1. Background
1.1. Sustainable Transport Policy and Common Strategic Policy Aims In 2013, a wide ranging transport study of the schools and colleges within the St Saviours area was
undertaken on behalf of Transport and Technical Services (now Growth, Housing and Environment)
and the Department for Education, Sport and Culture (ESC).
The study looked into the following areas
Transport infrastructure provision
Road Safety
School operational issues
School practises related to transport
Scope for operational improvements and revisions to school buses
Traffic management in the schools area
Scope for promoting sustainable transport by encouraging alternative modes of travel other
than by car.
Data was collected by various means:
On-line student and parent surveys
Video surveys outside school entrances to identify and quantify vehicle and pedestrian
movements
Parking surveys within the schools and on-street
School bus data from Liberty Bus
Road traffic collision data
Meetings with head teachers, some PTA, school councils and ESC officers.
The study created the St Saviours Schools Action Plan (SSSAP)
One of the items to be identified as being a barrier to sustainable travel in the area was Bagatelle
Lane. It was highlighted as a particular problem for students walking between the bus park at JCG
and Hautlieu School. There is no continuous footway along the length of Bagatelle Lane, although
there are short sections of inadequately sized footways on both sides of the road. One length of
footway is in private ownership and the footway on the south-east side varies in width from 600mm
to 1.2m, well below the standard width for an urban footway (1.8m) or even a rural one at 1.5m.
GHE have been working collaboratively with the Parish of St Saviour, who administer Bagatelle Lane
to improve this route to make it safer for students and residents who walk along the lane.

2. Consultation
2.1 Consultation Process Two community consultations have been carried out. The first consultation was to understand the
community concerns which then helped to inform the development of an improvement scheme. The
second was to obtain feedback on the developed proposal.
2.2 Purpose of the Consultation The consultation provided a platform for members of the public and for key business stakeholders to
comment on their issues and concerns. The consultation was open to everybody and aimed to try and
get as many view points as possible and an understanding of the issues from those using the area.
A Growth, Housing and Environment technical team were present at the drop-in consultation to
ensure that attendees’ needs and concerns were recorded on the questionnaire so that they could be
taken into account in the development of a scheme. The purpose of the consultation was to elicit user
views.
2.3 Notification of Event Letter drops were posted to 474 residents within the local area that could be affected by any proposals
brought forward. The letters set out the proposals for a new zebra crossing on Wellington Road at the
north end of Bagatelle Lane along with the consultation on the issues faced by users and residents of
the lane. A copy of the letter can be found in Appendix A.
Hautlieu School informed parents and students via their Parentmail system and JCG and De La Salle
colleges were informed via letter.
The consultation was advertised widely on social media and the local media.
2.4 Event Arrangements The consultation was held at Hautlieu School on Thursday 25 October 2018 between 4:30pm and 7pm.
The technical team encouraged members of the public to complete the questionnaire which was available for each person who attended the consultation. They could record their views on the proposals and add any additional comments which they felt would help the situation.
Students at Hautlieu School completed questionnaires during their form time so that student views could also be understood.

3. Consultation Material
3.1. Consultation Banners Eight display posters relating to the Bagatelle Consultation were set up in the main foyer of Hautlieu
School. The posters detailed the following:

Character and History of the area
Key Points, facilities and constraints
Safety Issues, including data on pedestrian movements, vehicular speed and volumes
and injury collision information

3.2 Questionnaires The questionnaires were designed to understand the community’s concerns and issues when using
Bagatelle Lane by any mode of travel. It asked for their top 3 concerns about traffic in the lane and at
its junctions and gave space for their ideas to address these concerns. There was a free form comment
section on the reverse of the questionnaire along with a map where they could expand on their
concerns and mark issues on the map.
The questionnaire was also on the gov.je website where it could be filled out and submitted.

6. Summary of Responses From the analysis of the returned questionnaires from the drop-in session, there is an
overwhelming opinion (96%) amongst the respondees that there is a need to make the area
safer. The main concerns were:
The bad exits of the lane onto Wellington Road and Bagatelle Road (12No)
Speed of traffic along the lane (10No)
Road is too narrow for the number of cars, 2 way traffic and pedestrians (8No)
Irregular, haphazard and illegal parking (6No)
Lane used as a rat run / short cut (6No)
The main suggestion by the community to overcome these issues was to make Bagatelle Lane
one way (13No). Other suggestions for the lane were:
Providing a continuous footway, either full kerbed or virtual (10No)
Reducing the speed limit with 20mph being quoted (7No)
Making the road access only (7No)
Installing traffic calming measures (6No)
From the online survey 90% of the responses agreed that there was a need to make the area
safer. Their main concerns were:
Too many cars combined with 2 way traffic and pedestrians (9No)
Safety issues and near misses (8No)
Speed of traffic (6No)
No / lack of footways or the width of existing footways (5No)
To overcome these issues, the following suggestions were put forward:
One way system (7No)
Traffic calming measures (7No)
Continuous footway (5No) or virtual footway (3No)

On average, 223 students walk to Haulieu School in the morning, approx. 26%, and 267 walk
from school, 39%. 322 take the morning school bus whilst 226 catch one in the afternoon
which equates to 37% and 33% respectively. Over three-quarters of the students at Hautlieu
School (77%) thought that Bagatelle Lane was either unsafe or hazardous at times when used
as a walking route. Only 17% would definitely change their route to school if Bagatelle Lane
were to be made safer for walking, however, this did not take into account their original origin
or whether they already walked to and from the bus park.

7. Conclusions Although the number of returned comments was not large, totalling 45, there is a clear need
to make the lane safer for all road users. This was also borne out by the student responses.
The most common concern raised was that the lane is too narrow for the volume of traffic
and the number of pedestrians to both use safely at the same time. This was followed by the
speed of traffic and the exits onto the main roads.
To overcome these concerns, the most common suggestion was to make the lane one way. A
number of responses recognised that this solution on its own could increase traffic speeds so
suggested traffic calming measures could be introduced. Either a kerbed footway or a virtual
footway was the second most suggested idea.

8. Recommendations It is recommended that the most requested public suggestion, a one way road, is taken forward
to a further community consultation. The road would need to become one way northbound
(towards Wellington Road) because of the poorer visibility at the southern end and a virtual
footway formed on the west side of the lane to improve pedestrian facilities. Due to the
restricted width of the lane this would mean the removal of all on street parking.

9. Follow-on Consultation
9.1. Outline Following on from the recommendations from the initial consultation and approval from St Saviour’s
Roads Committee, as Highway Authority for Bagatelle Lane, to develop proposals based on the one
way system, plans were drawn up of the changes.
A follow-on consultation was then held so that the community could comment on the proposals.

10 Consultation Process
10.1. Notification of Event Letters were sent out via Jersey Post to the 474 residents within the local area. The letters described
that the consultation was a follow-on-consultation regarding the Wellington Road and Bagatelle
Lane proposals. It outlined the positive results to the Wellington Road zebra crossing proposals,
which will be installed during the school summer holidays in 2019, and the strong community
support for safety improvements within Bagatelle Lane. It also showed an artist’s impression of the
proposals. A copy of the letter can be found in Appendix E.
The consultation was advertised at Hautlieu School and widely on social media and the local media
(radio and JEP).
10.2. Event Arrangements The consultation was held at Hautlieu School on Thursday 7 March 2019 between the hours of
4:30pm and 6:30pm.
A technical team and members of the St Saviour’s Road Committee were in attendance to answer
queries and talk through the proposals. Questionnaires were available at the end for people to
complete.

13 Summary of Responses From the responses returned, 75% of the people lived within the Bagatelle Lane/Bagatelle
Road/Wellington Road area and would be directly affected by any proposals.
Overall 60% of the respondents felt that the proposal did address the concerns which were raised in
the initial consultation. For residents of Bagatelle Lane this was 56% with 24% stating that it did not
address those concerns.
65% of people thought that additional traffic calming would be required, this increases to 73% for
residents of Bagatelle Lane. The most popular form of traffic calming was raised tables although the
number of responses to what type of calming would be best was greater than those who said
additional calming was needed. 60% of residents who live in Bagatelle Lane who felt additional
traffic calming methods would be needed opted for raised tables.
The main comment to come from the proposals is the removal of on-street parking, with 9 residents
of Bagatelle Lane raising it as a concern and 11 overall. This was followed by making the lane access
only to residents gaining 8 comments. A number of people commented on the road closure at
Chasse Brunet and would like the same arrangement here to make it access only. This option is not
feasible in this location as the road is narrower than Chasse Brunet and does not have suitable areas
where vehicles can turn around at a closure point. Seven comments were against the proposals.
Just over half of the respondees (57%) said that they support the proposals whilst 27% were against
them. The percentage values were within 1percentage point of the combined results from both the
drop-in questionnaire and the on-line survey.

14. Conclusion The majority of respondents felt that the proposals address the safety issues of the road. Over half
of the respondents (57%) believe that the proposals will benefit the area with only 27% against the
proposal. Of those who live on Bagatelle Lane, 58% are supportive of the proposals. The main
negative is the loss of on-street parking and / or difficulty in accessing the existing parking provision,
particularly for carers.
Making the lane one way and reducing the speed limit to 20mph would address the main concerns
from the first consultation and the clear need that the lane needs to be made safer for all road users.
This is in-line with parts of the Council of Ministers strategic priorities for their term in office, being:
To put children first
To improve Islanders’ wellbeing and mental and physical health
To protect and value our environment
and in line with the STP and St Saviours School Action Plan which aims to encourage students to walk
or use buses which reduces congestion to local schools. Reduced congestion benefits air quality for
students and residents and reduces carbon emissions to the environment.

15. Recommendations It is recommended that, following the information gathered over the two consultations, the road
becomes one way with a virtual footway to allow safer access to schools within the area by young
people and local residents.
It is recommended that the road is one way northbound as the exiting visibility is better onto
Wellington Road than onto Bagatelle Road. However, consultation is likely to start on how Bagatelle
Road can be improved within the next 12 months. In the longer term, the outcome of this could
improve the southern junction of Bagatelle Lane and if need be the direction reversed in the future.
The proposals include some traffic calming measures:
‘Gateway’ features at southern ends consisting of a different colour and texture road surface
Road narrowing
Kerb buildouts at the junctions with side roads
The responses indicated that additional traffic calming would be required. However the type of
traffic calming preferred was skewed due to spoilt answers to the question (the number of people
who expressed a preference was greater than the number of people who said there was a need of
additional measures). It is therefore recommended that, combined with the reduction in speed limit,
the lane is monitored for a period of time (preferably 1 year) to determine whether there is a need
for addition measures.
Bagatelle Lane is a Parish administered road and the decision to change a road layout either
permanently or otherwise lies with the Parish Roads Committee in the first instance before the
Minister for Infrastructure signs off the proposals. Funding for the proposals is currently budgeted
for 2020 and hence could be installed in the school summer holidays of 2020.

14 This is an unsafe road, especially the junction between Wellington Rd and Bagatelle Lane. I have
used this road with a pram and now with a toddler. When turning left from Bagatelle Lane into
Wellington Rd, I've had near-misses with cars or vans, including when a mini-bus mounted the
pavement to turn left and clipped the pram.
Even the small pavement there is, is often blocked by cars. Also when turning in from Wellington Rd
to Bagatelle Lane it is not possible to see the traffic coming towards you until you are upon it. As a
parent with a small child, it is anxiety inducing.
15 Junctions are fine if free from illegally parked cars and pedestrians (not using the pavement
provided).

17 We have witnessed two collisions whilst walking on the Lane with my children, as well as a number

cannot accommodate a two way traffic system, as well as pedestrians. There is completely
inadequate allowances for pedestrians and often traffic blocks access for pedestrians to gain access
to Wellington Road. As a result we tend to try and gain access to school via Mont Millais, however
even then the junction is too dangerous with approaching traffic from four different directions. This
route has been further compromised recently by temporary fencing being erected to accommodate
an extension to a private house.
18 The current setup causes confusion. Currently it's confusing who has right of way at the bottom of
the hill.

such a busy, fast (the 30 mph speed limit should be reduced to 20mph for the length of the school
grounds) arterial route into and out of St Helier.
4 About time! How long has this taken to be taken seriously! I have lived in the lane for 25 years and
problems have only grown.

7 I was very concerned by the views of Sadie Le Sueur-Rennard our Connétable. During the
consultation process she it was clear that she wanted to do something about the lane, but seem to
put the responsibility onto others. Is it not a parish road? Is she not responsible? She has the
responsibility to sort it out and make key decisions. Don't pass the buck.
She was also very vocal in respect to parents that chose to send their parents to JCG or VCJ. This is
not a socio-economic argument. If a child gets hit by a car, regardless of their economic statue - it
makes no difference - they have still been hit. She is elected to represent all the people, not make
decisions based on her own opinions.
A real shame, as up to that evening I had respect for her, sadly this is now dwindling.
In regards to a new Prep school at Heathfield, she also said 'rumour has it' - Politicians should not for
opinions based on rumour. Deputy Macon was very good in reminding her that it was his duty to
base his decisions on facts not rumours. Her own agenda and personal opinion has no place as a
parish representative.
If no decision is made regarding Bagatelle Lane - It will be a missed opportunity.

3 These proposals are not addressing the real issue of people using this residential lane as a shortcut -
no different to them using chasse brunet previously like this before it has been closed. It is smaller
and narrower than that road so why can’t you close off this lane and leave the residents in peace and
able to park and use the road as they please and within their rights to be able to live peacefully and
access and park by their own properties? The mass of cars using this lane as shortcut is only during
term time and only for the peak times of before and after school yet the proposals would
disadvantage access and on street parking by properties for residents for the whole of their lives
which does not seem fair in any sense. It would be fairer on the people who live in the lane to make it
access only for cars and leave the current setup for driving and parking for Residents to be able to
reasonably access and park at/by their properties. It also would not work making it one way from the
Bagatelle road end as some residents cannot physically access their drives and properties from that
direction which again is an unreasonable and unnecessary restriction and not considering the
residents’ needs ie those people who live there 24-7 and should not be disadvantaged due to other
people who do not live there incorrectly using it as a shortcut before and after school. Please kindly
reconsider your proposals with the main users of the lane in mind ie residents who should be taken
into consideration and given much priority. Many thanks.
4 Once again the people who live in the lane permanently are to be grossly inconvenienced and
disadvantaged for the sake of term time and week day only, twice a day. It is not fair for residents to
suffer when in reality it is people using the lane, who don’t live there, as a shortcut who should be
stopped - make it access only for the residents and the issues would be eradicated without the need
for costly plans which are not popular or Desired by the people who live there all the time. Please do
not implement these proposals as they do not address the people causing the issues ie those people
not living there.

1 I do not want to see Bagatelle Lane reduced to just north bound traffic.
2 No I don't think that calming measures work as drivers that come to jersey drive the same way as
they do from where they come from jersey drivers are polite but outsiders are not so maybe when
someone comes from another country they should be made to take a test as they are not use to our
small roads the amount of times they drive in the middle of the road with no concern for the other
driver coming the other way.

1 I largely support the proposals, however I would additionally propose that with the additional
measures the one-way solution could perhaps be applied on a temporary basis in the mornings and
afternoons when the volumes of pedestrians are at their most. This would limit the levels of
interruption and inconvenience caused to local residents during all other times. Whilst I am not an
expert in this field it would be good to see consideration of this option from those who are.

I support the footpath idea, but am not convinced knock on concerns re parking, traffic at les Varines
(a junction which is busy and not simple already) are being considered fully when evaluating this
proposal. I would need more information on these before ticking ten yes box

4 It is not clear from the proposals but will the speed limit be reduced to 20mph on Bagatelle Lane ? I
would question the need for bollards to segregate the pedestrian/road area. Different coloured tarmac
would suffice - the road will be 'one way' and it appears that parking will be prohibited - unlike other
areas where similar measures have been introduced on two way roads and the bollards themselves
form traffic calming barriers. Solid bollards are a hazard to cyclists and two wheeled road users and,
in this case, appear unnecessary
Overall support yes, but with the question over the use of bollards. I have little doubt that Bagatelle
Lane will become an unofficial drop off/pick up location for students and measures should be put in
place to discourage this.
5 Agree yes in part. I do not agree that Bagatelle Lane should be one way. A chicane system such as
that at St Martin Green Street St Mary with a white arrow giving priority. I feel that there will be a
worse build up of traffic at the junction of Bon Air Lane and Bagatelle Road. NOBODY lets you out
into the traffic. Traffic lights may be a solution. I totally agree that there should be a dedicated walk
way for pedestrians

1 I understand that the majority of traffic was northbound but the question should be what direction did
the traffic turn when exiting road. I would suspect west and if that is the case it would be of minimal
effect on Wellington road if those cars had to go up to Bon air lane however if the southbound traffic
had to go up to Bon air lane that would slow down the traffic at that junction. Therefore suggest that
traffic in the lane be southbound only.

1 Overall I do support the plans but I would like to more evidence on the direction of the one way route. I
drive along Bagatelle Lane 3 times a week in both directions. I normally travel along Bagatelle Lane in
the evening and during the weekends. I wonder if it would be better to close the lane to north bound
instead of south bound. My concerns are due to top of Wellington Road/Les Varines/Croix Besnard
junction, with the closure of Bagatelle Lane, most people will drive up to this junction as the alternative
route, it is easier/safer to travel from Bagatelle Road onto Wellington road than Wellington Road onto
Bagatelle Road. I also wonder about the impact on the housing development at Hotel de France, this
will increase the number of cars using Bagatelle Lane South bound and not as much North bound.

1 also contact Hautlieu and tell them to get their students to walk along side of road not 6 abreast in
middle of it-need to stop it being used as a rat run by parents dropping at schools-put in some speed
bumps too

I do feel a sledgehammer is being used to crack this nut. Surely speed bumps together with 15mph signs and permanent cameras would solve this and of course a pavement. The residents of Les Ametots feel our problem of being able to see to the left while exiting still hasn’t been addressed.
With reference to your proposals for road changes to Bagatelle Lane. I support any traffic calming measures that encourages the promotion of safe routes to our schools. With the near grid lock situation we are facing at school time, the future has to be to encourage more students to walk or cycle to school. This can only happen if the roads are safe. I support your proposals but would like these plans extended to link up to more extensive safe ways to walk and cycle in the area. The bagatelle area has so many schools, primary and secondary, that I hope you are looking at the whole area and seeing where these safe routes can link together. Les Varines and Fountain Lane are two roads that spring to mind that are difficult to use safely for cyclists or pedestrians. And Bagatelle Lane could even be closed to all traffic other than for access or emergency. Excellent ideas here. Well done, this is the future.
