8,000 Translators, 2,000 Evaluators required now.Target is to translate 8,800 books by next Five Year Plan.The National Translation Mission has got the approval of the Union Ministry of

Human Resource Development, and Central Institute of Indian Languages

(CIIL), chief facilitator of the translation exercise involving 22 Indian

languages, has launched the mission.

The Union Government has released Rs. 99 crore under the 11th Plan for

carrying out activities such as promotion of good-quality translation of

knowledge-based texts into all eighth Schedule languages; generation of high-

quality translation tools such as dictionaries and software; translator education;

information dissemination; development of scientific and technical terminology

in all 22 languages in the eighth schedule; and promotion of machine

translation and machine-aided translation.

CIIL Director Udainarayan Singh said at a press conference here on

Wednesday that the States; the Commission for Scientific and Technical

Terminology; the National Council for Educational Research and Training; the

National Book Trust; the University Grants Commission; the Sahitya Akademi;

the Granth Akademies; and public library networks would be involved in the

exercise.

Several institutions and publications had been roped in as the scale of the

project was huge and the CIIL alone would not be able to complete the task, headded.

To begin with, 8,000 translators, 2,000 evaluators and an equal number of copy

editors would be required, he said, and added that the project would create

opportunities for people to work from home.

The National Translation Mission, in addition to creating a National

Register for Translators and a storehouse of information, will give

accreditation to these people to function as NTM Translators.

Translation of reference books, journals, college and university textbooks, open

pedagogic materials, specialised books, critical studies, instructional manuals inengineering and biological studies etc., will be done in 22 Indian languages.

The non-urban and non-elite find it difficult to cope with the knowledge

explosion, most of which is happening in English. China, Korea and Japan have done phenomenal work in translation. Hence, our objective is to provide literary

and knowledge texts in their (target beneficiaries) own languages and therefore

the Mission has been launched, according to the Central Institute of Indian

Languages (CIIL) Director Udaya Narayan Singh.E

The Mission will touch upon all major disciplines to select texts for translation.

The chief domain areas have been categorised into priority I and priority II.

Robotics, sculpture, theatre studies, engineering, culture studies, biochemistry,astrophysics and other disciplines have been included in NTM.

Grants: It facilitates publication grant for translators; subsidies for journals; nd grants for authors and translators, non-literary translation work, translation

training, making electronic dictionary, NLP research-related translation,universities conducting courses on translation, major translation awards,

translation from Indian languages to major European languages (except English)

and translation from Indian languages to Asian and African languages.

The NTM will prioritise creation of digital dictionaries and Machine-Aided

Translation Software among different language pairs. But since the IITs and

universities, IIITs, TIFR and IISc. together as well as many large software giants

have been working on the tough problem of Machine Translation (MT) for the last

two decades, the NTM will emphasise on this area cautiously, it says. Importantly,

efforts will be made for the creation of high quality translation tools such as

dictionaries, word-finders, online look-ups and sourcing software for translation,

memory, wordnet etc., and also to explore if these facilities could be made available

in newer and wider platforms such as mobile technology.

Translation Mission gets Rs 90 crore Human Resources Development Ministry has given its nod four days ago to

National Translation Mission (NTM) following the approval by Economics and

Finance Commission (EFC) on May 22.

Central Institute of Indian Languages (CIIL) Director Uday Narayan Singh, who

is also the member of Governing Body of the Mission said Rs 90 crore had been

allocated for NTM or which Rs 73 crore has already been set aside during the 11th

five year plan.

Singh said the Mission would facilitate research and teaching different disciplines

at colleges and universities. Teaching aids such as maps, charts, diagrams and

reports of economic survey, educational survey and budget document would be

made available in different Indian languages.

Coordination among organisations like Commission for Scientific and Technical

Terminology (CSTT), National Council for Educational and Research Training

(NCERT), National Book Trust (NBT), University Grants Commission (UGC),Sahitya Akademy, CIIL, Granth Academies and Public Library Networks would be

established to avoid replication of work.

A total of 42 domains would be covered under NTM including Anthropology,

Archaeology, Culture Studies, Cybernetics, Informatics, Ethnology and others.

Kikkeri Narayan and Lingadevaru Halemane of CIIL were present on the

occasion.

Classical tag

Singh said a decision on the classical language tag for Kannada and Telugu would

be taken in August, when the final meeting of the Standing Committee on Classical

Language will meet (in Delhi) on August 7 or 8.

I have presented my argument about why Kannada deserves the status of classical

language. Some of the members feel they need stronger argument in some areas

pertaining to awarding the status. I am sure that would be sorted out in this

meeting, he said.
