    Hello Everyone!

    Welcome to our first edition of boom

    times, a component of our progressive

    communication and alignment strategy

    where you will find out more about our

    departmental projects, activities,

    challenges, advancement highlights,

    and future undertakings.

    Our focus is to support TIBs desire for

    economic self reliance and

    sustainability. Our team is working

    hard to achieve operational

    advancements for our existing business

    unit operations while pursuing promising business opportunities that

    offer a good fit relative to

    our available resources.

    We monitor business unit

    operations to find ways for

    creating efficiencies,

    reducing unnecessary overhead costs,

    increasing revenues, and sourcing ways

    for capturing a greater portion of the

    local market to achieve a favourable

    bottom line.

    We have not encountered the hard

    recession hits that others have

    experienced over the last couple of

    years. We remain well positioned for

    the next upturn in the local economy.

    The community sewer project will be a

    key factor in facilitating higher and

    better land use, and variou

    development initiatives on our reserve.

    It is also our keen desire to promote

    and provide support to

    Band Members looking for

    some assistance in

    becoming private sector

    entrepreneurs.

    Personally, I would very much like to

    thank and acknowledge the

    commitment and efforts of our team

    members. We might be somewhat of a

    newly created team but I am confidentthat you can look forward to great

    things coming from our efforts.

    Assembly and Election

    Council for the Advancement of Native

    Hockey Club on

    January 13, 2010. The event was a

    huge success! It was one of the most

    well attended games with 4,800

    spectators in attendance. Special

    guests included National Chief Shawn

    A-in-chut Atleo and Freddie

    Sasakamoose, the first Aboriginal

    player in the NHL and an NHL Hall of

    Fame inductee.

    Northern Trailer/Marlen Lease: A

    new lease has been negotiated with

    Northern Trailer/Marlen that extended

    their possession to the entire Mount

    Paul Centre building. Their previous

    lease did not include the 12,000 squarefoot auditorium. The larger lease

    allows the company to expand its

    cabinet making capacity and brought a

    $3.2 million dollar windfall (prepaid

    lease) to the Band.

    Sagebrush Downs/KXA Settlement

    Agreement: The TIB and the KXA

    agreed to work together to ensure that

    regularly scheduled 2010 events would

    proceed as usual.

    Vineyards: Thad Creek Estates is

    currently building a 54-acre vineyard

    on the East Shuswap Road bench just

    north of Lafarge Cement. Since the

    adjacent East Shuswap Road bench is

    Reserve land, the possibility of the

    Band growing grapes is under

    examination.

    Chief Louis Centre (CLC)

    Restaurant: Tim Hortons has been

    willing to lease a CLC site (between

    the carwash and the gas station) since

    October of 2009; however, they are not

    willing to grant the Band the associated

    franchise, primarily because the

    company has a policy of offering a

    right of first refusal to all existing

    franchise owners in a community.

    There are currently three Tim HortonFranchise owners (nine locations) in

    the Kamloops market, one of which

    would like the site himself. In

    response, Chief and Council has

    decided to consider other franchise

    opportunities (ones which the Band can

    own).

    Spiyu7ullucw Ranch: In an effort to

    improve the financial picture of the

    Ranch, the Ranchs Board of Directors

    has commissioned the preparation of a

    Ranch Long Term (5 Year) Business

    Plan. The plan will be completed in

    early April 2010, and includes a series

    of feasibility studies that consider

    various Ranch development options

    that may include agri-tourism, cattle,

    hay production and other crops and

    initiatives.

    The museum has been involved by

    providing the project with a concept of

    a healing and spiritual garden beingdesigned at the Green Dream Home.

    Plans are under way to be involved in

    the April 22nd planting. Janet Deneault,

    Cultural Education Liaison, may have

    the opportunity to present traditional

    plant information to tourists and school

    district school visits once a month,

    once the house opens.

    The Heritage Park is currently

    undergoing structural improvements.Two pit-houses are being reconstructed

    to provide tourists with a one-of-a-kind

    experience. Plans are also underway to

    upgrade some of the

    museums infrastructure,

    such as lighting, flooring

    and interior painting.

    The Secwepemc Museum and Heritage

    Park has been experiencing an increase

    in the amount of museum tours and

    professional presentations given toeducational institutes and government

    organizations. Museum staff have had

    the opportunity to include cultural

    awareness in events such as the 2010

    Vancouver Olympics Torch Relay

    celebration at the pow wow arbor and

    the 2010 World Masters Indoor

    Athletics Championships.

    One of the museum highlights is

    working with the Green Dream HomeProject at the Sun Rivers Golf Resort.

    The TIB is a Presenting Sponsor of this

    project. The home is part of the

    EQuilibrium

    Sustainable Housing

    Demonstration Initiative

    led by Canada Mortgage

    Some other projects include displaying

    new pictures, developing interesting

    new exhibits and designing engaging

    cultural entertainment packages for

    summer tour groups.

    BC Hydro

    Project:

    Last year the TIB

    and the SIB

    submitted a joint

    proposal to BC

    Hydro for

    environmental

    monitoring in the

    Kinbasket

    Reservoir.

    The project took place from May 19,

    2009 to July 15, 2009 and involved the

    monitoring of heavy equipment along

    the shores of the reservoir accessed

    only by boat and barges. The TIBs

    river jet boat was the main means of

    transportation for the Environmental

    Monitors. Barry Bennett and Richard

    Horning provided the operator

    experience as both are certified to

    operate the boat. TFDC will be taking

    part in a similar project this year with

    SIB and BC Hydro.

    Sheep Project: For the last four years

    the TIB has been working together with

    the Ministry of Environment, the Wild

    Sheep Society of BC,

    the Guide Outfitters

    of BC and the BC

    Wildlife Federation

    on a project that helps

    generate revenues for

    habitat improvements

    for wildlife on and off

    the reserve. Barry

    Bennett has managed

    this program along

    with Jim McGrath

    and John Jules.

    In 2006, the

    province issueone California

    Bighorn Sheep tag

    per year to the

    Band for a five

    year pilot to be

    sold by way of telephone bid. To date,

    the five tags have raised close to

    $400,000.00 USD to go towards habitat

    projects such as:

    Highway #5 Wildlife Fence

    Sheep Transplants from TIB Sheep Transplants from

    Kamloops Lake

    Moose Counts

    Sheep Counts

    Prescribed Burns

    Noxious Weed Programs

    Pellet count Analysis

    This is the fifth year of the pilot project

    and is yet to be determined whether or

    not it will continue in future years. A

    big thanks goes out to all that have

    been involved with the success in this

    program.

    The Tkemlps Forestry Development

    Corporation (TFDC) was established

    in December 2005 and is managed by

    Jim McGrath.

    TFDC has harvested six cutting permits

    totaling 268,000 m3 of timber. There

    are two more scheduled for a total of

    60,000 m3. A new layout and

    development program has begun,

    targeted at moving 100,000 m3 of

    timber within

    the year.

    TFDC works

    with the AdamsLake Indian

    Band Forestry

    Department, the

    Skeetchestn

    Indian Band (SIB) Forestry

    Department, Tolko Industries, Domtar

    and other affiliated groups.

    TFDC is also involved in

    various fisheries and

    wildlife programs (e.g. theCommercial Fishing

    Program with the

    Secwepemc Fisheries

    Commission and the

    delivery of salmon to

    elders in the

    community).

    The gas station was

    extremely busy during the

    weekend of the Kamloopa

    Pow-Wow. Sales nearly

    tripled from an average weekend!

    In the fall of 2009, to address customer

    demand, the status cigarette quota

    increased from 1,300 to 1,450 cartons

    per month .

    A new map kiosk, a joint project with

    Tkemlps Petroleum, TNRD and the

    North Thompson

    Tourism Association,

    has been built and

    erected at the gas station

    to aid tourists as they

    travel through the

    Kamloops area.

    Tkemlps Petroleum and

    Tkemlps Car Wash are

    currently working on cross

    merchandising their

    services, working together to better

    serve customers.

    Tkemlps Petroleum has beenoperating since April 7, 2004 and is

    conveniently located next to the

    Tkemlps Car Wash. Under the

    management of Mindy Hall, the gas

    station has been expanding and making

    improvements to enhance their

    customers experience.

    Since opening in July 2009, Tkemlps

    Car Wash employees have been busy

    promoting, maintaining and refining

    day-to-day operations to

    produce an invaluable

    service to not only TIBmembers, but also to the

    visitors and residents of the

    City of Kamloops.

    The car wash is quickly gaining a

    reputation for fast, friendly service in a

    refreshingly impeccable facility. The

    Tkemlps Car Wash is proud to be

    washing vehicles with earth-friendly

    products from Ecolab's Blue Coral

    "Beyond Green" Program. Blue

    Coral Beyond Green is

    Hard on dirt. Easy on

    earth. One touchlessautomatic bay, six self-

    service bays, and two

    vacuum stations are available to

    provide all levels of service.

    Recent improvements to the car wash

    include better signage, a customer

    waiting area, and a product vending

    machine. Future

    developments include fleet

    services and an outdoor bay

    for over-sized vehicles. The

    car wash is located

    at the corner of East

    Shuswap Road and

    Yellowhead Highway.

    opportunities. We work cooperatively with our community, staff,

    management and council to achieve our business goals and

    objectives.

    BUSINESS DEVELOPMENT

    Sewer Project: The construction of a

    new sewer main on the Kamloops

    Indian Reserve is scheduled to begin

    mid-year.Chief Louis Landing Development:

    A traffic study and comprehensive

    master plan is underway.

    RV Park: In late 2007, Chief and

    Council entered into successful

    negotiations with the Province of BC totransfer two parts of the old Rayleigh

    Correctional Institute site (parcels) to

    the Band. Since then, the Band has

    waited patiently for the title transfer

    which is scheduled to be completed in

    March of 2010. This might be delayed

    a few months because of associated

    provincial negotiations with the City of

    Kamloops.

    The main components of the agreement

    address mining-related educational

    initiatives within local schools, local

    hiring practices, band member owned

    and operated contractor agreements,

    and financial compensation throughout

    the developmental and operational

    stages of the mine.

    needs of tour groups.

    The 31st Annual Kamloopa Pow

    Wow: The 31st Annual Kamloopa Pow

    Wow will be held at the TIB Arbor on

    July 30, 31 and August 1, 2010.

    Everyone is welcome to attend this

    spectacular event!

    Looking Ahead

    One of the parcel abuts an adjacent

    sawmill and would be suitable for a

    forestry industry or similar light

    industrial use, such as a log sort yard or

    a pellet plant. The other parcel abuts a

    proposed Softball City complex,

    which is currently under development

    by the City of Kamloops. This parcel

    has been selected as a potential Band

    owned RV Park site, which would

    capitalize on the sites waterfront andthe market provided by softball

    tournaments.

    New Gold Inc. Participation

    Agreement: New Afton, New Golds

    primary development project, is

    currently in the development stage.

    The property is expected to commence

    production in the latter half of 2012.
