In an exclusive interview to EOI’s Senior Correspond- ent, Ms Roopa Lall (RL), Mr Ray said he is striving hard to bring to the notice of the state as well as central leadership, the problems and issues faced by the people of the Islands. “I’m trying my level best to bring happiness and smiles for people by raising their issues at the appropriate fo- rum and provide fillip to the infrastruc- ture development projects in all fronts. Excerpts from the interview : RL: The 2019 Lok Sabha election is approaching. What is your expectation from your party in terms of declaring you as the BJP candidate from the A&N Parliamentary Constituency? BPR: Look, the people of our Islands are well aware of my initiatives in taking for- ward the development projects in the Is- lands. They know that I am the instrumen- tal force in all the major development projects which have been completed and also those projects which are under differ- ent stages of progress. These projects have been initiated after persistent efforts from my side. I have got cleared all the major projects from the central government and have been raising important issues of the people of the Islands in the Parliament on time to time basis. This is exactly for which I have been chosen by the people of the Is- lands and I can assure you that I will never disappoint my Islanders. As regard your second question about chances of my get- ting the Lok Sabha ticket for the 2019 elec- tion, it is for the central leadership to de- cide, but let me make it clear, that it is but sure that if I am denied the ticket, I will not go against the party to contest the election. However, this chance will not come ever. RL: How satisfied are you from your works? As a Member of Parliament do you think the administration is following the protocol? BPR: In reply to your question, I could say that a number of major projects have already commenced, some projects are about to com- mence. I am really glad that I have put in my maximum efforts in getting the clearance from the central ministries. Here, I would also like to express my sincere gratitude to our Prime Minster, Mr Narendra Modi ji who has ex- tended his unflinching support and coopera- tion, whenever I approached him on the issues relating to our islands. I am a person who con- stantly moves on ground, mingle up with the people at the grass root level, hear their issues and problems and then raise them before the concerned authorities. I regularly visit differ- ent parts of these islands, stay and dine with the people as a common individual rather as parliamentarian, discuss with them their is- sues and try to resolve them as per their aspi- rations. Since I work with the people at the grass-root level, I have been accepted by them. Regarding administration following the proto- col, initially there were some issues, but things are much better now. RL: Sir, what is your stand on the Inner Line Permit issue? Your role in introduction of ILP in the Islands? BPR: I was the first person to raise this is- sue in the Parliament, but unfortunately, I did not get enough response and the issue did not move forward as expected due to an Indian Ga- zette Notification clause on this issue. But that doesn’t mean I have abandoned the issue. I had raised the issue again underscoring that im- plementation of ILP is necessary since these islands has its strategic importance and due to its limited carrying capacity. The issue is very much alive and under discussion at various levels. RL: We have heard that you get little co- operation from the administration in re- solving public issues. BPR: No, this is not true. The administra- tion has been very supportive to me and when- ever I request for meeting time from the Lt Governor, he calls me and patiently hear my issues and accordingly directs the concerned officers to resolve these issues on priority. Even the Chief Secretary and other adminis- trative Secretaries are very cooperative and supportive to me all the time. Regardless, let me tell you that I am a staunch believer of Legendary Guru Rabindranath Tagore, His beautify poetry ‘Ekla Chalo Re’ has not only inspired me but lakhs of other people. It means if they answer not to your call, walk alone. Even if I do not get the support of anybody, I will not stop and will continue to take up the issues of the people before the right forum. RL: Can you list out some of your major achievements in the past four years? BPR: It would not be possible to elabo- rate on all the works carried out in the past four years. Two bridge projects on the na- tional highway in Middle Strait and Humfreyfunj Strait are two major infrastruc- ture projects approved by the Modi govern- ment for these islands. Construction of the one at Humfregunj is in progress while, ef- forts are on to obtain all necessary clearances for the Middle Strait bridge so that construc- tion gets underway at the earliest. It was due to my persistent requests to the Central Gov- ernment that the Andaman Trunk Road was declared as National Highways from Chidiyatapu to Diglipur (KM 0 to 333) as two lane road and construction works are in progress as per plans. Recently the state high- way connecting 15 villages of Car Nicobar for a length 45.75 km was granted the status of National Highway. Another big IT project is the laying of submarine cable from Chennai to Port Blair. The project costing Rs 1102.38 crore was ap- proved by the Cabinet on 21st September 2016 and is likely to be completed by 2019. The completion of the project will ensure connectivity improving in A&N Islands with mainland and rest of the world. The Union Government constituted a Committee under the chairmanship of Mr Vivek Rae to look into various land related issues including en- hanced compensation to the submerged tsu- nami land. The Chairperson and members of the Committee visited various affected parts of the islands for examination and to make recommendations to the Home Affairs Minis- try MHA for consideration of various land matters. Construction of a new Integrated Air- port Terminal Building at Port Blair airport at a cost of 314.61 crores is under progress and is likely to be completed by 2020. I also took up the matter of extension of Naval Air base at Campbell Bay during 26th Novem- ber 2014. The principle approval for the project was given by the Defence Ministry on 24th May 2016. However, the CRZ clear- ance is still pending which is now under ac- tive consideration. Union Minister, Mr Nitin Gadkari announced the Andaman Marine Drive project on 5th October 2017, a 24.47 km project connecting Prem Nagar to Dandus Point via Minnie Bay, Dollygunj, Attam Pahad, Garacharma, Shippighat, Lall Phad, Chouldhari, Badmas Pahad, Mithakhadi and Hatitapu at a cost of Rs 400 crores. Approval for extension of Naval Air Station at Shibpur, Diglipur, North Andaman from 1000 mtrs to 3050 mtrs was accorded on 24th May 2016 but the project is awaiting forest clearance for over 2-3 years and is now in active consideration with the concerned Ministry. Commencement of the ANISHI scheme in the A&N Islands from 26th January 2015 has benefitted scores of needy islanders till date. Under the scheme, free treatment up to Rs 5 lakh for islanders and Retired Govt. servant and for the Islanders income below 3 lakhs for referral case to mainland empan- elled hospitals like heart operation, cancer, kidney problems, brain tamer and acciden- tal cases. I raised the issue of implementation of 1/30th plus dearness allowances to daily rated workers employed in different de- partments of the administration in Parlia- ment in August 2015. Following the assent of the Union Government, 6916 DRMs work- ing in 27 departments will get the benefits of which 4081 DRMs of different depart- ment have been extended the pay benefits from September last year. Daily rated work- ers not eligible to get the benefits of 1/30th pay scale have been gifted with enhanced wages of 437/, 494/- Rs. 579/- and Rs 637/- with two time VDA every year according to their categories of engagement from 01/01/ 2018. In short, DRMs in this category will get additional monetary benefits to the tune of around Rs 6000/- per month. Governor to expedite steps to fill up sanctioned posts in the Health Department lying vacant for the past two to three years. Submit- ting details of sanctioned posts in Group A, Group B (G), Group (NG) and Group C categories, the Member of Parliament brought to the notice of the Lt. Governor that altogether 83 posts in the Group A category, 13 in Group B (G), 78 in Group B (NG) and 271 in Group C category have not been filled up till date. “Delay in filling up the sanctioned vacancies is depriving unemployment youth of their chance to secure government employment be- sides hampering smooth functioning of the department,” he said requesting the intervention of the Lt. Governor so that the vacancies are filled up as per notified recruitment rules.
