Description of the Performance Based System

The NWCG Wildland and Prescribed Fire Qualifications System is a “performance-based”

qualifications system. In this system, the primary criterion for qualification is individual

performance as observed by an evaluator using approved standards. This system differs

from previous wildland fire qualifications systems which have been “training based.”

Training based systems use the completion of training courses or a passing score on an

examination as a primary criteria for qualification.

A performance-based system has two advantages over a training based system:

• Qualification is based upon real performance, as measured on the job, versus

perceived performance, as measured by an examination or classroom

activities.

• Personnel who have learned skills from sources outside wildland fire

suppression, such as agency specific training programs or training and work

in prescribed fire, structural fire, law enforcement, search and rescue, etc.,

may not be required to complete specific courses in order to qualify in a

wildfire position.

1. The components of the wildland fire qualifications system are as

follows:

a. Position Task Books (PTB) contain all critical tasks which are

required to perform the job. PTBs have been designed in a format

which will allow documentation of a trainee’s ability to perform

each task. Successful completion of all tasks required of the

position, as determined by an evaluator, will be the basis for

recommending certification.

IMPORTANT NOTE: Training requirements include completion

of all required training courses prior to obtaining a PTB. Use of

the suggested training courses or job aids is recommended to

prepare the employee to perform in the position.

b. Training courses and job aids provide the specific skills and

knowledge required to perform tasks as prescribed in the PTB.

c. Agency Certification is issued in the form of an incident

qualification card certifying that the individual is qualified to

perform in a specified position.

2. Responsibilities

The local office is responsible for selecting trainees, proper use of task

books, and certification of trainees, see appendix A of the NWCG

Wildland and Prescribed Fire Qualification System Guide, PMS 310-1,

for further information.

Training Working Team

Position on Course Presentation and Materials

The suggested hours listed in the Field Manager’s Course Guide are developed by Subject

Matter Experts based on their estimation of the time required to present all material needed

to adequately teach the unit and course objectives. The hours listed can vary slightly due to

factors such as the addition of local materials. NWCG is aware that there have been courses

presented in an abbreviated form, varying greatly from the suggested course hours.

Instructors and students are cautioned that in order to be recognized as an NWCG certified

course certain guidelines must be followed. These guidelines are:

• Lead instructors are encouraged to enhance course materials to reflect the

conditions, resources and policies of the local unit and area as long as the

objectives of the course and each unit are not compromised.

• Exercises can be modified to reflect local fuel types, resources and conditions

where the student will be likely to fill incident assignments. The objectives and

intent of the exercises must remain intact.

• Test questions may be added that reflect any local information that may have been

added to the course. However, test questions in the certified course materials

should not be deleted to ensure the accurate testing of course and unit objectives.

• Test grades, to determine successful completion of the course, shall be based only

on the questions in the certified course materials.

submitted will be evaluated and, where and when appropriate, incorporated into the

appropriate courses.

BASE/CAMP MANAGER (BCMG)

JOB AID, J-254 INTRODUCTION

The Base/Camp Manager is responsible forappropriate sanitation and facility managementservices in the assigned Base/Camp.

The Base/Camp Manager has been identified as aposition within the National Wildfire CoordinationGroup's (NWCG), Wildland Fire SuppressionCurriculum. The courses within the performancebased curriculum may be administered by either aninstructor led formal training course or by the use of"job aids.” It is highly suggested that the traineehave previous fire incident experience.

Job aids are "how to" books that assist an individualin performing specific tasks associated with aposition. They may be used by an individual, in atrainee position, who has met all of the prerequisites,but has not completed the position task book for thatposition. They are also used after the individual hasbecome qualified, as an aid or refresher in doing thejob.

The performance based qualification systemstipulates that an individual must complete a positiontask book prior to becoming qualified for thatposition. Refer to the "Wildland and Prescribed FireQualification System Guide, PMS 310-1 for theestablished standards for this position. It isrecommended that this job aid be issued when the

position task book is initiated.

II. MOBILIZATION

B. Gather Information.

III. INCIDENT ACTIVITIES

A. Arrive at Incident and Check In.

• Locate supervisor, (facilities unitleader; FACL).

• Report to status check-in recorder.• Report to the finance/

administration section for timekeeping procedures.

B. Obtain Briefing from FACL.

You are responsible for asking adequatequestions that will allow satisfactorycompletion of all job aspects. There are

no stupid questions. Briefing shouldinclude as a minimum:

• Names of key incident personnel.- Incident Commander (IC),

logistics section chief (LSC),agency representative,resource advisor, equipmentand personnel time recorder,supply, ground support, foodand medical unit, humanresource specialist (HRSP),crew representative (CREP),etc.

C. Obtain Necessary Resources andSupplies.

Coordinate with FACL to determine thenecessary incident facility staffing level,needed supplies and materials andobtain through proper channels.

• Portable toilet requirements- One portable toilet per 10 to

12 people with one serviceper day minimum.

- Additional toilets may berequired for the helibase,staging areas, andenvironmentally sensitiveareas. It may be important tofind out the hosting agency’srequirements for sewagedisposal.

• Potable water- Source location- Number of transports needed- Location of drinking sites- Contact the FACL, food unit

leader (FDUL), orContracting Officer (CO) forquestions concerning potablewater providers.

• Remote campsCamps vary greatly depending onaccess, agency requirements andnumber of people that are beingsupported. Obtain the followinginformation which can help todetermine the needs of the camp.- Ensure cultural,

environmental, and T&Especies concerns areconsidered when laying outcamp site. Follow localstandard operatingprocedures for these areas.

- Ensure adequate water andrations are located at thesesites. Coordinate with theFDUL for meals, deliverytimes, etc.

- Ensure adequatecommunications with theICP/incident base.

- If bears or other suchscavenging animals are inthe area, place hard-sidedtrash receptacles in a centrallocation within the camp areaand remove contents on adaily basis.

- Warn the assigned personnelnot to take food items to theirsleeping areas if theseanimals are in the area.

- Order tents, tent flies or othersuch material and constructa structure that will allowindividuals to get out of theweather. Ensure adequateshelter has been stockpiledat the camp location.

- Consider assigning anemergency medicaltechnician (EMT) to camp.

- Order camp help to supportcamp operations.

• Continually check for excessequipment and supplies in thecamp area.- Consider demobilization of

excess items.

D. Coordinate with FACL and Other IncidentPersonnel to Establish Incident Facilities.

• Provide incident facility map andsigns.

See Appendix C, Facilities Map,example.

- Ground support and supplyshould be located as close tothe entrance of camp aspossible.

- Locate check-in at the campentrance.

- Toilets and trash receptacleslocated in areas of heavy foottraffic and around crewsleeping areas.

- Showers and medical unitclose to crew sleeping areas.

- ICP located away from mainfoot and vehicle traffic.

- Hand washing station inproximity to eating area andportable toilets. Assess theneed for additionalhandwashing stations as thecamp enlarges.

- Ensure area is big enough toexpand the camp ifnecessary.

- Post area with signs for easyidentification of specificfunctional areas, e.g., crewand overhead sleepingareas. Post identificationtags on the tents of crewboss, unit leaders, etc. forquick identification.

- Plan the camp so that little orno vehicle traffic is in themain part of the camp. Limitvehicle traffic to servicevehicle, e.g., gray, black,potable water.

• Provide safe traffic/personnel flow.- Use signs, ropes, traffic

cones, barricades, flaggingto control vehicle and foottraffic. Attempt to provide“one-way” traffic flow toprevent congestion.

- Coordinate with groundsupport and security.

• Contact units for functional needsand location.

- Coordinate with the differentfunctions for space, power,shelter, trash andcommunication needs, e.g.,phone lines.

• Establish day/night sleeping areas.- Ensure the day sleeping

areas are sheltered andaway from noise, e.g.,generators, tool sharpeningarea.

- Clearly identify crewlocations and post visiblesigns.

- Coordinate with security forpatrols of the sleeping areas.

- Limit vehicle traffic in thesleeping areas.

• Centrally locate electrical unit.- If possible order a large

generator (50 KW) with apower distribution panel andcorrectly wired. If electricaloutlets are to be installed atthe base/camp, a certifiedelectrician must do theinstallation.

• Catering and shower units.- Centrally located

• Inmate crews on the incident.- Consider sleeping and

showering arrangements.- Discuss with the inmate

liaison.• Plan for contingency, such as wet

weather, equipment breakdown,fire behavior, inversions.- Be aware of weather

forecasts. Talk to localsabout weather events for thearea.

- Have extra supplies on hand,e.g., shelter material,sleeping bags, fire resistantclothing, heaters, in case offoul weather.

- Plan for evacuation orprotection of base/camp incase of threatening changein fire behavior or weather.

E. Communication with FACL, IncidentPersonnel, and Subordinates.

• Discuss daily work schedule andpriorities with FACL.- Keep FACL informed on

changes, personnel matters,contract disputes, work loador other significant situations.

• Maintain inter/intra unitcommunication.- Know the chain of command

and ordering procedures.- Maintain contacts with all

sections or functions fordetermining needs orproblems as related to thefacilities.

• Check-out a logistics net radio ifneeded.

F. Supervision of Incident FacilityPersonnel.

See Appendix G, Base Organization,example and Appendix H, CampOrganization, example.

• Develop work schedules.- Establish guidelines and

procedures, i.e., who directlysupervises members of thecamp crew.

- Establish time frames fortrash/litter pickup, generatorfueling, portable toiletservicing, grey waterpumping, dust abatement.

- Time frames for mealdelivery, feeding times, icedeliveries, and cold drinkstocking should beestablished and coordinatedwith the FDUL.

- Monitor camp functions andanticipate schedulingproblems. Adjust scheduleas needed.

- Adhere to agencyestablished work/restguidelines.

• Establish priorities for workassignments.- Establish guidelines and

procedures.- Prioritize unscheduled work

assignments, e.g., unloadingof a supply truck,maintenance and inspectionof facility, assisting food unit.

• Comply with Equal EmploymentOpportunity (EEO) guidelines.- Ensure compliance with all

applicable EEO regulations.- Coordinate with the HRSP if

problems arise deal withthem, do not let them getworse.

- Be aware of culturaldifferences between ethnicgroups. Contact the CREPfor any special needs thattheir crew may have.

• Keep individuals informed ofincident status.- Communicate one on one,

by group meetings, and/orthrough written information.

• Evaluate performance ofsubordinates as required byincident policy.- Be fair and honest in your

evaluation. Ensureguidelines and proceduresare adequately presentedand understood by yoursubordinates.

G. Ensure Compliance with all ApplicableHealth and Safety Regulations.

• Coordinate with safety officer(SOF) and FACL.

• Obtain local governmentguidelines and regulations.

H. Provide Operation and Maintenance forall Facilities and Associated Equipment.

• Establish priorities and schedulesfor daily maintenance and serviceof incident facility installations,e.g., toilets, trash, generators, dustabatement, bulletin boards, officespaces.

• Provide daily inspections of allfacilities and improvements forsafety and health conditions.

I. Coordinate with Finance/AdministrationSection and FACL on Incident Facilities,Contract/Agreement for Services,Equipment, and Personnel.

• Maintain shift tickets for allassigned services equipment percontract/agreement.- Ensure that all information is

transcribed correctly from therental agreement to the shiftticket and all times, mileageand remarks aredocumented. Include the “E”number somewhere on theform.

- Information that you will needfor filling out the OF-297,Emergency Equipment ShiftTicket can be found on theOF-294, EmergencyEquipment RentalAgreement. The contractorshould have a copy; if notcheck with the procurementunit.

- Retain copies of all shifttickets of the contractors youare administrating, for yourpersonal files.

• Ensure all non-agency servicesand equipment have currentcontracts/agreements and havebeen inspected. Coordinate withground support for equipmentinspections.

J. Maintain ICS 214, Unit Log.

• ICS 214 will be kept current,legible, and document all majoractivities.- It may not be a requirement

of this position to complete aICS 214 for every operationalperiod, but it is a good ideato document significantevents, especially contractualand personnel problems.

- A diary should be kept fordocumentation purposes andthe ICS 214 is an excellentdocument for this purpose.

IV. DEMOBILIZATION

A. Identify Excess Resources and Supplies.

• Provide the FACL with a listing ofexcess incident facilities personneland equipment. The listing willinclude who and what is excess,and time and date when excess.The list will be reviewed daily foraccuracy. This can bedocumented on an ICS 213,General Message and submittedto the demobilization unit.- During demobilization the

workload of the BCMG willincrease.

- Manage personnel release toensure enough workforce isavailable for demobilizationactivities.

- Ensure proper rehabilitationhas occurred prior to therelease of resources. Leavearea in better condition thanupon arrival.

- Notify contractors of theimpending release schedule.

B. Coordinate the Release and Return ofFacilities and Equipment with FACL andFinance/Administration Section.

• Ensure payment documents arefinalized and submitted to thefinance/administrative section.- Ensure that time for

subordinates and equipmentis turned in to finance/administration; evaluations ofsubordinates are turned in todocumentation; capitalizedequipment returned tosupply.

• Coordinate with ground support forthe release inspection ofcontractor equipment.

APPENDIX B

Remote Camp Management Tips

Spike Camp 101

In the course of your availability as a BCMG you mayfind yourself in the position of filling an order as aremote (spike) camp manager, or to staff a spikecamp from the base camp you are currently workingout of. If the spike camp is near or on the fireline,you will be required to have fireline qualifications,i.e., arduous fitness rating, fireline refresher training,PPE. In any case you will probably be managing arelatively small camp with the possibility of little or nodirect supervision from the logistics section. Thefollowing is a list of things to consider and ask aboutbefore going out to camp.

How many people will occupy the camp? Who arethey? Who is in charge of this area? How long doesthe operations section plan on using this camp?What is the location of the camp? What division ofthe fire? Is any one already there and are anysupplies in place? How do they expect to supplyyour camp? Supply Methods:

• By road: Is there a road all the way to thecamp and what is the condition of the road?

• By helicopter: Is there a helispot for landing orwill the supplies be dropped in by long lineonly? Will you need helitack to manage thehelispot and supply deliveries? By pack train,e.g., mules? What are the procedures forordering?

Camp Logistics:

• What kind of place is it? Campground, lodge,scout camp, private land, wilderness area,improved or not improved?

• What types of facilities are already there? Arethere agreements in place for the facilities?Do you need to sign any shift tickets?

• Restroom considerations: Portable toilets, outhouses or what?

• What will be used for sleeping areas?

Food and Water:

• Is there potable/non-potable water at thecamp?

• If the camp is remote, supplied by trail or air, itis a good plan to have a reserve of food andwater on hand, i.e., 2-4 days, 3 meals and 2gallons of water per person, per day minimum.

Backhaul Realities:

• Transport method and recycle priorities willdictate how to bag up the trash. If by packtrain, make the bags of trash smaller.- It is almost always better to have the

crews separate cardboard and plasticfrom the trash. Cardboard can make abag of trash very awkward to deal with,and most places can recycle cardboard.Some places will allow burningcardboard. Check with FACL and/orresource advisors.

- Plastic water containers (jugs or cubies)should be compacted and taped togetherand/or bagged separately. Water bottlescan be bagged separately for recycling.

- Put the plastic trash bags inside ofburlap sacks. This helps with keepingthe bags small and easy to handle. Theburlap sacks will work in sling nets much

better than the plastic. The burlap alsowill keep the plastic trash bags fromgetting holes and attracting the wrongkind of attention (bears, dogs, etc.) orjust making a mess.

- It is not always easy to get 100%cooperation on these thrash issues, butmentioning these things at briefing willusually get good results.

Camp Help:

• Can you get help at your camp? Are campcrewmembers available? Are they qualified towork at your spike camp, i.e., firelinequalifications.- Some times the best help is within the

crew living at you camp. Most crewbosses do not mind leaving a person incamp for a part/full day to help out.

- Someone on the crew may have a soreknee or whatever that would be better offin camp. You may only need someone inthe morning to help, and can join thecrew later.

- Many have chainsaw and helicopterqualifications you may put to good use.

- Often, rotating in one crew helper from adifferent crew each day can work wellwhen you need the help.

Safety Concerns:

• Snags, bees, wild animals (if the camp is inbear country, it may change how things aredone quite a bit), vehicle traffic, bad footing,the fire itself, weather, public contact.

• How well are the crews set up for campingout? If you are in a remote site with nofacilities and the weather goes bad, somecrew’s gear may not hold up well. This iswhere extra plastic sheeting, tarps andsleeping bags come in handy. Most all crewswill come out with sleeping bags and tents, butbe prepared to help people keep warm anddry.

• An EMT is a good idea, especially if the campis only accessible by air or walking trail. Thecondition of your camp will tell you a lot; give ita good inspection before setting up andmonitor things as it goes.

• Talk daily to the overhead living at your spikecamp to see how things are working out forthem. Consult with the safety officer and theFACL regularly. Some incident managementteams may have a person assigned as the“spike camp coordinator”, especially if there ismore than one remote camp on the incident.This person should be knowledgeable aboutremote camps and could be a great help toyou.

And finally…..

A spike camp may be just 2 crews for a couple ofdays in the wilderness or over 100 people in a nicedrive up to a lodge with catered meals and all thefacilities, and any variation in between. Adaptabilityand good planning are the keys. Start thinking abouthow to demobilize it while you are building it up.This will help construct the most efficient and costeffective camp while taking care of the personnelliving there. Each one will be challenging in its ownway and provide a very rewarding experience.

Typical Remote Camp Daily Routine

If the spike camp is being supplied daily byhelicopter or truck delivery the typical routine is asfollows:

0500 Get up an hour before the crews. Start thewater heater (coffee heating kit) and makecoffee in a clean bucket (Hot Can). Have hotcoffee and hot water ready for the crews whenthey get up. Arrange the breakfast servingarea.

0600 Awaken crews. Organize breakfast serving.0700 Obtain briefing from DIVS.

Tips:

• Provide for maximum crew comfort. Crewswant to wash, eat, and sleep.

• Treat all crew with respect, be polite andupbeat, smile and add appropriate humorwhenever possible.

• Gain the respect of all crews and overhead.• Always be, one step ahead of every situation.• Be aware of the camp’s condition at all times.• Use crewmembers to help with camp

construction and chores. Most are willing tohelp.

• Never make coffee in the coffee heating kit. Itis much better to have an abundant supply ofhot water. Make coffee in a separatecontainer.

• Keep noise to a minimum; avoid the use ofgenerators.

• Plan for sudden storms and failed re-supplymissions. Have shelter material, hot water,ample drinking water supply, a two day reserveof all supplies, and MREs.

• Keep DIVS informed of problems and thepossible need to make changes that mayaffect them.

Base Camp/ICP Management Tips

The Base camp and Incident Command Post (ICP)are the center of activity on the incident. Thecomplexity can be overwhelming and may requiremore than one BCMG. It is important to design thecamp properly. A poorly laid out camp addssignificantly to the management problems of theBCMG.

• Establish the sleeping area first. It must be inan area that experiences the least amount ofnoise from generators, refrigerator trucks,traffic, catering services, etc. It must haverelatively easy access to showers,washstands, latrines and dining facilities.

• Establish the service area. This is the areathat contains catering, showers, supply,medical, etc. This area needs easy access byservice vehicles such as food supply, potablewater, supply, gray water, portable toiletpumping trucks, etc. This area is normallyquite noisy and should be located somedistance from the sleeping area and close toaccess roads.

• Establish a “down town” area. This is the areathat contains the offices, briefing area, etc. Itcan be separate from the service area.

• Establish the vehicle parking area. This mustbe separate from the rest of the camp, butwithin easy walking distance to all areas withinthe camp.

• Lastly, establish the ground support area. Thisis usually some distance from the rest of thecamp and near the access road. This areamay contain the fueling service function.

BCMG’s schedule in the Base Camp and ICP:

Generally the BCMG should be up and on the job by0500 and does not get to bed before 2200.

Camp Crews:

• The size of the camp crew should match theamount of work that needs to be done. Havingtoo many camp crewmembers creates moreproblems than having too few.

• Always deal with the camp crew boss, not theindividual crewmembers.

Tips:

• Schedule daily portable toilet pumping.• Schedule portable toilets to be pumped at

times that do not interfere with meal times orsleeping times.

• Use dust abatement services liberally.• Continually patrol for safety hazards in and

around the camp and mitigate the hazardspromptly. Flag all tent ropes and hazards,control traffic flow, etc.

• Patrol the camp continually. Know thecondition of the camp at all times.

• Address problems immediately.
