I stand before you in full battle armor today to honor the memory of

one of our officers.

Captain Wiseman was one of our finest, serving

G.A.R. faithfully for many years. I have seen

few as devoted as he.

I am sure you all know of his recent

actions, but let us not remember him for his failure,

but for his countless successes.

Today we honor Captain Wiseman and treat his memory as

that of one fallen in battle in the line of duty.

The Council would like to

postumously award Captain Wiseman with

the Medal of Honor.
