Transforming health and social care in Kent and Medway is a partnership of all the NHS organisations in Kent and Medway, Kent County Council and Medway Council. We are working together to develop and deliver the Sustainability and Transformation Plan for our area. Biographies Ana Paula Nacif, Lay Member, Patient and Public Engagement, NHS Canterbury and Coastal CCG, and Kent and Medway STP Patient and Public Advisory Group Member Ana Paula Nacif is the Lay Member (Public and Patient Engagement) for NHS Canterbury and Coastal Clinical Commissioning Group and a member of the Kent and Medway STP Patient and Public Advisory Group. Ana has over 20 years’ experience in communications, policy and community engagement both in the public and voluntary and community sectors. She is currently studying for a doctorate with a focus on wellbeing of local communities. Since 2005, she has been working in the health and social care arena, with a particular focus on patient involvement, policy and campaigning, as well as the development of practical solutions to empower patients to better manage their health. She leads on a range of community- based projects which aim to improve the health and wellbeing of local populations. She is also an executive coach and works with public sector organisations in leadership development and organisational change. She lives in Dargate, with her husband and two children. Andrew Brownless, Kent and Medway STP Digital Lead Andrew Brownless has been Chief Information Officer (CIO) for NHS West Kent Clinical Commissioning Group (CCG) for three years, he is also the Digital Workstream Lead for the Kent and Medway STP, prior to joining West Kent CCG; Andrew was deputy CIO for South East Strategic Health Authority and has also worked at a senior level for NHS Digital (when it was known as HSCIC) and a number of health care providers across South East London. He is a member of the British Computer Society. Biographies

Ana Paula Nacif, Lay Member, Patient and Public Engagement, NHS Canterbury

and Coastal CCG, and Kent and Medway STP Patient and Public Advisory Group Member Ana Paula Nacif is the Lay Member (Public and Patient Engagement) for NHS Canterbury and Coastal Clinical Commissioning Group and a member of the Kent and Medway STP Patient and Public Advisory Group. Ana has over 20 years’ experience in communications, policy and community engagement both in the public and voluntary and community sectors. She is

currently studying for a doctorate with a focus on wellbeing of local communities. Since 2005, she has been working in the health and social care arena,

with a particular focus on patient involvement, policy and campaigning, as well as the development of practical solutions to empower patients to better manage their health. She leads on a range of community-based projects which aim to improve the health and wellbeing of local populations. She is also an executive coach and works with public sector organisations in leadership development and organisational change. She lives in Dargate, with her husband and two children. Caroline Selkirk, Accountable Officer, Medway CCG Senior Responsible Officer for Local Care, Kent and Medway STP Caroline is an accomplished senior leader with experience in a range of clinical and management roles both in Scotland and England. She is passionate about delivering high quality, patient focused services that recognise and value the contribution of staff and can demonstrate the best use of resources. Caroline has a demonstrable record of supporting organisations with poor external reports to achieve excellence and of leading and influencing local and national policy and strategic planning. With a strong track record of supporting continuous improvement, professional development and organisational development, Caroline played an active part in the development of the Tayside Centre of Organisational Effectiveness. This included service improvement, organisational and management development and training. Caroline has extensive experience of managing complex budgets, negotiating contracts and income generation via contracts with the Scottish Government to run national services.

Chris Hopson, Chief Executive, NHS Providers Chris Hopson joined NHS Providers (then the Foundation Trust Network) in

September 2012 as Chief Executive following a career spanning the public, private and voluntary sectors. NHS Providers is the membership organisation and trade association for NHS acute, ambulance, community and mental health NHS Foundation Trusts and NHS Trusts, with over 95% of the sector in membership. Between 2005 and 2012, Chris worked at HM Revenue and Customs (HMRC), initially as board level communications and marketing director and then

strategy and capability director. In his last role, as HMRC’s customer contact director, he led 12,500 staff across 300 locations, in one of the UK’s largest

customer service businesses. Before joining HMRC, Chris was board level corporate affairs director at Granada Media where he was one of the senior team that took Granada from being the fifth largest ITV franchise, through four mergers and acquisitions, into a separately quoted, newly floated, FTSE 100 international media company: ITV plc. Prior to this, he was the first political adviser at the Department of Culture, Media and Sport, and chief executive of the Social Democratic Party (SDP). Between 2005 and 2011, Chris was chair of the Foyer Federation, one of the UK’s leading national youth charities. Chris is a graduate of the cross-Whitehall High Potential Development Scheme, designed to identify and develop the next generation of top civil service leaders, and he holds an MBA from Cranfield Business School. He has held a range of non-executive roles including, currently, membership of the British Standards Institute (BSI) Standards Policy and Strategy Committee which oversees BSI’s role as the UK’s national standards body.

Clare Simpson, National Workforce Lead, National Association of Primary Care and Strategic Workforce Advisor, New Care Models, NHS England Clare has been working in the health and care system for over 15 years and has been the workforce lead for the Primary Care Home new model of care since January this year. Before that she worked with the Workforce redesign team in the New Care Models Programme in NHS England. Clare provides expert support and advice to senior leaders to enable them to deliver their organisational goals. She is a qualified executive coach who supports executives to develop the necessary skills and behaviours to achieve their career goals and identify and resolve barriers to effective performance. Clare has been working successfully in the public and private sectors for the last 25 years. She is a Chartered Member of CIPD, and qualified to Level B Occupational Training and uses a number of psychometric tests to inform individual assessments and development plans, job analysis and job evaluation.

Dr David Hargroves, Consultant Physician and Clinical Lead for Stroke Medicine at East Kent Hospitals University NHS Foundation Trust, and

South East Coast Strategic Clinical Network and Senate Dr David Hargroves graduated from University College London MB BSc (Hons) in 1996. His postgraduate training was in London undertaking designated stroke fellowship training at St Helier's and St George's Hospitals; gaining his Masters from Kings College London with a research thesis titled 'Effects of position upon cerebral oxygenation in the acute phase post stroke using Near Infrared Spectroscopy'.

He has been a consultant for over ten years in East Kent and Clinical Lead for

Stroke Medicine for the last nine. He was appointed Clinical Lead for the Strategic Health Authority in October 2010 and to the South East Coast Strategic Clinical Network and Senate in 2013. The stroke services at East Kent Hospitals is in the top quartile of services in the country, and uses one of the country’s first examples of horizontal stroke telemedicine, with currently >25% of patients receiving IV thrombolysis, and one of the largest cohorts of patients treated with unknown time of onset (SUTO / wake up stroke) using CT perfusion in the country. David chairs the IV Stroke Thrombolysis governance meeting and has reviewed the clinical histories and neuroradiology for over 1200 cases treated in East Kent. Dr Foster and Care Quality Commission (CQC) recently ranked it the top performing stroke service in the country and in a recent round of SSNAP the William Harvey Hospital in Ashford achieved the highest overall rating level A for both patient and team scores. David’s research interests include the use of CT perfusion in acute ischaemic stroke, MRI use in transient neurological deficit, neurological manifestations of Obstructed Sleep Apnoea and the organisation of acute stroke services. He was elected to the British Association of Stroke Physicians (BASP) Education & Training Board in October 2011 and Chaired this group from 2013-2017.

Dr Diana Hamilton-Fairley, Medical Director, Medway NHS Foundation Trust and Co-Chair Kent and Medway STP Clinical and Professional Board Diana Hamilton-Fairley was appointed Medical Director on 19 October 2015, as part of the Trust’s buddying agreement with Guy’s and St Thomas’ NHS Foundation Trust (GSTT). Diana has been a Consultant Obstetrician and Gynaecologist at Guy’s and St Thomas’ NHS Foundation Trust since 1996, and has recently been promoted to Director of Education Transformation. Diana was Clinical Director for Women’s Services and Deputy Acting Medical Director at GSTT between 2004 and 2011, and Head of the London School for Obstetrics and Gynaecology between 2008 and 2011. Diana was previously joint Director of Quality and Education for Health Education South London (South London Local Education and Training Board) between 2013 and 2014. As Dean of secondary care specialities at the London Deanery from 2011-2013, Diana led on commissioning and quality management of commissioned and non-commissioned postgraduate medical education. Diana was elected as the London Fellow’s representative for the Council of The Royal College of Obstetricians and Gynaecologists in July 2011. She is an appointed member of the London Clinical Senate Council. Through the buddying agreement with Guys and St Thomas’ NHS Foundation Trust, Diana is aware of how hard staff work and their dedication to patient care. Diana continues to work with staff and patients at Medway Maritime Hospital to improve patient outcomes and experience.

Glenn Douglas, Chief Executive, Kent and Medway Sustainability and Transformation Partnership

Glenn was appointed Chief Executive of the Kent and Medway STP in September 2017. Prior to this he was the Senior Responsible Officer for the Partnership from its formation in 2016 on a part-time basis in conjunction with his chief executive role at Maidstone and Tunbridge Wells NHS Trust. Glenn joined Maidstone and Tunbridge Wells NHS Trust in 2007. He had previously been Chief Executive at Ashford and St Peters Hospitals and Eastbourne Hospitals NHS Trusts, and is currently a member of the Independent

Reconfiguration Panel. His career has mainly been within the NHS, having worked in finance and operational management in a number of other Trusts and Health Authorities in Sussex, Kent and Manchester. He is a qualified accountant and member of the Institute of Health Services Managers.

Hardeep Jhutty, Senior Strategy Advisor, NHS England Hardeep is a Senior Strategy Advisor in NHS England’s System Transformation Group. She has over 11 years of experience in health strategy and economics, having held posts across UK and global health in both public sector and consulting environments. Hardeep joined NHS England’s System Transformation Group from NHS Improvement where she was a Pricing Lead and led work to develop the payment strategy following on from the NHS Five Year Forward View. Prior to this Hardeep was a Managing Consultant at Cambridge Economic Policy Associates, specialising in global health. She worked on a number of high profile projects in the international arena including the World Health Organisation, Gates Foundation, Harvard School of Public Health and Global Fund. Hardeep started her career at Deloitte focusing on public sector strategy and had a project portfolio spanning health, education, transport, justice, and defence. Hardeep is Vice Chair of Hillingdon Carers and a Trustee of VSO International, a global development charity that reaches over 2 million people in 30 countries.

Hazel Carpenter, Accountable Officer, NHS Thanet CCG and NHS South Kent Coast CCG

Hazel Carpenter is the Accountable Officer for both NHS Thanet CCG and NHS South Kent Coast CCG. She joined the clinical commissioning groups prior to their authorisation in 2013. Before this, Hazel worked across the NHS in Surrey and Kent in both provider and commissioning roles, focusing on workforce and organisational development. She also led commissioning for maternity services across east

Kent from 2007 to 2011. She is Co-Chair for the Local Workforce Action Board for Kent and Medway. Educated at Leicester and Manchester Universities, Hazel has a BA in Geography and an MSc in Strategic HR Leadership. She was awarded the Postgraduate Dean GP Education Award in 2010 for establishing the GP Integrated Training Programme for commissioning.

Helen Greatorex, Chief Executive, Kent and Medway NHS and Social Care Partnership Trust Helen has worked in mental health services for thirty-four years having started her mental health nurse training at Friern Hospital in London in 1983. She has worked across a range of settings during her career including acute inpatient psychiatry, low secure services and with Mind in London where she worked to resettle patients from Claybury Hospital into the community. Helen led the establishment of the first rehabilitation team in Brighton, a forerunner of what would later be described as ‘assertive outreach’ and was appointed to her first executive role in 2002. She was an Executive Director of Nursing for fourteen years before being appointed as Kent and Medway NHS and Social Care Partnership Trust’s Chief Executive in June 2016.

Dr James Osborne, Consultant Psychologist, Kent and Medway NHS and Social Care Partnership Trust James is a consultant psychologist and has worked for Kent and Medway NHS and Social Care Partnership Trust for almost 20 years. He is the Lead Psychologist for East Kent Secondary Care Psychology Services in the Community and also the Clinical Lead for the Open Dialogue Service in Kent. In February this year, along with the team, he launched the first NHS Open Dialogue service in the UK. This innovative approach departs from traditional models of mental health treatment and commits to continuity of care from crisis through to recovery. James is also passionate about his role in research, in particular developing the evidence base for psychologically informed interventions.

James Williams, Director of Public Health, Medway Council James Williams is Director of Public for Medway Council. He has worked in the field of public health for over 22 years. He is currently the Joint Senior Responsible Officer for the Kent and Medway Sustainability and Transformation Partnership programme’s prevention workstream. James started his public health career in the NHS in Kent in 1995 with the Thames Gateway NHS Trust. James has been involved in shaping and developing health policy with a view to deliver sustainable improvement for population health throughout his career. He has held senior public health positions in a number of authorities, including Essex, Kirklees and Southend-on-Sea. James is passionate about building community resilience and harnessing community assets. His aim is to empower local people and create an environment in which they can make informed choices. As a former three times Olympian, James is passionate about the role that sport and recreation can play to improve health and wellbeing – particularly for people living in disadvantaged areas. Ensuring everyone is able to reach their potential, whatever their age or ability, is a central tenant of James’ public health practice.

Jen Bayly, Cardiovascular Lead, Kent Surrey and Sussex Academic Health Science Network Jen is a registered independent consultant nurse specialising in cardiology. A highly experienced clinician and quality improvement lead, leading programmes in heart failure and atrial fibrillation to drive up standards of care and improve patient experience.

Dr John Ribchester, Chair and Clinical Lead, Encompass

Dr John Ribchester is Senior and Executive Partner for Whitstable Medical Practice. The Whitstable Medical Practice is an innovative practice of 21 partners which serves a population of over 36,000 from three purpose built medical centres. John is also Chair and Clinical lead of the Whitstable, Faversham and Canterbury Multispecialty Community Provider Vanguard (Encompass MCP)

whose membership includes 122 GPs from 14 GP practices caring for a population of 169,000.

John is a Governing Body member for NHS Canterbury and Coastal CCG. He is a member of the Secretary of State’s GP Advisory Group. He has also been a GP Advisor to the Department of Health, and a medical manager of a Fundholding Multifund consortium. John’s main interests include developing and refining a GP ‘at scale’ model offering community integrated health and social care. The aim is to provide an enhanced patient experience with better outcomes, at less cost to the NHS. In 2015 John was included in the Health Service Journal top 100 clinical leaders, the Pulse Power 50, and also awarded ‘GP of the Year’ in the Primary Care Awards arranged by Primary Care Today.

Dr Karen Kirkham, Clinical Lead, NHS Dorset CCG and Sustainability and Transformation Partnership/Accountable Care System Karen has been a GP for 25 years and combines this with a senior leadership role within the clinical commissioning group as Assistant Clinical Chair and across the Dorset healthcare system. She is the Locality Chair for Weymouth and Portland. A strong clinical leader with executive level experience, detailed knowledge of both commissioning and delivery of healthcare at scale, Karen is a change leader for the Dorset health system. She has been part of the Dorset Clinical Services Review team, worked on acute reconfiguration and is currently working on redesign, transformation and delivery of the Integrated Community Services and Primary Care component of Dorset’s sustainability and transformation plans and with partners is shaping the emerging accountable care system. She is part of the senior leadership team and the Primary Care Clinical Lead for the Dorset STP and Dorset Accountable Care System.

Dr Kirsten Lawson, Interim Assistant Medical Director for the Community Recovery Care Group, Kent and Medway NHS and Social

Care Partnership Trust Kirsten has worked for Kent and Medway NHS and Social Care Partnership Trust for over 10 years. She is currently the Interim Assistant Medical Director for the Community Recovery Care Group. She has worked to develop a network of liaison services across the Trust and is now focussing on broader transformation and integrated service development within the community. Kirsten is passionate about learning and development, bringing psychiatry to

the healthcare masses. She can be found on twitter @LiaisonLawson.

Lesley Strong, Chief Operating Officer, Kent Community Health NHS Foundation Trust Lesley trained as a general nurse in 1976 at Middlesex Hospital London and then pursued a clinical career in the community as a health visitor and district nurse. She moved into a management role in the community sector in 1988.

Lesley was formerly a primary care trust Director of Nursing and Operations in Mid Sussex in 2001; Director of Children’s Services in West Sussex in 2007; Chief Operating Officer in East Sussex in 2008; and Managing Director of Greenwich Community Health Services in 2011.

Maria Howdon, Head of Membership Development, NHS Thanet CCG Maria Howdon is the Transformation Lead for the Integrated Accountable Care

Organisation in Thanet. She has more than 20 years’ worth of experience in all aspects of primary care. In 2017, she won the National Association of Primary Care’s ‘Unsung Hero Award’ for her work in Primary Care and in 2016 ‘Healthcare Provider of the Year’ for her work with new care models, including the Primary Care Home

programme. Maria is a lay member of the National Association of Primary Care’s Executive Board, and Primary Care Home representative on its Technical Advisory Group. She is leading on the development and implementation of the primary care home model across Thanet, the General Practice Forward View, service and workforce integration and system wide transformation.

Neil Tester, Deputy Director, Healthwatch England Neil has led Healthwatch England’s policy, communications and external affairs work since 2015. He became Deputy Director in April 2017, also becoming responsible for intelligence and analytics. He has a focus on maximising the collective impact of the Healthwatch network and demonstrating the difference it makes to health and social care services when people talk to their local Healthwatch. Neil started out in journalism on The House Magazine and The Parliamentary Monitor before moving into communications, marketing, policy, strategy, public affairs and network development in a range of leadership roles in membership organisations including the Chartered Society of Physiotherapy, in federated charities such as Girlguiding UK and Relate, and in the public sector. He tweets as @NTtweeting.

Paul Bentley, Chief Executive, Kent Community Health NHS Foundation Trust

Prior to joining Kent Community Health NHS Foundation Trust as Chief Executive on 1 March 2016, Paul was Director of Workforce and Communications at Maidstone and Tunbridge Wells NHS Trust since 2011. He has worked in the NHS since 1987 and as an NHS Director since 1998 leading on strategy, organisational development and workforce and communications. During this time he was also interim Chief Executive in Surrey. Paul undertook his graduate university education in the UK, before completing

his post graduate education in the US. He lives in South West London with his wife and has grown up children.

Rebecca Bradd, Kent and Medway STP Workforce Lead Rebecca Bradd is the full-time lead for the workforce workstream of the Kent and Medway Sustainability and Transformation Partnership. Prior to this she spent 12 years at Medway NHS Foundation Trust, most recently as Deputy Director of Human Resources and Organisational Development. She has a degree in Business Administration and Management from the University of Kent, a Masters in Human Resources and Chartered Institute of Personnel and Development Advanced Award in Organisational Design and Development. She is a member of the Chartered Institute of Personnel and Development.

Dame Ruth Carnall, Interim Chair of Kent and Medway Sustainability and Transformation Partnership Ruth is the Chairman at Carnall Farrar. She has more than 35 years’ experience

in healthcare including over 20 years as a chief executive in acute hospitals, mental health, community services and health authorities. Ruth is widely acknowledged as a successful leader of complex strategic change programmes in a highly challenging political environment. In 2006, Ruth established NHS London, the strategic health authority for the capital. This involved a merger of five predecessor bodies and the

establishment of a new organisation. NHS London began life with a financial deficit and a range of operating challenges.

Prior to becoming Chief Executive Officer of NHS London, Ruth spent a period of three years working as an independent advisor. During this time, she worked with the Prime Minister’s Delivery Unit and the Cabinet Office as well as UK regulators and a range of public and private organisations. Ruth also gained experience of advising other Government departments including the Department for Constitutional Affairs and the Home Office. Ruth has served as a non-executive director of a public company, as Chairman of a private company and as a trustee of a charity. She was the strategic health advisor to the Mayor of London for two years up to April 2015. She is currently Vice Chair of the Kings Fund and a member of Council for Imperial College London. In 2013, together with Hannah Farrar, Ruth established a consulting company which aims to provide strategic advice to individuals and organisations principally in health and healthcare. Carnall Farrar also offers organisational development expertise, leadership development and executive coaching. For her contribution to health care in England she has been honoured by Her Majesty the Queen with the awards successively of Commander and Dame Commander of the Order of the British Empire.

Dr Sarah Phillips, Medical Director, Kent Community Health NHS Foundation Trust Sarah is a GP at Newton Place Surgery in Faversham, Kent. Prior to joining Kent Community Health as the Medical Director, Sarah was Clinical Chair of NHS Canterbury and Coastal Clinical Commissioning Group and Chair of the East Kent Strategy Board. The Board, now known as the East Kent Programme Board, has been set up by local health and care commissioners to spearhead the drive to determine how best to provide health and care services to the population of east Kent. Its work is now part of the wider Sustainability and Transformation Partnership for Kent and Medway. Sarah’s work on the Board included reviewing issues around staff retention, the use of technology, buildings and estates, and clinical pathways such as maternity, paediatrics, end-of-life care and mental health. Until April 2017, Sarah was also Commissioner Co-Chair of Kent and Medway Sustainability and Transformation Partnership Clinical Board, which was set up to ensure that future plans meet the health and social care needs of the communities it serves. Sarah lives in east Kent with her husband and two children. She is also a keen tennis player.

Sheila Stenson, Deputy Director of Finance, Maidstone and Tunbridge Wells NHS Trust and Productivity Workstream Lead Sheila is a chartered management accountant and has over fifteen years’

experience in NHS provider organisations. Sheila has fulfilled a variety of roles during her career in the NHS and has experienced significant change. Sheila was awarded the Healthcare Financial Management Association’s ‘Deputy Director of Finance of the Year’ in 2016. Sheila is currently Deputy Director of Finance for Financial Performance at Maidstone and Tunbridge Wells NHS Trust which she joined in February 2016

and has led the development of the finance team that is focused on supporting the Trust to undertake an extensive efficiency programme.

Sheila is an experienced senior finance professional with a proven track record of working within financially challenged Trust’s, most notably South London Healthcare NHS Trust and Medway NHS Foundation Trust and now Maidstone and Tunbridge Wells NHS Trust. Sheila has led and been part of significant change in her NHS career, which includes service redesign, transformation, successful restructuring, implementing financial systems and governance and developing robust financial processes and controls. Sheila graduated from the University of Sussex with a BA Honors Degree in Business Studies.

Steve Orpin, Director of Finance, Maidstone and Tunbridge Wells NHS Trust, and Productivity Workstream Senior Responsible Officer Steve is responsible for providing information and advice to the Trust relating to all financial management issues. Steve joined the Trust in April 2014 as Director of Finance from Medway NHS Foundation Trust, where he had been Deputy Director of Finance; including a 12-month spell as Director of Finance. Steve has held various positions within the finance function in a number of NHS organisations across London and the south east in an NHS career spanning over 20 years. Steve is a Fellow of the Chartered Association of Certified Accountants and holds an MBA. In addition to his role on the Board, Steve attends several board sub-committees.

Dr Steven Laitner, GP and advisor to the Kent and Medway Sustainability and Transformation

Partnership Clinical Board Steven Laitner is a General Practitioner with a public health and clinical leadership background. As well as practising as a part time GP he is a freelance health consultant with his own consultancy company, Programmes for Health, which supports a range of healthcare commissioning and provider organisations.

Steven was one of the original architects of the Accountable Lead Provider model

whilst working at the Department of Health, where he was also National Clinical Lead for Shared Decision Making. He is currently supporting a range of organisations on developing accountable, integrated, programmes of care. During 2016 Steven joined the National Association of Primary Care as a Clinical Advisor to their Primary Care Home Programme. He has developed a keen interest in population health management, in particular, population segmentation and risk stratification. His work also covers new models of care delivery, such as telephone triage, referral triage, self- management support, care coordination, case management and care planning. He supports commissioners and providers to develop new programmes of care such as musculoskeletal and frail elderly programmes. His clinical interests include primary care, frail elderly, care planning, self-care support, GP access, patient leadership and shared decision making.
