Royster, General ~ a n a ~ e r - Department of General Services SUBJECT: VEHICLE FUELING POLICY AT GAS This policy contains procedures that must be followed to assure the safety of employees fueling diesel or unleaded gasoline vehicles at all City of Los Angeles fueling facilities. They are designed to facilitate fueling, prevent spillage, damage to fueling equipment and comply with both federal and state regulations. This policy is not associated with Liquid Natural Gas (LNG) or Compressed Natural Gas (CNG) fuel sites. These types of fuels require specialized training and different procedures to dispense. Before Fuelinq 1) Pull forward to the pump, set the brake and place the transmission in park. 2) Always turn engine and auxiliaries off. 3) No open flames and heat sources. 4) Extinguish all smoking material. 5) If a gas can is being filled, remove it from the vehicle or truck bed and fuel the gas can on the ground. 6) Initiate fueling authorization from the fuel control terminal (card reader) to obtain fuel. Using the vehicle fuel card, enter the vehicle number and odometer reading. It is critical the vehicle mileage is entered correctly. If the , mileage inputted is not within the mileage parapeter from the time the vehicle was last fueled, fuel dispensing will be denied for that vehicle and an error message will prompt the operator to either; re-swipe the fuel card in the card reader and key in the correct mileage; or, if the card will still not authorize after re-swiping, contact Fuel Services at (213) 978-3718 for assistance. Sharing or using a fuel card from another vehicle is strictly prohibited and will result in denial of fuel for both vehicles in the next fueling event. Vehicles equipped with fueling transmitters will automatically authorize the dispensing of fuel without the need of the fuel cards. In the event the fueling transmitter on the vehicle is inoperative, the vehicle fuel card can be used to obtain fuel. 7) Turn the handle on the dispenser to the on position. Wait 5 to 20 seconds to pressurize the dispensing hose before depressing the dispensing nozzle. Not waiting for the hose to pressurize will result in very slow fueling. To remedy the slow fueling, release the dispensing nozzle and wait 5 to 20 seconds to repressurize the fueling hose before depressing the dispensing nozzle again.

This policy contains procedures that must be followed to assure the safety of employees fueling diesel or unleaded gasoline vehicles at all City of Los Angeles fueling facilities. Before Fuelinq

Durina Fueling

I ) Maintain nozzle contact with.fill pipe. 2) You must maintain contact with noule during the fueling operation. 3) If contact with nozzle has not been maintained during fueling, touch any metal

part of the vehicle to safely discharge any chance of static electricity, prior to removing nozzle.

4) Do not top off. 5) Avoid overfilling. 6) If fuel is spilled, tend to spills IMMEDIATELY. From the spill containment kits

located at the fueling island, use provided absorbent to cover small spills or build a dam to hold back larger spills. Notify site supervisor of spills immediately.

7) Report any noticeable fueling equipment problems to the site supervisor. 8) Do not prop the fuel nozzle open or alter any fueling equipment.

After Fueling and Before Starting Engine

1) If contact with nozzle has not been maintained during fueling, touch any metal part of the vehicle to safely discharge any chance of static electricity, prior to removing nozzle.

2) Remove the dispenser noule from the tank and return to the dispenser stand. At times, drivers forget to remove the dispenser nozzle from their vehicle before leaving the station. This results in severe damage to the nozzle assembly costing hundreds of dollars in repairs and places others in the immediate area at risk. If any damage occurs to the hose, nozzle, dispenser., or any other part of the fuel dispensing system, notify the site supervisor immediately.

3) Visually check for leaks at the tank or under the vehicle. 4) Immediately move the vehicle from the fuel dispensing area after fueling is

completed. Do not park vehicles in the fuel dispensing area unless you are fueling.
