    A BID (Business ImprovementDistrict) is a partnership betweenbusinesses, local authorities andother organisations

    A means by which a partnership can

    raise funds to deliver services andinitiatives to improve the town centreand support its economic prosperity

    BID funding is generated by a levythat businesses pay on top of theirbusiness rates usually about 1%of rateable value

    Legislation to allow BIDs came in withthe Local Government Act 2004 andregulates how they can be delivered

    Almost 150 BIDs are in place in towns

    and cities all over the UK

    As a result of Government cuts andeconomic down turn, most towns stillwithout a BID are now consideringone

    A BID levy of 1% of rateable value will becharged on all properties, unless exemptionsare agreed

    For example:Typical property on Northgate with rateablevalue of 14,500 per year would pay 145

    per year on top of their business rates

    The Council has to pay the levy on all of itspremises, just like everyone else

    The BID levy will be billed and collected byBlackburn with Darwen Borough Council onbehalf of the BID Board

    Exemp t i ons All types of property within the BID

    area are subject to the levy

    There is no distinction made betweenoccupied or unoccupied premises

    There could be exemptions, for

    example some BIDs agree that thoseproperties with a rateable value of9,999 or below do not have to payor are only eligible for a nominalcharge, perhaps 50

    Only properties within the agreed BIDarea are liable to pay
