Keeping in view the myriad problems and high potential of adding value in various socio-economic sectors in the State to address the development concerns of large population, there is a need for innovation and technology application for inclusive development and growth. And it holds the key, both in advanced & emerging economies, to employment generation and enhanced productivity growth through knowledge creation and its subsequent application and diffusion. INTRODUCTION

Eradication of poverty, improving quality of life, achieving the Millennium Development Goals

State. Among others, innovation and technology have an important role in overcoming limitations of

resources, optimal utilization of resources, and in enhancing the efficiency and effectiveness of

implementation of programmes.

Innovation is not only about developing new technology or product but also includes a business

model, service, process, structure or system which has value for the business, industry and society.

Hence, innovation can be applied to any sector, discipline, or technology or any process, structure

and business model in any organisation to bring about change for adding value to mankind. Keeping

in view the myriad problems and high potential of adding value in various socio-economic sectors in

the State to address the development concerns of large population, there is a need for innovation

and technology application for inclusive development and growth.

environment and climate variability and change. It requires inter-disciplinary research, including

traditional knowledge.

India has a long tradition of innovation and a significant pool of qualified people, both within

country as well as the diaspora, presently engaged in innovative activities. This talent pool has to be

innovations happening in various domains such as Government, R&D labs, Universities, and across

It aims to bring fresh perspectives to bear on innovation in the Indian context. R & D is an integral

component for growth of the Nation and no progress is conceivable without innovation. India has to

find herself in the top five global scientific powers by the end of this decade. For this dream to come

true, talent must be spotted and nurtured so as to find a way for sustainable and equitable

development. R & D and innovation are the need of the day.

No doubt, there is a progress from the knowledge-based economy to the knowledge-driven

economy, emphasizing the fact that the current contribution of knowledge is very much as the

dynamo of the economy, the knowledge-driven economy affects the innovation process and the

approach to innovation. The traditional idea that innovation is based upon research (technology-

push theory) and interaction between firms and other sectors is replaced by the current social

network theory of innovation, where knowledge plays a crucial role in fostering innovation.

RECOGNIZING TALENTS FOR INNOVATION

In order to promote innovation, there is a need to encourage students, researchers, educational

institutes, entrepreneurs and citizens for finding innovative solutions for local problems in the areas

of Agriculture, Engineering and design, Biotechnology, Health, Sanitation, Rural and Urban

Development, New materials and Nanotechnology, ICT (Hardware & Software), Renewable Energy,

Environmental Management, Handloom and Handicraft, Judiciary, e-Governance, Community

Policing, Government, Management tool or model, etc.

Odisha has talented students, researchers, and entrepreneurs. When properly groomed and

provided with conducive conditions, there are good prospects for their success. “Catch them

young” is the adage we have to resort to. A word of praise, or a gesture of recognition, will work

wonders in elevating the spirits of our students and innovators. Students of Secondary, Higher

Secondary, Undergraduate and Postgraduate Classes would make the right target for searching the

talent in the State. This will be a small but significant step in achieving the goal – ‘the goal of

prosperity’. To spread scientific temper and enhancing skills among the young and making career in

scientific research and innovations, it is required to introduce innovative awards for the students,

researchers, entrepreneurs and other innovators in various socio-economic field to encourage and

inspire them.

OBJECTIVES

The objective of Awards for Innovation is:

(i) To promote new ideas

(ii) To promote Innovative proven concept / prototype, which have been tested

successfully and have potential for replication

(iii) To find technical solution

(iv) To facilitate linkage of technology with product development for industrialization.

It will provide not only good opportunities to the innovators to apply their knowledge in solving

societal problems but also provide a linkage between Government, Institutions and Society in a more

innovative way. It may spur design and development of new products or solutions and encourage

entrepreneurship.

MODALITIES

a. Invitation of Proposals:

Proposals shall be invited through advertisement.

b. Categories of Proposals:

Proposals invited may be of two categories as follows:

I. Awards for Innovative Ideas

II. Awards for successful innovative projects/Prototypes for proven concept / prototypes

which have been tested successfully and have potential for replication.

The details of these proposals are indicated as follows:

Category – 1: Awards for Innovative Ideas

a. Objectives

The objective of Awards for innovative ideas is to promote the culture of finding new

ideas for solving various socio-economic problems, or facilitating linkage of technology

with product development for setting up new enterprises. Such awards should be based

on the novelty and the likely benefits to the society in the areas of Municipal Solid Waste

(MSW) Management, Health, Sanitation, Agriculture, Pollution Control and so on. It will

provide not only good opportunities to the students and researchers to apply their

knowledge in solving societal problems but also provide a linkage between Government,

Institutions and Society in innovative ways. It may spur the culture of innovation, or

design and development of new products, and thus encouraging entrepreneurship.

b. Who can apply?

1. Students (Four categories as given below)

i. Class VIII to X,

ii. Class XI to XII,

iii. Under Graduate / Graduate students

iv. PG / M.Phil / Ph.D

2. Other category (other than students)

c. Selection Procedure

1. Advertisement for inviting Innovative ideas:

The Planning & Convergence Department, Government of Odisha will invite

applications from individuals through advertisement in local newspapers and/or

through the website of the Department (minimum 60 days period for submission of

applications). For a group, the application is to be sent by the group leader. For the

purpose of selection, agency / agencies may be engaged by Planning & Convergence

Department for undertaking the task of compilation of applications and to facilitate the

selection of awardees.

2. The proposal will be submitted in the prescribed format as given in Annexure-I covering

the following items:

- Introduction (Background of giving such ideas with relevant literature and

supported by evidence)

- Concept of the innovative idea

- Novelty of the innovative idea (Novelty means, how the idea is significantly

different or significantly better than earlier method / product / technology etc. and

new idea has not been tried earlier)

- Feasibility (How the idea can be implemented under the given resources,

constraints and technology)

- Implementation plan (Key stakeholders, key activities and who is responsible for

the activities)

- Likely Budget, if implemented

- Likely Deliverables, if implemented

- Risk and how it will be managed, if implemented

The Proposal shall be about 10 pages, typed single side with double space in A-

4 size paper.

3. i. For students, the proposal is to be recommended (in the form of letter) by the

concerned School / College / University / Institute.

ii. For other category, it is to be recommended (in the form of letter) by Educational

Institutes, Government agencies, Departments, any Industrial Organization or by any

Registered Society /Company.

4. Selection by the State level Screening Committee and Selection Committee constituted

by Government of Odisha in P&C Department. Proposals received will be first placed

before the State level screening committee and then before the Selection Committee.

d. Criteria of Selection

1. The criteria of selection depend on the novelty of the Idea i.e. any idea which is

innovative in nature that will add significant value but doable under the given resources

and technology will be considered.

2. Such idea should have value for the citizens and society.

3. Such idea can be given for a particular sector like:

i. Agriculture & allied sectors

ii. Engineering and design

iii. Rural Development

iv. Health

v. Sanitation

vi. Urban Development / Management [Municipal Solid Waste (MSW), Sewerage

Management]

vii. New materials and Nanotechnology

viii. ICT (Hardware & Software)

ix. Renewable Energy

x. Environmental Management

xi. Handloom and Handicraft

xii. Judiciary

xiii. e-Governance

xiv. Community Policing

xv. Government

xvi. Management tool or model, etc.

xvii. Water Resources Management

xviii. Any other (specify clearly)

4. Feasibility of idea, with necessary details.

5. Residing and working / studying in the State of Odisha.

6. There should be adequate clarity about the idea explicitly

7. For Non Resident Odia Applicant : He or She should have studied in Odisha and

completed HSC / Equivalent examination or Higher studies; or one of the parents should

have completed HSC / Equivalent examination or Higher studies.

e. Screening Committee

A State level screening committee shall be constituted with the following members:

1. Director-cum-Additional Secretary to Govt, P&C Department. - Chairperson

2. Two subject experts (for a particular sector) from

XIMB, NISER, IMMT, ILS, RMRC, CRRI, CIFA,

IIT, Bhubaneswar, CET, OUAT, Utkal University etc.

and other National Level institution like NABARD,

RBI, BSNL etc. - Members

(As the application will be sought in a particular sector,

so the subject matter specialists will be identified as

members for a particular sector)

3. Scientist / Jr. Scientist of State Innovation Cell - Member

4. Joint Director (Innovation), P&C Department - Member Convener

- TORs of the Screening Committee

The committee will examine the proposals and will look into the following:

1. Whether the proposal submitted by the applicant is in the required format? If

substantive part of the proposal is missing, committee may reject the proposal.

2. Whether the proposal submitted by the applicant is as per the following criteria:

i. Novelty of the idea

ii. Whether the idea will be helpful / valuable to the society and citizens?

iii. Whether the idea is practical and implementable?

iv. Whether the project can be considered for award keeping in view the

novelty / innovative feature of the application? (Yes or No). If there is no

novelty / innovative feature, the application is to be rejected.

v. If yes, marks awarded? (Marks to be awarded only for qualified applications

as per criteria)

3. The

Screening of the applications will be done based on the following points:

i. Selection will be category-wise (like VIII to X, XI to XII, UG & Graduate, PG /

M.Phil / Ph.D and others)

ii. The applications are to be evaluated for each category.

iii. Only deserving cases based on criteria of novelty / innovative features will

be considered for evaluation.

iv. Based on the marking by the Screening Committee, in each category,

maximum two applications shall be selected in a particular sector for each

category.

v. In a particular category (like VIII to X, XI to XII, UG & Graduate and PG /

M.Phil / Ph.D), total minimum number of Applications fulfilling criteria should

be 20 for all sectors. In case the total number is less than 20 (for all

sectors together) for a particular category, then in a “particular sector” the

number can be more than 2 in a category.

vi. Based on the novelty and the likely benefits to the society, Selection

Committee shall do the necessary grading and put shortlisted applicants in

two Grades i.e. i) Grade – A and ii) Grade – B. Each category shall contain

21 numbers of awardees. Grade – A is for higher level of novelty and

societal value. Grade – B is below Grade– A.

vii. Finally the sector wise lists of total selected applications are to be prepared.

Note: It is to be noted that only deserving cases based on Novelty Criteria as

mentioned above in Para 3(iii) are to be considered. Because of this Criterion, if

the sectors together, then in that case, more than 2 applications are to be

considered for each sector for that particular category.

4. The Screening Committee reserves the right to select or reject any or all

application without assigning any reason thereof.

- Honorarium and Sitting fees

1 Rs.1500/- for Non-Government experts (including retired experts) per expert per

day (maximum 15 projects in a day).

2 Rs.1000/- for Government Institutes like IIT, NISER, CRRI,OUAT, Utkal

University etc. per expert per day (maximum 15 projects in a day).

3 No honorarium and sitting fees for State govt. member / expert

- TA & DA

(As given to senior class -I officers of State Government.)

f. Selection Committee

A State level Selection committee shall be constituted with the following members:

1. Special Secretary to Govt, P&C Department - Chairperson

2. Two subject experts (for a particular sector) from

XIMB, NISER, IMMT, ILS, RMRC, CRRI, CIFA,

IIT, Bhubaneswar, CET, OUAT, Utkal University etc.

and other National Level institution like NABARD,

1. The Committee will examine the proposal forwarded by the Screening Committee

(based on the marking by the Screening Committee combining all applications).

2. The Selection Committee will examine the recommendation of Screening Committee.

3. The Committee will recommend the name of the selected Awardees and his / her

innovative idea to Govt. basing on the evaluation on different criteria as detailed as

follows.

PG / M.Phil / Ph.D and other category level shall be selected for their innovative idea, based

on criteria.

ii. The award money shall be of Rs.5000/- (Rupees five thousand) only to each Grade – B

applicants and Rs. 10.000/- (Rupees ten thousand) for Grade – A applicants.

iii. Total Rs.3,15,000/- per year may be required as per Table – 1.

Certificates / Memento, Accommodation of Awardees, Honorarium and sitting fees for

members of Screening Committee and Selection Committee).

Based on the actual, the expenditure will be made from the ‘State Innovation Fund’ of

P&C Department.

a. Objectives

The objective of Awards for successful innovative projects / Prototypes, developed by

applicant, is to promote Innovative proven concept / Prototype which have been tested

successfully and have potential for replication. Such awards should be based on the novelty and

1. Advertisement for inviting Innovative proven concept / projects / prototypes:

The Planning & Convergence Department, Government of Odisha will invite

applications from the individuals through advertisement in local newspapers and/or the

through website of the Department (minimum 60 days period for submission of

applications). For a group, the application is to be sent by group leader. For this

purpose agency may be engaged for undertaking the task of compilation and facilitate

selection of awardees.

2. The proposal will be submitted in the prescribed format as given in Annexure-II covering the

following items:

i. Name of the project

ii. Sector (Identify one of the sectors given below)

3. Recommendations

i. For students, the proposal is to be recommended (in the form of letter) by the concerned

school / College / University / Institute.

ii. For other category, it is to be recommended (in the form of letter) by Educational

Institutes, Government agencies, Departments, any Industrial Organization or by any

Registered Society /Company.

4. Selection by a State level Screening Committee and Selection Committee constituted by

Government of Odisha in P&C Deptt: Proposals received will be first placed before the

State level screening committee and then before the Selection Committee.

d. Criteria of Selection

1. The criteria of selection depends on the novelty of the project / prototype i.e. any project /

Prototype which is innovative in nature but doable under the given resources and

technology.

2. Such project / Prototype should have value for the citizens and society.

3. Such project / Prototype can be given for a particular sectors like:

i. Agriculture and Allied Sectors

ii. Engineering and design

iii. Rural Development

iv. Health

v. Sanitation

vi. Urban Development / Management (Municipal Solid Waste (MSW),

Sewerage Management)

vii. New materials and Nanotechnology

4. The proposal should provide necessary design and technical specifications (if any) by

which project / prototype can be further tested / analyzed. This will facilitate for selection

of award.

5. Applicant should be residing and working / studying in the State of Odisha at the time of

submitting application.

6. For Non Resident Odia Applicant : He or She should have studied in Odisha completed

HSC / Equivalent examination or Higher studies or one of the parent has completed HSC

/ Equivalent examination or Higher studies.

e. Screening Committee

A State level screening committee may be constituted with the following members:

1. Director-cum-Additional Secretary to Govt, P&C Department.- Chair person

2. Two subject experts (for a particular sector) from

XIMB, NISER, IMMT, ILS, RMRC, CRRI, CIFA,

IIT, Bhubaneswar, CET, OUAT, Utkal University etc.

and other National Level institution like NABARD,

RBI, BSNL etc. - Members

(As the application will be sought in a particular sector,

so the subject matter specialists will be identified as

members for a particular sector)

3. Scientist / Jr. Scientist - Member

4. Joint Director (Innovation), P&C Department - Member

- TORs of the Screening Committee

The committee will examine the proposals and will look into the following:

1. Whether the proposal submitted by the applicant is in the required format? If

substantive part of the proposal is missing, committee may reject the proposal.

2. Whether the proposal submitted by the applicant is as per the following criteria:

i. Novelty of the proven concept / prototype

ii. Whether the proven concept / prototype will be helpful / valuable to the

society and citizens?

iii. Whether the proven concept / prototype are practical and implementable?

vi. Whether the design and technical specifications of the project / prototype

provided by the applicant is feasible for development and for further testing /

analysis? (Yes / No) If there is no novelty / innovative feature, the

application is to be rejected.

iv. Whether the proven concept / prototype is considered for award keeping in

view of the novelty / Innovative feature of the application? (Yes or No)

v. If yes, marks awarded? (marks to be awarded only for qualified application

as per criteria)

3. Screening of the applications will be based on the following points.

i. Selection will be category- wise.( VIII to X, XI to XII, UG & Graduate, PG / M.Phil

/ Ph.D and other)

ii. The applications are to be evaluated for each category.

iii. Only deserving cases based on criteria of novelty / innovative features will be

considered for evaluation.

iv. Based on the marking by the Screening Committee, in each category, maximum

two applications shall be selected in a particular sector for each category (as

given in Table – 1).

v. In a particular category (VIII to X, XI to XII, UG & Graduate, PG / M.Phil / Ph.D

and other), total minimum number of Applications fulfilling criteria should be 20

for all sectors. In case the total number is less than 20 (for all sectors together)

for a particular category, then in a “particular sector” the number can be more

than 2 in a category.

vi. Based on the novelty and the likely benefits to the society, Selection Committee

shall do the necessary grading and put shortlisted applicants in two Grades i.e. i)

Grade – A and ii) Grade – B. Each category shall contain 21 numbers of

awardees. Grade – A is for higher level of novelty and societal value. Grade – B

is below Grade – A.

vii. Finally the sector wise list of total selected applications is to be prepared.

Note: It is to be noted that only deserving cases based on Novelty Criteria as

mentioned above in Para 3 are to be considered. Because of this Criterion, if the

total number of applications is less than 20 for a particulat category taking all the

sectors together, then in that case, more than 2 applications is to be considered

for each sector for that particular category.

4. The Screening Committee reserves the right to select or reject any or all application

without assigning any reason thereof.

- Honorarium and Sitting fees

1. Rs.1500/- for Non-Government experts (including retired experts). per expert

per day(maximum 15 projects in a day).

2. Rs.1000/- for Government Institutes like IIT, NISER, CRRI,OUAT, Utkal

University etc. per expert per day (maximum 15 projects in a day).

3. No honorarium and sitting fees for State govt. member / expert

As given to senior class -I officers of State Government.

A State level Selection committee may be constituted with the following members:

selected after Government approval.

M.Phil / Ph.D level shall be selected for their innovative idea.

ii. Two persons from other categories shall also be selected for their innovative idea.

iii. The award money shall be of Rs.20000/- (Rupees Twenty Thousand) only to each for

Grade-A and Rs. 10000/- (Rupees Ten Thousand) for Grade-B.

iv. Total Rs.6,30,000/- per year may be required as per Table – 2.
