Barbara Flanagan, Ph.D. EXPERTISE Special education, Universal Design for Learning (UDL) instructional practices and technologies for Common Core State Standards (CCSS), literacy, instructional leadership, teacher professional development A senior associate with PCG Education, Dr. Barbara Flanagan provides support to several state projects that include a focus on students with disabilities. She has more than 32 years of experience teaching, supervising, and providing training and technical assistance in the special education field at both the PK-12 and college level. Currently, Dr. Flanagan serves as Director for School and District Services for the Tennessee Academic Specialists program. She also serves as UDL/Differentiation Team Lead for PCG Education’s New York State Department of Education 6-12 ELA curriculum and PD module project and Project Director for Project SUCCESS, an Indiana State Department of Education effort to address the CCSS for students with disabilities. EXPERIENCE Prior to joining PCG, Barbara provided special education leadership in both rural and urban Virginia school districts as a special education and parent resource center coordinator, a compliance specialist, and as Director of Special Education Services. Dr. Flanagan also served as Director for the Virginia Department of Education’s Training and Technical Assistance Center (TTAC) at Virginia Tech, providing local capacity building and technical assistance to school leaders and educators in 34 school districts in southwest Virginia to meet the educational, behavior, functional and transition needs of students with disabilities. She has extensive experience providing educators and district leaders with research-based professional development and coaching on topics related to serving students with diverse learning needs. AWARDS Dr. Flanagan is a past recipient of both the Council for Learning Disabilities Outstanding Teacher Award and the Virginia Council for Learning Disabilities Outstanding Teacher Award.
