Why Interoperability?

• Variety of disparate systems that need to communicate

• Senate (MN) 1988 – Study feasibility of statewide Radio System ($500,000)

• 1994: Shooting of St. Paul Officers Ron Ryan Jr. and Tim Jones

Presentation5

Things to Consider?

• What does the contract say? • Who is Responsible?• System Capacity• Redundancy • Training• Coverage• SOP• Conflict Resolution Process

Presentation6

What does the contract say?

• What exactly are you getting?mobilesportablesbase stationstowers

• Who Pays for what?

Presentation7

Who is Responsible?

• Who is responsible for what?Upgrades (hardware/software if needed)TrainingSOP’sTalk GroupsSystem MaintenanceRadio Maintenance

Presentation8

System Capacity

• Normal Use• Contiguous Agency Roaming• Emergency

Man MadeNatural Disaster

Presentation9

Redundancy

• Tower goes down – can the system still operate• Back-up Communications Center

Presentation10

Training

• Who is Responsible• Make it Timely• Users

First RespondersDispatchersOthers (i.e. public works, schools, etc)

• Train Like you Fight!

Presentation11

Coverage

• Out building• In building• Dead Spots

Presentation12

SOP’s

• Who Develops/Recommends• Who Approves• Training• Implementation

Presentation13

Conflict Resolution Process

• Who is involved• Establish a process before you start to avoid finger

pointing.• Realize at the Start – There will be issues!

Presentation14

If you cannot communicate you cannot execute

Talkgroup Planning & Next Steps

Rich McVicarTechnical Services Manager

Public Safety Communications

Joseph Parisi - County ExecutiveJohn Dejung - 911 Director

Operations

Talkgroup Planning and Next Steps

• Radio IDs already consistent with the WISCOM numbering plan

• WISCOM daily use grants are speeding the talkgroup planning process– Recent assignments for Monona and Stoughton PDs

and Cross Plains FD• Neither of the above steps are required for ISSI;

there’s just more local coordination than that standard is designed to accommodate.

Operations

Talkgroup Planning and Next Steps

• Radio Spectrum & Licensing Issues– Petition for FCC waiver filed; public comment period

expected soon• All municipal licenses within Dane County were included

– DaneCom frequency plan requires local cooperation• Mainly Letters of Concurrence (LOCs)• Some vacation of current channels

Operations

Talkgroup Planning and Next Steps

• Pagers– We anticipate the carrier frequency (158.775 MHz)

changing– We’re also prepared to change the audio tone matrix

for more efficient group-calling, if stakeholders find this useful
