Legal Counsel Thierry Montoya reported that there is a status conference

on January 26 with the Riverside Superior Court which wants to monitor the amendment of the judgment to fix a clerical error, which will be

discussed in a few minutes.

VII. Discussion Items

A. Status Report on Water Level Monitoring throughout the Beaumont

Basin through November 15, 2018

Recommendation: No recommendation.

Mr. Blandon gave a report. New wells are being pursued in the Desert

Lawn / Calimesa area. Existing wells in the north portion of the basin are fairly stable. Some equipment is being temperamental. The Noble

Creek observation well shows water levels increase by 84 feet since 2016. The increase in the deep aquifer is about 38 feet over the last three years. Levels in the Sun Lakes area have dropped three feet.

In Banning, the three wells are fairly flat. Banning Well 1A is still missing a probe. Some issues have been experienced with communication cable

at Beaumont #2. The measuring probe will be sent in for repair.

B. Comparative Groundwater Production and Allowable Extractions through October 2018

Recommendation: No recommendation.

Mr. Blandon pointed out revised numbers. At the end of the year, all four agencies will be adding to their storage accounts. Total extraction

through October was about 60 percent of available rights.

C. Status Report on the Development of a Return Flow Methodology for

the Beaumont Basin

Recommendation: No recommendation.

Mr. Ben Lewis with Thomas Harder and Company noted that after all

data is received the company will conduct an analysis to determine how much of the water deliveries became return flow, and analyze lag time

between water applied to the land surface percolating through the subsurface and reaching the water table. This is expected to be

completed in February or March of 2019. Mr. Jaggers pointed out Yucaipa should be clarified as the Yucaipa Valley

Water District on the slide.

D. Discussion Regarding Task Order No. 18 with ALDA Inc. for the Preparation of the 2018 Consolidated Annual Report, Estimate of the Basin Safe Yield, Update of the Groundwater Model, and Associated

Consulting services for 2019.

Recommendation: That the Watermaster Committee approve Task Order No 18 for a sum not to exceed $95,970.

Engineer Blandon reported that they are currently working on Task Order 15 for the engineering support services for 2019. This replaces

that task for the year 2019. The engineers will: prepare the 2018 annual report, estimate of basin safe yield for the current year, update the model to 2018 conditions and provide support services throughout the

year. The consulting fee is the same as it has been for the last two years and will stay fixed through 2021, Blandon pointed out.

Chairman Vela clarified it is the same scope of work for the same amount.

approve Task Order No. 18 for a sum not to exceed $95,970 to be divided five ways between the Watermaster Committee members.

E. Discussion Regarding Task Order No. 19 with ALDA Inc. for the

Installation, Maintenance and Data Collection of Water Level Monitoring Equipment in 2019.

Recommendation: That the Watermaster Committee approve Task Order No 19 for a sum not to exceed $21,520.

Mr. Blandon pointed to Task Order #16 for 2018 monitoring. This new task order replicates the services and the cost for 2019, including

maintenance, operation, data collection, and reporting of the water level monitoring locations.

It was moved by Member Zoba and seconded by Member Jaggers to approve Task Order No. 19 for a sum not to exceed $21,250 to be

divided five ways between the Watermaster Committee members.

F. Discussion Regarding Draft Resolution No. 2019-01 Amending the

Judgment at the Riverside Superior Court’s Request to Correct a Clerical

Error – An Incorrect Reference to “8,610 Acre Feet” on Judgment, Page 7, Line 26 – Correcting Such to “8,650 Acre Feet”

Recommendation: That the Watermaster Committee schedule Resolution No. 2019-01 for consideration at the next regular Watermaster meeting on February 6, 2019.

Counsel Montoya reminded the Committee that the Court’s desire had

been discussed. He noted that he has prepared the resolution and attached amended judgment for first review then decision at the Feb. 6 meeting. This is merely a clerical error, he explained. Exhibit B shows a

correct amount of 8,650 Acre Feet; the original judgment had the incorrect number circled and the correct number written. The Court

It was moved by Member Jorritsma and seconded by Member Zoba to

approve the scheduling of Resolution No. 2019-01 for consideration at the next regular Watermaster meeting on February 6, 2019.

G. Discussion regarding the “Facts About the Beaumont Basin Watermaster”

Recommendation: That the Watermaster Committee provides comments on the draft document to be included as part of future

meeting packets.

Member Zoba reminded that at the last Committee meeting, Watermaster members requested certain information compiled that

shows the amount of overlying water rights transferred from Oak Valley Partners to YVWD. At that meeting, Zoba indicated he would put together some facts about the Beaumont Basin Watermaster and he

explained the example included in the packet.

There were no questions from the Committee.

IX. Comments from the Watermaster Committee Members

Member Jaggers noted there are three wells the BCVWD owns with the City of Banning. Banning has begun exercising their right to utilize those wells to

produce supply from the Beaumont Basin. The BCVWD is tracking the extractions delivered to the City, specifically for a grading operation performed by Pardee Homes which began around October 5. Total production versus what

is delivered figure will be presented to the Watermaster engineer for clarification on this year’s report. In response to Mr. Blandon, Member Jaggers

noted all water is being produced and consumed within the Basin. Jaggers noted the current numbers amount to about 38.55 acre-feet. Mr. Blandon reminded that the annual report will be presented at the February meeting and

the info will be needed as soon as possible.

X. Announcements

A. The next regular meeting of the Beaumont Basin Watermaster is

scheduled for Wednesday, February 6, 2019 at 10:00 a.m.

BEAUMONT BASIN WATERMASTER MEMORANDUM NO. 19-02

Date: February 6, 2019 From: Hannibal Blandon, ALDA Inc. Subject: Status Report on Water Level Monitoring throughout the

Beaumont Basin through January 22, 2019 Recommendation: No recommendation.

At the present time, there are 14 monitoring wells collecting water level information on an hourly basis at various locations throughout the basin. In addition, there are two monitoring probes collecting barometric pressures at opposite ends of the Beaumont Basin. The location of active monitoring wells is depicted in the attached Figure No. 1.

Water levels at selected locations are depicted in Figures 2 through 6 and are described as follows:

✓ Figure No. 2 – Water levels at YVWD Well No. 34 and Oak Valley Well No. 5 are considered representative of basin conditions in the Northwest portion of the basin. Water levels at YVWD No. 34 were not recorded between July 2017 and July 2018 due to several reasons including faulty equipment and repeated vandalism. Over the last six months a new probe was installed and the security at this location was enhanced. Water level data was corrected to take in consideration the new communications cable installed. Previously a drop of five feet in water level was reported; however, this was associated with erroneous data. Water level at this well has changed less than one foot since July 2018. Current water level elevation is at 2,142 ft.

✓ At Oak Valley No. 5 the water level declined by seven feet since March 2018, but is currently showing signs of recovery and it is currently at an elevation of 2,132 ft. This elevation is one foot higher than when we started recording water levels in August 2015. A new communications cable has been ordered and will be replaced before the next meeting.

✓ Figure No. 3 – Two of the Noble Creek observation wells are presented in this figure representing the shallow and deep aquifers. In the shallow aquifer, the water level has increased close to 87 feet over the last 20 months from a low of 2,337 ft. to 2,424 ft. In the deep aquifer, water level has increased close to 36 ft since monitoring began in the summer of 2015 and it is currently on an upper trend,

✓ Figure No. 4 – Southern Portion of the Basin. Water level at the Summit Cemetery well is highly influenced by a nearby pumping well that is used to irrigate the

cemetery grounds. The water level at this well continues to fluctuate over a 20-foot band. Conversely, the water level at the Sun Lakes well has fluctuated minimally over the same period as it decreased three feet over the last three years.

✓ Figure No. 5 illustrates levels at three wells owned by the City of Banning in the Southeast portion of the basin. While water level at the Old Well No. 15 (Chevron Well) has been fairly flat over the last two years, a somewhat significant and steady decline, close to 23 feet, was recorded at Banning M-8 between the summer of 2015 and the winter of 2017. The probe at Banning M-8 was removed in late January 2018 as there seems to be an obstruction in the well at a depth of approximately 350 ft below ground. City staff has confirmed that the pump has been pulled from this well and they are going to run a video log of the well before authorizing the reuse of this well for monitoring purposes. Water level at Banning M-9 has fluctuated in a 13-foot range, between 2,144 ft and 2,147 since monitoring began in the summer of 2015. Currently, water elevation is at 2,138 ft.

✓ Figure No. 6 illustrate recorded water level at BCVWD No. 2 and the new monitoring well BCVWD No. 25. Over the last two years, the level at BCVWD No. 2 has increased by over 20 feet topping in May 2017 at an elevation of 2,220 ft. Since, it declined about six feet, but it is back to the highest recorded elevation. Water level at BCVWD No. 25 is in sync with BCVWD No. 2 despite of pumping close to 18 hours a day. The hourly collection of water level data has allowed us to identify static levels at this well during the non-pumping hours as the aquifer recovers rather quickly in this portion of the basin.

New Equipment Installation

✓ Install new communications cable and probe at BCVWD Well No. 29 – 500 ft

✓ Replace communications cable at BCVWD Well No. 2 – 500 ft

✓ Replace communications cable at Oak Valley No. 5 – 200 ft

Troubleshooting Issues

The following malfunctioning issues were encountered during our January 22, 2019 field visit:

✓ BCVWD No. 2 – Communications cable at this well has not worked for over six months and needs to be replaced. A new 500-ft cable has been ordered to replace the existing 550-ft cable.

✓ Oak Valley No. 5 – Communications cable is not working; however, probe continues to record hourly water levels. Probe was pulled from the well to download data and lowered again. A new 200-ft communication cable has been ordered.

✓ The new water level meter is currently being repaired.

New Monitoring Sites

• The property owned by the Catholic Dioceses of San Bernardino-Riverside counties, near Rancho Calimesa Mobile Home Park has three abandoned wells. Two of these wells cannot be used at this time because the probe could not be lowered; however, the third site has great potential. This well is approximately 400 ft deep and the water level is at approximately 160 feet below ground.

• BCVWD Well No. 29 in the central portion of the basin has been identified as a potential candidate to install a water level probe. This is a pumping well similar to BCVWD No. 25. Hourly collection of data would allow us to determine static level at this well.

• We have approached Clearwater Operations to consider the installation of a water level probe at Sharondale Well No. 1. This company provides maintenance and operations support to Sharondale HOA. We are in the process of coordinating a field visit to assess the feasibility of installing the probe.

The purpose of this Technical Memorandum is to provide an update on the work conducted under Task No. 17 to develop a Return Flow Accounting Methodology.

In consideration of the fact that irrigation return flow contributes to the Safe Yield of the Beaumont Basin, the Beaumont Basin Watermaster Board directed ALDA/Thomas Harder & Co. (ALDA/TH&Co) to develop a methodology to account for the return flow that occurs overlying each Appropriator service area. The work was begun in October 2018. To date, we have conducted the following work:

▪ Obtained 2017 water delivery records from the Beaumont-Cherry Valley Water District (BCVWD), City of Banning, and Yucaipa Valley Water District.

▪ Correlated water account addresses to Assessor’s Parcel Numbers (APNs) for BCVWD and the City of Banning

▪ Began developing a return flow accounting methodology based on a review of the available water delivery records from the Appropriators.

It is noted that our scope of work assumed that the Appropriators would provide records correlated to APNs. However, as BCVWD and the City of Banning did not have the resources to conduct this work, it was necessary for ALDA/TH&Co to correlate the water delivery accounts to APNs. This work was out of scope.

The following work remains to be conducted;

▪ Reconcile approximately 100 unidentified accounts for BCVWD

▪ Finish correlating City of Banning water delivery accounts to APNs (90 percent complete)

▪ Finalize the return flow analysis methodology

▪ Prepare the seepage lag analysis

▪ Prepare the Technical Memorandum documenting study

ALDA Inc., in Association with Thomas Harder & Company, will distribute and make a formal presentation of the draft 2018 Beaumont Basin Consolidated Annual Report and Engineering Report. The presentation will include conditions of the basin including groundwater production, water levels, spreading, and water quality conditions that occurred during 2018.

Please note that the presentation of water quality will be limited to information obtained from the California Department of Public Health for domestic wells; additional water quality information from the Beaumont Management Zone Maximum Benefit Monitoring Program was not available at this time. The complete water quality information will be included in the final report and presented at the March 27,2019 meeting.

Committee members will have the opportunity to ask questions and comment on the various sections of the report and presentation.
