This is a summary of the Code of Conduct adopted by the Board of Education of the BaldwinsvilleCentral School District. The Code contains the rules for conduct on District property and at Districtfunctions, as well as the penalties for unacceptable conduct. The Code applies to all activities in theschool setting, and is not restricted to classroom settings. Students, parents, visitors, and Districtemployees all have responsibilities regarding the education of the District students and are subjectto the Code while on District property or at District functions.
The District expects students to come to school prepared to learn, and to conduct themselves ina safe and respectful manner while at school. Parents are expected to cooperate with the District inthe education of their children, and to communicate with appropriate school personnel regardingquestions or concerns. Teachers are expected to be prepared to teach and to strive for an atmos-phere of mutual respect in the classroom. Administrators are responsible for promoting a safe,healthy, and stimulating academic environment that is conducive to learning and student success.
The Code of Conduct has been revised, effective July 1, 2014. In this summary changesto the Code are in red.
4Student Rights and ResponsibilitiesThe Code contains a Bill of Student Rights and Responsibilities. Students have the right to an
education that offers them the opportunity for inquiry and development to their fullest potential.Students also have the right to be safe while on District property and at District functions, to receiveguidance from District staff, to participate in extracurricular activities, and to receive appropriate edu-cational and health services.
Students shall be free from bullying (including cyberbullying), discrimination and harassment onschool property or school functions including but not limited to the educational program, activities, oradmission policies of their school. Such conduct shall include, but is not limited to, threats, intimida-tion or abuse based on a person’s actual or perceived race, color, weight, national origin, ethnic ori-gin, ethnic group, religion, religious practices, disability, sex, sexual orientation, gender (includinggender identity and expression) or any other legally protected status.
Students are expected to attend school every day, perform all assignments to the best of theirability, respect the property of others, and set a positive example for others.
4Cell Phonesa. Students may not use or possess cell phones during the school (K-7) day. Prior to the start of
the school day, students’ cell phones must be immediately placed in lockers (Grades 6-7) and back-packs or other designated areas for personal belongings (elementary schools). C.W. Baker HighSchool and Durgee Jr. High School, only, may have the phone on their person, but the phone mustbe out of sight and turned off. Use of the device may be authorized by the building Administratorand/or classroom teacher for educational purposes in the classroom only.
b. Use of cell phones on a District school bus is prohibited; however, cell phones may be used bystudents at the discretion of the bus driver. Any misuse of a cell phone while riding on a school buswill be subject to the same consequences as outlined in Appendix A and B of this Code.
The school district accepts no responsibility for lost or stolen personal electronic devices on anyschool property.
4Electronic DevicesPersonal electronic devices shall include, but not be limited to cellular phones of all types includ-
ing those with photographic, videotaping and/or text messaging capabilities, tablets, Nintendo DSs,Blackberries, cameras, MP3 players, and laser pens. The use or possession of electronic devicesduring the school day is prohibited unless specifically authorized by the building administrator. Saiddevices must be turned off and stored within a locker during the school day (secondary schools). Inthe elementary schools, electronic devices must be turned off and stored in a backpack or other des-ignated area for personal belongings. The school district accepts no responsibility for lost orstolen personal electronic devices on any school property (cell phones rules are outlined inSection 7 of the Code). The District allows e-readers for the purpose of reading, only.
4TobaccoThe use, possession, sale or distribution of tobacco products is prohibited. Tobacco products
include but are not limited to cigarettes, pipes, chewing tobacco, snuff, herbal tobacco products,simulated tobacco products that imitate or mimic tobacco products, e-cigarettes, “vapes,” cloves,bidis and kreteks as well as matches and lighters. This prohibition extends to having such items onone’s person or in one’s locker or vehicle or other personal space.
4VisitorsThe Code applies to visitors, who are subject to the authority of the building principal while on
District premises or at District functions. Visitors must use the main entrance to the building andreport to the principal’s office upon arrival to sign the visitor’s log. Visitors will receive an identifica-tion badge, which must be worn at all times while on District premises.
4Dress CodeStudents, teachers, and visitors must dress appropriately for all District programs and activities.
Clothing which disrupts the educational process, or which promotes hatred, violence, alcohol, andtobacco use, or illegal activity is not permitted. All clothing must be safe in consideration of the envi-ronment, including shoes. Rollerblade footwear, backless shoes, and open toed shoes are not per-mitted on the playgrounds. Underwear is to be completely covered by outer clothing. No hats orhead-coverings, coats, or other heavy outerwear may be worn in school. The District does not allowoverly revealing garments or any jewelry or other apparel that could be used to harm students.School officials monitor student appearance, and intervene where there is a violation of the Code.
4Conduct on School BusesThe Code governs the conduct of students on school buses. The standards of conduct that apply
in the classroom also apply to conduct on school buses. All passengers are to obey the instructionsof the bus driver. The District may suspend a student’s right to ride the bus for any misconductincluding behavior that distracts the driver.
4ViolationsThe Code contains definitions of prohibited conduct. The Code is not meant to be an exhaustive
list of all possible acts of misconduct. Any conduct that violates the Code, any federal or New YorkState statute, or any established practice of the District may be the basis for discipline.
4DisciplineStudents, employees and visitors who violate the Code will be subject to disciplinary action and
District officials may use a range of responses to student misconduct. Before disciplining a student,District officials may issue a warning, conduct a parent conference, enter into a student behavior con-
tract, or provide counseling or mediation. Disciplinary actions may include a school or activity sus-pension, personal liability and police notification. Any person other than a student found in violationof the Code shall be subject to appropriate criminal and/or civil penalties.
4Due ProcessStudents are entitled to due process before the District imposes discipline. The District must
inform the student of the misconduct and investigate the facts surrounding the misconduct. TheDistrict must allow all students to present their version of the facts. Beyond this, the level of dueprocess ranges from parent notification and informal conferences to a formal hearing pursuant toEducation Law §3214. The Code also contains detailed procedures for dealing with misconduct byspecial education and disabled students.
4Teacher Removal of Disruptive StudentsThe Code authorizes classroom teachers to remove disruptive students from classrooms. The
Code spells out the procedures that must be followed when a teacher removes a student from theclassroom, including notice to the student and the opportunity for parents to meet with the principal.No teacher may remove a student with a disability from a class until the teacher has verified with theprincipal or the chairperson of the Committee on Special Education that the removal will not violatethe student’s rights under state or federal law.
4ReferralsThe principal must notify the Superintendent of Schools of any Code violation that constitutes a
crime and substantially affects the security of the school. The Superintendent, in turn, will notify locallaw enforcement. The principal must also notify the Superintendent of Schools and local law enforce-ment when he/she believes that any harassment, bullying or discrimination constitutes criminal con-duct. In an attempt to identify possible discipline problems before they occur, teachers may refer stu-dents to the In-School Planning Room. Students referred to the In-School Planning Room will remainthere until they have prepared a plan of action to improve their behavior. The District also providesa peer mediation program for students who come into conflict with one another.
4Dignity Act CoordinatorsThe principal at each school has been designated the Dignity Act Coordinator. These individuals
are available for students and staff and are responsible for assisting in coordinating and enforcingthe requirements of the Dignity for All Students Act.

4ReportingAnyone who believes he/she has been subjected to discrimination, harassment, bullying or retal-
iatory behavior or has witnessed any possible occurrence of such conduct should immediately reportsame to any staff member or administrator. If a school employee learns of any occurrence of possi-ble bullying or harassment, the school employee shall orally notify the school principal no later thanone (1) school day after learning of such conduct. Such school employee shall also file a writtenreport no later than two (2) school days after making such oral report. If the District determines thata District official, employee, volunteer, vendor, visitor and/or student has violated the Code ofConduct or a material incident of harassment, bullying and discrimination has occurred, immediatecorrective action will be taken, it will take prompt action reasonably calculated to end the violation,eliminate any hostile environment, create a more positive school culture and climate, prevent recur-rence of the behavior, and ensure the safety of the student or students against whom such violationwas directed. Generally, responses to acts of harassment, bullying, and/or discrimination againststudents by students shall incorporate a progressive model of student discipline.
4Review of CodeIn order to reduce costs, the district is no longer providing a hard copy of the Code of Conduct for
each student and staff member, just to those who are new to the district. Anyone who wishes toreview the Code may do so. Copies of the Code are available for review at each school building.You can also review and download a PDF of the entire Code of Conduct book on the district’s web-site, www.bville.org.

TThe Baldwinsville Central School District is a moderately sized
district comprised of five elementary schools (grades K-5), a
middle school (grades 6-7), a junior high (grades 8-9) and a high
school (grades 10-12).
Located in the northwest corner of Onondaga County, the dis-
trict has about 6,000 students who are drawn from the village of
Baldwinsville and the towns of Van Buren, Lysander and Clay.
A large, well-maintained fleet of buses transports children with-
in the district and to alternative educational sites in the metropoli-
tan Syracuse area.
The district is proud of its well-balanced educational program,
which emphasizes the intellectual, physical, social and emotional
growth of each student. The programs provided to students are
well-planned, educationally sound and cost-effective.
The district has a 91% graduation rate, and roughly 90% of grad-
uates go on to attend two- and four-year colleges.
In the 2013-14 school year, “Business First,” a Buffalo-based
business publication, ranked the district 1st in Onondaga County
for administrative efficiency and 7th in Upstate New York as well as
9th in academic performance out of 53 public school districts in the
Syracuse area and 45th in academic performance out of 429 in the
state.
Other highlights in achievement include:
42014 CNY Scholastic Art Awards - 33;
4A 2014 Best Community for Music Education designee, 5th
consecutive year; and
4Girls Varsity Volleyball - 2013 NYS Class AA Champion.
RResidents are asked each year to vote on the annual district budg-
et and the election of new school board members, who serve
three-year terms.
This school year’s annual budget vote and election is set for
May 19, 2015. Voting booths will be open from 6 a.m. to 9 p.m. in the
auditorium of C.W. Baker High School, on the main school campus at
29 E. Oneida Street.
To be eligible to vote, you must be 18 years of age or older, a citi-
zen of the United States, and a resident of the school district for at
least 30 days prior to the vote.
Absentee ballots can be obtained by calling 638-6055 or by
requesting an application through the District Clerk’s Office, 29 E.

AAnyone with children of pre-school age in the district should regis-
ter with the district registrar at 635-4569. The registration office
is open all year except for weekends and holidays. Registration
hours are from 8:00 a.m. to 12:00 p.m. for walk-ins, and 1:00 p.m.
to 3:15 p.m. by appointment, Monday through Friday (July 1 to
beginning of September hours are 8:00 a.m. to 12:00 p.m. for
walk-ins and 1:00 p.m. to 2:30 p.m by appointment).
Children are permitted to enter kindergarten if they are 5 years old
by December 1. It is mandatory that children attend at age 6. Proof of
birth and your child’s immunization records are necessary for kinder-
garten registration, which usually takes place in March or April.
Kindergarten is a full day program. If you have questions about

EEach year, Baldwinsville buses safely transport thousands of
students to and from their homes and to school-sponsored
events. School buses are regularly inspected both by state
inspectors and district mechanics. Drivers are carefully screened
and given periodic defensive driving and safety courses to sharp-
en their skills. Added to all of the above precautions for student
comfort and safety is a district belief that standards of conduct
are an individual and joint responsibility. The students, parents
and staff need to know and abide by the rules.
Inappropriate conduct or disruptive acts will be reported to the
building principal for his/her follow-up.
PParents with transportation requests for out-of-district loca-
tions must submit a form with the transportation department
no later than April 1. These forms must be filled out every
year. For more information, please call 638-6097.
4 Do not disturb the drivers. Their attention should be on driv-ing.
4 Cooperate with the driver and obey his/her reasonable requests.
4 Remain in your seat while the bus is in motion.
4 Do not throw or carry objects dangerous to yourself or oth-ers.
4 Keep hands, feet and head inside the bus at all times.
4 Be courteous and talk in a normal tone of voice.
4 Do not smoke, eat or drink on the bus.
IIf your child is ill, please call the school attendance office as
soon as possible on that morning. The school feels a clear
responsibility for the safety and health of each youngster. On
return to class, the student should bring a note or excuse written
by you as parent or guardian.
Parents are encouraged to have absent students reduce the
loss of attendance by asking for homework assignments from
friends, getting work in advance when an absence is anticipated,
or by contacting the teacher personally upon return.
Students who develop a pattern of being absent often become
discouraged from attending as they fall more and more behind.
They should be encouraged to attend regularly to develop more
comfort within their class and with the subject matter.
Tardiness to school can also negatively affect learning. The
opening minutes of a class are an important time. Even being a
few minutes late to class can cause problems with missed tests
or other materials.
IIn the elementary schools, close contact between the teacher and
home is important to the well-being of the child. Several times
each year, half days are set aside to allow one-on-one dialogue
between teachers and parents about a child’s progress. Teachers
often set appointments between 11:30 a.m. and 4:00 p.m.
Occasionally, working parents may come to early evening appoint-
ments.
Throughout the remainder of the year, parents may be asked to
attend a scheduled parent conference meeting. At any time during
the year, a parent may ask for a teacher-parent meeting.
In the secondary levels, conferences may be initiated by a con-
cerned teacher or by the parent. Interested parents may call the
guidance department at any secondary school to arrange a meet-
ing with the teacher. Often a student’s respective teachers or his or
her academic team of teachers will meet with concerned adults.
TThe decision to close the schools is made by the Superintendent ofSchools. When it becomes necessary to close schools because of
weather or other emergencies, announcements will be made over all ofthe radio stations in the listening area, as well as the local televisionchannels. The Superintendent will also use the district’s telephone mes-saging system.
This same procedure is used if the closing is during the day. Underthese circumstances, students would return home using the normaltransportation procedures.
