Executive Summary

A draft Master Plan has been prepared to guide the future development of Ben Kavanagh Reserve in Mordialloc. In March 2014, leisure planners SGL Consulting Group in partnership with Peddle Thorp Architects and Michael Smith and Associates Landscape Architects and Urban Design were commissioned to undertake the development of the Master Plan.

Council’s Open Space Strategy (2012) supports the continuation of Ben Kavanagh Reserve as a district level sporting reserve and as much of the reserve infrastructure is coming to the end of its useful life plans were required for its renewal and/or replacement.

Council had already identified the sports pavilion (HR Droop Pavilion) as in need of replacement and committed funding in 2014/15 for the development of concepts and detailed designs for the pavilion replacement. As part of the master plan development, concept plans for a two storey pavilion incorporating the needs of the existing user groups of HR Droop Pavilion and the Mordialloc Bowling Club were prepared following the in principle support of all of the groups to work together within a single facility pending further detailed negotiations.

Council has committed funds to the construction of the replacement pavilion in the next two financial 2015/16 & 2016/17. It should be noted however the proposed pavilion is a larger building than traditionally provided for a sports pavilion as it incorporates the needs of the bowling club within a single facility.

The following consultation was undertaken in order to prepare the draft masterplan.

Meetings were held with each of the existing user groups

Workshops were held with relevant Council Officers

A resident drop in event held on Sunday 4 May 2014

A resident survey was sent to 1,600 households around Ben Kavanagh Reserve to comment on the draft masterplan. 39 responses were received with the vast majority of residents happy with the overall draft master plan. The survey analysis can be found in Section 5.6 of the report.

The following provides a summary of the key directions identified for the Ben Kavanagh Reserve within the draft Master Plan.

Unstructured Recreation

Install an active youth space to encourage unstructured activity.

Install exercise stations around the proposed new pathway around the reserve.

Renew existing playground and retain it as a junior playground in keeping with the Kingston Playground Strategy.

Install a fence around the playground area.

Access and Egress

Create a separate entrance and egress off McDonald Street to improve safety.

Close Connell Street to vehicle access to address safety issues and improve residential amenity for residents of Connell Street.

Formalise the existing on street parking on McDonald Street and the west side of Chute Street with line marking.

Pathways

Install a walking path around the reserve.

Realign the fence on Chute Street closer to the kerb to create space for the path.

Sporting Facilities

Design a new pavilion and relocate the new pavilion further into the reserve (south) to free up space at the front of the reserve providing space to increase and formalize on site car parking.

Integrate the Bowls Club clubrooms facilities into the new pavilion in order to open up the

front of the site for access and car parking.

Demolish existing HR Droop Pavilion and Bowls clubrooms.

Consolidate the grounds men shed into the design of new pavilion and demolish old grounds men shed.

Remove scoreboard structure and replace with small electronic scoreboard.

Install a multi-purpose sports court to facilitate netball training and other activities.

Upgrade sports ground lighting in order to spread wear and tear across the whole playing surface.

Relocate the cricket practice nets.

Fencing

Repair and renew reserve perimeter fencing where necessary.

Install full fencing around junior playground given proximity to two roads in response to safety concerns raised by residents.

Support Infrastructure

New seating with back support to be located around the sports ground.

Install lighting along the new pathway

Bin installed in playground area.

Placement of power lines underground.

Install new water tanks to irrigate sports grounds

Place underground the water tanks to water the bowling greens.

Demolish existing toilet block.

Vegetation

Plant screening trees along the Mc Donald Street fence to increase residential amenity.

Landscape around the rain garden to increase visual interest and beautify the reserve.

Reduce mounding and thin vegetation between the playground and the sportsground to increase connectivity.

Construct a large stormwater pipe and grassed storage basin to address flooding in McDonald Street.

Remodel part of the existing rain garden in Bear Street to treat and harvest stormwater and install new water tanks to store treated water.

1 Introduction and Background

1.1 Introduction

Kingston City Council wished to prepare a Master Plan to guide the future development of Ben Kavanagh Reserve in Mordialloc. In March 2014, leisure planners SGL Consulting Group in partnership with Peddle Thorp Architects and Michael Smith and Associates Landscape Architects and Urban Design were commissioned to undertake the development of the Master Plan.

1.2 Background to the Study

Council’s Open Space Strategy (2012) supports the continuation of Ben Kavanagh Reserve as a district level sporting reserve. Much of the reserve infrastructure is coming to the end of its useful life and therefore plans are required for its renewal and/or replacement. Council has identified the sports pavilion (HR Droop Pavilion) as in need of replacement in the short term and has committed funding in 2014/15 for the development of concepts and detailed designs for the pavilion replacement.

Construction of the replacement pavilion is scheduled to follow in the next two financial years, (2015/16 & 2016/17).

Existing user groups have identified a range of issues which impact on the reserve’s functionality. A Master Plan is needed to strategically address matters such as existing and future user’s requirements as well as the needs of the local community for unstructured leisure and recreational needs

1.3 Project Objective

To prepare a Master Plan for Ben Kavanagh Reserve to ensure the best outcomes for the community with improved facilities and amenities and a long term sustainable plan for the park .

1.4 Project Aims

The overall aim of the Ben Kavanagh Reserve Master Plan is to develop a strategic direction and vision for the reserve which considers factors such as major and minor infrastructure, public amenities and park furniture, public access, sporting facilities, landscaping, and passive recreation uses of the reserve. Consideration will be given to how best these elements might be sited best within the Reserve to create a space that effectively responds to the community’s recreation needs and balances environmental, financial and infrastructure requirements.

In particular the Master Plan aims to:

Determine a future location and size of footprint for the new HR Droop Pavilion including the

feasibility and requirements for sporting tenant’s co-location.

Determine the most appropriate vehicle and pedestrian entrance and exit points for the

reserve

Consider permanent integration of reserve with nearby rain water garden (cnr Chute and Bear

Streets) and impact upon local residential street network.

1.5 Project Site

Ben Kavanagh Reserve is located in the beachside suburb of Mordialloc with a population of approximately 12,000 residents. The 4.45 Ha reserve is the third largest in the Mordialloc local planning area. The reserve is located within walking distance of the Mordialloc Activity Centre and is bordered by McDonald, Chute and Bear Streets.

Councils Open Space Strategy (2012) classifies Ben Kavanagh Reserve as a serving a district level catchment with the main function being sporting and social/family recreation. The reserve contains a variety of organised sporting infrastructure and recreational elements such as:

Sports oval with turf cricket wicket

Sports pavilion incorporating grandstand

Cricket practice facilities (4 bays)

Two Lawn Bowls greens (1 synthetic and 1 turf) and granitic sand petanque piste

Lawn Bowls clubrooms

Playground

Scoreboard

Concrete pad with basketball ring

1.7 Previous Research Review

The following summarises the range of project reports and previous studies that are relevant to the development of a Master Plan for Ben Kavanagh Reserve.

1.7.1 City of Kingston One Vision Council Plan 2013-2017

The Council Plan includes the goals, outcomes and strategies which will guide Council for the period 2013-2017. The key goals are classified into the following six areas:

1. Facilities and assets are well used and effectively managed

2. A sustainable and natural and built environment

3. Healthy , strong and connected communities

4. A prosperous and dynamic city

5. An effective voice

6. A well managed and effective organization

The relevant goal area for Ben Kavanagh is “Facilities and assets are well used and effectively managed”. The identified strategies to meet this goal are:

Developed in 2011 in partnership with Sykes Humphries Consulting, The Active Leisure Plan aims to provide opportunities for people to become more active, with successful outcomes providing physical, mental and social benefits to our community. It is hoped that as an outcome of this strategy, awareness will be raised of the many opportunities people have to become more active.

Walking (62%), cycling (24%) and swimming (22%) are the most common activities of Kingston residents.

The implementation plan for the Active Leisure Plan identified a range of key focus areas.

o Action – Increase financial resources to the implementation of the Kingston 2009- 2013 Cycling and Walking Plan

Facility Provision (including flexible design) which produces appealing spaces that are available to, and encourage use by, a broad range of people.

o Actively encourage shared use/new users without compromising purpose of facility – identify existing Council facilities which have the capacity to be used by additional groups without compromising use of the facility by existing users (consider co- location of complimentary service providers or organisations). Following identification of appropriate facilities, establish shared use agreements to support shared use arrangements.

1.7.3 City of Kingston Open Space Strategy

The purpose of the strategy is to guide local policy and decision making regarding open space provision, acquisition and management. It is a guiding document for future provision of accessible, safe and well utilised open spaces in Kingston which details principles and priority action within local opens space planning areas that can assist Council to provide residents and visitors with adequate access to a variety of local open space venues and opportunities.

Recommendations of the strategy included - Undertake a facility master plan for Ben Kavanagh Reserve in 2014.

1.7.4 Kingston Playground Strategy 2010

In 2010 Council with the assistance of Mary Jeavons Landscape Architects developed a Playground Strategy to guide the future provision of Playgrounds in Kingston.

This strategy is to provides a strategic framework to help guide Council’s decision making in relation to play spaces.

The strategy outlines some basic principles in relation to playgrounds.

Diversity

Dependence

The importance of Neighbourhood and local parks and play area.

The strategy provides a classification system as follows:

Neighbourhood: serves just the immediate neighbourhood

Local: generally serve a whole precinct

District: serve a group of precincts

Regional: serve a much larger catchment

Town Park: serves an urban civic environment

The playground at Ben Kavanagh Reserve is a neighbourhood level playground and is targeted for “juniors (4-7 year of age).

The report identifies the lack of a footpath along Chute Street. With two schools nearby, the report indicates that these groups would benefit by a safe and accessible path connection to the park.

The specific recommendations contained in this report which relate to Ben Kavanagh Reserve are outlined below:

Improve accessibility and amenity

Modify fence, gates and path

Create a more creative younger children’s area

Rationalise older children’s equipment. 1.7.5 Pavilion Development Strategy

The Pavilion Development Strategy was developed in 2008 and included an assessment tool which allows Council to provide objective and critical review of the priorities for pavilion development within Kingston. This tool was used to provide an initial priority list and proposes a five year plan to address the immediate priorities.

The strategy is founded on principles of responsible asset management and the view that all assets/buildings are provided to support Council’s delivery of services and programs to the community.

Within an asset management framework, the following principles provide the basis for Council’s decision making about pavilion management and development.

1. Access to pavilions will be provided and increased participation encouraged for a diverse range of community groups and individuals of all abilities.

2. Effective management of pavilions will ensure that users and council will be fully informed

about their roles and responsibilities in relation to all building improvements and maintenance, cleaning, handover to other users, rubbish removal, security and other issues.

3. Council will ensure that all sport and recreation interests are considered in the allocation and

use of pavilions.

4. Financial contribution to the capital development and ongoing maintenance of pavilions will consider utilisation and the value that these facilities bring to the whole community.

5. Standard design objectives will provide guidance for Council and organisations about

appropriate development for the standard of reserves and the level of sport and activities.

6. The development of pavilions in reserves will consider the specific setting within the recreation reserve and the context within the surrounding environment.

H.R Droop pavilion at Ben Kavanagh is classified as a municipal level pavilions which is consistent with the majority of Kingston’s existing sporting pavilions.

A municipal level pavilion will have 2-4 change rooms, independent social space, canteen / kiosk, official’s rooms, meeting room/office, public toilets and first aid room. Pavilions supporting a single playing field would normally have 2 change rooms although if the need is identified, that may be extended to four (i.e. large junior team numbers). Four change rooms would be required for pavilions supporting multiple playing fields.

The redevelopment of Ben Kavanagh Reserve has the fourth highest priority project.

1.7.6 Public Health and Wellbeing Plan 2013 – 2017

The plan acknowledges Council’s responsibilities to residents in developing and promoting health y, strong and connected communities. The plan articulates Council’s commitment to ensuring that Kingston is a place where people can be healthy; physically, emotionally and socially. It outlines the principles which underpin the vision of a health and active community and the specific objectives which will guide Council toward the achievement of hat commitment. The Public Health and Wellbeing Plan identifies 5 Priority Areas.

Priority Area 1 – Physical Activity and a Health Urban Environment Goal 1 – To increase levels of physical activity in Kingston.

1.1 To promote opportunities for people to be active in Kingston.

1.1.1 Provide and promote flexible public open spaces in a variety of setting though implementation of the Opens Space Strategy 2012.

1.1.2 Create and maintain a range of Council recreational facilities that are accessible and functional for all members of the community.

1.2 To enhance the built environment and enable people to be physically active.

1.2.1 Explore opportunities to utilise the Healthy by Design principles and checklist to inform the design of public spaces owned by Council, other authorities and private industry.

1.2.2 Develop infrastructure in public spaces that supports incidental activity such as interactive art and play spaces.

1.7.7 City of Kingston Active Youth Spaces 2011

The Active Youth Spaces Strategy was prepared in 2011 by Capacity Consulting and Insight Leisure Planning.

This report recognises the need to provide opportunities for young people to be involved in leisure and recreation through providing appealing, affordable and accessible facilities for young people.

This report identifies the six key skate parks across Kingston with Mordialloc Skate Park (which is classified as local) servicing young people in Mordialloc.

There are no specific actions identified for Ben Kavanagh Reserve.

1.7.8 Sports Ground Infrastructure Policy – August 2013

This document outlines Council policy and practice in relation to the provision and maintenance of sports ground infrastructure. The policy defines the shared responsibilities for investing in and maintaining infrastructure that supports organised sporting activities on Councils sports grounds.

1.7.9 Storm Water Drainage

Council Engineers developed plans for a storm water harvesting and retarding basin at Ben Kavanagh Reserve in 2007 and 2011.

There is a need to increase flood storage and mitigate flooding of properties at the intersection of Edith St and McDonald Street. The concept is to direct flows from the exiting 750mm dia pipe into a combination above ground storage and underground tank within the south west passive space area. Water would then need to be pumped to above ground tank for oval irrigation and possible toilet flushing.

1.7.10 Sports Ground Infrastructure Policy – August 2013

This document outlines Council policy and practice in relation to the provision and maintenance of sports ground infrastructure. The policy defines the shared responsibilities for investing in and maintaining infrastructure that supports organized sporting activities on Councils sports grounds.

1.7.11 Strategic Resource Plan 2013-2017

The Strategic Resource Plan 2013-2017 details the financial and non-financial resources required for the next four years to achieve the Council Plan’s goal and deliver on the outcomes, strategies and priority projects as set out in the plan. The four year forecast is a high level, medium term outlook of how Council will best employ its resources both financial and non-financial to achieve the strategic vision.

Council has allocated $4.5 million in 2013/14 for active sports facilities decreasing to $3.7 million in 2014/2015 and $2.8 million in 2015/2016. Future funding for the development of Ben Kavanagh Reserve will come from this source.

2 Consultation

2.1 Introduction

The following section provides a summary of the key issues and needs identified through market research and consultation undertaken as part of this study. The key stakeholders and groups consulted with included:

The key issues and needs identified through the consultation are summarised below.

2.1.1 Council Officers

Key comments and considerations are listed below following meetings with relevant Council Officers:

Council has constructed a rain garden and retention basin in Bear Street however more is

required for flood mitigation. Plans developed in 2007 to develop additional retention basin within Ben Kavanagh Reserve and

this needs to be included in the master plan. Water storage tanks also need to include in the plan.

There could be scope to connect the tract of land with the rain garden on the southern side of Bear Street with the main reserve. Traffic management options need to be explored. Traffic Engineers have agreed to undertake traffic counts in Bear Street, Connell Street and McDonald Street to assess impact of any changes to traffic flow through Bear Street.

Council is keen to support other ways to get to the reserve apart from by car. Withchell Hall located on the reserve and previously used as a Girl Guide Hall is in poor condition

and could be demolished. (Currently used by a privately owned dance school.) The new sports pavilion is to incorporate a multi-purpose community space. Mordialloc Men’s Shed is currently located in an unsuitable facility. The Mordialloc Sports Club

have expressed interest in supporting this group and consideration is to be given to accommodating this group within the reserve in the short term. There is a preferred location for the Men’s Shed on the Alan McLean site however this site is 5-10 years of being redeveloped.

Better pedestrian access is required particularly along Chute Street. Consider the future location of the playground. Consider a new power supply to the site to feed in to new pavilion. Remove overhead power lines

from the reserve. Accessibility needs to be considered in any proposed works. The car parking is an issue for all groups. There is some thought around closing Connell Street as the access point for the bowling club.

2.2 User Group Consultation

A User Group Meeting was held on 23 April 2014 at Ben Kavanagh Reserve with all of the individual clubs who make up the Mordialloc Sports Club.

The Mordialloc Sports Club is made up of the following groups:

Mordialloc Senior Football/Netball Club

Mordialloc Cricket Club

A representative of the Mordialloc Bowls Club also attended the meeting. 2.2.1 Mordialloc Sports Club

The Mordialloc Sports Club has held a twenty five year lease over the H.A Droop pavilion (located within Ben Kavanagh Reserve since 20th June 1994 with annual rent of $10 per year. The lease has a further five years to run.

The facility is extensively used year round by members of the Mordialloc Sports Club as well as Parktone Probus who meet on the first Wednesday of each month with 90 members and SEDA (Sports Education & Development Australia) who use the indoor and outdoor facilities on Monday, Tuesday, Wednesday , Friday (25 students and 1 teacher).

The Mordialloc Sports Club Committee meets monthly at the Reserve monthly with the Executive meeting fortnightly. The other tenant clubs also use the facility for their club meetings.

The Mordialloc Sports Club have been working on their own plans and vision for the construction of new club facilities at Ben Kavanagh Reserve. The club has worked with architects in recent years and developed a vision for the facility that would cater for all of the existing clubs on the site as well as providing significant community use multipurpose space, allied health consulting rooms such as physiotherapy and an indoor bowls facility.

The Mordialloc Sports Club presented their plans to the then Minister for Sport and Recreation in March 2014. Significant external funding would be required to realise this vision.

(I) Issues

Current core facilities do not meet the need of the tenants

No area that different groups can use the facilities at the one time (i.e. SEDA, Probus). Need to be multi use

Participation data for the Mordialloc Cricket Club is outlined in the table below. As can be seen membership has increased from 147 participants in 2009/2010 to 241 in 2013/2014. The strongest growth has come from Junior Males increasing from 55 - 110 over the five years.

The strongest growth has come from the Kingston Redback Junior Football Club relocating to Ben Kavanagh Reserve in 2012/2013 growing from 35 to 150 participants. There has also been a female football team established in 2014. Participation in netball has more than doubled in the last year from 30 females in 2013/2013 to 65 in 2014.

Willing to be part of the whole site redevelopment if they can be guaranteed $45,000 from Mordialloc Sports Club each year to operate their club.

Future membership is likely to come from the football club 2.2.5 Longbeach Petanque Club

Club initially started at Chelsea Bowling Club and moved to Mordialloc in 2007.

The petanque piste has been developed on top of a small strip of grass that was left over from the development of the bowls greens when the artificial greens were constructed

The grass has been covered with granitic sand with no suitable sub surface being laid

Overhead lighting is a concern and requires an upgrade or better maintenance. Only 3 out of 4 lights currently work

Members maintain the surface themselves

Access to petanque piste is only through the bowling club

(I) Operations

The club has 12 members who are social members of the Mordialloc Bowling Club. The petanque group is not separately incorporated and currently there is no need for them to be incorporated.

They play in daylight savings on alternate Thursday and Friday nights from 5:00pm onwards

Some members play in the St Kilda winter competition for 8 weeks on a Sunday, and use the facility every second week

All members work so they cannot play during the day

Sub-surface is a problem because the original grass was not removed.

Size of the area is too small. Currently 10m x 35 m. .Petanque should ideally be 14m x 40m.

(III) Future Needs

To create a publically accessible community petanque facility.

The Petanque Club provided a written submission identifying a preferred location for the future development of a publicly accessible Pentanque Piste in the grassed area closest to the bowling club. Construction information and examples of other publically accessible petanque piste were provided to the consultant team.

2.3 Peak Sporting Bodies Consultation 2.3.1 Southern Football League

In early 200, there was a likelihood of the league disbanding as it only had twenty four clubs.

They recruited new clubs and now have thirty clubs which they have sustained for the last six years.

2008 and 2009 saw the introduction of Under 19 and Thirds competitions.

Since 20012, the Southern Football League has also incorporated netball.

In 2012 there were 7netball teams, 2013 - 20 teams and in 2014 - 35 teams

There are 31 clubs involved across 10 municipalities

The competitions are currently centrally located at Rowans Road Dingley. This is operated in partnership with Springvale District Netball Association.

Two thirds of the associated football clubs now have netball teams

The long term strategy is to have netball facilities developed at each of the individual associated football grounds to facilitate the football/netball model that strives to create and nurture the family atmosphere and environment

2.3.2 South Eastern Cricket Association

o There are 45 clubs in their region o Approximate 1,700 senior and 3,500 junior players (includes some cross over

between players)

Trends/Developments that could impact on future facility provision o Cricket is very consistent with participation numbers o Expect an increase next year due to the Australian Cricket team’s performance. The

There are in excess of 46,500 registered/affiliated bowlers in Victoria. The amount of people

who actually participate in the sport in a social manner has been calculated at in excess of 180,000.

There are seven bowls clubs that could be considered as being in the Mordialloc Region. The total number of members registered in these seven clubs is 996. The clubs involved are Beaumaris, Chelsea, Cheltenham, Edithvale, Mentone, Mordialloc and Parkdale. The actual numbers of persons participating in social bowls activities (Barefoot Bowls/Corporate Bowls) is unknown by the State Association and should be followed up with the individual clubs.

There are initiatives that are being rolled out in the near future to engage with non-registered members to experience the sport and focus on a purely pay to play and enjoy basis. These initiatives re being promoted via Bowls Australia, the National Sports Organisation of which Bowls Victoria is a member state. Bowls Victoria is also actively pursuing relationships with schools programs for local clubs to engage with their local schools and expose school kids to the sport of bowls.

The Mordialloc Bowls Club will be extremely grateful for any improvements that could be considered for their sport precinct. Modernising of the club facilities would enhance future prospects to expand their potential to attract more participation. They like many other bowls clubs are more than likely experiencing a decline in members due to an ageing membership, so it would be beneficial for the club to be involved in any discussions regarding any proposals for the site. I have no doubt that the club would embrace the opportunity to be able to expand on their membership numbers if they were able to present a modern facility to prospective members and social participants.

Having been a member at this club some time ago (25 years ago) there is a need to update the facilities both from a sport sense and a community club aspect. The club has experienced infrastructure improvements by means of upgrading to synthetic playing surface and installation of artificial sports field lighting, but there is an immediate need to upgrade the actual clubhouse facilities to enhance their community engagement prospects.

2.4 Resident Consultation – Drop in Event

A resident consultation event was held in the playground area on Sunday 4th May, 2014, 10:30 am - 12:30 pm. Approximately 40 people attended with three people also following up with written submissions. The following provides a summary of the key issues identified by residents

(I) Issues

The football club sometimes locks the gates, therefore making the reserve inaccessible.

Groups of young people who sometimes gather at the playground area at night are of concern to nearby residents.

The current scoreboard is a magnet for vandals

Rubbish can be an issue in the playground area as there are no bins

Perimeter fence needs repair

Car parking and access points are an issue, particularly Connell Street

Need better connectivity between both areas Interested in rebound wall being put back

3 Site Assessment

3.1 Introduction

Landscape Architects Michael Smith and Associations undertook a detailed site assessment of the Ben Kavanagh Reserve on Sunday 4 May 2014. The assessment identified the key opportunities and constraints under the following key headings:

Vehicle access to the pavilion and the reserve is through a double gate entrance off McDonalds Road. The entrance is not obvious for visitors and advertising signage partly blocks drivers’ views of pedestrians for egress and ingress of the car park area.

The other vehicle access is via Connell Street, a short length of residential street which provides access to the Bowls Club.

A third access to the reserve is for maintenance vehicles and possibly event program vehicles via a concrete crossover located on Bear Street. The internal access for vehicles is across the Kikuyu grass surface.

3.1.2 Pedestrian Access

There are 6 single panel pedestrian gates to the reserve. They are all located as part of the 2.2 metre high cyclone mesh fencing that surrounds approximately 90% of the reserve.

There is a gate leading specifically to the former guide hall, which is fenced off from the remainder of the reserve.

The access to the football and cricket club pavilion is via an asphalt car park surface and asphalt road, which reverts to gravel car parking to either side of the pavilion.

Car parking around the pavilion allows for approximately 50 vehicles. The road and carpark are in poor condition. The access to the bowls club is via an asphalt road

Pathways to the park are limited to the southern end linking Connell Street. Pathways are granitic sand and vary from 1.5 metres wide to 2.5 metres wide. The paths to the southern end are in within very flat areas of the park and may be subject to poor drainage.

3.1.4 Fencing

Approximately 90% of the reserve is fenced by a 2.2 metre high cyclone mesh fence. Some of the fence has two strands of barbed wire on the post return bend, other sections have plain strand wire to the post returns. In several locations, the cyclone mesh has holes where people have cut access holes to gain unauthorised access.

The playspace at the corner of Chute Street and McDonalds Road has a part fence of 1.2 metre high chain mesh to prevent immediate access to the adjoining roads by children. A timber bollard and chain link barrier is on both sides of the playspace.

The perimeter of the oval has a 1.2 metre high cyclone chain mesh fence.

There are six (6) single panel pedestrian gates around the park. Three residential properties that adjoin the park to the south west corner of the reserve have timber paling fencing in good condition. There is a desire line from the playing field road through a gate and garden bed to the south east side of the playspace.

3.1.5 Car parking

Car parking is limited and somewhat haphazard around three sides of the sports pavilion. There is space for approximately 50 vehicles to park on a match/ activity day.

The Bowls Club has grassed areas and an separate access road from Connell Street and accommodates bowls activities and car parking on either side of the asphalt road.

3.1.6 Lighting

Lighting is limited to the car park to the west of the pavilion. These are two para flood lights mounted on timber poles, one at the McDonalds Road edge and the other pole to the immediate north east of the Bowls Club. There is a flood light on the pavilion. There is a public light to the park entrance at Connell Street. The sports field has 3 light towers to its perimeter.

3.1.7 Sporting Facilities

The Santa Ana couch grass oval is in very good condition and will soon go into dormancy over winter. There is a narrow concrete spoon drain surrounding the playing field.

The playing field is somewhat egg-shaped or slightly pointed to the southern end; however it is not so apparent when viewed at ground level. The field is 164.8 x 107.5 metres in actual playing surface, with a 3.8 to 4.2 metre grass run-off zone at the edge of the oval at the midpoint. There is a greater run off zone at either end of the playing field of 10.5 and 11 metres.

The playing field is gently crowned to the centre with approximately a 600 mm fall from the centre to the perimeter.

While the steel goal and behind posts are exposed, during a football game padding is tied to each of the eight posts as a player safety measure.

There are two brick coach boxes each with an interchange seat. The boxes are only 3 metres long so seating capacity is limited. A third brick box is possibly used by umpires. There is a manually operated scoreboard located at the north eastern edge of the oval. The oval has three tall light towers with two flood lights to each tower. Two angled flood lights are mounted on the pavilion roof.

To the south of the reserve on the Bear Street frontage, there are four synthetic surface cricket practice wickets. Each has a lockable gate. The most easterly wicket is open for public use, the remaining three area locked at the mid pitch section.

There is a three-metre synthetic surface run up combined with an 11 metre long granitic sand run up, which extends to the toe of the grassed mound. The cyclone mesh fencing and synthetic surface are in good condition.

3.1.8 Unstructured Recreation Facilities

3.1.8.1 Playspace

A playspace forms the triangular-shaped wedge to the corner of McDonalds Road and Chute Street.

A 1.2 metre high black cyclone chain mesh fence surrounds the immediate edge of the wood mulched playspace to both the McDonald Street and Chute Street corner.

The playspace has an open area to both McDonald Road and Chute Street and a timber bollard and chain link fence forms a barrier to deter young children from accessing McDonald Road and Chute Street.

The playspace is approximately 400 m2 in area and comprises the following items of play equipment:

Two sets of double swings, A fort/ tower which has a track ride and monkey grips and two slides, A second more junior apparatus, has a tower with a slide and a noughts and crosses tactile

unit. There are single units of a rider, a see-saw and a merry-go-round. The merry-go-round is

considered dangerous and is non-compliant to current safety standards.

The playspace has three (3) timber slat seats and two (2) timber slat picnic tables. They are quite dated in their appearance.

A bluestone pitcher edged lilydale topping path separates the playspace to a similarly-sized open grassed area suitable for kick-a-bout for families with small children.

There are significant sized garden beds of mixed native shrubs and trees to part of both McDonald Street and Chute Street frontage. Several native trees provide shade and a vertical dimension for the playspace, although one tree, Eucalyptus botryoides (Mahogany Gum) can drop large limbs and it is considered a problematic species near human activity spaces.

There is a desire line across a garden bed connecting to a gate in the playing fields surface. Shrubs and trees and low mounding visually separates the playspace and family area to the playing field which is accessible for casual kick-a-bout all other times when organised sport is not being played.

3.1.8.2 Concrete Court and Half Court

A former hit-up rebound concrete surface or tennis court remains near the Connell Street entrance. Its concrete surface is in good condition and is just tennis court size measuring 24.5 x 11.0 metres. A tennis court dimensions excluding run off zones is 23.77 x 10.97 metres. The rebound wall has been removed.

A basketball and netball practice concrete pad is located between the former guide hall and the cricket nets. The marine ply backboard is starting to deteriorate. The concrete surface is sound except for a minor corner crack at each of the west side corners.

3.1.9 Public Amenities

A brick toilet block is located south of the sports pavilion and measures 14 x 3.8 metres. The toilets are unlocked for active sport events on the playing field and otherwise locked for the most part. There are several water closets to both the male and female facilities.

To the playing field frontage to the pavilion there is a terraced concrete area in front of the seating that could accommodate up to 150 people standing. The seating area under cover consists of 3 to 4 rows of timber seats with a simple back rest. The seating capacity is in the order of 230 people.

There are two seats on the grassed mound to the south side of the oval.

To the perimeter of the playing field there are eighteen timber slat seats to the western side and two slat seats to the eastern side. They are all in a state of disrepair.

There is a water bowl for dogs combined with a drinking fountain on the granitic sand path linking the playing field to Bear Street.

3.1.10 Vegetation and Landscaping

The reserve contains several excellent specimens of Eucalyptus viminalis (Manna Gum). There is a significant number (approximately 25) of River Red Gums Eucalyptus camaldulensis to the southern end. The River Red Gums will age over a long period of time to become significant specimens. All have been planted. The area where the River Red Gums are located would appear to have drainage problems in winter; hence they are a good choice of tree. With the exception of half a dozen trees, the remaining trees and shrubs in the reserve are native species with an intense concentration to the wedge-like corner at the playspace and its immediate interface to the oval.

On McDonald Road, there are four large and one small Fraxinus angustifolia (Desert Ash). These are considered an environmental weed species. While they are a large canopy, they are in only fair health, a couple possibly compromised in condition by cars regularly parking over their root system.

There are several street trees of Lagunaria patersoni (Pyramid Tree) and Melia azedarach (White Cedar) on McDonalds Road and Tristaniopsis laurina (Water Gum) on Chute Street. On Bear Street, it is one of the bloodwood gums, possibly Eucalyptus eximia (Yellow Bloodwood).

There are two groups of Melaleuca armillaris (Bracelet Honey Myrtle) in the reserve. At the playspace its interface to the low mounding around the playing field has a wide selection of native shrubs.

3.1.11 Topography

The reserve is mainly flat in terrain. A constructed grassed spectator mound to the south and south west boundary of the playing field is a significant form to the otherwise flat terrain. There appears to be a backfall in level to the south west corner near the residential properties on Bear Street and Connell Street.

Connell Street has a slight fall into the reserve and may offer opportunities for Water Sensitive Urban Design solutions.

4 Issues and Opportunities

4.1 Summary of Issues and Opportunities

Based on the section two and three findings the following provides a summary of the issues, opportunities and constraints that will guide the master plan for the future development of the Ben Kavanagh Reserve.

4.1.1 Unstructured Recreation

Issues

The merry go round in the playground does not meet current playground standards and

children have been injured on this piece of equipment.

The rebound wall was removed and has not been replaced.

Opportunities

Installation of soccer goals to encourage unstructured activity.

Installation of exercise stations around the proposed new pathway around the reserve.

Installation of a new playground to be located near the sporting oval and proposed netball courts.

As the playground is highly values by residents, renew the playground and retain it as a junior

playground in keeping with the Kingston Playground Strategy.

Retain the concrete pad with basketball ring. 4.1.2 Access and Egress

Issues

Car parking on site is poor.

Entry way on McDonalds Street is poorly presented and does not facilitate easy entry and exit

Connell Street is a narrow residential street and residents have highlighted safety concerns given the volume of traffic when used as the main access point for the Mordialloc Bowling Club.

Opportunities

Create a separate entrance and egress off McDonald Street to improve safety.

Close Connell Street to vehicle access to address safety issues and improve residential amenity for residents of Connell Street.

4.1.3 Pathways

Issues

There is poor connectivity between the playground and the sports ground both visually and

from an access perspective.

There is no pathway along Chute Street or around the reserve.

4.1.4 Sporting Facilities

Issues

H.R Droop pavilion requires replacement due to poor condition.

The pavilion does not cater for female participation either participants or umpires.

There is no separate multi-purpose space within the pavilion for use by other community organisations.

Storage within the pavilion is inadequate.

Office space for the number of user groups is inadequate.

There is a lack of space for each clubs memorabilia.

Trainers rooms are undersized.

Lack of full sports ground lighting

Scoreboard is in poor condition.

The bowling clubrooms roof leaks and the floor is uneven.

The petanque piste has an unsatisfactory sub structure.

Opportunities

Design a new pavilion addressing the issues above and relocate the new pavilion further into the reserve (south) to free up space at the front of the reserve thus allowing car parking to be increased and formalised. This position will also minimize the impact of the prevailing south winds.

Consider accommodating the bowling clubs social requirements into the proposed new pavilion in order to open up the front of the site for access and car parking. (A smaller bowling club facility would still be required adjacent to the greens.)

Consolidation of the groundsmen shed into the design of new pavilion.

Removal of scoreboard structure and replace with small electronic scoreboard.

Installation of two netball courts to consolidate the netball arm of the club on the same site as the football club.

Installation of full sports ground lighting in order to spread wear and tear across the whole

playing surface.

The Petanque Club would like to develop a community accessible petanque piste in the main reserve. (As there are currently 12 members and the site is constrained, this opportunity is not supported by project consultants.)

5 Master Plan Design

5.1 Introduction

The following section details the design options and key elements of the recommended Master Plan. Based on the recommended actions within the Master Plan an implementation plan indicating indicative costs and development priorities has been prepared. In addition to the Master Plan a concept plan has been prepared for the redevelopment of the pavilion servicing the sports ground and the bowling greens.

5.2 Master Plan Design

Peddle Thorp Architects have developed a Master Plan for Ben Kavanagh Reserve. The following provides a summary of the key directions identified for the Ben Kavanagh Reserve within the Master Plan following exploration of the issues and opportunities identified in Section Four of this report.

5.2.1 Unstructured Recreation

Install an active youth space to encourage unstructured activity.

Install exercise stations around the proposed new pathway around the reserve.

Renew existing playground and retain it as a junior playground in keeping with the Kingston Playground Strategy.

Install a fence around the playground area. 5.2.2 Access and Egress

Create a separate entrance and egress off McDonald Street to improve safety.

Close Connell Street to vehicle access to address safety issues and improve residential

amenity for residents of Connell Street.

Formalise the existing on street parking on McDonald Street and the west side of Chute Street with line marking.

5.2.3 Pathways

Install a walking path around the reserve and install incidental path lighting.

Realign the fence on Chute Street closer to the kerb to create space for the path. 5.2.4 Sporting Facilities

5.4 Building Concept

Two design options were considered for the replacement of HR Droop pavilion, however following a consultation meeting with all of the sporting clubs including the bowling club, it was determined that the preference of all groups was to develop a consolidated facility which would meet the needs of all sporting clubs users of Ben Kavanagh as well as other community groups such as Probus who regularly use the facility.

A building concept plan has been developed based on the component schedules prepared for this concept plan design used by the architects. The component schedules appear on the next pages.

The components included in this building are significantly larger than a standard pavilion traditionally servicing football and cricket. The components included in this pavilion are to service junior, senior, veterans and women’s football, bowling, netball training and the social facilities for all sporting clubs.

It should be noted that the proposed social facilities are much larger than a traditional pavilion in order to replace the significant social space that currently exists in the bowling clubrooms which are used by the local community for functions and events including kindergarten trivia nights for example.

5.6 Resident Survey Analysis

An online resident survey was prepared and letters distributed to1600 households within the catchment of Ben Kavanagh Reserve. The survey was available for completion from Monday 8th

September to Sunday 28th September to seek resident’s views to the draft master plan.

This section summarises the key findings from the Residents Surveys conducted during September 2014.

A total of 39 surveys were completed by local residents who live close to Ben Kavanagh Reserve providing information on:

Current and future use of the Reserve

A copy of the written comments is detailed in Appendix 1 of this report.

5.6.1 Respondent Profile

The following table summarises the user survey respondent sample for Ben Kavanagh Reserve Master Plan.

A review of the survey sample indicates that:

Slightly fewer males (47.1%) responded to the survey than females (52.9%).

The highest percentage age profile that responded to the survey was aged 31 - 50 years (67.7%) and 51 – 65 years (23.5%).

Use of Ben Kavanagh Reserve

Of the 39 residents that responded to the survey, 37 (94.8%) had used the reserve in the last year. Those respondents were asked to identify the main activities for which they used Ben Kavanagh Reserve.

The most common activity undertaken in the reserve was walking (75.0% of respondents), followed by watching competitive sport (52.8% of respondents) and enjoying the outdoors (50.0%).

5.6.2 Future Use of the Reserve

Survey respondents were asked to identify whether they agreed with certain statements or questions regarding potential future changes to the reserve.

Playgrounds

Residents were asked about the location, fencing and integration on the playground within the Ben Kavanagh Reserve.

Survey respondents were also asked about how they feel with regards to improving the connection between the playground and the sports ground and improving sight lines between the two areas. This could be done by reducing the height of the mounding and removing some of the vegetation. Just over half (58.8%) of respondents felt this was a good idea, while 23.5% disagreed. Nearly two out of every 10 respondents (17.7%) had no opinion on the matter.

Traffic

A number of questions were asked regarding the arrangement of traffic flow and parking within the reserve.

The vast majority of respondents (97.1%) had an opinion regarding the formalisation of car parking and the changing of the entrance and exit situation at the reserve.

The installation of a round-about on McDonald Street was supported with 64.7% of respondents stating that they were in support of the installation while 38.2% were not in favour of building a round- about at that site.

The installation and use of exercise stations was put forward in the survey to garner an understanding about not only the support for the installation but also whether residents would use the stations if they were available.

The changes that are most likely to cause a change in the use of the reserve are the installation of exercise stations (55.9%) followed by developing a path network (52.9%) and developing a multi purpose sports court (44.1%). Nearly 3 out of 10 respondents stated that their use of the reserve would not change in the future despite any changes that may occur.

Survey Summary

Based on the overall responses to the survey the key elements proposed within the draft master plan are all supported by the majority of respondents.

5.7 Funding Opportunities

Outlined below are external funding opportunities that may assist Council in implementing the master plan for Ben Kavanagh Reserve.

There is currently two state government and one federal government grants programs that Council may submit application for the implementation of the Ben Kavanagh Master Plan

State Government Community Facilities Funding Program Major Facilities. The Community Facility Funding Program provides grants for planning and building new and improving existing facilities where communities meet, interact and participate in sport and recreation. The total amount available per application is $650,000.

State Government Community Facilities Funding Program Minor Facilities. The Community Facility Funding Program provides grants of up to $100,000 to develop or upgrade community sport and recreation facilities. Council’s may submit three applications and could receive a total of $200,000 per funding round.

Federal Government - National Stronger Regions Fund. This program sits in the Department of Infrastructure and Regional Development. The Government is committing $1 billion over five years from 2015-16 for this competitive grants program to support the construction, expansion and enhancement of infrastructure across Australia.

Funding will be provided for capital projects which involve construction of new infrastructure, or the upgrade, extension or enhancement of existing infrastructure. Projects selected for funding should deliver an economic benefit to the region beyond the period of construction, and should support disadvantaged regions or areas of disadvantage within a region. Grants will be available for projects to be delivered in partnership with local, state and territory governments, private sector and community groups. Funding partners will be required to contribute to at least half the total project cost.

Council needs to demonstrate its commitment to the project through allocation of appropriate funds in Councils long term financial plans (capital works program). Most funding programs specify the funding ratio contributions. In most cases Council should provide a minimum of 50% of funds – this could be via other external sources.

The Mordialloc Sports Club may be in a position to fund elements of the master plan. Detailed discussions are required to determine the extent of the contribution from the Mordialloc Sports Club.

5.8 Recommendations

It is recommended that:

1. Council endorse the Master Plan for Ben Kavanagh Reserve and release the draft plan for community review and feedback.
