Parish Council News

1

Well here we are in 2017 and I am sure many residents have been involved with our neighbours City of Culture celebrations. We wish them well. As for our own area, the end of 2016 and early 2017 saw issues with youths in the village, although most were not from the village itself. As a result of residents voicing their concerns to the police via the Neighbourhood Watch group, the police made the area a high priority, this activity, and since the children have been back at school, the issue has been reduced. The Council has now a new Councillor, Rod Hollis who joined in January, we wish him well in his new role, a further resident has come forward seeking to join the Council and we are hoping to have him on board at the March meeting. The Council continues to support the monthly bingo and entertainment afternoons and has recently introduced a Let’s get moving and indoor bowling facility for the “young at heart”, sessions currently take place on a Wednesday morning, all are welcome.

Calling all footballers! It is hoped to start walking football in the Village Hall from April this year, if you are interested please let our Parish Clerk know as soon as possible to make any arrangements. It is proposed to hold the sessions on Monday night 8.30 to 9.30 pm. Cost approx. £2.00

The Council remain committed to helping villagers with issues, and we have recently conducted a sweep of the village looking at areas where improvement can be made, ranging from parking inappropriately, damage to grass verges, general tidying and our comments are being collated and will be presented to the East Riding Council for consideration. The work on achieving the Fields in Trust status for our playing field has been suspended pending the conclusion of the work done by Yorkshire Water, but will be resumed as soon as the

3

required legal work is completed. Speaking of the playing field, the Council are pleased to announce that a grant has been made available to the Village Hall, in order that a new area of play park designed for the 11+ age range can be installed, hopefully by giving this group somewhere to play will help reduce anti-social

behaviour.

The Council is concerned about the increase in the amount of dog fouling which appears to be a growing problem, despite previous comment being made on this matter. We ask that all dog owners ensure that they pick up their dogs mess and deposit it in a bin either on the street or at home, if we all do our bit then this problem can be eradicated.

Attention has been drawn to the Council about the use of fireworks at all times of the year, not just bonfire night and New Year. Whilst it is not illegal until after 11pm. People need to consider other residents and of course their pets, many of whom are terrified of the huge bangs produced by the ever increasing level of

fireworks.

Residents are reminded that if anyone requires a photocopying facility the Council’s printer is available for black & white or colour copying for a small donation to charity. Please see the Clerk.

We at the Council have been approached regarding complaints about loud and prolonged barking of dogs. Whilst we appreciate it is not possible to alleviate all barking it would helpful if owners think of their near neighbours who may be annoyed by this nuisance noise.

Bilton Village Hall

Since the last newsletter we have been busy with the hall itself, our party bookings have increased and we are filling up very quickly. In addition to the party bookings we now have a Slimming World class on a Tuesday morning and we are in the process of working with Bilton Parish Council to bring some indoor bowls & other sports sessions on a Wednesday morning. Once a month on the last Friday afternoon we will be hosting our Bingo Sessions and live entertainment. Please see our notice board near the fence in front of the hall for updated information.

We have started to make some cosmetic renovations such as giving the inside of the hall a fresh lick of paint in areas where its becoming a bit tired and we have ordered phase 2 of the park which should be installed anytime now. More equipment can be added as and when funds are available to this phase but the main thing is that it is designed for the older children. We hope this will reduce the usage in the toddler park.

We have also discussed our car boots in 2017 as these were such a hit in 2016, we will put banners up at the hall soon indicating when the 1st car boot will be.

Village Crime Issues

Crime remains at a low level, despite the hike which the Village noted at the end of 2016 and the beginning of 2017. With the co-operation of the police who ensured patrols in the village were stepped up, and the fact that youths appear to be back at school it has been a little quieter. During the height of the nuisance, the Christmas tree lights were damaged, the telephone box windows smashed and on two occasions the wheelie bins of two properties were stolen and set fire to. Let us hope that the additional police presence has a positive impact on nuisance behaviour. In order to prevent youths climbing of the village bus shelters can I advise all that the roofs have now had anti-climb paint

13

applied and that the subsequent warning notices have been attached to the shelters. – BE WARNED

If you do see anything suspicious, please let us know by ringing the police on 101 or CRIMESTOPPERS on 0800 555 111

Don't become a victim of online crime

15

If you bank online or use email this information is for you

Email is one of the most common methods used by criminals to lure their victims into giving them money or their personal

information, such as bank account details or passwords. However, there's no need to switch off the computer and

vow never to go near it again, as there are a number of simple steps you can take to protect yourself and you don't

have to be a computer whizz to do it

I. If an email arrives asking for information like your banking passwords or your pin number - or telling you that you need to transfer money to another account because of 'an urgent problem' - don't do it. NO bank or public body would ask you to do this. Just delete it.

2. If you receive an email that claims to be from your bank, a retailer or courier, or a public body such the council, taxman or police, ask yourself if they would really send you that email. Don't respond or click on any links/ attached riles. Close the email and look up the telephone number tor the person or organisation (never rely on any phone numbers within the email) and check with them direct.

3. Is the spelling and grammar correct? Does the email refer to you by your own name? If not, it's likely to be from a fraudster. Never buy anything, give charitable donations or make payments (even if they claim you will face higher

16

charges or even criminal proceedings if you don't) after getting an email. Again, check with the company directly.

4. Don't reply to emails you think may be fraudulent or forward them on unless you're reporting it to the police or Action Fraud.

5. Make sure your computer has up to date antivirus software and that it is set to regularly update itself. This will help protect you from the latest scams and viruses.

If you think you may have been targeted by a scam and are concerned you have lost money, or passed on important information, please don't be embarrassed. Call us on 101 and we will be able to help you. You can also call Action Fraud on 0300 123 2040.

WHAT IS THE FUTURE OF OUR POST OFFICE?

The Village is currently fortunate to have a standalone Post Office for our use. Looking ahead the Post Office network are trying to move the remaining few post office outlets operating within a residential property to post offices within a retail setting, ie small village store, newsagents or public house or garage.

It would seem that in order for our village to be served by a post office offering full postal services, an entrepreneur with a prudent business plan to run a retail outlet and incorporate a Post Office counter will need to be found. It goes without saying of course that the residents would need to be supportive to any new venture that took on the running of a post office.

We as a Parish Council are keen to see the Post Office facility continue, and would try and assist in any way we could to see a business functioning within the village, meeting the needs of our residents, many of whom are elderly and therefore struggle to travel any distance for their postal needs, including the drawing of their pensions.

If you know of anyone looking to operate a retail outlet and who would be willing to consider running a village

18

post office, please ask them to speak with Jane our current postmistress or contact the Post Office website for further details, www.runapostoffice.co.uk
