ADONEL EXPANDS TO HAITI

Adonel Concrete has begun providing much needed concrete

to earthquake-damaged portions of Port-au-Prince and surrounding

areas as part of a partnership agreement with Haiti-based concrete

company, Betonex.

Emilio F. Martinezbuilt his first house in1986. A decade later,Caribe Homes -- thecompany he founded with sons Charlieand Raul -- recorded $52 million in sales, the highest to date in Miami-Dade County by a private developer. Caribe catered to working-class suburbanites who saw the American Dream in a 3/2 with a one-car garage.

Caribe once employed six of Martinez'snine children, which gave Martinez as muchpleasure as the nearly 4,000 homes Caribehas built. Friends who couldn't keep their kids at the same holiday table -- much less in the same business -- ``want to know how I accomplished this,'' Martinez once told The Miami Herald. ``With love and care.'' He was the grandfather of 20 and

great-grandfather of eight. Before coming to South Florida in 1960,

he worked in the family's trucking company.As a Cuban refugee, he initially flipped burgers in Miami, according to his son Fernando. Four years later Martinez and his wife -- the former Helena Pagliery -- and their seven children relocated to PuertoRico, where Martinez became a vice president with Trust Mortgage Corp., which financed developers. An eighth child, Carmenwas born soon thereafter. He returned toMiami in 1972 as a widower, having lost hiswife to heart disease. In 1975, he married theformer Mariana Fernandez, who survives.They have a daughter.

``My dad's philosophy was that the bestbusiness is where everybody leaves happy,''said Fernando, Caribe's sales and marketingdirector. ``If they leave happy, they'll be aclient for life . . . He said that the moment you try to be too greedy, that's not a good deal.''

When Emilio Martinez wasn't working,

he was hunting, apassion that tookhim all over theworld -- and filledhis home with theheads of deer,bear and biggame. ``He wasalways a gun aficionado,'' Fernando said, even after his father lost peripheral vision to the strokes,and could no longer drive.

Martinez was also generous to charitablecauses. In 2000, Caribe won a ``Friends ofHaiti'' Award for its contribution to a Haitianvocational school.

In addition to his wife and four sons:Emilio, Raul, Fernando and Charlie, Martinez is survived by daughters HelenJimenez, Cristina Martinez, Carolina Garner, Carmen Aguilar and MarianaSanchez, and a brother, Fernando Martinez,all of Miami-Dade County.

The Builders Association of South Florida extends its heartfelt sympathy to the family of Emilio F. Martinez, founder of Caribe Homes and abeloved member of South Florida’s community. What appears below is a portion of a story that appeared in The Miami Herald on December 1st.

As you grow up, you begin to realize the value of getting advice and help fromsomeone who has gone before you. That’s what BASF is all about, learningfrom our previous leadership and building a stronger organization to pass on.

Ever since it was founded 66 years ago, it has brought together people who design,finance, build, supply, decorate or remodelhomes. When South Florida grew up afterWorld War II, it was the BASF that helpedbuilders provide housing for a growing community. Members did business withother members, whether through informal

collaboration or formal partnerships. BASFhelped members provide better quality housing while realizing greater profits.

BASF delivers professional solutions tobusiness problems, but it also puts memberstogether to golf, fish or otherwise kick back with each other. Qualified staff helprepresent builder interests including identifying construction industry businessopportunities, uncovering harmful government regulations and lobbying at all levels of government, local, state and national, to improve and protect our industry.Our legislative role is the heartbeat of the organization and it will continue to be strong.

As your new President, I look forward toleveraging the advice of long-time membersand past Presidents along with the vision ofnew members to keep the BASF as the lead-

ing organization forthe constructionindustry in SouthFlorida. We willcontinue to explorethe possibility ofincorporating otherassociations intoour organization and grow our membershipbase. There are still some challenging economic conditions ahead of us; however, I have always believed that within the challenge lies the opportunity. The ditch may be deep, but together as one team, the BASF will make it easier to climb out and start climbing up the mountain again.Enjoy the year ahead!

This edition of the BASFNews ends theyear with a sample of what makes the BASFsuch a special association – members doingbusiness with members and members doinggood works for those less fortunate. I think that the heart and soul of the BASFmembership can be defined by their love of mankind as demonstrated in the formationof the Philanthropy Committee this year. The word philanthropy is derived from the Latin and Greek “phil-anthropia,” meaning love of mankind. As you will see on page 20, BASF members at were hard atwork giving back to thecommunity with theirtime, talent and theirtreasure at His HouseChildren’s Home. Aspecial thank you goesout to Ben Solomon,Esq., Shahin Etessamand Ruben Bertran for taking the lead of the Philanthropy Committee and the work theydid to encourage the BASF members to contribute to making September 11, 2010 a special day for the kids at His House Children’s Home. On the advocacy front, BASF staged threerallies to make the public aware that it wasimportant to Vote NO on Amendment 4. Withour grass roots efforts, some timely mediaspots and our members posting signs, handing out palm cards, monitoring voting

sites, and appearing on TV and radio spots discussing the issue, Amendment 4 wassoundly defeated! That’s your association at work for you, protecting jobs and trying to keep the economy moving in a positive direction. Our goal is to help you achieve your business development objectives, but youhave to take the first step and network at our events.

Luis also gave new direction to the Installation Gala held at the Grove Isle Hoteland Spa. Theparty lasted into the weehours with theballroom transformedfrom a theatre setting for theinstallation and awards to a club atmospherethat rivaled anything on South Beach.

I would like to congratulate the newly installed officers and board of directors, as well as the winners of the prestigiousBASF Awards. Better Communities Bond Money – During the County commission budget hearings, BASF supported slightly highermillage rates so the County can acceleratethe number of bond issue-supported publicworks and construction projects. Membersare meeting with senior county staff to discuss fast-tracking of public projects toget more projects underway sooner – andgenerate more construction jobs on newCounty infrastructure work. • Huge public works project at Port of

Miami – Port Tunnel Contractors Expo –BASF got the jump on all other associationsby getting the word out early and oftenabout this early December contractor and supplier expo to inform all interestedcontractors about the enormous work available to them on this large public worksproject. For details, call BASF office staff.

November’s Election Results – BigWins for our legislators and on Vote Noon Amendment 4 – From Senator-ElectMarco Rubio’s amazing race to DavidRivera becoming our newest Congressman,we are extending our heartiest congratula-tions to these two favorite sons of SouthFlorida and BASF. We are very proud ofthese elected officials and wish them goodluck as they move on in their careers inWashington, DC. Locally, BASF BoardMember Miguel Diaz de la Portilla won his race for Florida Senate in District 36.Overall, BIPAC won 93% of the races inwhich it endorsed candidates.

Dade-Broward efforts on Amendment4 (“Hometown Democracy”) – Members worked very hard on the biggestAssociation-wide Get Out The Vote effortever undertaken for a constitutional issue inrecent memory. The finale was a series of

three street-corner rallies organized andmanned by BASF members and staff, heldin the three weeks before Election Day.Equally impressive was that BASF membersmanned 15 precincts on Election Day, plus having distributed over 350 yard andbuilding signs, 1,000 palm cards and sent countless e-mails. Thanks to all those members who defeated this damaging issue.

Two new County Commissioners join Miami-Dade County Commission –Mr. Jean Monestime, the first Haitian-American County Commissioner to sit on this dais, defeated incumbent Commissioner Dorrin Rolle from District 2.Newly elected Commissioner Lynda Bell isthe former Mayor of the City of Homestead.She won the seat vacated by out-goingCommissioner Katy Sorenson, whostepped down to run a University of MiamiLeadership program. We wish Commission-ers Monestime, Bell and Sorenson thebest of luck at their new positions! Earlier in the year, County Commissioners Souto and Diaz won their races by widemargins and were returned to their Commission seats. Commissioners Heyman and Sosa were reelected withoutopposition, when no other candidates filedagainst them in mid-June, 2010.

Three new School Board membersseated – To complete this major shift inelected officials, three new Dade CountySchool Board members were elected too.

They include Ms.Raquel Regalado,Carlos Curbeloand former StateRepresentativeDorothy Bendross-Mindingall. BASF wishes themthe best of luck at their new positions as well.BASF supportedformer Rep. Bendross-Mindingall duringher tenure as a state legislator.

Recall efforts underway againstMayor Alvarez and likely some County Commissioners – legal proceedings underway before petitionscan be finalized – Almost immediatelyafter the County Commission voted for a taxincrease in the County’s 2010-2011 budget,voter outcry began about the basis for thetax increase. The Mayor proposed a tax increase for a variety of services, includingsome to cover salary increases embeddedin various employee union contracts. Autodealer Norman Braman announced a recalleffort against Mayor Carlos Alvarez, whichis pending until several legal proceedingsare concluded. Additionally, a similar effortis reported to be moving forward againstfive commissioners who voted for the taxand bond millage increase.

Evaluation and Appraisal Report (EAR)2010 – County Commission hearing setfor January 2011 –The EAR, a legally required seven-year Master Plan update, includes several new provisions which will impact the building industry. They are:climate change, green building issues, new infrastructure construction for future infilldevelopment, changes to the land supplyand residential capacity formula and howresidential densities are calculated, andtraffic and transportation issues. Over thepast four months, BASF’s EAR WorkingGroup presented three sets of detailed comments to the County on these issues.

At their hearing, the PAB adopted BASF’sproposal for a density increase in all residential categories within the Planboundary. Other BASF issues include concerns about land supply calculationsand questioning the assumption that most new projects will be built at a higher density within one of at least 48 CommunityUrban Center (CUC) districts. Members will have met with County staff once againby December and could present their concerns to the County Commission in advance of the January 19, 2011 publichearing.

BROWARD LEGISLATIVE REPORT

Broward County Commission gets three new members – continuing the trend in electing new officials,Broward’s Commission has three newCommissioners - Three new Commis-sioners have joined this nine-member board since Election Day. We congratulateCommissioners Barbara Sharief, Dale V.C.

Holness and Chip LaMarca upon their recent elections to the Broward CountyCommission. Ms. Sharief ran in the openseat when Diana Wasserman-Rubinstepped down. Mr. Holness took JosephEggletion’s seat when he left office afteran ethical issue, and Mr. LaMarca beat incumbent Ken Keechl. We wish them allgood luck in their new positions!

New Student Generation Rate Study tobe heard at Broward County Commission- School Board consultant proposes impact fee increases – In late summer,the Broward County School Board’s consultant presented his report thatchanged the student generation rate formula, which now proposes a higher impact fee in some residential categories.After the study was revised some, the single family fees dropped slight, but much higher fees are proposed for mid-andhigh-rise multi-family and mobile homecategories. BASF staff spoke in oppositionto the fee increases. The Broward CountyCommission met to hear this item on

December 14, 2010. This fee increasewould be in addition to the third-tier of athree-year phase in of the previous impactfee study’s recommended fee increase.That set of fee increases was based on a2007 study, which set the single familyhome fees at $8,666.

BASF represented on the City of Hollywood’s Green Advisory Team – Jay Huebner, President of HSQ Consulting,has been representing BASF on this important committee. This committee hasbeen working on developing this ordinancefor the past two years. In their most recentnegotiations, the committee and staff have agreed to a new set of incentives for this ordinance. BASF’s position is that a non-mandatory, incentive-driven ordinance is the best approach to encouraging green building. BASF members and staff will prepare a final position on this issue in time for a January2011 public hearing before the City of Hollywood’s City Commission.

The campaign to Vote No on Amendment 4 was a great success thanks to the many supportive BASF members.

Statewide, the voter referendum was defeated 67 percent to 33 percent – in Miami-Dade the numbers were 61 percent to 38 percent.

This resounding defeat was a strong statement about industry organizing itself against a very bad ideaandit worked. BASF rallied its members, who came out in big numbers at three highly successful street cornerrallies – three rallies in three weeks – in the run-up toElection Day.

All three rallies had BASF members, and other tradegroup members, standing on busy intersections in Miami-Dade, waving to morning commuters, urging them to Vote No on Amendment 4. Cement trucks, courtesy of CEMEX Corporation,circled the streets, withsigns and air-horns, reminding voters to Vote No on 4. Not only were these fun rallies, they were proof that BASF can come together and undertake a successfulgrass roots political effort and win. Great job, everyone on a hard-won victory!

Naples builder-developer Al Zichella was installed as President ofthe Florida Home Builders Association during the organization’s FallLeadership Conference in Bonita Springs. Zichella is Vice Presidentand Construction & Development at KD Merick & Co. in Naples and a 30-year veteran of the construction industry.

Bradenton plumber Bill Smock was elected Second Vice President.

Dave Carter of Lakeland was named FirstVice President and Treasurer and BudSwindell of Sarasota was elected Third VicePresident. Suzanne Graham of Port Charlottewill serve a second term as Secretary.

AL ZICHELLA INSTALLED AS NEWFHBA PRESIDENT

Richard M. Horton, President of The Green Companies and the 2005 President of theBuilders Association of South Florida, was awarded the 2010 Builder of the Year award presented by the Florida Home Builders Association (FHBA) at the group’s Fall LeadershipConference in Bonita Springs.

Horton was selected for the honor by the FHBA Associates/Trades Council. His most recent accomplishment has been chairing the FHBA Building Task Force, which hassuccessfully liquated and/or leased the association’s properties, saving thousands of dollars.

Inducted into the BASF Housing Hall of Fame in 2009 and the recipient of the Al SingerSpirit of the Industry Award in 2008, Horton is a Super Spike having recruited more than 320 members.

BASF’S RICHARD HORTON HONORED BY FHBA

Miami-based Adonel Concrete, SouthFlorida’s largest independently owned concrete company, has pooled resources withBetonex, a Haiti-based concrete company, in a new partnership that hopes to more quicklyrebuild earthquake-damaged portions of Port-au-Prince and surrounding areas.

According to Adonel president and BASF board member Luis Garcia, the twocompanies determined that they could better help Haiti recover from the terribledamage by working together. “Betonex is an established, quality company that usesmodern concrete products and delivery systems,” said Garcia. “Their managementand technical people are tops, too. But theyface terrible obstacles.”

Adonel has sent 30 of its ready-mixtrucks to Haiti, and has added a mobile

EXPERTS SHARE WIN-WIN TIPS ON GREEN PROJECTS

In September, BASF members and guestsgathered at the Miami City Club downtown tolearn how to succeed on green projects froma panel of experts.

2010 BASF President Fernando Martinezwelcomed guests, then called on board member Ben Solomon, Esq. to introduceFlorida Governor Charlie Crist. The governorquickly agreed with BASF’s position onAmendment 4, then reviewed major improvements the Sunshine State has made toward greener activities. During his term alone, for example, Florida’s rank in solar energy went from 50th to 2nd among U.S. states.

Clerk of Courts Harvey Ruvin, who also heads Miami-Dade’s Climate Change Advisory Task Force, reviewed the county’sleadership in setting green standards. “Weneed to keep managing the unavoidables,” he said, then cited progress. Our courts arereducing paper files with electronic data, saving $35 million annually in traffic courtalone. On-line access to the county’s 110,000open foreclosures is helping boost sales ofhomes, including those to computer-savvyforeign buyers.

Moderator Luis Betalleluz, president ofThe BetaJones Group and chair of BASF’sGreen Building Council, introduced thepanelists, beginning with architect DaphneGurri, founding partner of Gurri Matute PA,who detailed steps to reduce negative impacton the environment. Several of her projectsincluded careful site selection, minimal use ofnatural resources and ease of use in the finalstructure. “It’s important to select a designteam with LEED skills, identify a leader andregister a project in the pre-design phase,”said Gurri. “Third party registration validatesthe project with common benchmarks. Collaboration is key. Set goals with ownersand operators. It makes everything easier.”

Betalleluz added that green materials stillcost more, “but with new technology notmuch more. Cost-analysis and careful planning boost the payback.” In 15 projects

he confirmed that traditional measures become “green” measures if you paint thingswhite, recycle better or irrigate with roofrunoff. A bonus? Your project has better marketability when finished.

Civil engineer Jay Huebner, vice president of HSQ Group, Inc., highlightedgreen issues at projects in Deerfield Beach,Fort Lauderdale, Davie and Miami thatachieved a mix of Silver and Gold LEED status. They involved a mix of new construc-tion and existing structures where he usedsoil moisture sensors to restrict water use,solar panels, bike racks, exfiltration trenches,drainage wells and playgrounds in dry detention areas. In one case operational costs fell by 34 percent. Typical additionalcost for greening was about three percent.Betalleluz cited similar results at a Wynwoodneighborhood center and a Seminole tribeleasing center using related improvements.

According to Paul Savage, a Coral Gablesattorney who focuses on environmental andenergy conservation issues, promises madein greening’s early years of only two or threepercent extra costs were seldom achieved.But now they are possible. He cautioned“don’t try to darken the door of public officials without with good plans for goinggreen.” Mandatory and voluntary require-ments are coming together, said Savage, andFlorida’s building code keeps getting stronger.

Margarita “Maggie” Fernandez, whoheads public outreach for Miami-DadeCounty’s sustainability program, focused on the balance needed between economic,social and environmental demands. SouthFlorida is adding to its early efforts in the ‘80sand ‘90s. Up the road? Hybrid-drive garbagetrucks are coming soon to a curb near you.Fernandez looks forward to working withBASF and others in best use of tax incentives,a $12.5 million grant for energy conservationand a new $1.5 million revolving fund to help businesses improve their properties.

The Builders Association of SouthFlorida’s new leadership took their oath ofoffice at the organization’s annual InstallationGala at the Grove Isle Hotel & Spa. IncomingPresident Alberto Milo, Jr. and First VicePresident Luis F. Quiñones, Jr. spoke of themany challenges, but were quick to remindthe more than 200 people in attendance thatthe organization’s strengths lie with thosewho have guided BASF during the years.

“We will turn to the Lenny Millers, theIrwin Adlers and the many others whohave left their distinguished mark on bothour organization and South Florida,” saidAlberto Milo, Jr.

Milo serves as president of The UrbanDevelopment Group, LLC. In 2009, he formedRUDG, a joint venture between The Urban De-velopment Group and The Related Group. Hewas named BASF’s Builder of the Year in 2009.

A licensed Mortgage and Real Estate broker, Milo serves on the Miami-DadeCounty Industrial Development Authority andpreviously was a member of the GreaterMiami Chamber of Commerce’s WorkforceHousing Committee.

Quiñones, Jr. is a partner at BenTrust Financial, a full service Miami-based insurance broker. He is a past recipient

of BASF’s President’s Award and was named the organization’s Associate of the Year in 2008 and 2009.

WPLG-Channel 10’s Emmy-Award winning newscaster Calvin Hughes, who co-anchor’s Local 10’s 6 and 11 p.m. newscasts with Laurie Jennings, served as master of ceremonies for the evening.

The red carpet treatment greeted guestsupon arrival and, following photos, theyjoined one another on the outdoor patio forcocktails and tasty hors d’ oeuvres under amoonlight sky with beautiful Biscayne Bayas the perfect backdrop. A lovely buffet dinner followed the awards presentation andinstallation ceremony. Many guests dancedthe night away in the ballroom.

Several members were recognized by the association for their dedication during2010. They included Shahin Etessam, of CD Group, LLC and GreatstoneDevelopment, Inc., Builder of the Year, and Ben Solomon, Esq. of Solomon & Furshman, LLP, Associate of the Year.

Shahin Etessam was also awarded theprestigious Al Singer Spirit of the IndustryAward Winner.

of Fame. Lenny Millerwas awarded a crystal clock in recognition of his timeless effortson behalf of BASF for over 50 years. Lennyis a former BASF president and has been anactive participant on the national level atNAHB as well as holding many leadershippositions statewide too. Fernando Martinez,2010 president, presented a host of deserv-ing members with the President’s Award.

“Our association was again at the forefront in representing the Building Industry on many major legislative issues,”said Fernando Martinez. “Our victories in 2010 culminated with the resounding defeat of Amendment #4 in the Novemberelections. Our membership and staff took an active role in better educating the publicon the negative ramifications had thisAmendment passed. MEMBER OPPORTUNITIES

More than 100 members of the Builders Association of South Florida, their families andfriends gathered on September 11 to makemuch needed repairs and renovations to HisHouse Children’s Home, a Miami Gardens-basedorganization committed to providing residentialcare for abused, neglected and drug exposedchildren in a campus home-like setting.

BASF members remodeled Cottage #23,one of the many cottages serving as home to12 foster children, by adding new appliancesdonated by Whirlpool, kitchen cabinets, kitchenflooring and new bathroom fixtures. Themakeover also included landscaping, paintingand electrical, and new windows.

“Our members truly stepped-up to help improve the lives of these underprivileged children who call His House their home,” saidBen Solomon, Esq., co-chair of the event anda partner at Solomon & Furshman, LLP. “Wethank all involved with devoting their time tothis worthy cause and making a difference.”

In addition to local orphan and foster childrenresiding at the children’s home, His House is actually the only federally-appointed location in Miami-Dade to take in child refugees of the Haitian earthquake. More than 400 Haitian

orphans have come through His House during the relocation process, taking residence in similar cottages at His House.
