Article 1 Association President

A. The President will be elected by a vote of the governing body of Bryan Girls Softball Association. The Association President can be voted out of office by a majority vote of the governing body.

Article 2 Duties of the President

A. The Association President calls and presides over the organizational meetings of the governing body of the Bryan Girl’s Softball Association.

B. The Association President distributes registration forms to area schools.

C. The Association President presides over disputes within the league, bringing issues to a vote (by the governing body), if necessary.

D. The Association President shall be required to attend all meetings of the Bryan Girls Softball Association.

E. The Association President will serve on the David Betts Double Play Diamond board.

F. The Association President will coordinate fundraising efforts in cooperation with the Fundraising Manager.

Article 1 Association Vice-President

A. The Vice-President will be elected by a vote of the governing body of Bryan Girls Softball Association. The Association Vice-President can be voted out of office by a majority vote of the governing body.

Article 2 Duties of the Vice-President

A. The Association Vice-President assists the president in all matters as the president so delegates.

B. The Association Vice-President fills in for division presidents when necessary.

C. The Association Vice-President will secure the sponsors for the association. As of 1992, the sponsor fee is $250 for each team.

D. The Association Vice-President shall be required to attend all meetings of the Bryan Girls Softball Association.

E. The Association Vice-President will schedule team picture day. In addition, the Association Vice-President will secure a photographer for this day. The Association Vice-President will ensure that team photos are delivered to all BGSA coaches.

F. The Association Vice-President will obtain quotes for team t-shirts from area businesses. The Association Vice-President will order team t-shirts for each team.

Article 1 Association Treasurer

A. The Treasurer will be elected by a vote of the governing body of Bryan Girls Softball Association. The Association Treasurer can be voted out of office by a majority vote of the governing body.

Article 2 Duties of the Treasurer

A. The Association Treasurer will assist the president in all matters as the president so delegates.

B. The Association Treasurer completes necessary paperwork for the IRS.

C. The Association Treasurer maintains checkbook and has final approval authority for expenditures.

D. The Association Treasurer shall be required to attend all meetings of the Bryan Girls Softball Association.

Bryan Girls Softball Association

Division I By-laws

Article 1 Division President

A. The President of this division is to be selected and approved by majority vote of the governing body of the Bryan Girls Softball Association. The President of Division I can be voted out of office by a majority vote of the governing body.

Article 2 Duties of the Division I President

A. The president of Division I is also the president of the High School Summer League. As president of the summer league he/she organizes

the League’s scheduling and rules meeting that is generally held in April in conjunction with the Division II meeting.

B. The president organizes and publicizes the team selection process each spring.

C. The president will also be required to attend all meetings of the Bryan Girls Softball Association and those meetings of the Bryan Recreation Department that require his/her presence.

D. The president shall be responsible for maintaining and distributing equipment and uniforms as necessary for all Division I teams.

E. The president will make out a league budget for each year.F. The president will make sure schedules are turned into the Parks and

Recreation Department.

Article 3 Coaches Selection

A. The president of the division shall be responsible for insuring that there are a proper number of coaches for the number of girls who will be playing.

B. The coaching staff shall be selected by the Division I President and the Bryan High School Varsity Coach.

C. A coach or an assistant coach can be removed by a majority vote of the governing body of the BGSA.

Article 4 Team Selection

A. The president of Division I and the head coach of the Bryan High School team will pick a varsity team out of the girls that register.

B. The JV team will consist of any girls who made it through the spring season that register to play. The rest of the team will be made up with the remainder of the girls who register at the discretion of the BGSA Division I President and the High School Varsity Coaching staff.

C. If a girl in Division II wants to play Division I, it will be up to the Division I President to determine if she can come up to that level.

D. If a player plays softball during the high school spring season, then she is eligible for Division I summer league regardless of her age.

E. If a girl does not play softball during the high school spring season, then she is eligible based on age to play either Division I or Division II summer softball.

F. After the team selection, no girls can be added to any roster with out permission from the Division I President.

Division II By-laws

Article 1 Division President

A. The President of this division is to be selected and approved by majority vote of the governing body of the Bryan Girls Softball Association. The President of Division II can be voted out of office by a majority vote of the governing body.

Article 2 Duties of the Division II President

A. As president he/she will attend the scheduling and rules meeting that is generally held in April in conjunction with the Division I meeting.

B. The president organizes and publicizes the team selection process each spring.

C. The president shall also be required to attend all meetings of the Bryan Girls Softball Association and those meetings of the Bryan Recreation Department that require his/her presence.

D. The president shall be responsible for maintaining and distributing equipment and uniforms as necessary for all Division II teams.

E. The president of Division II keeps and updates the field schedule for field #5. The president sets the practice schedule for field #5.

F. The president shall oversee the selection of any all-star team or teams.

G. The president shall secure and distribute team awards.

Article 3 Coaches Selection

A. The president of the division shall be responsible for insuring that there are a proper number of coaches for the number of girls who will be playing.

B. Coaches shall be selected from among interested volunteers, with first preference going to the prior year’s head coach. Second preference shall go to the prior year’s assistant coach. Third preference shall go to any individual who has coached in another division of BGSA. The president must approve assistant coaches.

C. All coaches’ daughters will automatically be assigned to the coaches’ team without regard for the team selection process. These girls will be listed on the team’s roster as existing players.

D. The Board has the right to remove a coach or assistant coach if he/she believes that the best interest of the girls and or the league is not being served.

Article 4 Team Selection

A. The selection will be overseen by the Division II President.B. There shall be a workout for all girls with all Division II coaches

present. This workout shall not be held until all coaches are selected, so as not to put any coach at a disadvantage in selecting team members.

C. The 12 girls for the traveling team will be selected first. The girls are to be 11-12 year olds. The girls for the traveling team are to be selected based on their ability and age. No girls are to be selected for the traveling team because their father is a coach. There is no prior year’s roster for the traveling team. This team is selected each year from all available players.

D. The player’s age as of January 1st of each year will determine the division eligibility of play.

E. Before any girls are drafted, each coach shall be presented with a list of girls eligible for the draft in order to prevent unfair solicitations of girls who were not available to all coaches for the draft.

F. Once team selections are made there will be no changing of teams by the girls. This rule must be enforced by both the coach whose team she leaves, and the coach of the team she wants to join. If a girl quits a team, she will not play on any other team for the year. If she wishes to participate the next year, she may go through the try-out the following year.

G. A sister of a player already on a roster will be placed on the same team’s roster unless otherwise requested by the girls’ parent. Two sisters trying out will be considered as two draft choices for the team that selects them.

ensure all fields used in Division III are prepared for game time.G. The president is responsible for turning in all schedules to the Parks &

Recreation Department.H. The president is responsible for supplying schedules to the Umpire

Manager of the Bryan Girls Softball Association.I. The president is responsible for organizing game schedules.

Article 4 Team Selection

A. The President is responsible for the team selection and placement.B. Eligible players are placed on the same team as last year’s team.C. Players are placed on requested team or placed with a requested

coach if deemed possible by the presidentD. The president will evenly place girls by age/grade into an appropriate

number of teams. (1st & 2nd graders)E. The president shall organize a head coaches meeting to evenly

distribute players by age/grade/skill level. (3rd & 4th graders)F. The girls eligible to play are ages 7-8 & 9-10.

First Amendment: Equipment Manager (September 1993)

Article 1 Equipment Manager

A. The Equipment Manager is to be selected and approved by majority vote of the governing body of the Bryan Girls Softball Association. The Equipment Manager can be voted out of office by a majority vote of the governing body.

B. The Equipment Manager from this time on is a part of the governing body.

Article 2 Duties of the Equipment Manager

A. The Equipment Manager shall also be required to attend all meetings of the Bryan Girls Softball Association and those meetings of the Bryan Recreation Department that require his/her presence.

B. The Equipment Manager shall be responsible for maintaining and distributing equipment and uniforms as necessary for all Association Divisions.

C. The Equipment Manager shall be responsible for replacing equipment as needed within reason.

D. The Equipment Manager will manage First Aid boxes for all Divisions.E. The Equipment Manager will order bats and balls prior to the start of

the season.F. All equipment that is ordered will be delivered to the Division

Presidents for the Division Presidents to deliver to their coaches.

Article 1 Umpire Manager

A. The Umpire Manager is to be selected and approved by majority vote of the governing body of the Bryan Girls Softball Association. The Umpire Manager can be voted out of office by a majority vote of the governing body.

B. The Umpire Manager from this time on is a part of the governing body.

Article 2 Duties of the Umpire Manager

A. Propose pay rates to the board for licensed and non-licensed umpires.B. The Umpire Manager shall be required to attend all meetings of the

Bryan Girls Softball Association and those meetings required of the Bryan Recreation Department that require his/her presence.

C. Obtain schedules from Division Managers and schedule umpires for all regular season games and tournaments.

D. To organize training for all non-licensed umpires.E. Inventory umpire equipment at the Division III fields to ensure that

the proper safety equipment is available for umpire use.F. During the season, work in coordination with the treasurer to provide

payments to the umpires.G. During the season, ensure that our umpires are a positive part of the

learning experience as we strive to teach our young players the rules and the strategies of the game of softball.

H. To ensure that all paperwork is turned in for our working umpires.(ie…concussion form or W9 tax form)

Third Amendment: Fundraising Manager (January 2004)

A. The Fundraising Manager is to be selected and approved by majority vote of the governing body of the Bryan Girls Softball Association. The Fundraising Manager can be voted out of office by a majority vote of the governing body.

B. The Fundraising Manager from this time on is a part of the governing body.

Article 2 Duties of the Fundraising Manager

A. The Fundraising Manager orders, coordinates, and distributes all fundraising activities to the team coaches.

B. The Fundraising Manager shall also be required to attend all meetings of the Bryan Girls Softball Association.

C. The Fundraising Manager collects all money earned from the fundraising activities and turns it into the Treasurer.

Fourth Amendment: Secretary (January 2004)

Article 1 Secretary

A. The Secretary is to be selected and approved by majority vote of the governing body of the Bryan Girls Softball Association. The Secretary can be voted out of office by a majority vote of the governing body.

B. The Secretary from this time on is a part of the governing body.

Article 2 Duties of the Secretary

A. The Secretary is responsible for recording the meeting minutes at all Bryan Girls Softball Association meetings

B. The Secretary is responsible for typing the meeting minutes and sending an electronic copy (Email) to all board members prior to the next meeting.

C. The Secretary shall keep a record of all meeting minutes.D. The Secretary shall also be required to attend all meetings of the

Bryan Girls Softball Association.

Fifth Amendment: Terms (January 2006)

A. Each board member has a tem of three years with no limits on how many terms can be served.

B. Terms will run from January through December of each year.

C. An announcement will be made in August of each year about the terms that are coming to an end. Then the person holding the position can state whether or not they want off the board.

D. Regardless of whether that person wants out of their position or not, voting will be held at the meeting in November. First terms begin in January and will end after three calendar years.

E. Board Meetings are scheduled for the First Monday Night of each Month at 7:00pm at the Bryan Community Center on Buffalo Road. In June/July no meetings are scheduled.

Sixth Amendment: High School Position (September 2006)

A. Bryan High School Varsity Coach Position is now a voting member of the governing body of the BGSA Board.

Seventh Amendment: BGSA Executive Committee (November 2014)The Executive Committee of the Association shall consist of the following officers:

1. President2. Vice President3. Secretary4. Treasurer

Any officer of the Executive Committee may be removed from office by 7/10 vote of the voting membership present at any called meeting of the Association.

All matters of policy concerning the BGSA shall be decided by a majority vote of the Board. Six members shall constitute a quorum.

The BGSA Executive Committee must base all decisions on what is best for the Association without regard to the impact such decisions may have on one particular team or player. The BGSA Executive Committee may appoint an interim to fill an existing board position.

Eighth Amendment: BGSA Discipline Committee (November 2014)

The Bryan Girls Softball Association discipline committee will consist of BGSA President, BGSA Vice President, Division President, Treasurer, and Secretary. The discipline committee will review infractions and determine an appropriate course of action.

Ninth Amendment: Umpire Rules and Regulations (November 2014)BGSA Umpire Rules & Regulations

Umpires shall receive all assignments from the BGSA Umpire Coordinator or an assigned BGSA Board member by the Umpire Coordinator.

All umpires must be approved by BGSA All umpire cancellations must be reported to the Umpire Coordinator no

later than one and one-half hours before the game is scheduled to begin. If an umpire appears at the field and the ball game is called due to weather or

unplayable field conditions only, the umpire will receive a $20 travel fee, unless BGSA has properly notified.

If a game is started and suspended, the umpire(s) will receive full fee. If a game has been forfeited for any reason, the umpire(s) shall receive full

fee, unless BGSA has properly notified. This applies even if the game is forfeited before the first pitch.

For completion of a suspended game the umpire(s) shall receive full fee. This applies even to a completion of a suspended game before the start of a regularly scheduled contest (no matter the length).

If an umpire works a game solo, said umpire will receive one and one-half times the fee for the game.

The BGSA representatives will communicate with the Bryan Parks & Rec to determine if home games are cancelled or postponed. BGSA Umpire Coordinator will be notified ASAP of any cancellations in order to notify scheduled umpires.

All Umpires will be compensated bi-weekly by BGSA Treasurer or President unless previous arrangements have been made.

Current pay for umpires is $40 for certified and $25 for non-certified for Summer 2015.

Tenth Amendment: BGSA Concession Coordinator (November 2014)Will be appointed by the BGSA Board to supply food & beverages for the Field 5 concession stand. All generated income from concessions will be subjected to the board’s decision to put into the general fund. All concession expenditures will go through the BGSA President and Treasurer.

Eleveenth Amendment: BGSA Board meeting attendance policy (November 2014)It is understood that the BGSA is managed completely on a volunteer basis. This applies to coaching, managing as board members, field maintenance, and facility upgrades. Each board member should attend 70% of regularly scheduled meetings to remain in good standing with the association. Those who fail to meet the minimum requirement may be subjected to disciplinary action that could include the removal of board position. BGSA meetings are scheduled on the First Wednesday of the month at 7:00pm at the Bryan Community Center on Buffalo Road. (June/July no scheduled meetings)

Twelfth Amendment: Bryan Girls Softball Association Tobacco Policy (November 2014)All BGSA coaches and assistant coaches will not smoke or chew tobacco products on any playing or practice field or in a bench area in the presence of any ball players. All BGSA Fields are Smoke Free. Smoking is allowed for spectators in the Parking Lot or Roadway only

Thirteenth Amendment: Bryan Girls Softball Association General Game Rules (November 2014)

1. ASA rules will be followed unless otherwise stated in BGSA bylaws or league rules.

2. All catchers must wear approved equipment when warming up a pitcher and be legally equipped during game play.

3. All pitchers in u10 will be required to wear a facemask while pitching. BGSA will supply each team a mask for pitchers to wear. It is the recommendation of BGSA that all other pitchers wear safety masks while pitching. However, coaches will communicate with parents regarding safety and parents will make the final decision.

4. All batters must wear a helmet during games, practices, or while using BGSA batting cages.

5. Coaches must maintain strict control of their players and abide by all BGSA and League rules at all times. All coaches must follow Bylaws, league rules, and adhere to the BGSA Code of Conduct. Repeated rule violations or misconduct by coaches/players/parents/spectators may be cause for expulsion from the BGSA. It will take a majority vote by the BGSA Board to dismiss a coach, player, or parent/spectator.

6. Only coaches, scorekeeper, and players may be in the dugout during a game. There will be NO spectators on the bench or in the dugout

area. Players are to remain in the dugout or on the playing field at all times during the game.

7. In event of a violation of any rule on discipline or misconduct problems with players, coaches, or fans of any team, the matter shall be turned over to the BGSA Board for action within 48 hours.

Fourteenth Amendment: Division 1, 2, 3 Coordinators (November 2015)

A Division Coordinator is a non-voting position appointed by the BGSA Board to assist the Division President with duties within their age groups. This position will be reviewed & appointed annually by the BGSA Board.

Bryan Girls Softball AssociationCode of Conduct (November 2014)

Bryan Girls Softball Association Code of Conduct:

The Board of the Bryan Girls Softball Association has mandated the following Code of Conduct.

All Coaches, parents, and players will read this code and sign in the space provided below acknowledging that he or she understands and agrees to comply the Code of Conduct. This Code of Conduct indicates that you are agreeing that your entire family (parents, players, siblings) will abide by this code and be subject to the same disciplinary actions that violations carry.

No Board Member, Coach, Player or Spectator Shall:

At any time, push, shove, strike or threaten an official, spectator, player or coach

Inflict any verbal or physical abuse upon an official, spectator, player or coach for any real or imaginary belief of a wrong decision or judgment

Perform any objectionable demonstration of dissent at an official’s decision by throwing of gloves, helmets, bats, balls or any other forceful unsportsmanlike action

Use obscene or vulgar language to ANY coach, player, umpire, spectator or league official

The umpire or league official shall have the authority and discretion during a game to penalize any offender for any infraction up to and including removal from the game.

Bryan Girls Softball Association intends to enforce this Code of Conduct. The Bryan Girls Softball Association discipline committee will consist of BGSA President, BGSA Vice President, Division President, Treasurer, and Secretary. The discipline committee will review infractions and determine an appropriate course of action.

If it is deemed a violation of the BGSA Code of Conduct has occurred, the individual will abide by such ruling, which may include expulsion from league and league events.

The Bryan Girls Softball Association aspires to be an outstanding fast pitch softball organization that provides a high-quality experience to our athletes. A high-quality experience is one in which the athletes:

Bryan Girls Softball AssociationBy-laws-----Revised Approved November 2014

The by-laws of the Bryan Girls Softball Association have been voted in by our governing body of this association. The by-laws of this association were written to uphold the integrity of the game of fast pitch softball. This association is to put the interest of the participating girls first. Sportsmanship is to be stressed at all times.

Parliamentary procedures will be followed in any changes to these by-laws or operations of the association.
