I was visiting the Western Flyer recently with Sam Tezak, an intern from Denver with the Cooper Canyon Press at Fort Worden, when we happened to talk with Kirk Johnson, western editor for the New York Times, based in Seattle.

That the Western Flyer (see link) will be rebuilt & restored here by the PT Shipwright's Co-op is a huge economic boost to our town. It's exciting that this amazing old derelict vessel will be on it's way to a new life for students in 2017. PTYC Member Sue Hoover

Mariners, please note: The National Transportation Safety Board's (NTSB) Safety Research Division is conducting a study to assess the effectiveness of Vessel Traffic Service (VTS) systems operated by the U.S. Coast Guard and is seeking feedback from waterway users that operate within a Coast Guard VTS Area. For directions on providing feedback, please visit the NTSB website:

Your input and/or contribution is requested for the next release of the American Practical Navigator, Pub. 09, more commonly known as "Bowditch". This publication, as you likely know, is the quintessential encyclopedia of navigation. Given that navigation has changed so much over the years, especially in the last decade, your participation in the development and writing of this important and historical book is crucial to both safe navigation as well as documenting the current state of the art of navigation. For more information, please see the flyer at: http://www.navcen.uscg.gov/Bowditch . PTYC member Pete Leenhouts

PTYC member Linda Newland and I (photo below) went to the Recreational Boating Association of Washington (RBAW) annual meeting this past Saturday, November 14th, in Bellevue. Linda is the RBAW Director and also represents PTYC at RBAW. As you may recall, Linda was our featured speaker for PTYC’s October Program about her solo sailing race to Kobi, Japan. See: http://www.rbaw.org/officers_trustees.html

During the meeting, PTYC member Bob Wise was elected to the Board of Directors—as a representative of the Tyee Yacht

Club. I've attached a copy of a picture I took of the newly elected RBAW board members and executive leadership. (Bob Wise is third from the right). See: http://www.rbaw.org/ PTYC member Pete Leenhouts

December Recreation Boaters of Washington (RBAW)

Annual Meeting Report

Your Representatives Working for You

WA State Boater Education Card

The most recent count reported by the WA State Department of Parks and Recreation is 250,000 WA State Boater Education Cards issued. Boaters in Washington need to have their card with them when operating a boat 15 horsepower or greater. Boater operators born before January 1,1955 are exempt but may choose to get a card if they plan to boat in Canada or Oregon since both require mandatory education. Current emphasis by law enforcement is directed to BUI…Boating Under the Influence. The .08 standard for autos is the same for boaters. Severe penalties can be meted out. A good plan is to designate a boat driver as is done in driving a vehicle. Free “designated driver” wristbands can be picked up at locations around Puget Sound. See the website for those locations.

Marine Tourism Bill Finally Passed with Added Benefits

The Marine Tourism Bill after two legislative sessions finally passed this year giving larger commercial vessels 180 days to be in the state, instead of 60 days, before incurring significant state use taxes. This in itself does not affect recreational boaters but it does give a boost to our local boatyard economy as many of these vessels have been going to Canada for required repairs that take more than 60 days.

An added clause in the new law also partially reinstates boating gas tax revenue which has been diverted to the general fund for several years. These reinstated funds amount to 7 cents on the dollar spent this year to 11 cents for next year. This added revenue, overseen by the WA Recreation and Conservation Office (RCO) goes to improving boating facilities and to acquiring the use of lands for boating. Additional lands are added all of the time working on a matching funds basis with local governmental entities. Locally here, these boating gas tax dollars are funding the jetty replacement at Point Hudson and funding the expansion of the launch ramp at Boathaven.

Governor Appoints Outdoor Recreation Advisor

Governor Inslee recently appointed an Outdoor Recreation Advisor becoming only the third state to do so. Considering that 21.6 billion dollars annually is spent on outdoor activity which is on par with money spent at Boeing, this move was supported by RBAW and the Big Tent Coalition, a group representing the interests of many outdoor recreation pursuits including recreational boating. Additionally, the NMTA, or Northwest Maritime Trades Association also supported it. The group represents commercial interests in boating.

Peter Schrappen, representing NMTA, reported that new boat sales in Washington led the nation this year and were up 24% over 2014 with 4.17 billion dollars spent. Boat sales have shown a constant growth since 2012. Linda Newland, RBAW Director & PTYC Representative to RBAW

NOTE: Linda will still represent PTYC until our Commodore designates someone else. My position as Director has two more years and is not dependent upon me representing PTYC. RBAW accepts individual memberships and I am a member; however, there are other Board members that are not representatives from a yacht club.

Sauce for Main Dish:

~ EASY NAPPA VALLEY CHICKEN ~

1 can condensed tomato soup 1/2 package dried onion soup mix (seasoning and dried onion pieces) 1 Tablespoon brown sugar (or to taste) 1 Tablespoon wine or vinegar (or to taste)

In a sauce pan, slowly heat all ingredients and simmer a few minutes to blend flavors. Pour sauce over chicken pieces and bake covered until done.

Serve, pouring remaining sauce over sides of rice or pasta.

Notes: Sauce is also great over pork.

Use sauce when heating leftover meats.

Meat can be placed directly in to sauce to cook on stove top instead of in an oven.

PTYC Member Ilona Bell

Here's a great tip:

While empty pot or pan is still hot from cooking and the contents is still soft and hasn’t hardened, wipe clean with a paper towel. Because the pan is still hot to the touch, use a wooden spoon or other utensil to move the paper towel to quickly remove the debris. This prevents clogging in the boat’s drain hose or in standard plumbing pipes.

PTYC 2015 Crab Feast

(See more photos in the

Gallery at: ptyc.net)

Hundreds of pounds of crab were everywhere & the club house stirred with members enjoying the camaraderie and getting their crabby on!

Thank you all for making this event such a success!

A special thank you to Pattie Biazzo for leading the charge with the kitchen crew! She planned the menu, shopped for supplies, and practiced a few recipes and shared with the cooks ahead of time. The kitchen crew consisted of Susie Moses, Pam Blankenship, Mary Schefstrom, Betty Petrie, Katie Harbinger, Jane Asbury, Macy Galbraith & Char “Crabbymeister” Quandt. The gals cored & sliced bags of apples, sliced 20 pounds of potatoes, onions brought tears and baked until their hearts content!

Meanwhile outside the Crab Wranglers were threatened by high winds & rain! That did not deter the Captain of the Crab Cleaning & Cooking Crew! Jim Quandt ordered the crab in advance from New Day Fisheries & set up the cooking scene outside in the parking lot. Tom Biazzo, Dean Brock, Jess Schefstrom, Carl Sidle, Michael Asbury, and John Blakeman got the job done in record time! Good works, guys, and the crab was delicious!

Clean up was incredible with so many members pitching in! Thank you all that helped with this event! Until we eat again….
