors.

Keeps control on scope of w ork quantities for adjusting the subcontract purchase order value, if required.

Check if Subcontractor's measurement complies w ith contract conditions.

Prepares and agrees w ith Subcontractors on progress for payment purposes.

 Agrees on quantities and valuation of Extra Work Authorizations.

7.16 Office Manager 

Organization:

 Ass igned to project in home off ice for preparatory period; then to site from start of main field operation tocompletion of field activity. Reports to the Project Construction Manager.

Oversees the Material Supervisor in his duties. Ensures that material furnished free issue reaches the

erection contractors on time and kept that all material records are properly kept.

Inputs accounting and financial information into monthly reports from field. Prepares regular forecasts of funds required. Sees that proper liaison is maintained w ith home off ice accounting.

Oversees the Site Buyer/Expeditor in his duties and ensures that field purchasing is done in accordancew ith company standards and policy.

Looks after Company staf f personnel aff airs and general services . Sees that proper liaison is maintainedw ith home off ice construc tion department.

 At job completion, ensures that all financial, accounting and material matters are properly finalized and thatall necessary records are transmitted to proper parties.

7.17 Material Supervisor 

Organization:

 Ass igned to home off ice for preparatory period; reports to site at time of w arehouse organization. Reports toOff ice Manager.

Summary:

Ensures that all free issue material is properly received, w arehoused and issued to the erection contractors.

Responsibilities  include but are not limited to:

 Arranges in good time for f acilities and equipment for unloading and storage, keeping close contact w ith

customs, harbor and road authorities, local transport/expediting firms and the like to ensure smooth anduninterrupted deliveries.

Supervises w arehouse operations. Sees that receiving reports are made, that stock records are properlymaintained and that material is recorded as issued.

Keeps saf ety requirement uppermost in mind in perf orming all duties w ithin his responsibility.

Sees that material and equipment are properly cared f or in s torage.

Sees that proper liaison is maintained w ith home off ice; keeps himself informed on status of all materialdelivery and properly informs subcontractors.

 Analyzes piping material control computer reports f rom the Home Office.

Checks field requisitions for purchase against stock and previously placed purchase orders to avoidduplication.

Identifies material delivery problems and promptly communicates them to proper parties.

Upon project completion, is responsible for the preparation of material surplus lists and the disposition of surplus and scrap, in conjunction with the Off ice Manager.
