Dr.JamilSalmiisaglobaltertiaryeducationexpertprovidingpolicyadviceandconsultingservicesto governments, universities, professional associations, multilateral development banks andbilateralcooperationagencies.UntilJanuary2012,hewastheWorldBank’stertiaryeducationcoordinator.HewrotethefirstWorldBankpolicypaperonhighereducationreformin1994andwastheprincipalauthoroftheBank’s2002TertiaryEducationStrategyentitled,“ConstructingKnowledge Societies: New Challenges for Tertiary Education."During the past twenty-threeyears,Dr.Salmihasprovidedadviceontertiaryeducationdevelopment,financingreformsandstrategicplanningtogovernmentsanduniversityleadersinabout95countriesallovertheworld.Dr.Salmi’s2009bookaddressesTheChallengeofEstablishingWorld-ClassUniversities.His2011book,co-editedwithProfessorPhilAltbach,wasentitledTheRoadtoAcademicExcellence:TheMaking of World-Class Research Universities. AfterreturningfromHiroshimaUniversity,Japanin2005withhisPhDinLanguageandCultureEducation, Dr. Nith Bunlay founded and directed Graduate Program of Education at Royal
UniversityofPhnomPenh.Inlate2011,hewaspromotedtobetheDeputyDirectorGeneralofHigher Education and has since been actively involved in developing and monitoring theimplementationofpoliciesandstrategiesofhighereducationsub-sector.SupportingtheHigherEducation Quality and Capacity Improvement Project, Dr. Nith plans and leads all highereducationcapacitydevelopmentprogramsincludingorganizingin-countryworkshops,sendinguniversityfacultytopostgraduatesstudies,andtomanyworkshopsandconferencesabroad.Some of the focus of the capacity building activities are higher education administration,leadership,researchpromotion,agriculturaleducationandtraining,andSTEMeducation.Asforhis involvement in academic society, Dr. Nith founded Cambodia Society for Research andDevelopment (CSRD) and is currently the the Secretary General of that society. Dr Dhirathiti is an Assistant Professor in Public Policy at the Faculty of Social Sciences andHumanities,andalsoholdsanadministrativepostasaDeputyDeanforInternationalRelationsandCorporateSocialCommunicationattheFacultyofGraduateStudies,MahidolUniversity.Sheholds a Bachelor’s Degree in Political Science (International Relations) from ChulalongkornUniversity, Thailand and twootherMaster’sDegrees in Politics and theWorld Economy andInternational Relations from LSE,University of London,U.K. and International Relations fromHitotsubashi University, Japan, respectively. She holds a doctoral degree in Politics andInternational Studies from University ofWarwick, U.K. She has been conducting research inhigher education policy and governance both in Thailand and Asia Pacific. Prof.HsiehhasbeenworkingasProfessorinCenterforGeneralEducation,InstituteofLearningSciences, National TsingHuaUniversity since 1998 and has been serving as Vice PresidentofStudent Affairs at National Tsing Hua University since 2014. She obtained Ph.D degree inEducation Policy Studies from University of Wisconsin-Madison, USA. Dr. Oleksiyenko is a researcher of higher education policies and academic organization. Hecontributes a synergy of unique cultural, theoretical and practical perspectives to studies inglobalhighereducation.Dr.OleksiyenkoiscurrentlyconductingacomparativeresearchonglobalcompetitionandcollaborationstrategiesofresearchuniversitiesinEastAsia,EasternEuropeandNorth America. Dr. Oleksiyenko’s comparative study on Sino-Russian competition andcollaborationintheacademicR&DwasfundedbytheResearchGrantsCouncilofHongKong,andhereceivedtheEarlyCareerAwardfromtheUGCin2012.Dr.Oleksiyenkoalsoadvancedopportunities for higher educationpolicy studies by having launched theM.Ed. specialism inHigher Education, the first of its kind in Hong Kong. The specialism has been shapingcompetenciesofhighereducationpolicyresearchers,academicmanagers,andcollegeteacherslocallyandglobally.Dr.OleksiyenkoalsoplaysanactiveroleinknowledgeexchangeintheFacultyandbeyond.Thusin2011,heco-foundedtheCommunityforHigherEducationResearchinHongKong andco-organizedmorethan40researchseminarsoverthe last fouryears. Prof.GerardPostiglione
Prof.PostiglioneisChairProfessorinHigherEducation,FacultyofEducation,TheUniversityofHong Kong. He is former Associate Dean for Research and Head of the Division of Policy,AdministrationandSocialScienceEducation.Hehaspublished16booksandover150articlesand chapters. In 2006, he received the Outstanding Research Supervisor Award from TheUniversityofHongKong. In2011,hereceivedtheBestBookAwardfromtheNorthAmericanComparativeandInternationalEducationSociety.In2014,hereceivedtheHumanitiesandSocialSciencePrestigiousFellowshipAwardbytheHongKongGovernmentResearchGrantsCouncil.In2015, he received a LifetimeContributionAward from theNorthAmericanComparative andInternationalEducationSocietyforstudies inhighereducation. Prof.LeungbecamethefortiethDeanoftheLiKaShingFacultyofMedicineinAugust2013.Prof.Leung,aclinicianandarespectedpublichealthauthority,concurrentlyholdstheChairofPublicHealthMedicine.PreviouslyhewasProfessorandHeadofCommunityMedicineandservedasHongKong’sfirstUnderSecretaryforFoodandHealthandfifthDirectoroftheChiefExecutive'sOfficeingovernment.Prof.Leungspecialisesinthefieldofpublichealthmedicine,astatutorilyaccredited specialty that covers the full rangeofpublichealth sciencesand their constituentdisciplines. Prof. Leung maintains a substantial teaching commitment in the undergraduatemedicalandpostgraduatepublichealthcurricula.HisteachinghasbeenrecognisedbytheawardoftheUniversityTeachingFellowshipandtheFacultyTeachingMedal,respectivelythehighesthonourforteachingachievementsconferredbytheUniversityandthemedicalschool.Hehasmentored15PhDand4MPhilresearchpostgraduatestodate.
Ms.HelenLockey
After completing a BEd teacher training degree, Helen started her career teaching in asecondaryschoolandsubsequentlyinthehighereducationsector.Aftersevenyearsintheclassroom,shemovedintoamanagementandadministrationroleinwhichshewaspartofaseniormanagementteamrunningalargedepartment.Inthelastdecade,shehasworkedinthree president's offices, primarily gathering, analysing and reporting on educational andinstitutional intelligence for academic, strategic and financial planning purposes. Apedagogically-informedadministrator,Helenensuresthatdata isholisticallyconsideredbyincorporatingacademic,administrativeandprofessionalperspectives.
Prof.MattewPryor
MathewPryorisHeadoftheDivisionofLandscapeArchitectureandanAssociateProfessor(Teaching)withinHKU’sFacultyofArchitecture.HeteachesDesignStudioaswellastechnicalcoursesinprofessionalpractice,plantingandecologyandsustainabledevelopmentpractices.MathewisaFellowandPastPresidentoftheHongKongInstituteofLandscapeArchitects,and Chair of their Publications Committee.He is also a Registered LandscapeArchitect inHong Kong, and a Chartered Member of the Landscape Institute in the UK. He is also aCertifiedArborist.Beforejoiningacademia,Mathewworkedformorethan20yearsinprivatepractice and has extensive experience in strategic planning, master planning, design,documentationandcontractadministrationonawiderangelandscapeprojectsthroughoutChinaandSouthEastAsia.Hehasspecialistexperienceinthedevelopmentofmega-projectsincludingthemeparks,majorurbanparksandcivicopenspaces,streetscapeimprovements,tourist enhancement schemes, and waterfront promenades. Universityon1September2015.PriortojoiningHKBU,ProfessorChinwasProvostandDeputyVice-ChancellorandChairProfessorofComputerScienceofTheUniversityofHongKongfrom2010to2015.Beforethat,hewasDeputyPresidentandProvost(2006-2010),Vice-PresidentforResearchandDevelopment(2003-2006),andChairProfessorofComputerScience(1992-2010)atTheHongKongUniversityofScienceandTechnology.From2001to2003,hewassecondedtoApplied Science and Technology Research Institute (ASTRI) as Vice President for InformationTechnology.ProfessorChinobtainedhisBachelor’sandPhDdegreesinElectricalEngineeringattheUniversityofMissouri,Columbia,in1975and1979respectively.HeworkedattheGoddardSpaceFlightCenterinMarylandoftheNationalAeronauticsandSpaceAdministration(NASA)fortwo years before starting his teaching career at the Department of Electrical and ComputerEngineeringattheUniversityofWisconsin,Madison,from1981to1995.Prof.Chin’sresearchisin the areas of computer vision, image processing, and pattern recognition.
