    Bin i kh hu, vi cc biu hin chnh l s gia tng nhit toncu v mc nc bin dng, c coi l mt trong nhng thch thc lnnht ca nhn loi trong th k 21. Vi cc tc ng tim tng trn balnh vc: kinh t, x hi v mi trng, bin i kh hu l vn phttrin quan trng hin nay. Khng mt quc gia no trnh c nhngnh hng ca bin i kh hu v khng mt quc gia no c th mtmnh ng u vi nhng thch thc do bin i kh hu gy ra. Mcd xa i gim ngho v pht trin bn vng vn l nhng u tin trngtm trn ton cu v gii quyt nhng nhu cu ny vn ang l u tinhng u ca cc nc ang pht trin, nhng bin i kh hu cng lvn cn gii quyt khn cp. Cuc chin chng bin i kh hu toncu i hi nhng hnh ng cn thc hin ngay trn phm vi ton cu,c trn phng din thch ng vi bin i kh hu ln gim thiu bini kh hu.

    Vi khong 2,7 t ngi - chim 40% dn s th gii - ang sinh sng cc vng ven bin trn th gii, vng ven bin c coi l mt trongnhng khu vc pht trin nng ng nht trn th gii hin nay. Ngayc khi khng phi i mt vi bin i kh hu, vng ven bin phii mt vi nhng p lc hin ti v pht trin v nhng yu km trongqun l. Cc tc ng do bin i kh hu c d on s tip tc lmkhuych i v trm trng hn nhng p lc hin ti i vi vng venbin, t lm tng thm cc thch thc v qun l bn vng vng venbin trong bi cnh ngun lc c hn.

    Vit Nam l mt trong 5 quc gia d b tn thng nht trn thgii do s bin i ca kh hu (Dasgupta v cng s, 2007). Mc ncbin dng, nhit tng, s gia tng cc hin tng thi tit cc oanc d on s xy ra v c tc ng nghim trng n con ngi vnn kinh t Vit Nam. i vi mt quc gia c ng b bin di vhai ng bng chu th ln l ng bng sng Hng v ng bng sngCu Long th nhng mi e da do mc nc bin dng cao, bo, llt, xi l b bin v xm nhp mn l thc s nghim trng. iuny , ang v s gy nh hng ln n sinh k ca ngi dn venbin sng ph thuc vo cc ngun ti nguyn thin nhin nhy cmvi bin i kh hu. Nhiu hot ng thch ng cp h gia nh v cngng c thc hin trn ton lnh th Vit Nam. Bn cnh , sh tr ca nh nc ng vai tr rt quan trng nhm t c sinh kbn vng v thch ng vi bin i kh hu cho cc cng ng ven binVit Nam.

    Bin i kh hu, vi cc biu hin chnh l s gia tng nhit ton cuv mc nc bin dng, c coi l mt trong nhng thch thc ln nht canhn loi trong th k 21. Cc nghin cu khoa hc ngy cng a ra nhiubng chng v vic bin i kh hu l c tht v do con ngi gy ra. Nhngtc ng tim tng ca bin i kh hu i vi cc quc gia ang nhn cs quan tm trn phm vi ton cu. Mc d xa i gim ngho v phttrin bn vng vn l nhng u tin trng tm trn ton cu v gii quytnhng nhu cu ny vn ang l u tin hng u ca cc nc ang phttrin, nhng bin i kh hu cng l vn cn gii quyt khn cp.     1.1. KHI NIM, BIU HIN V NGUYN NHN CA BINI KH HU

    1.1.1. Mt s khi nim

    Thi tit v kh hu

    Thi tit l trng thi kh quyn ti mt a im nht nh cxc nh bng t hp cc yu t nh nhit , p sut, m, tc gi,ma,. Kh hu l trng thi trung bnh theo thi gian (thng l 30nm) ca thi tit (B Ti nguyn v Mi trng, 2008, tr.6).

    Nu nh thi tit th hin s thay i hng ngy v cc yu t nhnhit , p sut, m, tc gi, ma, v c tnh tht thng thkh hu th hin s thay i lu di v cc yu t v thng c tnhn nh.

    Hiu ng nh knh t nhin

    Bu kh quyn v hiu ng nh knh gip cho s sng tn titrn tri t. Nu khng c cc kh nh knh trong kh quyn thnhit trung bnh trn tri t l 0oF (tng ng -18oC) v bmt tri t s ng bng. Ch khi cc kh nh knh c qu nhiutrong bu kh quyn, nhit trung bnh trn tri t s tng ln vt ko theo s bin i kh hu ton cu.

    Bin i kh hu

    Theo iu 1, im 2 ca Cng c khung ca Lin Hip Qucv Bin i Kh hu (UNFCCC) nm 1992, bin i kh hu l sbin i ca kh hu do hot ng ca con ngi gy ra mt cchtrc tip hoc gin tip lm thay i thnh phn ca kh quyn toncu v do s bin ng t nhin ca kh hu quan st c trongnhng thi k c th so snh c (United Nations, 1992).

    B Ti nguyn v Mi trng (2008, tr. 6) nh ngha bin i khhu l s bin i trng thi ca kh hu so vi trung bnh v/hoc sdao ng ca kh hu duy tr trong mt khong thi gian di, thng lvi thp k hoc di hn.

    1.1.2. Biu hin ca bin i kh hu

    Cc biu hin ca bin i kh hu bao gm (IPCC, 2007):

    Nhit trung bnh ton cu tng ln do s nng ln ca bukh quyn ton cu,

    S dng cao mc nc bin do gin n v nhit v bng tan,

    S thay i thnh phn v cht lng kh quyn,

    S di chuyn ca cc i kh hu trn cc vng khc nhau catri t,

    S thay i cng hot ng ca qu trnh hon lu khquyn, chu trnh tun hon nc trong t nhin v cc chu trnhsinh a ho khc, v

    S thay i nng sut sinh hc ca cc h sinh thi, chtlng v thnh phn ca thu quyn, sinh quyn, aquyn.

    Tuy nhin, s gia tng nhit trung bnh ton cu v mc ncbin dng thng c coi l hai biu hin chnh ca bin i kh hu.

  • 1.1.3. Nguyn nhn gy bin i kh hu

    Kh hu b bin i do 2 nhm nguyn nhn:

    Nhm nguyn nhn khch quan (do s bin i ca t nhin)bao gm: s bin i cc hot ng ca mt tri, s thay i qu otri t, s thay i v tr v quy m ca cc chu lc, s bin i ca ccdng hi lu, v s lu chuyn trong ni b h thng kh quyn.

    Nhm nguyn nhn ch quan (do s tc ng ca con ngi) xutpht t s thay i mc ch s dng t v ngun nc v s gia tnglng pht thi kh CO2 v cc kh nh knh khc t cc hot ng cacon ngi.

    Nh vy, bin i kh hu khng ch l hu qu ca hin tng hiung nh knh (s nng ln ca tri t) m cn bi nhiu nguyn nhnkhc. Tuy nhin, c rt nhiu bng chng khoa hc cho thy tn ti miquan h gia qu trnh tng nhit tri t vi qu trnh tng nng kh CO2 v cc kh nh knh khc trong kh quyn, c bit trong knguyn cng nghip (UNDP, 2008). Trong sut gn 1 triu nm trccch mng cng nghip, hm lng kh CO2 trong kh quyn nm trongkhong t 170 n 280 phn triu (ppm). Hin ti, con s ny tngcao hn nhiu v mc 387 ppm v s cn tip tc tng vi tc nhanhhn na (Ngn hng Th gii, 2010, tr. 84). Vic quytnh phi gii quyt vn bin i kh hu thng qua mt hipc ton cu di s bo tr ca Lin Hip Quc phn nh quanim cho rng vn bin i kh hu ton cu - do tt c cc qucgia trn th gii cng gy ra v cng chu nh hng - i hi phic hnh ng trn qui m ton cu. Cng c khung ca Lin HipQuc v Bin i kh hu (UNFCCC) c m phn trongvng 15 thng, c thng qua vo ngy 9/5/1992 v chnh thcc hiu lc vo ngy 21/3/1994. Nhm cc nc pht trin - cn gi l cc nc thucPh lc I - phi tun th cc cam kt ct gim kh gy hiu ng nhknh hoc c th thc hin cc bin php thay th nu khng munp ng yu cu ct gim pht thi ti quc gia mnh. Cc ncang pht trin - cc nc khng thuc Ph lc I - khng chu rngbuc phi ct gim kh nh knh. Ngh nh th thit lp cam ktct gim pht thi 6 kh nh knh l CO2, CH4, N2O, HFCs, PFC,v SF6 i vi tt c cc quc gia thuc Ph lc I, theo mc tiuchung l ct gim 5,2% lng pht thi kh nh knh so vi mc nm1990 trong giai on 2008-2012.     1.2. THC TRNG BIN I KH HU TRN TH GII

    Nu nh cch y khong 5 nm, th gii vn cn hoi nghi vtranh lun v vn liu bin i kh hu trn thc t c xy ra haykhng v c phi do con ngi gy ra hay khng th ngy nay, cuc tranhlun ny khng cn na v s hoi nghi ngy cng thu hp.     Nhit trung bnh ton cu tr thnh thc o ph bin vthc trng kh hu ton cu. Trong khong 100 nm qua (giai on1906-2005), nhit trung bnh ton cu tng khong 0,7oC (1,3oF)(UNDP, 2008, tr. 34). Theo IPCC (2007), s m ln ca kh hu l iuchc chn. Hm lng kh CO2, loi kh nh knh quan trng nht trongbu kh quyn ton cu, dao ng mc 200-300 ppm trong sut800.000 nm qua, nhng tng ln mc khong 387 ppm trong 150nm qua, ch yu l do t nhin liu ha thch v mt nguyn nhnnh hn l t hot ng sn xut nng nghip v thay i vic s dngt. Theo bo co gn y ca WMO, nm 2010 l nm nng nht tronglch s. Ngoi ra, trong mi nm qua (2001-2010), nhit trung bnhton cu cao hn 0,5oC so vi giai on 1961-1990, mc cao nht ivi bt k giai on 10 nm no k t khi bt u quan trc kh hu bngthit b o c (B Ti nguyn v Mi trng, 2012, tr. 3). Mt thp ksau khi Ngh nh th Kyoto (1997) qui nh cc gii hn pht thi cckh nh knh, khi cc nc pht trin bt u giai on u tin trongqu trnh kim k pht thi, cc loi kh nh knh trong kh quyn vntip tc tng v thm ch l tc tng cn nhanh hn trc.

    Khi nhit ton cu tng ln, lng ma ti cc khu vc khc nhauang thay i; cc vng bin m ln, bng ti cc cc ang tan ra vmc nc bin ang dng ln (UNDP, 2008). Cc nghin cu t s liuquan trc trn ton cu cho thy, mc nc bin trung bnh ton cutrong thi k 1961-2003 dng vi tc 1,8 0,5mm/nm, trong, ng gp do gin n nhit khong 0,42 0,12mm/nm v bngtan khong 0,70 0,50mm/nm. Tuy nhin, mc nc bin thay ikhng ng u trn ton b i dng: mt s vng, mc nc bindng gp mt vi ln so vi tc dng trung bnh ton cu, trong khi mt s vng khc, mc nc bin h thp hn (B Ti nguyn vMi trng , 2012, tr. 5).

    Bn cnh nhit tng v mc nc bin dng, con ngi cng cm nhn ngy cng r rt v s gia tng cc hin tng thi tit ccoan.     1.3. XU HNG BIN I KH HU TRONG TNG LAI

    1.3.1. Kch bn bin i kh hu

    Vic d bo xu hng bin i kh hu ph thuc vo rt nhiu yut, trong ch yu da vo d bo v s pht thi kh nh knh. S phtthi kh nh knh ny li ph thuc rt ln vo s pht trin kinh t-xhi ton cu, dn s, thay i v cng ngh, tiu dng, sn xut, s dngt v nng lng. Do , nhiu kch bn bin i kh hu khc nhau c xy dng da trn s thay i ca cc bin s khc nhau.

    Cc kch bn v bin i kh hu c xy dng trong khun khcc nghin cu ca IPCC (2007) da trn cc d bo v s pht thi khnh knh t thp n cao v da trn cc kch bn pht trin kinh t-xhi ton cu. IPCC a ra mt nhm 6 kch bn (da trn 4 kch bngc) xc nh nhng l trnh pht thi c th xy ra cho th k 21. Cckch bn ny khc nhau v cc gi nh lin quan n: (i) s pht trinkinh t quy m ton cu; (ii) dn s th gii v mc tiu dng; (iii)chun mc cuc sng v li sng; (iv) tiu th nng lng v ti nguynnng lng; (v) chuyn giao cng ngh; v (vi) thay i s dng t (BTi nguyn v Mi trng, 2012). Bn kch bn gc l A1, A2, B1, B2, vicc k hiu A: ch trng pht trin kinh t; B: ch trng bo v mitrng; 1: ch trng tnh ton cu, v 2: ch trng tnh khu vc.

    Cc kch bn pht thi kh nh knh - c s ca vic d bo v tnhtrng bin i kh hu trong tng lai - ca IPCC c c tm tt Bng 1.1 di y.

    1.3.2. Xu hng bin i kh hu trn th gii

    Trong mt vi thp k ti, nhit trung bnh ton cu d kin stng 0,2-0,3oC mi thp k (Ngn hng Th gii, 2010, tr. 85). Mc dnhit trung bnh ton cu ang c xu hng tng nhng mt cu hic t ra l: s gia tng nn mc gii hn no, nu khng s tora bin i kh hu nguy him.     Tuy nhin, IPCC (2007), trn c s 6 kch bn xc nh nhng ltrnh pht thi c th xy ra, xc nh cc mc thay i nhit c thxy ra trong th k 21 (Bng 1.2). Theo cc kch bn ny, nhit trungbnh th gii n nm 2080 s tng t 2,3oC n 4,5oC so vi nhit thi k tin cng nghip ha. IPCC d kin mc tng 3oC l h qu ckh nng xy ra nht, nhng cng khng loi tr cc gi tr vt xa cons 4,5oC, thm ch nhit ton cu c th tng thm 5oC. Nh vy,khng c kch bn no ca IPCC cho thy s gia tng nhit mcdi 2oC - l ngng m qu trnh bin i kh hu tr nn nguy him(UNDP, 2008, tr. 37). Theo Bo co Pht trin Th gii nm 2010, nukhng thc hin cc n lc gim thiu bin i kh hu hiu qu th ncui th k 21, nhit trung bnh ton cu s tng t 2,5oC n 7oC sovi thi k tin cng nghip ha (Ngn hng Th gii, 2010, tr.85).

    Tuy nhin, cc d on v s gia tng mc nc bin ca IPCC ccoi l thp, bi v cc d on ny ch yu da trn cc c tnh ca nm2005 v ch da trn kt qu tnh ton ca s nng ln ton cu m chatnh n kh nng bng tan. Nghin cu ca Dasgupta v cng s (2007)cho rng s pht thi cc kh nh knh ang tip tc tng v hin tngnng ln ton cu s lm cho mc nc bin dng t 1m n 3m vocui th k 21. Ngoi ra, cc tng bng Greenland v Bc Cc angtan nhanh ngoi d kin c th lm cho mc nc bin dng ln 5m.Kh nng mc nc bin dng t 1m n 3m vo cui th k 21 ny rtc th tr thnh hin thc.

    1.4. CC TC NG TIM TNG CA BIN I KH HU

    Bin i kh hu v cc tc ng tim tng ca n ang ngy cngnhn c nhiu s quan tm trn phm vi ton cu. Cc nghin cukhoa hc ngy cng a ra nhiu bng chng v cc tc ng ca bini kh hu i vi con ngi. Bin i kh hu c nhng tc ng timtng n cc lnh vc, khu vc v cc cng ng khc nhau. Bin i khhu gy nh hng n 3 lnh vc: (i) kinh t (bao gm cc ngnh nngnghip, lm nghip, thy sn, nng lng, giao thng vn ti, cngnghip v xy dng, du lch), (ii) x hi (sc khe con ngi), v (iii)mi trng (bao gm ti nguyn nc, ti nguyn rng, ti nguyn bin,h sinh thi v a dng sinh hc, cht lng khng kh). Cc khu vc db tn thng nht trc tc ng ca bin i kh hu l cc o nh,cc vng chu th ca cc con sng ln, di ven bin v vng ni. Mcd bin i kh hu nh hng n mi i tng ti tt c cc quc gianhng ngi ngho l nhng i tng d b tn thng nht trc tcng ca bin i kh hu (UNDP 2008, B Ti nguyn v Mi trng2008). Nhng tc ng trn cho thy bin i kh hu l vn phttrin quan trng hin nay. Bin i kh hu c nh hng ln n s phttrin kinh t-x hi ca tt c cc quc gia v mi n lc pht trin cacon ngi u ang c nguy c b hy hoi bi bin i kh hu.

    1.4.1. Tc ng ca bin i kh hu theo ngnh

    Bin i kh hu s tc ng nghim trng n sn xut v i sngtrn phm vi ton th gii. Khi tri t nng dn ln, lng ma s thayi v cc hin tng thi tit cc oan nh hn hn, l lt v chy rngcng tr nn thng xuyn hn. Nc bin dng s gy ngp lt vnhim mn ngun nc. Bin i kh hu , ang v s lm thay iton din v su sc qu trnh pht trin v an ninh ton cu trn cclnh vc nh nng nghip, lm nghip, cng nghip, nng lng, ngunnc, lng thc, vic lm, ngoi giao, vn ha, kinh t, v thng mi.

    Do ph thuc trc tip vo cc ngun ti nguyn thin nhin nhycm vi bin i kh hu, nng nghip s l ngnh d b tn thng nhttrc tc ng ca bin i kh hu. S gia tng nhit v cc hintng thi tit cc oan s lm cho cc khu vc thch hp vi sn xutnng nghip b thu hp, di ca ma sinh trng b rt ngn, t nng sut nng nghip c th b gim st trn ton th gii, c bit ticc vng nhit i, ngay c khi c nhng thay i trong tp qun canhtc.     1.4.3. Tc ng ca bin i kh hu i vi cc nc pht trin vang pht trin

    Bo co Pht trin con ngi 2007/2008 ca UNDP cho rng bini kh hu c th dn n 5 nguy c ln i vi cc quc gia trn thgii l: gim nng sut nng nghip, gia tng tnh trng thiu nc ngt,gia tng tnh trng ngp lt vng duyn hi v cc hin tng thi titcc oan, suy thoi cc h sinh thi v gia tng bnh tt. Trong ngnhn, ngi ngho phi gnh chu nh hng nng n nht, ng v trhng chu trc din nhng tc ng ca bin i kh hu do h thngsng tp trung ti cc khu vc sinh thi d b tn thng, cc vng tdc kh cn, cc vng duyn hi thng xuyn b l lt v cc khu chut tm b, trong khi li thiu cc ngun lc ng u vi cc riro ny. Th hai, khu vc ng s b nh hng rt ln bi s gia tng mc nc bin, trong , tmc tng 1m n 5m: din tch b nh hng tng t 0,5% n 2,3%;dn s b nh hng tng t 2% n 8,6%; v GDP b nh hng tng t2% n 10%.

    Cc nc ang pht trin d b tn thng nhiu nht (c tnh hphi gnh chu khong 75-80% chi ph tn tht do bin i kh hu)trong khi li c kh nng thch ng km hn so vi cc nc pht trindo thiu nng lc ti chnh v th ch qun l ri ro kh hu, cngnh l thuc trc tip hn vo cc ngun ti nguyn thin nhin nhycm vi kh hu to ra thu nhp v ca ci.     Cc nc ang pht trin phi gnh chu ch yu cc hu qu cabin i kh hu ngay c khi h ang thc hin nhng n lc xa igim ngho v tng trng kinh t. Vi nhng nc ny, bin i kh hulm tng kh nng d b tn thng, tn ph nhng thnh tu mtnhiu thi gian gy dng v ph hoi nghim trng nhng trin vngpht trin.     1.5.1. S cn thit phi hnh ng ngay

    Th gii hin nay c 7 t ngi v c tnh vo nm 2050 s c 9 tngi sinh sng trn tri t. Mt phn t dn s cc nc ang phttrin vn ang sng vi mc thu nhp di 1,25 la mt ngy. Gi kch thch ny cng ku gi cc nc ang phttrin u t vo nc sch v v sinh mi trng cho ngi ngho vpht trin nhng chng trnh an sinh vi mc tiu r rng. Gi kchthch ny hin ang nhn c s ng h ca nhiu chnh ph. Chnhv vy, ti cu trc nn kinh t th gii theo hng pht trin nn kinht xanh cng l mt gii php hu hiu gii quyt vn bin i khhu ton cu. Cc k hoch pht trin xanh c a ln bn ngh sca nhiu nc Chu nh Trung Quc, Nht Bn, v Hn Quc.Hng ti mt nn kinh t xanh (Green Economy) cng l ni dungchnh c t trn bn ngh s ca Hi ngh Rio+20 c t chc tiRio de Janeiro vo thng 6 nm 2012 - 20 nm sau khi Hi ngh Thngnh Tri t v Mi trng v Pht trin c t chc vo thng 6 nm1992. Ni cch khc, cuc khng hong hin ti ang mang li mt chi th gii bt u chuyn hng sang mt nn kinh t c kh nngchng chu vi bin i kh hu v pht thi t cc bon.

    1.5.4. Thc hin ng thi cc chin lc gim thiu v thch ng

    ng ph vi bin i kh hu, th gii ang thc hin cng mtlc 2 chin lc: gim thiu bin i kh hu v thch ng vi bin ikh hu. Cc thch thc i vi gim thiu v thch ng u rt ln. Tuynhin, nhng thch thc ny c th c gii quyt thng qua nhngchnh sch ch ng v ph hp v kh hu.

  • 1.5.4.1. Gim thiu bin i kh hu

    Gim thiu bin i kh hu l cc hot ng nhm lm gim mc hoc cng pht thi kh nh knh (B Ti nguyn v Mi trng,2008, tr.6). Trong qu kh, cc nc pht trin to ra phn ln lngkh nh knh v c lng pht thi trn u ngi cao hn cc ncang pht trin. Cc nc ny chim 1/6 dn s th gii nhng phtthi ra gn 2/3 lng kh nh knh c trong kh quyn (Ngn hng Thgii, 2010, tr.4). Do , cc nc ny cn i u v nht thit phi cnhng hnh ng mnh m gim bt lng pht thi kh nh knh,c bit l CO2, trong bu kh quyn, v khng th tip tc ng gpphn pht thi ca mnh trong bu kh quyn chung mt cch thiucng bng v thiu bn vng nh vy. Tuy nhin, phn ln lng phtthi ca th gii trong tng lai s c to ra cc nc ang phttrin v do , cc nc ny cng cn thc hin nghim tc vic ctgim pht thi kh nh knh. Vi hn ch v nng lc ti chnh v cngngh, cc nc ang pht trin s cn s h tr v vn v chuyn giaocng ngh ph hp t cc nc pht trin i theo con ng phttrin t cc bon, nhng khng lm mt i cc c hi pht trin ca mnh.

    Nhn chung, cc n lc lm gim pht thi kh nh knh c th tc thng qua vic tng cng hiu qu s dng nng lng v phttrin cng ngh mi nhm lm cho nn kinh t th gii khng b gnnhiu vi cc bon.

    Tng cng hiu qu s dng nng lng

    Tnh trng pht thi nhiu cc bon hin nay xut pht t vic s dngnng lng khng hiu qu. Do , cn thc y mt cuc cch mngnng lng thc s, bi v vic s dng hiu qu hn cc cng ngh hinti c th lm gim 20-30% mc tiu th nng lng trong ngnh cngnghip v ngnh in, t gim bt lng pht thi cc bon m khngphi hy sinh tng trng (Ngn hng Th gii, 2010).

    Thch ng vi bin i kh hu t trc n nay vn c coi l miquan tm th yu ca cc chng trnh quc t v xa i gim ngho,bi v gim nh bin i kh hu mi c coi l yu cu bt buc v cpbch v n quyt nh trin vng trnh c cc him ha ca bin ikh hu trong tng lai hng ti mt x hi t cc bon. Tuy nhin,i vi cc cng ng d b tn thng trc bin i kh hu th thchng li l mt nhim v cp thit (IUCN, SEI, v IISD, 2003). Hn na,khng c php ph mc cho ngi ngho v nhng ngi d b tnthng trn th gii b chm hay t bi ch vi nng lc yu t ca mnh(UNDP, 2008, tr. 6). iu c ngha l ngi ngho v nhng ngid b tn thng trc tc ng ca bin i kh hu cng cn c htr tng cng nng lc thch ng vi bin i kh hu.

    1. S nng ln ton cu ch yu l do s gia tng lngpht thi kh CO2 t cc hot ng t than, du v kht nhin.

    Mt s kh nht nh ang nm trong bu kh quyn v lmcho bu kh quyn nng ln. Th phm chnh l lng pht thikh CO2 t cc hot ng t than, du v kh t nhin trong ccnh my in, xe hi, v nh my sn xut. Th phm th hai llng pht thi kh CH4 t trng la, cht thi t chn nui, sphn hy rc thi cc bi chn lp, t hot ng khai thc mv t cc ng ng dn kh. Th phm th ba l CFC v cc hacht c thnh phn tng t. Vic pht thi NO2 (t phn bnv ha cht) l th phm th t lm cho bu kh quyn nng ln.

    Sinh k bn vng (sustainable livelihoods) t lu l ch c quantm trong cc tranh lun v pht trin, gim ngho v qun l mi trng ctrn phng din l lun ln thc tin. Cch tip cn sinh k bn vng lm thay i cc cch tip cn i vi pht trin trong thi k nhng nm1980 v 1990 theo hng tp trung vo phc li ca con ngi v tnh bnvng hn l mc tiu tng trng kinh t.     Bt u t nhng nm 1980, tnh bn vng t nhiu c cpn trong cc tranh lun v mi quan h ph thuc ln nhau gia tngtrng kinh t, ngho i v bo v mi trng, t , nhiu c nhn vnhiu t chc a ra cc khi nim khc nhau v tnh bn vng ngtrn cc gc nghin cu khc nhau.

    Tuy nhin, phi n nm 1987 th khi nim pht trin bn vngmi c s dng mt cch chnh thc v ph bin trn phm vi toncu. Khi nim ny c a ra trong bo co ca WCED nm 1987(cn c gi l bo co Bruntland1) c tn l Tng lai chung ca chngta (Our Common Future). Theo bo co ny, pht trin bn vng l spht trin p ng c cc nhu cu ca th h hin ti m khng lm tnhi n kh nng p ng nhu cu ca cc th h tng lai. Khi nim nybao gm 2 ni hm: (i) tp trung vo vic p ng nhu cu ca conngi, trong c bit u tin cc nhu cu c bn ca ngi nghotrn ton th gii, v (ii) tng v gii hn ca cng ngh, t chc xhi v kh nng ca mi trng trong vic p ng cc nhu cu ca thh hin ti v tng lai.

    Bo co Pht trin Con ngi u tin ca UNDP (1990) vi thngip con ngi l ca ci thc s ca mi quc gia v cc bo co sau nycng chia s quan im v tm quan trng ca vic p ng nhu cu cacon ngi v nhn mnh s pht trin ca con ngi trn cc phngdin: sc khe, gio dc v phc li; t trng tm ca s pht trin c dch chuyn ra khi nhng vn kinh t v m - nhng ttng ban u v pht trin - sang s pht trin hng vo con ngi.

Chnh v vy, tr ct th t ca s pht trin bn vng - bn vngv th ch - c y ban Pht trin bn vng ca Lin Hip Quc2 xut nhm to ra cc khun kh cho vic thc hin pht trin bn vng cp quc gia, cp vng v ton cu.     Vit Nam, cc ni dung ca pht trin bn vng c nu trongChng trnh Ngh s 21 ca Vit Nam c Th tng chnh ph phduyt trong Quyt nh s 153/2004/Q-TTg, trong s pht trinphi m bo tnh bn vng trn 3 kha cnh: kinh t - x hi - mi trng.

    Bn vng v mi trng hng ti vic khai thc hp l, s dng titkim v c hiu qu ti nguyn thin nhin; phng nga, ngn chn, xl v kim sot c hiu qu nhim mi trng, bo v tt mi trngsng, bo v c cc vn quc gia, khu bo tn thin nhin, khu dtr sinh quyn v bo tn a dng sinh hc, khc phc suy thoi v cithin cht lng mi trng sng.

    2.1.1.3. Cc ch s nh gi pht trin bn vng

    2.1.2. Sinh k bn vng

    Cch tip cn sinh k bn vng lm thay i cc cch tip cni vi pht trin trong thi k nhng nm 1980 v 1990 theo hngtp trung vo phc li ca con ngi v tnh bn vng hn l mc tiutng trng kinh t. c khi ngun t t tng pht trin bn vngtrong Bo co Bruntland (1987) v Bo co Pht trin Con ngi(1990), khi nim sinh k bn vng sau c cc nh nghincu v cc t chc phi chnh ph quc t pht trin v p dng vo ccd n pht trin quc t v xa i gim ngho.     2.1.2.1. Khi nim

    Khi nim sinh k bn vng v c bn c da trn nn tng cakhi nim pht trin bn vng. Rt nhiu b phn cu thnh trong sinhk bn vng u da trn t tng ca Bo co Bruntland v Bo coPht trin Con ngi, l: tp trung vo ngi ngho v nhu cu cah; tm quan trng ca s tham gia ca ngi dn; nhn mnh vo tnht lc v tnh bn vng; v nhng gii hn v sinh thi (Solesbury, 2003).

    Xut pht t t tng chung v pht trin bn vng, trong bo coBruntland, WCED (1987) cng a ra khi nim v an ninh sinh k bnvng (sustainable livelihood security). Sinh k (livelihood) c hiu l ccc ngun d tr v lng thc v tin bc p ng cc nhu cu cbn. An ninh (security) c hiu l c s hu hoc c tip cn ccngun lc v hot ng to thu nhp b p ri ro, lm gim cc tbin cng nh ng ph kp thi vi nhng bt thng xy ra. Bn vng(sustainable) cp n kh nng duy tr hoc tng cng nng suttrong di hn.     Tuy nhin, khi nim v sinh k thng xuyn c s dng v trchdn trong cc nghin cu sau ny u da trn tng v sinh k caChambers v Conway (1992), trong , sinh k, theo cch hiu n ginnht, l phng tin kim sng. Mt nh ngha y hn caChambers v Conway v sinh k l: sinh k bao gm kh nng, ngunlc v cc hot ng cn thit lm phng tin sng ca con ngi. Mtsinh k l bn vng khi n c th gii quyt c hoc c kh nng phchi t nhng cng thng v t bin, duy tr hoc tng cng kh nngv ngun lc; to ra cc c hi sinh k bn vng cho th h tng lai vmang li li ch rng cho cc sinh k khc c cp a phng v cpton cu, trong ngn hn v di hn (Chambers v Conway, 1992, tr.6).Sinh k c th c nghin cu cc cp khc nhau nh c nhn, hgia nh, thn, vng nhng ph bin nht l cp h gia nh. Theoquan im ca Chambers v Conway, sinh k bn vng l mt khi nimlng ghp ca 3 yu t c bn l: kh nng, cng bng v bn vng.

    Da trn khi nim v sinh k bn vng ca Chambers v Conway(1992), Scoones (1998) nh ngha sinh k bao gm kh nng, ngunlc (bao gm cc ngun lc vt cht v ngun lc x hi) v cc hotng cn thit lm phng tin sng ca con ngi. Mt sinh k ccoi l bn vng khi n c th gii quyt c hoc c kh nng phc hit nhng cng thng; duy tr v tng cng kh nng v ngun lc hinti m khng lm tn hi n c s ti nguyn thin nhin (Scoones,1998, tr.5).

    Nm 2001, C quan Pht trin Quc t Vng quc Anh (DFID)a ra khi nim v sinh k hng dn cho cc hot ng h tr camnh, theo , sinh k bao gm kh nng, ngun lc cng cc hotng cn thit lm phng tin sng cho con ngi (DFID, 2001, tr.5).Khi nim ny v c bn hon ton ging vi khi nim v sinh k caChambers v Conway (1992) v Scoones (1998).

(1999), DFID (2001) v Solesbury (2003) pht trin tnhbn vng ca sinh k trn c phng din kinh t v th ch v i nthng nht nh gi tnh bn vng ca sinh k trn 4 phng din: kinht, x hi, mi trng v th ch.

    Mt sinh k c coi l bn vng v kinh t khi n t c vduy tr mt mc phc li kinh t c bn v mc phc li kinh tny c th khc nhau gia cc khu vc.

    Tnh bn vng v x hi ca sinh k t c khi s phn bit xhi c gim thiu v cng bng x hi c ti a.

    Tnh bn vng v mi trng cp n vic duy tr hoc tngcng nng sut ca cc ngun ti nguyn thin nhin quantrng v li ch ca cc th h tng lai.

    Mt sinh k c tnh bn vng v th ch khi cc cu trc hoc quitrnh hin hnh c kh nng thc hin chc nng ca chngmt cch lin tc v n nh theo thi gian h tr cho victhc hin cc hot ng sinh k.

    Theo cc tc gi trn, c 4 phng din ny u c vai tr quan trngnh nhau v cn tm ra mt s cn bng ti u cho c 4 phng din.Cng trn quan im , mt sinh k l bn vng khi: (i) c kh nngthch ng v phc hi trc nhng c sc hoc t bin t bn ngoi;(ii) khng ph thuc vo s h tr t bn ngoi; (iii) duy tr c nngsut trong di hn ca cc ngun ti nguyn thin nhin, v (iv) khnglm phng hi n cc sinh k khc.

    2.1.2.3. Tiu ch nh gi tnh bn vng ca sinh k

    Cc nghin cu ca Scoones (1998) v DFID (2001) u thngnht a ra mt s ch tiu nh gi tnh bn vng ca sinh k trn 4phng din: kinh t, x hi, mi trng v th ch.

    Bn vng v kinh t: c nh gi ch yu bng ch tiu gia tngthu nhp.

    Bn vng v x hi: c nh gi thng qua mt s ch tiu nh:to thm vic lm, gim ngho i, m bo an ninh lng thc,ci thin phc li.

    Bn vng v mi trng: c nh gi thng qua vic s dngbn vng hn cc ngun lc t nhin (t, nc, rng, tinguyn thy sn), khng gy hy hoi mi trng (nh nhim mi trng, suy thoi mi trng) v c kh nng thchng trc nhng tn thng v c sc t bn ngoi.

    Bn vng v th ch: c nh gi thng qua mt s tiu chnh: h thng php l c xy dng y v ng b, quitrnh hoch nh chnh sch c s tham gia ca ngi dn, ccc quan/t chc khu vc cng v khu vc t hot ng chiu qu; t to ra mt mi trng thun li v th ch vchnh sch gip cc sinh k c ci thin mt cch lin tctheo thi gian.

    2.1.3. Khung sinh k bn vng

    2.1.3.1. Cc yu t cu thnh khung sinh k bn vng

    V c bn, cc khung sinh k bn vng u phn tch s tc ngqua li ca 5 nhm yu t nh hng n sinh k h gia nh l: (i) ngunlc sinh k; (ii) chin lc sinh k, (iii) kt qu sinh k, (iv) cc qui trnhv th ch v chnh sch, v (v) bi cnh bn ngoi (DFID, 2001).

    * Ngun lc sinh k

    Kh nng tip cn ca con ngi i vi cc ngun lc sinh k ccoi l yu t trng tm trong cch tip cn v sinh k bn vng. C 5loi ngun lc sinh k:

    Ngun lc ti chnh: bao gm cc ngun vn khc nhau m con ngis dng t c cc mc tiu sinh k, bao gm cc khon tintit kim, tin mt, trang sc, cc khon vay, cc khon thu nhp,

    * Chin lc sinh k

    Chin lc sinh k l cch m h gia nh s dng cc ngun lcsinh k sn c kim sng v p ng nhng nhu cu trong cuc sng.V d, mt h ng dn kim sng bng ngh nh bt th cn s dngcc ngun lc sinh k nh: (i) ngun lc t nhin (ti nguyn thy hisn); (ii) ngun lc vt cht (tu, thuyn nh c, ng c, bn tu); (iii)ngun lc con ngi (lc lng lao ng, sc khe, tri thc v kinhnghim v khai thc c), (iv) ngun lc x hi (th trng bn snphm), v (v) ngun lc ti chnh (tin vay t ngn hng, b con, bnb,).     * Kt qu sinh k

    Kt qu sinh k l nhng thnh qu m h gia nh t c khi kthp cc ngun lc sinh k khc nhau thc hin cc chin lc sinhk. Cc kt qu sinh k ch yu bao gm: tng thu nhp, ci thin phcli, gim kh nng b tn thng, tng cng an ninh lng thc, s dngbn vng hn cc ngun ti nguyn thin nhin. Cc kt qu sinh k nyphn nh tnh bn vng ca sinh k trn 3 phng din: kinh t - x hi- mi trng.

    * Th ch, chnh sch

    Cc th ch (c quan/t chc khu vc cng v khu vc t nhn)v lut php, chnh sch ng vai tr quan trng i vi s thnh cngca cc sinh k. Cc th ch v chnh sch c xy dng v hot ng tt c cc cp, t cp h gia nh n cc cp cao hn nh cp vng,quc gia v quc t. Cc th ch v chnh sch ny quyt nh kh nngtip cn cc ngun lc sinh k v vic thc hin cc chin lc sinh kca cc c nhn, h gia nh v cc nhm i tng khc nhau.

    * Bi cnh bn ngoi

    Bi cnh bn ngoi, hiu mt cch n gin, l mi trng bn ngoim con ngi sinh sng. Sinh k ca ngi dn v ngun lc sinh k cah b nh hng rt nhiu bi 3 yu t thuc bi cnh bn ngoi l: ccxu hng, cc c sc v tnh ma v.

    Cc xu hng bao gm: xu hng v dn s, ngun lc sinh k,cc hot ng kinh t cp quc gia v quc t, tnh hnh chnhtr ca quc gia, s thay i cng ngh,

    Cc c sc bao gm: cc c sc v sc khe (do bnh dch), csc t nhin (do thi tit, thin tai), c sc v kinh t (do khnghong), c sc v ma mng/vt nui.

    Tnh ma v: lin quan n s thay i v gi c, hot ng snxut, v cc c hi vic lm mang yu t thi v.

    Trong 5 yu t cu thnh khung sinh k bn vng, 5 ngun lc sinhk ng vai tr ct li i vi cc hot ng sinh k cp c nhn, hgia nh hoc mt nhm i tng v n quyt nh cc chin lc sinhk no c thc hin t c cc kt qu sinh k mong mun.
