Review of the Issues The criteria that the Boundary Advisory Committee developed included the importance of the following: keeping neighborhoods together, minimizing school bus travel times and distances, keeping schools within capacity, incorporating additions as needed, eliminating the partial pairing of Bethesda and Rosemary Hills elementary schools, maintaining demographic balance at all four schools, minimizing island assignments, maximizing walking and bicycle access, keeping the East Bethesda community together, minimizing year-to-year disruptions to students and families, and minimizing the number of students affected by boundary changes. Regarding the implementation of the boundary changes, the Boundary Advisory Committee identified the following issues to be addressed: keep student “cadres” together during changes, provide liberal grandfathering to maintain consistent articulation patterns for students and siblings, provide comparable school start times in the paired schools in order to coordinate transportation, do not wait for classroom additions to open in order to implement boundary changes, and maintain the option for students at Rosemary Hills Elementary School to choose whether to attend Chevy Chase or North Chevy Chase elementary school—regardless of their geographic assignment. All options developed for review by the Boundary Advisory Committee addressed the stipulations presented by the Board of Education—address the partial pairing of Rosemary Hills and Bethesda elementary schools, maintain the pairing of Rosemary Hills with Chevy Chase and North Chevy Chase elementary schools, and incorporate the future reorganization of Chevy Chase and North Chevy Chase elementary schools from Grades 3–6 to Grades 3–5. The subject of the partial pairing of Rosemary Hills and Bethesda elementary schools has been a longstanding concern in the East Bethesda community. Students from East Bethesda (the area east of Wisconsin Avenue), along with students from Paddington Square Apartments (located near Rosemary Hills Elementary School at 8800 Lanier Drive) are assigned to Rosemary Hills Elementary School for Grades K–2 and then are assigned to Bethesda Elementary School for Grades 3–5. Bethesda Elementary School is a Grades K–5 school, and students in the portion of its service area west of Wisconsin Avenue attend the school for Grades K–5. The concern has been about students from East Bethesda and Paddington Square entering Bethesda Elementary School at Grade 3, while other students have attended Bethesda Elementary School since kindergarten. As various boundary options were reviewed by the Boundary Advisory Committee, additional concerns emerged. The first two options were presented at the second committee meeting.

Option #1 o The entire East Bethesda community is reassigned to Bethesda Elementary School

for Grades K–5.

o The Walter Reed National Naval Military Medical Center area remains assigned to Rosemary Hills Elementary School for Grades K–2 and is reassigned to North

Chevy Chase Elementary School for Grades 3–6 (and when reorganization occurs, Grades 3–5).

o The Paddington Square community remains at Rosemary Hills Elementary School

for Grades K–2 and is reassigned to North Chevy Chase Elementary School for Grades 3–6 (and when reorganization occurs, Grades 3–5).

Option # 2

o The southern portion of the East Bethesda community is reassigned to Bethesda Elementary School for Grades K–5.

o The northern portion of the East Bethesda community and the Walter Reed National Military Medical Center remain at Rosemary Hills Elementary School for Grades K–2 and are reassigned to North Chevy Chase Elementary School for Grades 3–6 (and when reorganization occurs, Grades 3–5).

o The Paddington Square community assignments are the same as in Option #1 above.

When committee members presented the first two options to their communities at their PTA meetings, some residents of the Rosemary Hills Neighborhood Association were concerned that the reassignments of East Bethesda from Rosemary Hills Elementary School to Bethesda Elementary School increased the percentage of students participating in the Free and Reduced-price Meals System (FARMS) Program at Rosemary Hills Elementary School. The percent of students participating in the FARMS Program in the 2010–2011 school year at Rosemary Hills Elementary School was 19.0 percent. Option #1 increased the percentage to 22.2 percent and Option #2 increased it to 20.9 percent. As a result of this feedback, the Boundary Advisory Committee requested additional options to address this concern. At a subsequent meeting, three additional options were presented to the committee. Options #3 and #4 addressed the concern about the percentage of students participating in the FARMS program at Rosemary Hills Elementary School.

Option #3

o The East Bethesda community and the Walter Reed National Military Medical Center remain at Rosemary Hills Elementary School for Grades K–2 and are reassigned to North Chevy Chase Elementary School for Grades 3–6 (and when reorganization occurs, Grades 3–5).

o Due to capacity limitations at Rosemary Hills Elementary School, in order to retain the East Bethesda community at the school, it was necessary to reassign communities proximate to Rosemary Hills Elementary School—who now walk to this school—to Bethesda Elementary School. Therefore, the Paddington Square and the Summit Hills apartment communities are reassigned to Bethesda Elementary School for Grades K–5.

Option #4

o As in Option #3, above, the East Bethesda community and the Walter Reed National Military Medical Center remain at Rosemary Hills Elementary School for Grades K–2 and are reassigned to North Chevy Chase Elementary School for Grades 3–6 (and when reorganization occurs, Grades 3–5).

o The Barrington and Summit Hills apartment communities are reassigned to Bethesda Elementary School for Grades K–5.

o The Paddington Square apartment community is retained at Rosemary Hills Elementary School for Grades K–2 and reassigned to Chevy Chase Elementary School for Grades 3–6 (and when reorganization occurs, Grades 3–5).

Options #3 and #4 reduced the 2010–2011 percentage of students participating in the FARMS Program at Rosemary Hills Elementary School from 19.0 percent to 17.6 percent in Option #3 and to 14.0 percent in Option #4. Since Bethesda Elementary School received a number of apartment communities in these options, Option #3 increased the FARMS program participation at that school from the current 6.6 percent to 10.6 percent, and Option #4 increased it to 18.3 percent. Although these options addressed the concern about the percentage of students participating in the FARMS Program at Rosemary Hills Elementary School, new concerns were expressed that this was accomplished at the cost of reassigning students residing in the apartment communities—who currently walk to Rosemary Hills Elementary School—to the more distant Bethesda Elementary School. A fifth option was presented, which responded to other feedback received when Options #1 and #2 were presented. Concern was expressed regarding the way the Summit Hills apartments currently are split, with two buildings articulating from Rosemary Hills Elementary School to North Chevy Chase Elementary School (addresses 1703 and 1705 on East-West Highway) and the two other buildings articulating from Rosemary Hills Elementary School to Chevy Chase Elementary School (addresses 8508 and 8510 on 16th Street).

Option #5 o This option retains all four Summit Hills apartment buildings in Rosemary Hills

Elementary School and assigns all of these apartment buildings to Chevy Chase Elementary School for Grades 3–6 (and when reorganization occurs, Grades 3–5). In other respects, Option #5 is the same as Option #1. (The portion of the Summit Hills apartments that is assigned to Woodlin Elementary School is unaffected by this boundary study.)

Superintendent’s Recommendations Context of Recommendations: The marked increase in enrollment in the Bethesda-Chevy Chase Cluster during the past three years requires thoughtful facility-planning activities. Providing adequate capacity for students in the Bethesda-Chevy Chase Cluster schools is a high priority for Montgomery County Public Schools (MCPS). Additionally, avoiding a residential development moratorium in the cluster—a threat for the past few years due to unacceptable

school utilization levels—is a high priority for county officials. We can anticipate strong support for capital projects directed at adding capacity in the Bethesda Chevy-Chase Cluster. To put my recommendations for elementary school boundary changes in context, an overview of facility planning activities in the cluster follows. Last year, a four classroom master-planned addition was completed at Somerset Elementary School. Additional capacity is funded in the current CIP for a classroom addition at Westbrook Elementary School (opening August 2013) and for an expansion of Rock Creek Forest Elementary School when it is modernized (opening January 2015). The four schools that were the focus of this boundary study—Bethesda, Chevy Chase, North Chevy Chase, and Rosemary Hills elementary schools—are the remaining elementary schools in the cluster that require relief from overutilization. Boundary changes among these schools, along with classroom additions, will resolve the space deficits that would otherwise continue to occur. Action on elementary school boundary changes is important to the future establishment of middle school boundaries in the Bethesda-Chevy Chase Cluster when the new Bethesda-Chevy Chase Middle School #2 opens. This middle school is needed to relieve Westland Middle School of projected capacity deficits and to enable Grade 6 students, currently served at Chevy Chase and North Chevy Chase elementary schools, to be reassigned to the middle school level. Elementary school service areas become the building blocks for middle school service areas. Therefore, the resolution of space deficits at all Bethesda-Chevy Chase Cluster elementary schools and the establishment of new elementary school service areas now will provide the needed basis to draw middle school boundaries in the future. The final piece of the planning puzzle in the Bethesda-Chevy Chase Cluster is the provision of adequate high school capacity. As enrollment in the cluster reaches the high school level, Bethesda-Chevy Chase High School is projected to exceed capacity. Funds are programmed in FY 2012 to conduct a feasibility study for a classroom addition at Bethesda-Chevy Chase High School. Boundary Recommendations: I commend the work of the Boundary Advisory Committee in its review of the elementary school assignments for Bethesda, Chevy Chase, North Chevy Chase, and Rosemary Hills elementary schools. This was a challenging boundary study due to the nature of school assignments that include school pairings, a partial pairing, and limitations on the number of classrooms that can be added at the schools. I have carefully considered all of the input received, including the Boundary Advisory Committee report, committee member option evaluations, PTA position papers, and community input. I also have considered Board of Education Policy FAA, Long-range Educational Facilities Planning, and MCPS Regulation FAA-RA, Long-range Educational Facilities Planning, in developing my recommendations.

Based on my review, I am recommending that the boundary changes reviewed by the Boundary Advisory Committee as Option #5 be adopted by the Board of Education and implemented in August 2013. In summary, the changes recommended include the following:

Reassign the East Bethesda community (known as Zones B-5 and B-6 in the boundary study) from Rosemary Hills Elementary School to Bethesda Elementary School for Grades K–2, with continuance at this school through Grade 5.

Reassign the Paddington Square Apartments community (Zone BRH-8) and the area occupied by the Walter Reed National Military Medical Center (Zone B-7) from Bethesda Elementary School to North Chevy Chase Elementary School for Grades 3–6 (when reorganization occurs, Grades 3–5). Both of these areas remain assigned to Rosemary Hills Elementary School for Grades K–2.

Reassign the portion of the Summit Hills apartments with addresses 1703 and 1705 East- West Highway (Zone NRH-12) from North Chevy Chase Elementary School to Chevy Chase Elementary School for Grades 3–6 (when reorganization occurs, Grades 3–5).

The map at the conclusion of this paper illustrates the recommended boundary changes and the table presents the effect of my recommendation on enrollment and school demographics. The table portrays updated enrollment and race/ethnic data for the 2011–2012 school year. However, since the FARMS and English for Speakers of Other Languages (ESOL) data are not complete at the time of my recommendation, these data are from the 2010–2011 school year. My recommendation eliminates the partial pairing of Rosemary Hills and Bethesda elementary schools and simplifies assignments to Bethesda Elementary School, as stipulated by the Board of Education. In addition, my recommendation incorporates the two other stipulations of the Board of Education by maintaining the pairing of Rosemary Hills Elementary School with Chevy Chase and North Chevy Chase elementary schools. Also, my recommendation incorporates the future reorganization of Chevy Chase and North Chevy Chase elementary schools from Grades 3–6 to Grades 3–5. In my upcoming recommendations for the FY 2013–2018 CIP, I will be recommending an opening date of August 2017 for the new middle school. Therefore, the reorganization of Chevy Chase and North Chevy Chase elementary schools from the current Grades 3–6 to Grades 3–5 will begin in August 2017. My recommendation achieves nearly all the Boundary Advisory Committee criteria by keeping neighborhoods together, minimizing travel distances and time to schools, keeping schools within capacity, minimizing island assignments, maximizing walking and bicycle access, keeping the East Bethesda community together, minimizing year-to-year disruptions to students and families, and minimizing the number of students affected by the boundary changes. Regarding the criterion of maintaining demographic balance at all four schools, I recognize that my recommendation increases—by a small amount—the percentage of students participating in the FARMS Program at Rosemary Hills Elementary School (from 19.0 percent to 22.2 percent). This concerned some members of the Boundary Advisory Committee. However, in the Boundary Advisory Committee report, most evaluations and PTA position papers indicated that

they were not in favor of Option #3 and Option #4, because although the percentage of students participating in the FARMS Program at Rosemary Hills Elementary School was lowered, this reduction was achieved at the expense of reassigning apartment communities to Bethesda Elementary School, although those students currently walk to Rosemary Hills Elementary School. I carefully considered the viewpoints of both sides on this issue, and I concluded that the degree of change to the percentage of FARMS participation at Rosemary Hills Elementary School under Option #5 (my recommendation) does not warrant the more disruptive action of removing communities that can walk to the school. Contributing to my recommendation is the fact that relative to other county elementary schools, the percentage of FARMS participation at Rosemary Hills Elementary School, under my recommendation, is well below the county elementary school average of 35 percent. My recommendation accelerates the anticipated implementation date of boundary changes from the 2015–2016 school year to the 2013–2014 school year. The 2015–2016 implementation date originally was anticipated because classroom additions would be complete by that year. However, since the Boundary Advisory Committee convened, enrollment at Rosemary Hills Elementary School has reached more than 700 students this year. In order to reduce this high enrollment level as soon as possible, the 2013–2014 implementation is necessary. Implementation of boundary changes in 2013–2014 is possible since it coincides with the reassignment of the western portion of the Bethesda Elementary School service area to Bradley Hills Elementary School. Therefore, the recommended reassignment of the East Bethesda community (Grades K–2) out of Rosemary Hills Elementary School to Bethesda Elementary School in 2013–2014 will be offset by the movement out of the western portion of the Bethesda Elementary School service area. The earlier implementation date also was considered desirable by the Boundary Advisory Committee when it listed its implementation issues. In addition to the 2013–2014 implementation of the boundary changes, two prekindergarten classes and one Autism class now are scheduled for reassignment from Rosemary Hills Elementary School to Rock Creek Forest Elementary School. Program spaces for these students will be built into plans now being developed for the Rock Creek Forest Elementary School modernization. Students in these programs come from a number of areas, with about an equal number of students from the Rock Creek Forest Elementary School service area as the Rosemary Hills Elementary School service area. Therefore, reassignment of these programs to Rock Creek Forest Elementary School will enable these students to be served close to their home residence. The reassignment of these classes will occur in the 2015–2016 school year when the Rock Creek Forest Elementary School modernization is complete. These changes will free up two classrooms at Rosemary Hills Elementary School and reduce enrollment by 46 students. Classroom Addition Recommendations: In order to ensure that adequate school capacity is available to implement my recommended boundary changes, I am recommending the following classroom additions be requested in the FY 2013–2018 CIP, with opening dates of August 2015:

Implementation Recommendations: I am recommending the boundary changes be phased in, beginning in the 2013–2014 school year. The recommended phasing is for reassignments from Rosemary Hills Elementary School to Bethesda Elementary School (Zones B-5 and B-6) to begin in the first year with Grades K–1, followed the next year by Grades K–2. The reassignments from Bethesda Elementary School to North Chevy Chase Elementary School (Zones B-7 and BRH-8) is to begin in the first year with Grades 3–4, followed by Grades 3–5, and completing with Grades 3–6 in August 2015. Finally, the reassignments from North Chevy Chase Elementary School to Chevy Chase Elementary School (Zone NRH-12) are to begin in the first year with Grades 3–5, followed by Grades 3–6 the following year. Under the recommended schedule for completion of the new middle school in August 2017, there will be no Grade 6 at Chevy Chase and North Chevy Chase elementary schools from August 2017 onward. The phasing schedule described above addresses the Boundary Advisory Committee’s implementation concerns about easing the transition to new school assignments—to the extent practical—by allowing one grade level to be grandfathered during the first year of implementation. I will direct staff to examine another request of the Boundary Advisory Committee to provide comparable start times for the paired schools to coordinate transportation of students. My recommended boundary changes directly respond to input from the Boundary Advisory Committee, and they will result in all four elementary schools—Bethesda, Chevy Chase, North Chevy Chase, and Rosemary Hills—operating within capacity in the future. In addition, the partial pairing of Rosemary Hills Elementary School with Bethesda Elementary School, a longstanding concern of communities affected by the current assignments, is ended. Finally, the phasing-in of the boundary changes ensures a careful transition for the students and communities. A map showing the recommended boundary change and a table showing the effect on enrollment at the schools follows.

Appendix A Community Involvement Process

Background and Scope At the November 18, 2010, meeting of the Board of Education, the Board authorized a boundary study to review the elementary school assignments for Bethesda, Chevy Chase, North Chevy Chase, and Rosemary Hills elementary schools. All of these schools have enrollments that exceed capacity. Feasibility studies for classroom additions at these schools were conducted during the 2010–2011 school year. Classroom additions are feasible at Bethesda, North Chevy Chase, and Rosemary Hills elementary schools. However, due to its small site, a classroom addition is not feasible at Chevy Chase Elementary School. In authorizing the boundary study, the Board of Education established the scope of the boundary study to include the four elementary schools identified above and stipulated the following:

The partial pairing of Bethesda Elementary School and Rosemary Hills Elementary School should be addressed, and school assignments for Bethesda Elementary School should be simplified.

The pairings of Rosemary Hills Elementary School with Chevy Chase and North Chevy

Chase elementary schools should be maintained.

The boundary study should incorporate the future reorganization of Chevy Chase and North Chevy Chase elementary schools from the current Grades 3–6 to Grades 3–5.

Community Representation

Three representatives from each school served on the Boundary Advisory Committee, as well as a cluster coordinator from the Bethesda-Chevy Chase Cluster. The role of committee members was to represent the issues and concerns of their schools and their communities and develop criteria that were used to evaluate the boundary options. Committee members also served as liaisons to the communities they represent—obtaining feedback on the options and sharing this feedback with the committee. Meetings The Boundary Advisory Committee met on the following dates: March 10 and 24, April 14 and 27, and May 12 and 19, 2011, in the media center at North Chevy Chase Elementary School. In addition to the committee meetings and related community meetings, two public information meetings were held: the first meeting was held at North Chevy Chase Elementary School on February 22, 2011, at the outset of the process; and the second meeting was held at Rosemary Hills Elementary School on May 16, 2011, at the conclusion of the process. Montgomery County Public Schools (MCPS) staff from the Division of Long-range Planning facilitated all meetings, prepared the five boundary options, and responded to requests for information. All committee materials and boundary options were posted on the MCPS website at the following link:

Committee Criteria At the first meeting of the Boundary Advisory Committee on March 10, 2011, committee members developed a list of criteria that they felt were important in the developing and review of boundary options. In addition to the criteria, the committee also was apprised of guidelines presented in the Board of Education’s Policy FAA, Long-range Educational Facilities Planning, and MCPS Regulation FAA-RA, Long-range Educational Facilities Planning. Each committee member had the opportunity to present criteria. The committee criteria included the following (items listed with no priority order):

Keep neighborhoods together. Minimize travel times and distances. Keep schools within capacity, incorporating any feasible additions.

Eliminate partial pairing of Rosemary Hills Elementary School and Bethesda Elementary

School and provide straight articulation. Maintain demographic balance at all four schools. Minimize island assignments. Maximize walking and bicycling access to schools. Keep East Bethesda community together. Minimize year-to-year disruptions to students and families. Minimize number of students affected by boundary changes.

Committee Implementation Issues Committee members raised a number of implementation issues that need to be addressed by MCPS as boundary changes are implemented in the future. These issues include the following (items listed with no priority order):

Keep student “cadres” together during implementation of boundary changes. Provide liberal grandfathering to maintain consistent articulation pattern for students and

siblings. Provide comparable school start times in the paired schools to coordinate transportation. Do not wait for classroom additions to open; make reassignments with use of relocatable

classrooms as needed. Maintain choice for Rosemary Hills Elementary School students to attend either Chevy

Chase Elementary School or North Chevy Chase Elementary School. Boundary Options and Evaluations The Boundary Advisory Committee evaluated the five boundary options that were developed by MCPS staff. The committee submitted their report, including option evaluations based on the committee criteria and PTA position papers, to the superintendent of schools and to the members of the Board of Education on February 1, 2010.

All boundary options have been updated with the latest enrollment projections and race/ ethnic data from fall 2011. Free and Reduced-Price Meals System (FARMS) and English for Speakers of Other Languages (ESOL) data are as of the 2010–11 school year, because enrollment in these programs is not complete at time of publication of this report.
