Served as the Chief Financial Officer (CFO) responsible for the overall financial operations of the City. Planned and directed the disbursement and accounting of all revenues and expenditures for all City operations.

Invested all public funds according to North Carolina Local Government Commission (NCLGC) guidelines. Evaluated, maintained and updated all financial policies and procedures. Managed all financial aspects of Federal and State grants Prepared the annual Comprehensive Annual Financial Report (CAFR). Appointed by the City Council to serve as the interim City Manager during the vacancy of the position.

FINANCE DIRECTOR, Person Family Medical Center (Federally Funded Community Health Center), Roxboro, North Carolina November 1991 to June 1993

Responsible for the fiscal management of the Federally Funded Community Health Center. Managed all administrative, clerical and financial functions including payroll, accounts payable, accounts

receivable and billing. Prepared and monitored the annual budget and all financial reports for state and federal governmental agencies

and the governing board. Designed and implemented financial policies and accounting manuals. Served as the interim Executive Director during the vacancy of the position. Served as liaison to the Federal Funding Agencies. Served to represent agency on with U.S. Congress and Senate members.
