(4) The registered domestic design institutions must have one of the following qualifications:

comprehensive A-level qualification for engineering design, A-level qualification for design in

construction industry, A-level qualification for professional design in construction industry

(construction engineering), A-level qualification for Municipal Industry (rail transit engineering), and

A-level qualification for urban and rural planning. (Annex 3-3-5);

（5）法定代表人证明书（原件）、法定代表人有效身份证证明复印件（加盖公章）、法定代表人授权委托书（原件）、被委托人有效身份证明复印件（加盖公章）。如资格预审文件由法定代表人签署，则不需要提供法定代表人授权委托书和被委托人有效身份证明。（附件 3-

and the valid identity certificate of the principal (with official seal). If the prequalification document

2.2 设计机构简介：简要说明参赛设计机构情况，包括但不限于成立时间、业务范围、专业构成、规模以及相关设计的专业特长（附件 3-3-8）。



2.2 Introduction of design institutions: brief description of the participating design institutions,

including but not limited to the establishment time, business scope, professional composition, scale

and professional expertise of relevant designs (Annex 3-3-8).

2.3 设计机构交通枢纽或城市综合体项目设计相关业绩：报名的设计机构在 2014 年 1 月 1 日起须具有交通枢纽或城市综合体项目设计相关业绩（需提供合同等证明文件，业绩计算时间以签订合同时间为准）。（附件 3-3-9）。2.3 All design institution applicants shall have the corresponding performance related to

transportation junction or urban complex project design since January 1, 2014 (such documentary

evidence as contract shall be provided, and the performance time shall be calculated according to

the contract signing time).（注：报名设计机构的项目业绩资料应包含：设计合同复印件、项目名称、项目地点、项目合同签订时间、所承担的设计内容、是否获奖（如有获奖项目，必须注明奖项）、设计人员、项目完成情况（正在进行、已经完成）、项目图片（设计图或实景照片）、项目业主名称、业主联系电话等；若报名设计机构为分公司（分支机构），应申报自身的业绩并注明与母公司的合作关系）。(Note: The project performance data of registered design institutions should include: copy of the

etc. If the registered design institution is a filiale (branch office), it should declare its own

performance and indicate the cooperative relationship with the parent company. If the registered

signing time, project scale, design content undertaken , award winning or not, project completion

(ongoing, completed), name of the owner of the project, telephone number of the owner, etc.

2.6 设计机构拟投入本竞赛的设计团队人员组成名单及相关专业经验：

competition (Annex 3-3-14); the relevant professional experience should be clear about the

professional experience, participated projects and the tasks to be undertaken in the competition

(Annex 3-3-15).

2.7 报名参赛的设计机构承诺书：承诺书内容必须包括但不限于以下承诺：项目总负责/首席设计师必须直接参与咨询活动全过程，且亲自出席竞赛组织地点汇报方案不少于 2 次。报名



设计机构须确保项目总负责/首席设计师和主要设计人员始终参与设计工作，不中途更换；境外设计团队须配备应至少有 1 名通晓汉语的人士；人员的投入、后续设计的配合、提供项目的咨询服务、项目总负责、首席设计师的工作承诺、合理化建议等（附件 3-3-16）。2.7 Letter of commitment of the design institution to register for the competition: The letter of

commitment must include, but not be limited to, the following commitments: The general

leader/chief designer must be directly involved in the whole process of the consultation activities

and personally attend the competition site to report the plan at least twice. The registered designer

should ensure that the geneal leader/chief designer and key designers of the project are always

involved in the design work and cannot be changed in the middle. Overseas design institutions shall

be equipped with at least one person who is proficient in Chinese. Personnel input, follow-up

design cooperation, project advisory services, work commitment of general leader and chef

designer, rationalization proposals, etc. (Annex 3-3-16).

2.8 联合体参赛协议书：本次竞赛接受联合体报名。组成联合体的单位不得超过 2家，须按要求提交联合体参赛协议书，且以联合体的形式报名参赛的各联合体的境内成员均应满足竞赛公告中 6.1.1-6.1.6 以及 6.1.8 项的要求；各联合体的境外成员均应满足竞赛公告中 6.1.1 以及6.1.3-6.1.8 项的要求（注：以联合体形式参与的，须提交共同签署的联合体参赛协议书原件，需明确联合体牵头方。联合体双方不得再单独或与其他设计机构组成联合体参与本项目报名）。（附件 3-3-17）。2.8 Consortium Participation Agreement: The competition is open to consortium. The number of

units forming the consortium shall not exceed 2, and the consortium entry agreement shall be

submitted as required, and the domestic members of the consortium registered in the form of the

consortium shall meet the above requirements of 6.1.1-6.1.6 and 6.1.8;the overseas members of

each consortium shall meet the requirements of items 6.1.1 and 6.1.3-6.1.8 mentioned above, and

the members shall meet the requirements of items 6.1.1-6.1.8 mentioned above. (Note: For joint

consortium participation, the original joint entry agreement signed by both parties shall be

submitted, and the leader of the consortium shall be identified. The two parties of the consortium

shall not participate in the project registration separately or in a consortium with other design

institutions.)

3.资格预审文件格式 Format of Prequalification Documents3.1 报名的设计机构提交的资格预审文件应当使用资格预审文件所提供的全部格式（表格格式可自拟，但不得更改实质性内容）。3.2 如资格预审文件未提供有关报名内容的格式，可由报名设计机构自行编写，但应简洁、明了，详略得当。3.3 书面资格预审文件用 A4纸打印、按上述顺序编排，装订成册，并且逐页标注页码。3.4 电子版资格预审文件为 PDF 或 WORD 格式。3.1 The prequalification documents submitted by the registered design institution shall use all the

formats provided by the prequalification documents (the form format can be customized, but the

substantive contents shall not be changed).

3.2 If the prequalification document does not provide the relevant format of the registration

content, the registration design institution can prepare it by itself, but it should be concise, clear,

detailed and appropriate.

3.3 Written prequalification documents shall be printed on A4 paper, arranged in the above order,

bound into a book, and numbered page by page.

3.4 The electronic prequalification document is in PDF or WORD format.

4.文件的数量与签署 Number and Signature of Documents

4.1 报名设计机构递交的书面资格预审文件的数量为七份，其中正本一份，副本六份；电子文档一份。资格预审文件应清楚地注明“正本”、“副本”等印记。如正、副本不一致时，以正本为准。资格预审文件的副本可以是正本的复印件。如未标注“正本”、“副本”印记的，由评审委员会以任一本为正本。4.1 The number of written prequalification documents submitted by the registered design

institution shall be seven, including one original and six copies; A copy of the electronic document.

The prequalification documents should be clearly marked with "original", "copy", etc. If the original

and duplicate are inconsistent, the original shall prevail. A copy of the prequalification document

may be a copy of the original. If there is no mark of "original" or "duplicate", any original copy shall

be taken by the evaluation committee.

4.2 资格预审文件的正本和副本，均应包括规定的全部文件以及报名设计机构认为必要的文件。



4.2 The original and copy of the prequalification documents shall include all the required

documents and those deemed necessary by the registered design institution.

4.3 资格预审文件应按规定格式打印，字迹清楚，内容齐全，如有涂改，必须在涂改处由报名设计机构法定代表人或授权代表签字。4.3 The prequalification documents shall be printed in the prescribed format, with clear

handwriting and complete contents. If any alteration is made, it must be signed by the legal

representative or authorized representative of the registered design institution.

4.4 资格预审文件已明确标示签字或盖章的位置，境内设计机构须加盖公章，境外设计机构可加盖公章，或由其法定代表人或合法的授权代表签字。4.4 The location of signature or seal has been clearly marked in the prequalification document. The

domestic design institution shall affix its official seal, while the overseas design institution may affix

its official seal or be signed by its legal representative or legal authorized representative.

5. 资格预审文件的密封和提交 Sealing and Submission of Prequalification Documents

5.1 资格预审文件的密封和标记 Sealing and Marking of Prequalification Documents

（1）报名设计机构应将资格预审文件的正本和副本分别标识和装订，并将纸质资格预审文件整体密封。(1) The registered design institution shall mark and bind the original and copy of the

prequalification documents respectively, and seal the paper prequalification documents as a whole.

（2）资格预审文件密封袋上均应注明下列识别标志：The following identification marks shall be

marked on the prequalification document sealing bag:

1）项目名称：广州市西朗综合交通枢纽及周边综合开发方案国际竞赛；2）2019 年 8 月 19 日 17 时 00 分前不得开封；3）报名设计机构的名称与地址、邮政编码。1) Project Name: International Competition of Comprehensive Developing Plan of Composite

Transportation Hub and Its surrounding of Xilang, Canton;

2) The seal shall not be opened before 17:00 on 19, August, 2019;

3) Name, address and postal code of the registered design institution.



（3）资格预审文件的密封袋的封口处应加盖报名设计机构公章或由法定代表人或授权代表签字。(3) The seal of the seal bag of the prequalification documents shall be stamped with the official seal

of the registered design institution or signed by the legal representative or authorized

representative.

（4）如果资格预审文件没有按上述规定装订和加写标记及密封，竞赛代理机构将不承担资格预审文件提前开封的责任和风险。(4) If the prequalification documents are not bound, marked and sealed as described above, the

competition agency will not assume the responsibility and risk of opening the prequalification

documents in advance.

5.2 资格预审文件的提交时间和地点 Date and place of submission of prequalification documents

在提交截止时间前（北京时间 2019 年 8 月 19 日 17 时 00 分前）送达或邮寄至竞赛代理机构地址（邮寄的请预留足够的时间）。地址：广东省广州市越秀区环市东路 360 号珠江大厦东座903室。逾期抵达的资格预审文件概不受理。Deliver or mail to the address of the competition

agency before the submission deadline (before 17:00, 19 (DATE) August (MONTH), 2019 Beijing

time). Address: room 903, east Block, pearl river building, no. 360, Huanshi east road, Yuexiu

district, Guangzhou, Guangdong. Prequalification documents arriving late will not be accepted.

5.3 资格预审文件的补充、修改与撤回 Supplement, Modification and Withdrawal of

Prequalification Documents

报名设计机构在递交资格预审文件以后，在规定的资格预审文件递交截止时间之前，可以书面形式补充修改或撤回已递交的资格预审文件，并以书面形式通知竞赛组织单位以及竞赛代理机构。补充、修改的内容为资格预审文件的组成部分。报名设计机构对资格预审文件的补充、修改，应按有关规定密封、标记和递交，并在资格预审文件密封袋上清楚标明“补充、修改”或“撤回”字样。After submitting the prequalification documents, the design institution may supplement or

withdraw the submitted prequalification documents in written form before the deadline for

submitting the prequalification documents, and inform the competition organization and



competition agency in written form. The supplementary and modified content shall be an integral

part of the prequalification documents.

The supplementary and modified prequalification documents should be sealed, marked and

submitted in accordance with relevant regulations, and the words "supplementary, modified" or

"withdrawn" should be clearly marked on the sealed bag of prequalification documents.

6.其他 Others

各报名设计机构必须保证资格预审文件的真实性和合法性，竞赛组织单位有权要求报名设计机构提交原件资料或以其它方式进行验证，报名设计机构需自行承担因提交资料不真实或其它原因造成的一切后果。报名资料概不退还。Each registered design institution must guarantee the authenticity and legitimacy of the

prequalification documents. The competition organization unit has the right to request the

registered design institution to submit the original documents or verify by other means.

Registration information is not refundable.

（甲公司名称）、（乙公司名称）愿意组成联合体，参加广州市西朗综合交通枢纽及周边综合开发方案国际竞赛，现就有关事宜订立协议如下：(name of company A) and (name of

Comprehensive Developing Plan of Composite Transportation Hub and Its surrounding of Xilang,

Canton, and hereby enter into the agreement as follows:

1、（甲公司名称）为联合体主办人，（乙公司名称）为联合体成员； 1. (name of

consortium;

2、联合体内部有关事项规定如下：The relevant matters within the consortium are as

follows:

（1）联合体由主办人负责与方案竞赛组织单位联系；（2）竞赛工作由联合体主办人负责，由双方组成的竞赛小组具体实施；（3）联合体将严格按照方案竞赛文件的各项要求，递交竞赛申请文件和方案竞赛成

果，切实执行一切合同文件，共同承担合同规定的一切义务和责任，同时按照内部职责的划分，承担自身所负的责任和风险；

（4）如中选，联合体内部将签订协议书，各自按协议规定负责工作:主办人（甲公司名称）承担（工作范围、内容），占总工作量的％，联合体成员（乙公司名称）承担（工作范围、内容），占总工作量的％；此协议书作为与方案竞赛组织单位所签合同的补充内容。

（5）竞赛工作以及联合体在中选后工作过程中的有关费用按各自承担的工作量分摊。(1) The sponsor shall be responsible for contacting with the organizer of the scheme

competition;

(2) The sponsor of the consortium shall be responsible for the competition work, and the



competition team composed by both parties shall be responsible for the specific

implementation;

(3) The consortium shall submit the application documents and results of the competition

implement all contract documents, jointly assume all obligations and responsibilities stipulated

in the contract, and assume its own responsibilities and risks according to the division of

internal responsibilities;

(4) If selected, the consortium shall sign an agreement, and each party shall be responsible

for the work in accordance with the agreement: the sponsor (company name of party a)

shall assume (work scope and content), accounting for % of the total workload; the

consortium member (company name of party B) shall assume (work scope and content),

accounting for % of the total workload; This agreement is supplementary to the contract

signed with the organizer of the scheme competition.

(5) the relevant costs of the competition work and the consortium after selection shall be

apportioned according to their respective workload.

3、本协议书自签署之日起生效，在上述 2（4）的联合体协议书签订后自行失效。

4、本协议书一式份，送交方案竞赛组织单位一份，联合体成员各执一份。
