To: All Incident Personnel, Bastrop County Complex As Southern Area National Type I Incident Commander, I am committed to a policy of “zero tolerance” of inappropriate behavior during incident operations. Any form of harassment, discriminatory practices, or disrespectful behavior will not be tolerated. Known or reported acts will be dealt with appropriately. I am particularly concerned about the perception that alcohol has a place in any of the Incident facilities. It is not appropriate to indulge in alcoholic beverages during any fire assignment. The National Team from the Southern Region has a policy of “NO ALCOHOL” from the time of dispatch until the time of physical release from the Incident. Members of the Team voluntarily comply with this policy; all incident personnel will be expected to do so also. 1. Provide for firefighter and public safety in all incident operations especially considering aviation operations, extreme drought impacted fuels, and natural and man-made hazards.

2. Coordinate incident suppression actions and assist state and local agencies and authorities responsible for assessment of infrastructure damage, large animal care and recovery and urban search and recovery operations to ensure the safety of all incident personnel.

3. Coordinate with state and local agencies to keep the public informed on fire danger and suppression actions.

4. Coordinate initial attack with local authorities in Bastrop County. 5. Union Chapel – Hold fire south of Union Chapel Road,

-west of a line from Amanda Lane up to Leisure Lane, -north of State Highway 21, -East of McDonald Lane to Lakeview Drive to Still Foot Drive.

6. Bastrop Fire – Hold fire east of Bastrop, Lake Bastrop, and FM2336 -south of US 290 -west of Old Potato Rd, South Old Potato Rd, Antioch and Old Antioch Rd, and SR-95 -north of FM 2571 and Union Pacific Railroad Grade -protect against further structure loss

Temperatures will be well above normal with the century mark being reached through the forecast period. Even though the temperatures are hot….humidity values will rise some thanks to shallow surges of moisture from the Gulf of Mexico. This will make for good humidity recoveries. During the afternoon’s, the higher morning humidity will mix out and produce a few hours of teen readings. Several hours of northerly winds will be behind us but look for strengthening southerly winds through the week…especially later in the week. As the winds become stronger…so will the transport of moisture from the Gulf. Rain is not forecasted for the next several days. ------------------------------------------------------------------------------------------------------------------------------------------------ WEATHER FORECAST: ...LIGHT AND VARIABLE WINDS TODAY… WEATHER: Mostly sunny with a few fair weather cumulus. While winds and RH are moderating slightly today, high potential for large fire growth still exists for any new starts, especially in timber fuel types.

SPECIFIC: Divisions A/D/G/I/T/R/N/L/E/W: Any residual heat in snags and heavy downed fuels will pop up in the afternoon. Divisions Z/Y: Any remaining interior pockets of unburned or partially burned fuels have the potential to clean themselves up in the afternoon. Division V: Expect continued smoldering of snags and heavy downed fuels in the morning with the potential for active flame and spotting from snags or heavy downed fuels in the afternoon. Pay particular attention to the fire perimeter adjacent to Beuscher State Park as these mature woodlands have very heavy fuel loadings (downed 100-hour fuels and mature shrub/cedar in the mid-story) that will be very receptive to ignition and prove quite resistant to control. AIR OPERATIONS:

Expect inversion to break between 1200 and 1230. Afternoon mixing heights around 9900 feet AGL. Transport winds NNE at 7 mph.

SAFETY Shifting winds, while light and variable, do have the potential to push residual heat sources in

unexpected directions and will require situational awareness. Unseasonably high temperatures and arduous mop-up work will require frequent breaks and attention

to hydration. Given the lack of moisture in both the surface and canopy fuels, a running fire can quickly transition

from active surface fire to torching to active crown fire.

SAFETY MESSAGE

HAZARDS AND RISKS Transportation: Driving is one of the most hazardous activities you will do. Driving on dusty/dirt roads with limited turnouts and very poor visibility is dangerous for everyone. Take your time, slow down, and be ready to stop quickly. Use your warning lights and be a defensive driver. Use chocks when parked & spotters for backing. Be alert to the public and other agencies. Fuels & Fire Behavior: Be heads up with changing weather. Low winds may lull you into a false sense of security. Keep informed on the fire weather conditions and forecasts. Communications: Maintain prompt communications with your forces, your supervisor, and adjoining forces. The ability to communicate well plays a major role in SAFETY! Please be respectful to any public that might enter your fire area. Hot Dry Weather & Dehydration: Drink a little often rather than a lot infrequently; employ a 3 to 1 ratio of water to sport drinks. Pace yourself and keep eye out on fellow firefighter. Also everyone should Work to maintain the 2:1 Work to rest Guidelines. This will help Mitigate fatigue. Don’t get on complacent Down Powerlines: Treat all powerlines as charged until cleared. Use caution when walking especially after dark, they can also become serious tripping hazards. There are Utility crews working inside the fire perimeter so be alert to there movment.

SOUTHERN AREA IMT

INCIDENT WITHIN AN INCIDENT

EMERGENCY ACTION PLAN

Introduction

An emergency such as a helicopter accident, firefighter entrapment or burnover, camp evacuations, vehicle

accident, medical emergency or other unknown emergency condition could occur on any of the wild fires or

all-risk incidents we may be assigned. This may result in serious injuries or fatalities, and periods of extreme

stress. This is called an “incident within an incident (IWI).”

Assignments may be in remote or severely impacted locations that result in longer than normal response

times for local emergency response personnel; therefore, the team is responsible for handling the situation

professionally, timely and effectively.

The intent of this plan is to establish a process and protocol to effectively manage an emergency situation

(IWI) while continuing to manage the primary incident with as minimum of distraction as possible.

General Procedures

In the event of an emergency IWI, notification will be made thru the chain of command to the Operations

Section Chief and/or Safety Officer. The Operations Section Chief (OSC) will assume control of the

emergency and promptly assign on-scene responsibility to an appropriate Division/Group Supervisor or

other individual not directly involved with the incident. If OSC cannot be contacted, the highest qualified

operations person or safety officer on scene will assume command of the emergency and take appropriate

action.

The Incident Commander, Medical Unit Leader and Communications will be notified promptly. The IC

will ensure that all remaining command and general staff are notified.

All incident personnel will be instructed by the OSC or Safety Officer to clear the designated radio

channel for “emergency traffic” related only to the emergency situation. If OSC or Safety Officer cannot

be contacted, the highest qualified person on scene will broadcast “emergency radio traffic.” If available,

air attack will be over the incident to ensure clear communications are in effect and will be available as an

airborne repeater if needed. In the event personnel are injured, when they have been loaded and being

transported to the hospital or at an appropriate time, OSC or Safety Officer will announce on the radio

that “emergency radio traffic” has been canceled.

Names of the injured or deceased individuals will not be transmitted on the radio.

To aid in an investigation, deceased individuals or their personal effects will not be moved except to

accomplish rescue work or to protect the health and safety of others.

Those directly involved will provide written documentation of their actions. An ICS 214 may be utilized

for the initial documentation, but a subsequent narrative will be required.

An After Action Review will be conducted after each emergency incident within an incident to determine

strengths and needed improvements.

rescued from the fire area by Animal Control. The Bastrop County Sheriff’s Office livestock unit 

has also recovered some livestock, especially when reported from the field. Ranchers with large 

numbers of animals should contact the sheriff’s office for an escort to feed or water animals.
