The study is part of a Department of Homeland Security Federal Emergency Management Agency (FEMA)-funded project for earthquake mitigation of K-12 schools, community colleges and public universities in Oregon. Results from this pilot project show that about half of K-12 school buildings in Clackamas County may be in need of further study and potential seismic upgrades. It is likely that schools across the state will have similar results as more surveys are done, as many of Oregon's schools were built long before the 1993 statewide building code change that specifically mandates seismic (earthquake) design. In the study, a "sidewalk survey" using FEMA guidelines was used on each of the K-12 school buildings in Clackamas County, resulting in earthquake safety scores for each building. The total collected for the 2003-2004 was 14,211 eyeglasses and 471 hearing aids. Based on the May Foundation totals the Beavercreek Lions Club probably collected 10% of that total. CCC Offers Summer Soccer Camps

Soccer players from 7 to 13 years of age can work on their skills with the help of the Clackamas Community College coach and team during a summer soccer camps in August. The first camp session ran from Monday, July 26, through Thursday, July 29. The second session begins Monday, Aug. 2, and runs through Thursday, Aug. 5, afternoons from 4:00 to 7:00 p.m. The cost of the camps is $100. Players of all levels of ability are welcome at the camp, which will provide individual instruction to improve on ball skills and technique along with daily scrimmages. Coach Tracy Nelson, who will lead the camp, holds a national "B" coaching license and also coaches for the Lake Oswego Soccer Club. Student Leaders Excel in Classroom Too

Student leaders at Clackamas Community College lead busy lives. They put out the student newspaper, participate in college governing committees or travel to community service internships. Most work a half-time job to support their education. And, they also excel in the classroom. Of the nearly 100 students in the college's leadership programs, 84 percent of them earned a 3.0 or higher grade point average spring term. Forty percent of the student leaders were on the honor roll, which requires a GPA of at least 3.5. Five earned a perfect 4.0 GPA spring term, and two student leaders graduated with perfect 4.0 GPAs while at CCC. Student leaders include the Associated Student Government officers, senators, volunteers, members of the student newspaper staff, peer leaders and interns in community service programs. They must be full-time students, taking at least 12 credits per term. Their student leadership activities take about 10 to 12 hours a week. They are not compensated for their time, but do receive tuition waivers. "The events the student leaders participate in go largely unnoticed by most students. There's not a lot of glory in a two-hour committee meeting every Tuesday

Clackamas County Amnesty Day a Great Success

Despite Unpredictable Weather Clackamas County Dog Services held its fifth annual dog licensing Amnesty Day on June 5 and, despite a drenching rain in the morning, it was a successful day. The numbers say it all when it comes to showing the success of the program and I would personally like to thank all the owners and dogs participating in the event. The following is a breakdown of the numbers: 223 dogs obtained their current licenses. Our volunteer veterinarians gave 110 rabies vaccinations and 51 dogs received permanently implanted microchip identification. Closure of Boy Scout

Lodge Due to High Fire Danger

Clackamas County Fire District No. 1 and the Oregon State Fire Marshal's office have ordered the closure of a popular Boy Scout Lodge due to an unreasonable and high hazard to human life. The Boy Scouts of America's Chief Obie Lodge at Scouters Mountain located at 11300 SE 147th Avenue in Clackamas was closed effective Monday, July 19, 2004. Chief Obie Lodge at Scouters Mountain was constructed in 1955 and dedicated in 1957. The lodge has been a popular camping site for thousands of Boy Scouts for over 40 years. The three story all wood building has 22,000 sq. ft. and is located on 190 heavily wooded acres in Clackamas County. Clackamas County Fire District No. 1 and the Oregon State Fire Marshal's office have expressed great concern of the high fire danger to the lodge and the scouters dating back to the 1960's. • there are no fire hydrants near the lodge that would provide an adequate supply of water in case of a fire. • the buildings design would allow a small fire to grow rapidly due to open voids throughout the lodge. For 36 years now fire officials from Clackamas County Fire District No. 1 and the Oregon State Fire Marshal's office have warned the Columbia Pacific Council of the Boy Scouts of America of the high fire danger to Boy Scouts who would use the Chief Obie Lodge. In addition, 36 years of regular inspections and written documentation from fire officials to the Boy Scouts of America warning of this fire danger have yet to produce significant improvement. Fire officials have asked the Boy Scouts of America for an improvement plan and a reasonable timeline for installing a sprinkler system that would protect the lodge, but most of all, protect the thousands of Boy Scouts and other quests who routinely stay the night at the lodge. Despite all of the concerns and warnings from fire officials, the Columbia Pacific Council of the Boy Scouts of America have failed to install a sprinkler that would reduce the risk to life and property of the lodge and scouters. In light of the above information Clackamas County Fire District No. 1, working with the Oregon State Fire Marshal's office, ordered the closure of the Chief Obie Lodge at Scouters Mountain effective at dusk on Sunday, July 18, 2004. The lodge may not be used for any reason because of the extremely high fire and life safety dangers. - - THE GENERAL MERCHANDISE STORE (Cont.) - - Fall was the accepted time to lay in the "winter's supply". It was not uncommon to sell flour in 2 to 5 barrel lots depending on the size of the family. This was done to get it home before the rainy season set in, and experience had taught them not to haul kerosene, gasoline, or sheep dip in the same load as the flour or sugar. Mr. R. A. Long, in his book, The Oregon Desert, said, "It is astonishing what you can do to a batch of flour with a few drops of sheep dip, kerosene or gasoline. The bread, pancakes and biscuits never live it down". Howard's Mill at Mulino was our early supplier of flour and they produced several brands. "Howard's Best" was the most familiar and best known. The old mill still stands beside the road as one passes through Mulino going south. The mill delivered directly to the store, using a four-horse team and a heavy wagon with high side boards.

They came by way of the Molalla Road north to Carus where they turned east and north at the farm of Cecil 0. McKay, past the Welsh Church and into Beavercreek. This was a dirt road and in winter we recall a time when this four-horse team was helplessly mired down in mud, "belly-deep" and STUCK! A neighbor, Mr. William P. Daniels, was pressed into service to help pull them out. He hitched his team in front of the four horses and finally the load came through. The next time flour was ordered, Howard's came by way of the Molalla Road to what we now call the "Y" which forms the junction of the Molalla and Beavercreek Roads and then followed the Beavercreek Road to the store. The store had a plan where the customer could exchange sixty pounds of wheat for forty pounds of flour, and there was an additional charge of ten cents to cover the cost of each sack the flour was packed in.

On the clotheslines of the day it was not unusual to see home-made undergarments that had been fashioned from these flour sacks with "Howard's Best" brand showing. A few other brands that come to mind that were typical of that era were: Rumford, Royal, Calumet, K.C., Crescent (all baking powders); Citrus, Gold Dust Twins, Peets (all soap powders); Fairy and Ivory (toilet soaps); Crystal White, White Wonder, Fels Naptha (all laundry soaps); Old Dutch, Babo, Swift (all cleansers); Sapolia, Bon Ami (cleansers in cake and powder form); LaFrance Ball Bluing, Kingsford Corn and Gloss starch; Hershey, Guittard, Ghiradelli (cocoa and chocolates). Pedestrian in Roadway Causes Rear End Accident

On the morning of July 4, 2004, a rear end accident

of Allen and Lewis's wholesale grocery house. "Monopole" was the brand name for the top line of Wadhams and Kerr Brothers; "Diamond W" was Wadhams and Co.'s top brand. It was the usual custom for the customer to hand the Clerk the shopping list or to tell him what it was he or she wanted. The Clerk laboriously wrote each item on his sales book, and proceeded to assemble the order from various parts of the store. The bill was totaled, deducting credit for any produce they may have brought in, then either collected the cash or posted a charge against the customer's account. Any money was placed in the "till". When the farmer came with his team and wagon, he would order from his want list first and if there was any spare room in the wagon he would buy feed to use up the space and have a full load. When their order called for only a sack or two of feed, it was available from the warehouse beside the store. If, on the other hand, the order called for a half-ton or more, the customer was asked to drive his team to the warehouse some distance to the rear of the store where it was available in larger amounts. ocurred 200 feet South of Mueller Road (near Kirk Rd). A 1996 white Ford Explorer driven by Heather Gunnarson, age 27, of Milwaukie rear ended a 1996 Mercury Sable wagon driven by Karey Cox, age 39, of Oregon City. The accident occurred because Natalia Zarzhitsky was in the roadway. The Mercury Sable was headed North on Hwy 213 and crested a hill in the roadway to find Ms. Zarzhitsky in her lane. Ms. Cox had to slam on the brakes to keep from hitting the woman. Ms Gunnarson stated that when she crested the hill she saw the Mercury Sable slowed in her lane, but was unable to stop in time and rear ended Cox’s vehicle. Both Mr and Mrs Cox complained of minor pain. Their vehicle was believed to be totalled. The damage to the Ford Explorer was minimal. The pedestrian, that caused the accident, said that she had crossed the highway to pick up a piece of wood to take it to her vehicle. She stated that she had not seen any vehicles before crossing the roadway. There were no citations issued based upon the statements of all involved and due to the limited visibility. The drivers were unable to stop safely.

RICHARD LEE RIEDEL A service will be at 10 a.m. Monday, July 12, 2004, in Willamette National Cemetery for Richard Lee Riedel, who died July 5, 2004, at age 61. Mr. Riedel was born Nov. 29, 1942, in Pittsville, WI, and was raised in Mulino. He served in the Army and moved to Oregon City in 1970. He was a driver for Sassy’s Cab Co. and Oregon City Ready Mix. Survivors include his daughter, Tara L.; son, Dennis G.; sisters, Connie Neve and Beverly Settle; and brothers, Harold and Allen. Remembrances to the American Cancer Society. arrangements by Hillsdale Chapel in Oregon City.

FRANCIS GERALD “PETE” DALY Francis Daly, always known as “Pete” was born Oct. 29, 1914, in Macoun, Sask, Canada, where his father worked for International Harvester. His parents were Bridget Green Daly and Amrose Daly and the family included seven children; five boys and two girls. The family lived in Great Falls, Mont., until 1921 when they moved to Portland and Pete was enrolled in St. Rose Elementary School. He attended Columbia Prep, St. Stephens, Gonzaga Prep and Gonzaga University in Spokane. Pete served in the United States Navy as Radioman 2/C from 1942-1944. After the war, he worked for Pacific Northwest Bell as PDX Repairman and general troubleshooter. He retired in 1980 and volunteered for the RSVP program assisting the elderly and needy with electrical and telephone problems, making many enjoyable contacts over those 15 years of service. In 1973, he married Jean Swift Gillen and moved to Beavercreek. Pete was kind and unassuming and had a quiet sense of humor that was extremely unique. His children and grandchildren have a multitude of memories that will keep them chuckling the rest of their lives. He was able to fix anything and do it so professionally it was always better than new. It gave him great joy to help others with his expertise in wiring, woodworking, and general repairs. His faith was unshakable and very private. He was very involved in his parish, St. Philip Benizi, when his health was better. He is survived by his wife, Jean; his sister, Rita Daly of Portland; sons, Patrick Daly of Annadale, Va; Timothy Daly, and Peter Daly, and daughters, Monie Wardley, all of Portland, and Jeannie Peterson of Clackamas. He was preceded in death by sons, Tommy and Matthew. He is also survived by Kathleen Gillen, Judith Gillen, Patrick Gillen, Gregory Gillen, Paul Gillen and Claire Fanger. The July meeting of the Carus Community Planning Organization, aka Carus CPO, was held on Thursday, July 8, 2004, at the Stonecreek Christian Church on Hwy 213. The meeting was held at 7:00 p.m. The members are in the process of lining up their program for the fall, but it had not been finalized by press time. The next meeting of the Carus CPO will be on Thursday, August 12, 2004, at the same place and time. The guest speaker will be Mark Koberstein, a traffic officer with the Clackamas County Deputy Sheriffs Department, who will discuss traffic enforcement and community interaction. Mary Schmunk was born Dec. 10, 1920, in Portland. She graduated from Girls Polytechnic High School. A homemaker, she moved in 1987 to Oregon City. In 1943, she married Donald R.; he died in 2003. Survivors include her daughters, Anita Yocum and Donna Dunton; sisters, Anne Classen and Florence Bauder; five grandchildren; and six great-grandchildren. Remembrances to the Fellowship Bible Church. CCC initiated its women's soccer program in 2002, led by Nelson, a former player at the University of Portland under coach Clive Charles. The CCC team is entering its third year of competition this fall. Two part-time instructors were approved for full-time positions: Andrew Mingo and Lynn Wilson-Dean. Mingo, who will join the English Department, has been a part-time English composition instructor at the college since 2003. He has been teaching writing, literature and film courses for the past five years. Wilson-Dean will work as a skills development instructor. She has teaching experience at both the high school and community college level and has been an instructor in the Tri-City Alternative Program at CCC since 2003. Carol H. Burnell and Trevor P. Dodge also will join the staff in the English Department. Burnell is currently the coordinator of the Writing Center at Portland State University and has taught English at community colleges and universities in the Portland area since 1996. Dodge is an assistant professor of liberal arts at Pacific Northwest College of Art and has taught English course at colleges in the Northwest since 1999.

The Board of the Beavercreek Charitable Trust has moved their meetings to the fourth Monday of each month. The meetings will still be held at 7:00 p.m. in the conference room at Beaver Creek Cooperative Telephone Company on Henrici Road. The change was implemented in an effort to have better attendance by board members and better community involvement. The Board deemed Mondays to have less conflicts with time schedules. The Trust board is looking to receive nominations for two open board seats that are being vacated by Duff Main and Larry Skou. Both men have been part of the board since its inception, but both are unable to continue due to time constraints and availability. Year 2004-05 Budget of $461 Million

The Clackamas County Board of Commissioners adopted the Fiscal Year 2004-05 budget during its regularly scheduled meeting June 24. The adoption followed a public hearing on the proposed budget. The newly adopted budget is $461,695,012, which includes general fund property taxes, dedicated state and federal funds, grants and other revenue sources. In May, the Clackamas County Budget Committee held a series of meetings to discuss the budget. It approved the proposed budget after a public hearing

Clackamas County Receives $195,609 Grant

to Help Veterans with Training and Employment

Services Employment, Training and Business Services (ETBS), soon to be called Community Solutions for Clackamas County (CSCC), has been awarded a $195,609 federal grant from the U. S. Department of Labor, Veteran's Employment and Training Services. The grant is for outreach and public information activities that result in job training opportunities for veterans. ETBS will be conducting a comprehensive outreach campaign to the entire Clackamas County community. Individual veterans and veterans groups, state, community and faith based organizations and businesses will be targeted in the campaign. The project will use diverse forms of outreach including: signs on buses, print media, cable access television and information and referral meetings. By bringing together agencies to work together and share resources and referrals, veterans will be better

able to address any barriers to employment. This project will also make it easier for businesses to locate veterans for potential employment opportunities. Many businesses want to hire veterans because of their proven service records, but don't know what agency to contact. ETBS will also teach agencies and businesses how to identify hidden job skills or credentials which veterans may have obtained while in the service. "Many times, a veteran may have learned a trade, earned a credential or certificate for completing a certain training course; however, they don't see this as a marketable skill," said ETBS Director Maureen Thompson. "Our goal is to teach veterans and the agencies serving them how to identify these hidden employment skills, address any barriers to employment and get veterans connected to the workforce system." CPO Spotlight

The July meeting of the Beavercreek Community Planning Organization, aka Beavercreek CPO, took place at 7:00 p.m. on Wednesday, July 28, 2004, at the Beavercreek Grange on Kamrath Road with 9 members and guests in attendance. This was a much smaller group than we are accustomed to having come to the meeting. The heat and the Democratic Convention probably had something to do with it. Emails written by Richard Nys, from the Clackamas County Traffic Engineering Department, in response to emails from the CPOs president, Christine Hilderbrand, were passed out to all present. The emails addressed questions that the members of the CPO wanted answered by the County regarding the local roads in our area. One road brought up repeatedly was Ferguson Road. The high rate of speed of the vehicles, the amount of cars traversing the road daily and the lack of shoulders for pedestrians, bikers, walker and runners were items discussed. It was hoped that Mr. Nys would come to the meeting to address the members. That did not happen however. It was discussed that this topic could become a topic on the Beavercreek Connection.

Score One for Safety This educational and interactive event brings together local nonprofit organizations and government agencies

to teach children and their parents the importance of being safe. The festivities take place before the Salt Lake Stingers versus Portland Beavers baseball game. After entering the gates of PGE Park, children receive Safety Scorecards and then visit exhibitor displays. After each visit, children earn stickers, and when they collect 10, their Safety Scorecards may be redeemed for a special prize from PGE. This year's prize is “Larry the Lightbulb presents Electrical Safety World”, an interactive CD-ROM that features safety-oriented games and music videos. And, the first 3,000 fans ages 14 and younger receive a free retro-style metal lunchbox that features Larry the Lightbulb and Boomer the Beaver. Morrison, Portland Featuring a variety of special exhibitors to offer safety tips, educational information and photo opportunities (attendees should bring their own cameras), including: • Hazard Hamlet, a display that teaches children about the dos and don'ts of electrical safety • Larry the Lightbulb, Boomer the Beaver, Smokey Bear, McGruff the Crime Dog and Gus and Goldie (Children of the Sea water safety mascots) • Think First (an injury prevention foundation) offers multi-sport helmets for sale at a discounted price • Portland Police Mounted Patrol Unit • Search One K-9 search and rescue dogs • U.S. Coast Guard 25-foot SAFE boat • FBI distributes free fingerprinting kits to create positive identity records for children • Prior to the game, local performing duo DyNAMix performs "Chillaxin' on the MAX," a hip hop song that promotes TriMet safety messages PGE hosts Score One for Safety as part of its commitment to educating customers and employees about preventing electrical contact injuries and fatalities. 14,000 people attended last year's event.
