Many of the listed organizations have voluntarilyprovided information and we thank them for theircooperation. They were all evaluated in accordancewith our national BBB 20 STANDARDS FORCHARITABLE ACCOUNTABILITY.

Some fine charities have just missed meetingStandards but are working with us to move intocompliance. Please read the text to see where theirevaluation stands. Some charities did refuse to workwith us and some simply cannot meet our Standardsat this time. You have a right to know as you makeyour charitable giving decisions. We are ready towork with all of them and try to move them intocompliance if possible.

WHY DOES THE BETTER BUSINESS BUREAUPROVIDE REPORTS ON CHARITIES?

The BBB provides charity reports for the same reason itprovides business reports - to help the public makeinformed decisions and encourage ethical behavior. Withover one million registered charities nationwide, it may beharder now than ever before to decide whichorganizations to support. Our Charity Review Programprovides the mission, programs, and finances of localcharities, and evaluates these organizations according toour Standards for Charitable Accountability, giving youthe information you need to make the best decision.

WHY HAVE STANDARDS FOR CHARITIES?

The BBB Standards for Charitable Accountability help toanswer your basic questions about an organization'sgovernance, finances, and fundraising practices.

• How do they use your donations?• Are they honest in their fundraising materials and

financial statements?• Does the board of directors avoid conflicts of interest

and provide adequate oversight?These standards are designed to apply to any charitableorganization, regardless of size or area of service. A fulllist of the Standards for Charitable Accountability can befound on pages 6-7.

WHICH ARE THE BEST CHARITIES IN THE GIVINGGUIDE?

The BBB does not make any judgments about theworthiness of any particular organization or cause.Donors are strongly encouraged to use the Standards asone resource for making their own decisions. You shouldalso take into consideration the charity's mission,program activities, and history of service. Whenever acharity does not meet all Standards, its full report(available at www.bbb.org or by calling 419-531-3116 or800-743-4222) will explain exactly why and provide thecharity's response, if any.

WHAT DO THE PERCENTAGES IN COLUMNS A AND BMEAN, AND WHY DON'T THEY ADD UP TO 100%?

These two percentages measure two important - and verydifferent - ratios, and it's pure coincidence if they do addup to 100%. Column A measures the percentage of totalexpenses spent on programs, while Column B measuresthe percentage of contributed revenue spent onfundraising. Since many charities also receive fundingfrom government contracts, service fees, or productsales, total contributions may be significantly less thantotal expenses. To meet BBB Standard 8, Column Ashould be 65% or greater. To meet Standard 9, Column B

should be 35% or less. The percentages in these twocolumns tell you whether the organization is spendingyour donations appropriately.

WHY DO SOME CHARITIES HAVE FINANCIALINFORMATION FROM 2003 AND 2004?

The Better Business Bureau strives to provide the mostaccurate and up-to-date financial information available,but when charities choose not to disclose, the BBBconsults publicly available sources, which at times can beoutdated. Additionally, our evaluations are conductedevery two years, and in some cases these were the mostrecent financial statements available at the time ofreview. Future editions of our Giving Guide will continueto update financial information as it becomes available.

WHY ARE SOME CHARITIES LISTED AS "NATIONAL"OR "STATEWIDE"?

Each BBB is responsible for maintaining reports oncharities and businesses located within its service area.When a local charity is part of a larger state or nationalorganization, the BBB makes a case-by-casedetermination whether to evaluate it locally or to referdonors to another BBB (such as Columbus) or to thenational BBB Wise Giving Alliance. Collectively, thousandsof charity reports are available online at www.bbb.orgfrom the nationwide network of BBBs.

What does it mean when a charity does not meet allStandards? Does it mean that you shouldn't donate tothat organization? That's up to you. We stronglyencourage all donors to visit our website–www.bbb.org–and read the full report on any charity they areinvestigating. To see what could be at stake, take forexample two of the most commonly missed Standards,Standard 16 and Standard 9.

Standard 16 asks organizations to produce an annualreport available to anyone upon request. The BBB doesnot dictate the format - the annual report can be aglossy full-color magazine or a simple one-page factsheet - but we do ask that it contain some basicinformation: the charity's mission statement, asummary of what it has accomplished in the past year, aroster of its board of directors, and a financial summarythat includes total income, an expense breakdown, andits net assets. The BBB feels that this informationprovides potential donors with a basic–but solid–overview of the organization: what it does, who is incharge, and how it spends its money.

A charity can miss this Standard in several ways. Someorganizations may not meet this Standard because theyoverlook one of the basic requirements and did notamend their annual report in time for the Giving Guide.Other organizations don't publish an annual report at all.A few may actually want to make it difficult for thepublic to obtain basic information, like who is on theboard of directors or the amount of assets it has.

Transparency is at the heart of BBB Standards, andStandard 16 is one important way for a charity to betransparent.

Standard 9 requires organizations to spend no morethan 35% of contributions on fundraising expenses."Contributions" include private and corporate donations,revenues from special events, foundation grants, andother results of fundraising efforts. This Standard, alongwith Standard 8, seeks to ensure that your donationprimarily supports the charity’s mission and programs.It's virtually impossible for a charity to raise moneywithout spending money, but they should keep theirfundraising expenses reasonable as a principle of goodstewardship.

Relatively few charities in the Giving Guide exceed thisratio, but there are many for whom the BBB could notverify what this ratio truly was. In most cases, thecharity's financial statements did not provide enoughinformation about how much it spent on fundraising.The charity may not even track those expenses, and willnot meet several other Standards which relate tofinancial transparency and accuracy. Unless fundraising

expenses are monitored on a regular basis, a charitycannot ensure that it is spending public donations wiselyand raising money in an efficient manner.

It's up to each individual to decide if he should donate toan organization when all Standards are not being met.The BBB's full reports on each charity go into muchmore detail about any Standards that were not met. STANDARDS FOR CHARITABLE ACCOUNTABILITY

GOVERNANCE AND OVERSIGHTThe governing board has the ultimate oversight authorityfor any charitable organization. This section of theStandards seeks to ensure that the volunteer board isactive, independent, and free of self-dealing. To meetthese Standards, the organization shall have:

1. A board of directors that provides adequate oversightof the charity's operations and its staff.

Indication of adequate oversight includes, but is notlimited to, regularly scheduled appraisals of the CEO'sperformance, evidence of disbursement controls such asboard approval of the budget and fundraising practices,establishment of a conflict-of-interest policy, andestablishment of accounting procedures sufficient tosafeguard charity finances.

2. A board of directors with a minimum of five votingmembers.

3. A minimum of three evenly spaced meeting per year ofthe full governing body with a majority in attendance,with face-to-face participation. A conference call of the fullboard can substitute for one of the three meetings of thegoverning body. For all meetings, alternative modes ofparticipation are acceptable for those with physicaldisabilities.

4. Not more than one or 10% (whichever is greater)directly or indirectly compensated person(s) serving asvoting member(s) of the board. Compensated membersshall not serve as the board's chair or treasurer.

5. No transaction(s) in which any board or staff membershave material conflicting interests with the charityresulting from any relationship or business affiliation.

Factors that will be considered when concluding whetheror not a related party transaction constitutes a conflict ofinterest and if such a conflict is material, include, but arenot limited to: any arm's length procedures established bythe charity; the size of the transaction relative to likeexpenses of the charity; whether the interested partyparticipated in the board vote on the transaction; ifcompetitive bids were sought; and whether thetransaction is one-time, recurring, or ongoing.

MEASURING EFFECTIVENESSAn organization should regularly assess its effectiveness inachieving its mission. This section seeks to ensure that anorganization has defined, measurable goals and objectivesin place and a defined process in place to evaluate thesuccess and impact of its program(s) in fulfilling the goalsand objectives of the organization and that also identifiesways to address any deficiencies. To meet theseStandards, a charitable organization shall:

7. Submit to the organization's governing body, for itsapproval, a written report that outlines the results of theaforementioned performance and effectivenessassessment and recommendations for future actions.

To meet this Standard, thecharity's unrestricted net assets available for use shouldnot be more than three times the size of the past year'sexpenses of three times the size of the current year'sbudget, whichever is higher.

An organization that does not meet Standards 8,9, and/or10 may provide evidence to demonstrate that its use offunds is reasonable. The higher fundraising andadministrative costs of a newly created organization,donor restrictions on the use of funds, exceptionalbequests, a stigma associated with a cause andenvironmental or political events beyond an organization'scontrol are among factors which may result inexpenditures that are reasonable although they do notmeet the financial measures cited in these Standards.

(d) financial information that includes

(i) total income in the past fiscal year,

(ii) expenses in the same program, fundraising andadministrative categories as in the financialstatements, and

(iii) ending net assets.

17. Include on any charity websites that solicitcontributions, the same information that is recommendedfor annual reports, as well as the mailing address of thecharity and electronic access to its most recent IRS Form990.

18. Address privacy concerns of donors by:

(a) providing in written appeals at least annually, ameans (such as a check off box) for both new andcontinuing donors to inform the charity if they do notwant their name and address shared outside theorganization, and

(b) providing clear, prominent and easily accessibleprivacy policy on any of its websites that tells visitors (i)what information, if any, is being collected about them bythe charity and how this information will be used, (ii)how to contact the charity to review personal informationcollected and request corrections, (iii) how to inform thecharity (e.g., a check off box) that the visitor does notwish his/her personal information to be shared outsidethe organization, and (iv) what security measures thecharity has in place to protect personal information.

19. Clearly disclose how the charity benefits from the saleof products or services (i.e., cause-related marketing) thatstate or imply that a charity will benefit from a consumersale or transaction. Such promotions should disclose, atthe point of solicitation:

(a) the actual or anticipated portion of the purchaseprice that will benefit the charity (e.g., 5 cents will becontributed to ABC Charity for every XYZ Companyproduct sold),

(b) the duration of the campaign (e.g., the month ofOctober),

(c)any maximum or guaranteed minimum contributionamount (e.g., up to a maximum of $200,000).

20. Respond promptly to and act on complaints broughtto its attention by the BBB Wise Giving Alliance and/orlocal Better Business Bureaus about fundraising practices,privacy policy violations and/or other issues.

11. Make available to all, on request, complete annualfinancial statements prepared in accordance with generallyaccepted accounting principles. When total annual grossincome exceeds $250,000, these statements should beaudited in accordance with generally accepted auditingstandards. For charities whose annual gross income isbetween $100,000 and $250,000, a review by a certifiedpublic accountant is sufficient to meet this Standard.

12. Include in the financial statements a breakdown ofexpenses (e.g., salaries, travel, postage, etc.) that showswhat portion of these expenses was allocated to program,fundraising, and administrative activities. If the charity hasmore than one major program category, the scheduleshould provide a breakdown for each category.

13. Accurately report the charity's expenses including anyjoint cost allocations, in its financial statements.

For example, audited or unaudited statements whichinaccurately claim zero fundraising expenses or otherwiseunderstate the amount a charity spends on fundraising,and/or overstate the amount it spends on programs willnot meet this Standard.

14. Have a board-approved annual budget for its currentfiscal year, outlining projected expenses for major programactivities, fundraising, and administration.

FUNDRAISING AND INFORMATIONALMATERIALSA fundraising appeal is often the only contact a donor haswith a charity and may be the sole impetus for giving. Thissection of the Standards seeks to ensure that a charity'srepresentations to the public are accurate, complete, andrespectful. To meet these Standards, the charitableorganization shall:

15. Have solicitations and informational materials,distributed by any means, that are accurate, truthful andnot misleading, both in whole and in part.

Appeals that omit a clear description of program(s) forwhich contributions are sought will not meet thisStandard. A charity should also be able to substantiatethat the timing and nature of its expenditures are inaccordance with what is stated, expressed, or implied inthe charity's solicitations.

16. Have an annual report available to all, on request,that includes:

(a) the organization's mission statement;

(b) a summary of the past year's program serviceaccomplishments;

(c) a roster of the officers and members of the board ofdirectors;

TIPS FOR CAR DONATIONS

1. If you are not familiar with the charity that issoliciting, check it out as you would if you were givingcash. Contact the charity directly and ask how your cardonation will be used to benefit the organization. And ofcourse, check with the Better Business Bureau to learnmore about the organization before donating.

2. Make sure the title of the car is transferred to thecharity’s name and keep a copy of this record. The titlechange will help you avoid potential problems that canoccur if the car is somehow parked illegally by theorganization or is involved in an accident or other mishapbefore the charity is able to sell it.

3. If you are claiming a car donation over $500, you willneed to complete and attach IRS Form 8283 to your taxreturn. For more deductibility information, see IRSPublication 561, Determining the Value of DonatedProperty. If the car is worth more than $5000, you willneed to get a written professional appraisal, which youcan find by contacting local car dealers.

4. Check out the new IRS guidelines on vehicledeductions, if you itemize or plan to. A Donor’s Guide toVehicle Donations (Publication 4303) is reader-friendlyand accessible at www.irs.gov/pub/irs-pdf/p4303.pdf orby calling (800) 829-3676. Following each review, the charity is provided a draftcopy of its report before it is released to the public.During this time, the charity is given opportunity toreview the evaluation and supply additional informationto address any unmet standards, if any.

501(c)(3)Most organizations in the Giving Guide have 501(c)(3)status, which is the federal designation for tax-exempt,charitable organizations, including religious, socialservice, educational, literacy, artistic, animal welfare, andathletic organizations. Donations to 501(c)(3)organizations are tax-deductible, and these organizationsalso receive certain tax benefits.

Most organizations in the Giving Guide are publiccharities, which generally means they receive fundingfrom a variety of sources, as opposed to privatefoundations, which are 501(c)(3) organizations thatreceive funding from a single donor or endowment.

ACCREDITED CHARITYThe BBB uses this term to recognize charities that havebeen evaluated and meet all 20 Standards for CharitableAccountability, which can be viewed on pages 6-7.

ADMINISTRATIVE EXPENSESThese are expenses for general management, as opposedto program or fundraising expenses. These include thecosts for bookkeeping, budgeting, filing governmentpaperwork, producing financial statements and annualreports, and fulfilling other management functions.Charities with no administrative expenses areextraordinarily rare and usually quite small.

AUDITED FINANCIAL STATEMENTSMost organizations produce annual statements of theirfinancial position, which will include assets, liabilities,revenues, expenses, cash flows, and descriptions of theiraccounting practices. BBB Standards require charitieswith gross revenues over $250,000 to have their financialstatements audited by an independent CPA or firm. Anaudit examines the organization's books, assessesfinancial procedures, and performs certain investigationsto obtain reasonable assurance that the organization'sfinancial statements are free from material misstatement.If an organization's gross revenues are between$250,000 and $100,000, then the BBB Standards requireonly a review of the financial statements, which issignificantly less in scope. For organizations with grossrevenues below $100,000, unaudited financial statementsor their most recent IRS Form 990 are acceptable. Annualfinancial statements - whether audited or not - areintegral to evaluating an organization.

CHARITYThe BBB uses this term as shorthand for "charitableorganization," a nonprofit organization established forcharitable purposes (educational, religious, scientific,literacy, etc.) and usually holding 501(c)(3) tax-exemptstatus.

DID NOT DISCLOSEThe Better Business Bureau has requested currentinformation from these organizations about theirprograms, governance, fundraising, and finances, butthese organizations have either declined to provide thisinformation or did not respond to at least three writtenrequests. Because they did not voluntarily provide thisinformation, the BBB is unable to determine whether ornot the organization meets the Standards for CharitableAccountability.

While participation in the BBB's charity review efforts isvoluntary, the BBB believes this lack of cooperation maydemonstrate a lack of commitment to transparency. Any501(c) organization that files an IRS Form 990, however,is required by law to provide a copy to anyone who asksfor it. When a charity doesn't disclose information, theBBB consults these statements to provide a minimumreport on financial expenses. The BBB shares thesefinancial statements for informational purposes only andshould not be considered a substitution for a fullevaluation.

FUNDRAISING EXPENSESThese are costs associated with soliciting contributions,which may include printing fundraising letters, organizingspecial events, writing grant proposals, or payingfundraising personnel. BBB Standards state that charitiesshould spend no more than 35% of related contributionson fundraising expenses.

IRS FORM 990Even though 501(c)(3) organizations are tax-exempt,they are required to file an informational tax return calleda Form 990. The 990 is open to public inspection;charities are required by law to allow anyone to inspecttheir last three 990s (though they may charge forcopying costs). The IRS will also provide a copy of anyorganization's 990 in response to a written request, and990s can be viewed online at www.guidestar.org. The 990

TAX-EXEMPT ORGANIZATIONIf a nonprofit organization has been recognized as "tax-exempt" by the IRS, it receives certain tax benefits.Churches automatically receive tax-exempt status, butother organizations must submit an application to theIRS. In addition to 501(c)(3) charities, other types of tax-exempt organizations include 501(c)(4) - social welfaregroups; 501(c)(6) - business and trade associations,including the BBB; 501(c)(8) and (10) - fraternalorganizations; and 501(c)(9) - veterans organizations.Not all donations to these types of 501(c) organizationsare tax-deductible.

contains financial information, including how much anorganization spent on its programs, how much it spent onfundraising, and income received from donations andservice fees, as well as non-financial information like thenames of the board of directors and brief descriptions ofthe organization's purpose and programs.

NONPROFIT ORGANIZATIONThis is a broader category than charity or 501(c)(3)organization. Nonprofit status is based on whetherproceeds from the organization benefit any owners orshareholders, and this status is determined at the timethe organization is incorporated. All tax-exemptorganizations are nonprofit, but not all nonprofitorganizations are tax-exempt.

PROGRAM EXPENSESThese are the costs of performing the charity's mission(i.e. the whole reason the charity exists). Programexpenses can include a wide range of items. For example,a health charity's program expenses might include thesalaries of support group counselors, grants given tomedical researchers, and the costs of public educationcampaigns. BBB Standards state that charities shouldspend at least 65% of their total program expenses ontheir programs.

RELATED CONTRIBUTIONSThese are all revenues received as a result of fundraisingactivities: contributions from individuals, corporatesponsorship, foundation grants, special events revenue,bequests, etc. Government funding, in most cases, is notincluded, since government grants are often administeredmore like contracts for service than true contributions.Because most charities also receive income from othersources (e.g. service contracts, admissions fees, sales ofgoods or services), BBB standards compare fundraisingexpenses to related contributions.

TAX-DEDUCTIBLE CONTRIBUTIONDonations to 501(c)(3) public charities are tax-deductibleas charitable contributions for federal income taxpurposes. Just because an organization claims to be tax-exempt does not mean you can deduct your donation(see next column). Check with a tax advisor if you havequestions about whether a contribution is tax-deductible.
